That Council give consideration to fourth and final reading of "Fees and
Charges Bylaw No. 4152, 2010."
Background:
The above-noted bylaw was given first, second and third readings atthe
December 6, 2010 Regular Council Meeting. The intent of this bylaw is to
set out the fees and charges for 2011. Each year as part of the financial
planning process, departments consider fee increases to offset the rising
cost of providing services, as well as the creation of new fees to recover the
cost of new services.
It is now in order for Council to give consideration to fourth and final
reading of Bylaw No. 4152, 2010.

. A Bylaw to Establish Fees & Charges for City Services and Information
WHEREAS Section 194 of the Community Charter, S.B.C, 2003, authorizes municipalities, by
bylaw, to impose fees and charges for the provision of various services and/or information;
AND WHEREAS Council deems it necessary and desirable to exercise the authority provided by the
Community Charterto cover costs of providing various services and information;
NOW THEREFORE, the Council ofthe CityofCoquitlam, in open meeting lawfully assembled,
ENACTS AS FOLLOWS:
1. This Bylaw shall be cited for all purposes as the City ofCoquitlam Fees and Charges
Bylaw No. 4152, 2010.
2. The City hereby imposed fees for the provision of services and information as specified
\n Schedules "A", "B", " C " "D", "E", "F", "G", " H " , "/"attached to this bylaw.
3. The following bylaws are herby repealed: City ofCoquitlam Fees and Charges Bylaw No.
4076, 2009, Fees and Charges Amendment Bylaw No. 4100, 2010, Fees and Charges
Amendment Bylaw No. 4033, 2009, City of Coquitlam Fees and Charges Bylaw
Amendment No. 3906, 2008, City ofCoquitlam Fees and Charges Bylaw Amending
Bylaw No. 3922, 2008, City ofCoquitlam Fees and Charges Amendment Bylaw No. 3711,
2005, City of Coquitlam Fees and Charges Amendment Bylaw No. 3700, 2005, City of
Coquitlam Fees and Charges Amendment Bylaw No. 3699, 2005 and City of Coquitlam
Fees & Charges Amendment Bylaw No. 3714, 2005-
4. This bylaw shall come into effect on the date of its final adoption.
5. Wherever this Bylaw sets out fees and charges with respect to other City bylaws and
such other bylaws contain similar fees and charges, this Bylaw is deemed to prevail.

Refund Policy:

be refunded within go days of receipt ofthe applicants written request for such refund.

Where in accordance with Article 6.3, of Building Bylaw No. 3598, 2003, the City has given notice that it relies on registered
professionals' certifications, fees are calculated in accordance with the 'Article 6.3' schedules contained herein or as otherwise
specified herein.
Article 16 - Transfer Fee
The f e e f o r t r a n s f e r of a permit is 25% o f t h e original permittee to a m a x i m u m of $150

Article 23 - Non-refundable Permit Application Fee

Each application for a permit under Part 1 ofthe Building Bylaw must be accompanied by an application fee equal to the greater
of $70.00 and 25% ofthe issuance fee for the building permit for which the application is made.

The building permit issuance fee is the total ofthe base fee and the fee per $1,000 of estimated construction value shown in the

Policy and Procedure Manual
POUCY:
The City shall charge fees for recreation services offered by Parks, Recreation & Culture Services, and rental fees shall be charged
f o r t h e use of City fields, facilities and equipment as outlined in the annual Fees and Charges policy report. Fees shall be subject
to change without notice and shall be approved by Council on a yearly and/or on an "as required" basis.
REASON FOR THE POUCY:
This policy is intended to ensure that the citizens ofCoquitlam have access to basic recreational services regardless of ability to
pay, but that where appropriate program and facility users pay a portion or all o f t h e cost to provide programs, facilities and
services. This policy also permits the General Manager, Parks, Recreation and Culture to waive or reduce fees to make allowance
for unusual circumstances, for promotional purposes and to quickly establish fees for experimental services.

DEFINmONS:
Commerdai: Any individual, company or organization engaged in the pursuit of business for profit through the use of Parks,
Recreation and Cultural facilities.
Community Organization: A Coquitlam based non-profit, non-restricted membership group or organization whose activities are
consistent with the goals, objectives and standards o f t h e City. Religious groups, union meetings and political meetings shall be
charged fees on the basis o f t h e Community Organization rate. Where the community group is composed of fewer than 60%
Coquitlam residents, the Community Croup Surcharge will also apply.
Community Group Surcharge: When a Community group is composed of fewer than 60% Coquitlam residents, they will be
charged a surcharge amounting to the difference between the percentage o f t h e group's members that are Coquitlam residents
and 60%. For Youth Community Croups, the surcharge will be limited to 10% and where 10% represents a substantial increase
to the group, the surcharge will be limited to $10.00 per head based on the total number of members in the group.
Private: Any individual or organization which does not meet the requirements o f t h e "Community Organization" or
"Commercial" definitions.
Age Classifications for Rate Schedule:
Child - u p t o 12 years inclusive
Youth - 1 3 to 18 years inclusive
Student - current full-time student
Adult - 1 9 to 64 years inclusive
Senior - 65 years of age and over
Family - 1 to 2 adults o f t h e same household and their children

PROCEDURES FOR THE ESTABUSHMENT OF FEES AND CHARGES
a) The fees and/or charges established for each recreation service offered by Parks, Recreation and Culture Services shall be
based upon consideration of thefollowingfactors:
• The costs of providing services including:
i) direct and indirect personnel costs,
ii) direct material and supplies costs,
iii) direct and indirect maintenance and repair costs,
iv) cost recovery ratios established for the facilities;
• comparable charge rates for similar services offered by commercial outlets and other municipal organizations;
• the status o f t h e user or group of users as to their residence;
• the financial ability of the user or group of users to pay for recreation services.
b) Within the constraints o f t h e established fees and charges approved by Council, the General Manager, Parks, Recreation and
Culture Services may adjust those fees and charges relating to general recreation programs in orderto reflect the increases or
reductions in the cost of such services as they occur.
c) In recognition o f t h e spin-off benefits associated with Provincial and National Tournaments, Conferences and Major Special
Events In the c o m m u n i t y , the General Manager, Parks, Recreation and Culture Services may adjust the fees and charges for these
events (when these events can be accommodated) as deemed appropriate on a case by case basis.
d) The General Manager, Parks, Recreation and Culture Services may make adjustments to the admission rates contained in the
Fees & Charges policy to reflect operating circumstances. Admission fees may be reduced; when there is limited time or limited
access to services normally available; when admission is combined with a program; for special events and promotional purposes;
other limited times as deemed appropriate by the General Manager, Parks, Recreation and Culture Services.
e) The foregoing fees f o r t h e use of civic facilities by film companies will only apply if Council has not established a policy or
policies for film companies that governs fees.
UABIUTY INSURANCE
All individuals and organizations who utilize City ofCoquitlam facilities must provide proof of insurance in the amount of $2
million, which names the City ofCoquitlam as an additional insured, at the time of booking. Individuals and organizations that
cannot provide proof of insurance will be required to purchase liability insurance (minimum $2m). The fee is determined by the
insurance company and is based on the type of activity and the number of participants.
EFFECTIVE DATES
The proposed rates will be in effect 2011 January 01 to 2011 December 31, unless otherwise noted for a specific item in the Fees
section of this policy.

activities that are not organized by or co-sponsored by the Department.
(b) Except for those items specified as qualifying for reduced fees in paragraph 2 below, fees will be charged for the following
recreation services:
• facility use license, where
- the licensee has the sole and exclusive use o f t h e facility during the time period o f t h e license; or
- the activity involves the serving of meals and/or liquor; or
- the use requires the call-out or scheduling of additional staff; or
- the use requires the disruption of regular programs; or
- the use is intended as a profit-making venture for personal gain.
• public use where facilities are open for public activity use and the Department resources are utilized f o r t h e supervision and
safety of the participants, e.g. public skating; and
• miscellaneous services such as picnics, beer gardens, etc.
2) REDUCED FEES - MEETING ROOMS
(a) Community groups meeting on a regular monthly or weekly basis shall be charged a nominal fee f o r t h e use of meeting
rooms.
(b) A l ! City business-related and social-related functions conducted by the City, its various departments, the Public Library, the
R.C.M.P. Detachment, the Firefighter's Union and CUPE Local 386, are considered operational expenses and will be booked at no
charge, subject to availability.
(c) All City employee groups or associations will be granted, at no charge, one (l) single room booking per calendaryear, for a
single day or portion thereof, subject to availability.
(d) Business-related meeting space booked by School District #43, Evergreen Cultural Centre, Place Maillardville or Place Des Arts
will be provided on a reciprocal no charge basis, subject to availability.
(e) Each Coquitlam community group will be granted, at no charge, one (l) room rental per calendaryear for their Annual
General .Meeting, subject to availability.

5) ADDITIONAL INFORMATION
RENTAL REFUND POUCY
1) Meeting Rooms
Full refund for cancellations made 7 or more days priorto the date o f t h e meeting rental.
2) Social Functions
• 60 or more days notice: Full refund less an administrative charge (10% of total rental cost with a m i n i m u m $5.00 charge) for
cancellations made at least 60 days prior to the rental date.
• Less than 60 days notice: Loss of damage deposit on room rental unless room is rebooked.
• Allow three weeks for processing of cheque refunds.
RENTAL COMPLETION
Facility must be vacated by 2:00 am unless otherwise noted
ADVANCE BOOKING

ll PROGRAM FEES AND CHARGES
Standard fees and charges for all recreation program services are established on the basis thatthe fees from an optimum
number of program registrants will offset the direct costs ofthe program. Direct costs are costs that would not be incurred
unless the program was provided (i.e. program planning and administration, instructor, program supplies, bus rental, food, etc.).
Subsidized program services may be provided when a specific population (i.e. people with special needs or a specific age group) is
deemed to require additional support in orderto participate in the program. In each case, the program offered shall be integral
to achieving the goals of Parks, Recreation and Culture Services and will be targeted to groups statistically in need.
Where feasible and during select times, a limited number of programs may be bundled with other services for a special fee or be
made available to the public on a free basis.
2) FEES & CHARGES FOR RESIDENTS WITH UMITED FINANCIAL RESOURCES
Residents of the CityofCoquitlam who have limited financial resources and meet the criteria outlined within the Get Connected,
Get Active Program may be eligible for various discounts for facility admissions and recreation programs offered through Parks,
Recreation and Culture Services.

In this Schedule each capitalized word or phrase has the meaning ascribed to it in
ofthe False Security Alarm Fees Bylaw no. 3093,1997.
The EXCESSIVE FALSE ALARM FEE will be as follows.
(a) forthe third FALSE ALARM, the fee will be $150.00
(b) for each FALSE ALARM after the third FALSE ALARM, the fee will be $300.00

Animal Control Bylaw Fees and Charges
Impoundment. Custodial and Disposition Charges
1. The following fees will apply with respectto the impoundment of domestic animals,
(a) for a licensed dog otherthan a vicious dog
(i) first Impoundment $ 50.00
(ii) second impoundment $ 80.00
(iii) third impoundment $ 110.00
(iv) fourth impoundment $ 225.00
(v) all subsequent impoundments $ 350.00
(b) for an unlicensed dog other than a vicious dog
(i) first impoundment $ 100.00
(ii) second impoundment $ 150.00
(iii) third impoundment $ 200.00
(iv) all subsequent Impoundments $ 350.00
(c) for a vicious dog whether licensed or unlicensed

2. The following custodial fees will apply for each day or part thereof In which a domestic animal is
detained In the Pound.
(a) for any dog or cat Section 3(c){i) or (ii) other than a vicious dog $ 12.00
(b) for any domestic animal described in Section 3(c)(iii), (iv) or (v), the greater of $25.00 and the
actual cost to
board such
animal in private
(c) for any other domestic animal $ 8.00
(d) for a vicious dog $ 30.00
3. The following disposition charges for pathological waste will apply
(a) f o r t h e disposal by an Owner of each domestic animal otherthan those described in $ 60.00

(b) for all disposals of pathological wastes, includingthe dead bodies of any domestic $.90 per pound
animals with a minimum

Annual Licensing Fees for Dogs
1. All dog licences are due and payable on January 1st for each licence year. For all dog licence fees
that are received by the City on or before April 1st in any given licence year the following fees will apply:
(a) unspayed or unneutered dogs $ 50.00
(b) spayed or neutered dogs $ 27.00
(c) special needs dogs Nil
2. For licences applied for after April 1st a $15.00 late payment charge will be assessed in addition to the
fees prescribed above, provided thatthe late payment charge will not apply where;
(a) the dog for which the licence is sought achieved the age of 7 months within 30 days ofthe
application date;
(b) satisfactory evidence Is provided to confirm that the owner only established residency in the City
within 30 days o f t h e application date; or
(c) satisfactory evidence is provided to confirm that the dog for which the licence is sought was
acquired by the Owner within 30 days o f t h e application date.
3. The replacement fee for a lost or defaced dog licence tag is $5.00
Kennel Licence Fees
The fee for a kennel licence is $400.00 peryear. 400.00
