                                  Executive Summary


Background

The WAVE Short-Range Transit Plan (2004) included a number of recommendations for
improving transit services in New Hanover and Brunswick counties. In addition to the two
primary transfer centers (the Downtown Multimodal Transportation Center and Market
Station), the Plan recommended creating satellite transfer points at three other strategic
locations where routes converged. These locations were:
     •   near the intersection of Independence Boulevard and Oleander Drive (now named
         ‘Independence Station’, originally named ‘Oleander Station’);
     •   at Monkey Junction (named ‘Monkey Junction Station’); and
     •   at or near the Mayfaire development on Military Cutoff Road (now named ‘East
         Station’, originally named ‘Mayfaire Station’).

The Plan only identified these as general locations, and acknowledged that additional study
was needed to identify specific sites.

Study Objective

The objective of this study was therefore to identify, evaluate and select specific sites for
each of the three satellite transfer stations. Specific issues addressed include the availability
of property for development and/or public/private partnership opportunities, compatibility
with existing or proposed development, access and other operational needs, environmental
constraints, necessary on- and off-site improvements, as well as potential funding sources
and implementation strategies. The identified sites must also be compatible with the route
restructuring plan that WAVE Transit will implement in 2008.

Study Process

The study was guided by a steering committee which included staff from the Wilmington
Metropolitan Planning Organization (WMPO), the City of Wilmington and New Hanover
County planning departments, the North Carolina Department of Transportation, Wave
Transit, and Cape Fear Breeze.

The steering committee and project team began by identifying a large number of potential
sites at each location. These were reduced to a shortlist of sites that went forward to formal
evaluation (see Section 3 for the evaluation criteria).

The highest-ranked sites were then taken forward for discussion with property owners. As a
result of these discussions, some sites were rejected and others added. The final
recommendations reflect these discussions and reflect a consensus within the Steering
Committee.

Stakeholder involvement included:
    • a public open house event;
    • a survey about desirable amenities at bus transfer stations. This was undertaken face-
       to-face with bus riders and on the internet with major employers through Cape Fear
       Breeze; and
    • discussions with specific property owners or managers.

Recommended Sites and Prioritization

Independence Station (figure ES-1): The recommended site is an under-used parking lot at the
south-west corner of Independence Mall, alongside Independence Boulevard. The reserve
site is a small parking lot near the Belk store, alongside Independence Boulevard. In either
case, the pavement would be reconfigured and would become ‘buses-only’. Of the three
satellite locations, Independence Station should have the highest priority, because of the
number of routes it will serve and because the Mall is an important destination in its own
right. A phased implementation is likely, with basic facilities initially and more permanent
facilities later.

Monkey Junction (figure ES-2): The recommended site is at the south-east side of the Wal-
Mart parking lot, alongside the service road. The site would be reconfigured to become a
small transfer point with bus turnouts. The reserve site is on the service road alongside the
daycare center; this would be a simple on-street facility. Monkey Junction should have a
lower priority than Independence Station. At the time of writing, one of the two proposed
routes serving this transfer point is unfunded. However, Wal-Mart and the other nearby
stores remain an significant destination for riders.

East Station (figure ES-3): The recommended short-term site is within the Mayfaire
development, alongside the Fresh Market store. This would be a simple on-street facility.
The recommendation for a long-term site is to take advantage of future redevelopment
proposals within the triangle of Eastwood Road, Wrightsville Avenue and Military Cutoff
Road. The City would negotiate with developers to achieve a purpose-built transfer point.
Of the three satellite locations, East Station should have the lowest priority today. However,
it could become more important in the future if a shuttle service to Wrightsville Beach is
established.

Adoption

WMPO’s Transportation Advisory Committee (TAC) adopted the study at its meeting on
February 27, 2008. This means that the recommended sites now have official status within
the region’s transportation planning framework.

1   Background
    The WAVE Short-Range Transit Plan (2004) included a number of recommendations for
    improving transit services in New Hanover and Brunswick counties. One key
    recommendation was the creation of an interconnected countywide transit system. A
    fundamental component of the recommended system was the creation of three satellite
    stations, or hubs, at strategic locations within New Hanover County where multiple routes
    would converge (Figure 1). The satellite transfer centers would be in addition to two
    primary transfer centers - the Wilmington Multimodal Transportation Center in downtown
    Wilmington and a new central transfer, administration and maintenance facility in the
    vicinity of Market Street and North and South Kerr Avenue. Due to financial and logistical
    constraints, the central transfer and administration facility and will be constructed on a
    parcel at the corner of Ringo Drive and Cando Street, while the maintenance facility will be
    located on the current NCDOT Division 3 office on Division Drive. The smaller satellite
    stations should be located near commercial centers, which are themselves potential
    destinations for riders, to promote ridership and increase the visibility of the transit system.
    The three general locations for the satellite transfer centers recommended by the WAVE
    Short-Range Transit Plan are:

        •    Independence Boulevard at Oleander Drive
        •    Monkey Junction
        •    Mayfaire Town Center

    While the WAVE Short-Range Transit Plan identified general locations for the three satellite
    stations, additional study was needed to identify specific sites in which these facilities could
    be constructed. The main goal of this study is, therefore, to identify and evaluate the
    feasibility of specific sites within the three identified study areas.

    Specific issues addressed by this study include the availability of property for development
    and/or public-private partnership opportunities, compatibility with existing or proposed
    development, access and other operational needs, environmental constraints, necessary on-
    and off-site improvements, as well as potential funding sources and implementation
    strategies. The identified sites for the satellite stations must also function appropriately with
    the restructured route system that the Cape Fear Public Transportation Authority (D/B/A
    WAVE Transit) plans to implement on March 31, 2008.

2   Stakeholder Involvement
    A project steering committee was formed to guide development of the study and provide
    technical input and assistance on specific site conditions and on transit operations in
    Wilmington. The steering committee was comprised of staff from the Wilmington
    Metropolitan Planning Organization (WMPO), the City of Wilmington and New Hanover
    County planning departments, the North Carolina Department of Transportation, and
    WAVE Transit. The committee met monthly throughout the study period.

    A public involvement plan was developed to solicit input from the public. The main
    element of the public involvement plan was an open house on December 10, 2007. The
    open house was advertised using a multi-media approach:
        • Bus gutter signs advertising the meeting were placed on 25 WAVE Transit buses
           eleven days prior to the meeting date.
        • Display ads were placed in the December 5 and December 10, 2007 editions of the
           Wilmington Star News and in the December 6-12, 2007 edition of the Wilmington
           Journal.
        • Email meeting notices were sent to City of Wilmington and New Hanover County
           elected officials, the plan steering committee, the Cape Fear Public Transportation
           Authority board members, the WMPO Transportation Advisory Committee, the
           WMPO Technical Coordinating Committee, the WAVE Transit Route Committee,
           and the WMPO BikePed Committee.
        • A description of the study, the project scope, and the meeting notice display ad were
           placed on the “What’s New” section of the WMPO website.
        • Press releases were sent to the local media including newspapers, television stations,
           the local government channels, and radio stations.
        • Property owners of the prospective transit transfer stations were personally notified
           about the meeting when interviewed.

    Thirteen persons attended the December 10 workshop. Meeting participants watched a
    two-minute Power Point presentation that was continuously running throughout the open
    house and viewed presentation boards showing each of the prospective satellite station
    designs and the preliminary results of the “Passenger Survey for Desired Amenities at Bus
    Transfer Stations.” WMPO, WAVE Transit and consultant staff were available to answer
    any questions.

    The survey regarding desired amenities at bus transfer stations was an additional outreach
    effort. A two-prong approach was used to conduct the amenities survey. Fifty-seven transit
    passengers were interviewed at the Princess Street and North 2nd Street transfer point,
    onboard the Downtown Free Trolley, and the bus stops at the Hanover Center and
    Independence Mall. The survey was also placed on the internet by Cape Fear Breeze, a local
    agency that provides information regarding transportation alternatives in the greater
    Wilmington area. The survey results were used to develop the concept plans and amenity
    descriptions in Section 4, and are summarized more completely in Appendix 2.

Another element of stakeholder involvement was to contact property owners or managers of
the sites recommended for consideration as satellite transfer stations. These individuals were
contacted to ascertain their interest, specific requirements, or concerns they may have about
potential development of a transfer station on their property. The general results of these
contacts are summarized as part of the evaluation of each recommended site in Section 4 of
this report.

3    Preliminary Site Identification
     The project team worked with the steering committee to identify potential sites within each
     of the three general project areas. The general areas within which potential sites were
     identified are shown in Figure 2 through Figure 4.

