Do you need your English Learner Certification (CLAD)? The Stanford University CTEL/CLAD
Program has teamed up with the Oakland Unified School District so teachers can earn the CLAD and 18
(quarter units) Stanford University graduate level credits. The courses lead directly to the CLAD with
no exams, as long as teachers complete all the course requirements.
OUSD has negotiated a discounted tuition for teachers enrolling in this program ($2,000). OUSD will
pay/reimburse $1,000. Teachers will be responsible for covering the $1,000 balance and $250 for
books. Teachers must complete all requirements successfully to be eligible for the OUSD contribution of
    $1,000.
OUSD will host sessions from March 20 – June 23, 2010 taught by Stanford CTEL/CLAD instructors
Renae Skarin and Annie Rodriguez. See biographies below.
                                                                          Dates of Sessions

                                                       FAQ’s
1. WHAT IS THE CLAD?
It’s the English Learner certification required by state law for every teacher in California who has as few as one
English Learner in the classroom.

2. HOW DOES THE STANFORD/OUSD PARTNERSHIP WORK?
The OUSD is providing tuition support ($1,000 per teacher) and a place in the District for teachers to meet face-
to-face with their Stanford instructors. Teachers pay the other half of the tuition ($1,000). The total amount out of
pocket for a teacher is $1250.

3. WHAT ABOUT BOOKS AND MATERIALS?
Teachers are expected to pay for their books (about $250).

4. WHO IS ELIGIBLE?
Teachers currently working for the OUSD who do not possess EL Certification qualify for this program.

5. HOW DOES THE PROGRAM WORK?
Teachers attend 10 five-hour face-to-face meetings in a district location (TBD). The meetings will occur mostly
on Saturdays from 9 am to 2:30 pm with a 30-minute lunch break. Between meetings, teachers will be expected to
complete weekly assignments and post them online.

6. DO I HAVE TO TAKE ANY EXAMS?
No, successful completion of all course requirements leads directly to a recommendation by Stanford for the
CLAD.

6. WHAT DO I BRING TO CLASS?
If you have a laptop, bring it to class as it is a way to connect to the internet (modem cord or wireless modem).
Your instructor will let you know which books you will need for each class session. You will also need to bring a
lunch or money to purchase lunch outside and suitable clothing so you will be comfortable. You may wish to
bring water, coffee or other refreshments to keep your energy levels up.

7. HOW DO I REGISTER AND PREPARE FOR CLASS?
You will do a preliminary paper registration with the District (see last page) and then an online registration to pay
your portion of the tuition. Instructions follow on the next pages (3-4). FIRM DEADLINE: MARCH 5, 2010

8. IS THE TUITION FOR THE STANFORD ONLINE CTEL/CLAD PROGRAM TAX-DEDUCTIBLE?
Because the CLAD certificate (EL authorization) is a professional certificate that is required by the state for
teachers of ELs in California, the IRS grants tax credit for the portion of the tuition charged in a particular tax
year up to $2,000. The onus is on the student to provide documentation of payment to the IRS, but the university
will provide students with form 1098-T, as required by the IRS. To find out the exact percentage of the tuition
which is tax- deductible, please consult your account or other tax preparation specialist. More information is
available on the IRS website at:
