                   Strategic Action Plan
 College of Education/Division of Academics and Student
                          Affairs


Mission:
     The mission of the College of Education is the preparation of professional
     educators and allied practitioners, including professionals in business
     information systems, counseling, electronic media, and librarianship.
     Significant to this mission is a strong commitment to three important related
     areas, all of which are realized through partnerships and other endeavors.
     These three areas are:
     1. The encouragement and nurturing of professional growth for educators
         and allied practitioners at all levels and in all areas of the educational
         endeavor;
     2. A continuing emphasis on and support for scholarship and
         research/creative activity;
     3. And service in all areas of professional education.
     Critical to such commitment is the promotion of effective teaching; staff
     participation in the improvement of schools; and, in concert with other state
     agencies, the development and creation of educational policy for North
     Carolina.


Strategic Priorities
     1. The COE will provide diverse educational experiences to advance cultural
           competence of our students.
     2.    The COE will assume a leadership role in evaluating teaching and
           conducting research in PK-20 education and allied fields through
           scholarship and the pursuit of external funding.
     3.    The COE will ensure that ECU and the COE are positioned to address
           North Carolina's PK-20 education challenges.
     4.    The COE will support the leadership development of faculty and
           candidates to serve students, colleagues, the region, and beyond.
     5.    The COE will extend our partnerships with government, business, and
           education to focus on emerging areas of need.

Goal 1:
The COE will provide diverse educational experiences to advance cultural
competence of our students.

      Objective:
      The COE will enhance diverse field experiences to allow students to respond
      to the unique needs of populations.
      Measure(s):
       In the COE, 100% of teacher education candidates will score a minimum
          of 2.0 on DPI Evidence 7, Home, School, and Community Project, which
          highlights students’ interactions with diverse populations.
       In the COE, 80% of all teacher education candidates will score an overall
          3.5 on Dispositions Form C of the undergraduate Disposition Surveys.
       The COE graduate programs will develop a unit-wide Graduate
          Dispositions Survey for all programs in 2010 to be implemented in Fall
          2011. Results will be assessed in 2012 and benchmarks set.
       The COE will conduct annual reviews of SACS Global Objectives to ensure
          that 95% of COE programs are in compliance.

      Objective:
      The COE will incorporate multicultural perspectives in a substantive way
      into teaching and learning, in alignment with the ECU Diversity Plan.
      Measure(s):
       In the COE, 100% of teacher education candidates will score a minimum
          of 2.0 on DPI Evidence 3, Instructional Unit, which highlights
          differentiated instruction.
       The COE will conduct periodic course-alike syllabi reviews in
          undergraduate and graduate professional core diversity courses to
          ensure consistency of instruction.
       The COE will increase the use of ECU Global Classroom and other global
          resources in its programs. The COE will increase the number of programs
          using the ECU Global Classroom by at least one new program annually.

Goal 2:
The COE will assume a leadership role in evaluating teaching and conducting
research in PK-20 education and allied fields through scholarship and the
pursuit of external funding.



      Objective:
      The COE will increase research and external funding that address challenges
      in PK-20 education and allied fields.

Measure(s):
 The COE will collaborate with the ECU Division of Research and Graduate
  Studies to develop a plan to increase current campus based research
  opportunities for COE faculty and students. The COE will benchmark its
  student and faculty participation in campus based research activities in
  2010-11. In 2011-12, the COE will develop a plan and aim to increase
  participation by 5% annually.
 The COE will strategically align grant applications with its planned
  research studies. The COE will increase the number of grant submissions,
  as recorded by OSP, in a measure to be determined.


Objective:
The COE will increase, integrate, and align planned research studies to
address challenges in PK-20 education and allied fields.
Measure(s):
 The COE will create a research culture through the development of
   research interest groups and establishment of an annual COE-based
   research symposium. A qualitative assessment of faculty participant
   perceptions of the research culture will be facilitated by the COE
   Research Committee at the end of the 2010-11 academic year. Results
   will be used to inform future research activities.
 The COE Research Committee will establish an internal review process
   for IRB applications in 2010-11, to be implemented in 2011-12.

Objective:
The COE will improve Instructional Effectiveness in all programs.
Measure(s):
 The COE Instructional Effectiveness Taskforce will facilitate the
   development, implementation and assessment of new guidelines for COE
   faculty teaching evaluations in 2010-11.
 The COE Instructional Effectiveness Taskforce will facilitate the
   development, implementation and assessment of a rubric for assessing
   instructional effectiveness in 2011-12.
 The COE will share its expertise in effective instruction with other units
   on campus through collaboration with the ECU Center for Faculty
   Excellence. The COE will benchmark and increase the number of faculty
   leading workshops on effective instructional strategies through the ECU
   Center for Faculty Excellence by 10% by 2013.

      Objective:
      The COE will advance the use of innovative instructional and informational
      technologies.
      Measure(s):
       The COE will share its expertise in effective instruction with other units
         on campus through collaboration with the ECU Center for Faculty
         Excellence. The COE will benchmark and increase the number of faculty
         leading workshops in instructional and informational technologies
         through the ECU Center for Faculty Excellence by 10% by 2013.
       The COE Technology Committee, in collaboration with the COE
         Instructional Effectiveness Taskforce and in alignment with the
         recommendations of the ECU Online Quality Council, will develop a rubric
         for evaluating online/distance education in 2010. The rubric will be
         implemented and assessed in 2011-13.


Goal 3:
The COE will ensure that ECU and the COE are positioned to address North
Carolina's PK-20 education challenges.

      Objective:
      The COE will increase the number of traditional and alternatively prepared
      teachers.
      Measure(s):
       The COE will lead efforts for ECU to meet annual UNC-GA teacher
         completer targets through 2013. Under current UNC GA targets, ECU is
         expected to produce 920 program completers in 2012-13, with specific
         targets in high needs areas.
       The COE will target COAD 1000 for recruitment of undecided majors into
         teacher education. The COE will benchmark the number of COAD 1000
         sections reached in 2010-11 and develop a marketing plan to increase
         recruitment efforts to sections of undecided majors by 10% by 2013.
       The COE will continue to meet UNC General Administration deadlines for
         reports on the ECU Teacher Recruitment Plan and refine strategies and
         measures annually.

      Objective:
      The COE will increase the number of professional development opportunities
      for PK-20 educators.
      Measure(s):
       The COE will conduct ongoing assessment and quality enhancement of
          professional development programs for PK-20 educators. To support the
          findings of the needs assessment, the COE will develop and maintain an

          inventory of COE professional development offerings for PK-20
          educators. As informed by the needs assessment, the COE will increase
          the professional development offerings by 5% annually.

      Objective:
      The COE will integrate efforts to prepare school leaders and allied education
      professionals.
      Measure(s):
       The COE will conduct ongoing assessment and quality enhancement of
         professional development programs for school leaders and allied
         professionals. To support the findings of the needs assessment, the COE
         will develop and maintain an inventory of COE professional development
         offerings for school leaders and allied professionals. As informed by the
         needs assessment, the COE will increase the professional development
         offerings by 5% annually.


Goal 4:
The COE will support the leadership development of faculty and candidates to
serve students, colleagues, the region, and beyond.

      Objective:
      The COE will enhance curricula to advance student leadership development.
      Measure(s):
       The COE will, upon completion a leadership gap analysis, prepare a
         quality enhancement plan for all degree programs as identified in 2010-
         11 annual SACS reports in TracDat. This report will drive and inform
         future planning.
       The COE will partner with the ECU Leadership Collaborative to develop
         leadership modules in support of the ECU Integrated Leadership
         Framework. New modules will be embedded in targeted programs in
         2011-12. Completed leadership modules will be assessed in 2012-13.

      Objective:
      The COE will increase the Leadership capacity of its faculty through
      engagement in campus based leadership initiatives, regional partnerships,
      and succession planning.
      Measure(s):
       The COE will provide support for and enhancement of the ECU awards
         nomination process through the development of a centralized process.
       The COE will benchmark the membership and participation of faculty in
         regional or content specific professional organizations, as noted in

        Sedona in 2010-11 and seek to increase participation in regional
        activities by 5% by 2013.
       The COE will provide support for and enhancement of succession
        planning in the college through the establishment of the Dean’s
        Leadership Internship. Success will be measured by the number of
        applications in 2010-11 and benchmarks will be set for 2011-13.


Goal 5:
The COE will extend our partnerships with government, business, and
education to focus on emerging areas of need.

      Objective:
      The COE will advance its viability, productivity, and effectiveness through
      increased partnerships to support regional economic priorities.
      Measure(s):
       The COE will provide evidence of compliance with SACS Principle 3.4.7 as
          it monitors and evaluates its partnership agreements annually.
       The COE will conduct ongoing assessment and quality enhancement of
          programs on a formalized schedule to evaluate and refine its program
          offerings, with particular focus on distance education.