     From a long list of initial possibilities, a shortlist of sites was selected for evaluation. The
     shortlisted sites are identified and labeled on Figure 5 through Figure 7. The sites were
     analyzed using the evaluation criteria detailed in Section 3.1. The aim was to narrow the
     shortlist to one preferred site and one alternate site for each of the three areas for further
     evaluation.

3.1 Evaluation Criteria

     The shortlisted sites were rated according to each of the following criteria, described below:

          •   Ease of development: The general ease with which a transfer center can be located
              on the site
          •   Cost: Key infrastructure needs and order-of-magnitude costs
          •   Environmental constraints: Potential environmental issues that would impact
              development of the site
          •   Land use compatibility: Compatibility with existing and planned land uses
          •   Availability/partnerships: The availability of the site for development, or the ability
              to form partnerships with property owners
          •   Transfer convenience: General ease with which passengers can transfer from one
              bus to another
          •   Route compatibility: Compatibility with the WAVE Transit restructured route
              system. Figure 8, Figure 9 and Figure 10 show the likely bus movements at each
              station under the restructured system.
          •   Bus access: Ease and safety of bus access, including roadway geometrics,
              signalization, intersection design, turning radii, and other related factors
          •   Passenger safety/security: Passenger safety and security, particularly at night.
          •   Pedestrian access: General ease with which pedestrians can access or leave the site
              from/to major pedestrian generators, including major street crossings, signals, and
              other facilities
          •   Passenger amenities: On-site or nearby amenities that would enhance the passenger
              waiting experience - shade trees, sitting areas, nearby food and coffee, and other
              amenities
     An evaluation matrix was developed that compared each of the sites identified for
     preliminary analysis within the three station areas. These matrices are sho wn in Sections 3.2
     – 3.4 below. Each site was rated against the eleven criteria above and given a score of 1

(lowest) to 5 (highest) for each criterion. A total score for each site was derived by adding
the scores from the eleven criteria. The total scores were then ranked highest to lowest.
This process gave a general snapshot of the viability of each site as a transit transfer station
and was intended to eliminate some sites from consideration and move the highest ranking
sites on for further analysis.

3.2 Independence Station Sites

     The area in the vicinity of the Independence Boulevard and Oleander Drive intersection is
     the target area for Independence Station. Several of the planned WAVE Transit routes will
     serve this area, and its central location within the urban area makes it a critically important
     satellite transfer location. In addition, the shopping centers represent important destinations
     in their own right for riders.

     Eight sites were evaluated in the Independence Station area (Figure 5). Two of the sites are
     on the north side of Oleander Drive at the Hanover Center, and six of the sites are south of
     Oleander Drive near the Independence Mall.

     The evaluation matrix in Table 1 below illustrates how each site was rated.

     Recommended Sites
     In the evaluation, sites I3 and I4, shaded in yellow in Table 1, rated the highest. Both of
     these sites are on the Independence Mall property. In general, these two sites are highly
     compatible with the new transit routes, have good bus access, and serve the large transit
     population going to the mall.

     However, the property owner has a clear preference for sites outside the loop road that
     surrounds the mall. Site I3 therefore did not have the property owner’s support. Site I4,
     although outside the loop road, had utility constraints. The property owner was, however,
     willing to work with the City to develop a transfer center on an alternative site at the south-
     west corner of the mall (Site I9 on Figure 5). Initial planning showed that this new site would
     be feasible, and so the steering committee concurred that Site I9 should become the
     preferred site.

3.3 Monkey Junction Station Sites

     Monkey Junction, just south of the City of Wilmington, is an important intersection where
     Carolina Beach Road (US Highway 421) meets South College Road (NC 132). There is
     extensive commercial development in the areas around this intersection. The WAVE Short
     Range Transit Plan envisages both a route along Carolina Beach Road, between Wilmington
     and Monkey Junction, and a “North-South Express” route running north-south along North
     and South College Road. The latter route is currently unfunded. The plan recommended a
     satellite station at Monkey Junction to provide transfers between these two routes.

     Five sites were evaluated in the Monkey Junction Station area (Figure 6). The evaluation
     matrix in Table 2 below illustrates how each site was rated.

     Recommended Sites
     Sites MJ5, MJ1 and MJ3 rated the highest (shaded in yellow in Table 2), with sites MJ1 and
     MJ3 having the same score. Site MJ5 is closest to Wal-Mart, and sites MJ1 and MJ3 are both
     located on the internal street that runs east-west and connects Carolina Beach Road and
     South College Road through the Monkey Junction development. In general, site MJ5 has
     the best pedestrian access to Wal-Mart, the major transit generator in the development, and
     sites MJ1 and MJ3 keep the buses on the major internal street.

     The steering committee recommended dropping site MJ1 from consideration, noting that
     site MJ3 functionally works better for bus access and circulation. The committee also
     recommended that site MJ3 be the recommended site, with site MJ5 as the alternate site.
     Both of these sites are described in more detail in Section 4.

3.4 East Station Sites

     Mayfaire is a large mixed-use development on Military Cutoff Road. Some parts of the
     development have already been constructed, while other sections are still being developed.
     The WAVE Short Range Transit Plan foresaw two routes serving Mayfaire: the East Loop
     running south (only) along Military Cutoff Road and the Central Loop running west along
     Eastwood Road, north along Military Cutoff Road, through Mayfaire and continuing west
     on Eastwood Road. The plan recommended a satellite station within the Mayfaire Town
     Center portion of the development, which is a large retail center with restaurants and a
     cinema complex.

     Citing low ridership on the existing 4 Eastwood Road – Mayfaire route, the WAVE Route
     Committee and board adopted a restructured route system that does not include transfer
     opportunities at Mayfaire Town Center. The two routes that serve the area will instead
     intersect at the Military Cutoff Road-Eastwood Road and Military Cutoff Road-Wrightsville
     Avenue intersections.

     Due to the alignment of the restructured routes, the study area for this satellite station was
     expanded to include the historic Wrightsville section of Wilmington in the vicinity of
     Military Cutoff Road, Eastwood Road and Wrightsville Avenue. This area also provides
     better access to the Town of Wrightsville Beach in the event that bus service is ever
     introduced between the mainland and the town.

     Six sites were evaluated in the East Station area (Figure 7). Two of the sites (E1 and E3) are
     within the Mayfaire development, one site (E4) is at the public library on the east side of
     Military Cutoff Road, and two of the sites (E5 and E6) are in the Eastwood Road-
     Wrightsville Avenue area to the southeast of the intersection of Eastwood Road and Military
     Cutoff Road.

     The evaluation matrix in Table 3 below illustrates how each site was rated.

Recommended Sites
Site E5 was rated the highest and sites E3, E4 and E6 all scored second highest (shaded in
yellow in Table 3). In general, sites E1 and E2 do not serve the transfer function well and
make connection to a potential future beach shuttle to Wrightsville Beach problematic. Sites
3-6 are the most compatible with transit routes.

The steering committee concurred that site E4 should be recommended as the short-term
option, and that the best long-term option may be locating a transfer station in the general
triangular area south of Eastwood Road near sites E5 and E6. Part of this triangle may be
redeveloped in the future and there may be good opportunities for development of a
transfer station as part of new development. These sites are described in more detail in
Section 4.

4   Preferred Sites
    This section provides a detailed description and evaluation of each of the preferred and
    alternate sites for the three general station areas. The evaluation includes descriptions of the
    areas, development and transit issues and constraints, necessary off-site improvements, and
    potential amenities. Concept sketches were developed for each preferred and alternate site,
    and order-of-magnitude costs were developed for each of the preferred sites.

4.1 Independence Station

    Preferred Site
    The preferred Independence Station site is located in the parking area at the south-west
    corner of Independence Mall, near the entrance to the Dillards store (see Figure 8). The site
    is a narrow area between Independence Boulevard and the outer loop road of the mall.

    Concept Plan
    The concept plan for the preferred site is illustrated in Figure 9 through Figure 11, which
    illustrate how the transfer station could be developed in phases. While it is envisioned that
    this transfer station could eventually be a signature transit amenity for the mall and the
    community, it can start with a simple layout making use of the existing curb and pavement
    (see Figure 9). This first phase would only require restriping of the pavement, placement of
    shelters and benches, and signage. As the station becomes well-used, and as funding
    becomes available, additional amenities, landscaping, and other improvements can be added
    (see Figure 10 and Figure 11). Because of the immediate need for a transfer station, it is
    strongly recommended that the first phase be developed as soon as possible to create the
    transfer station area and provide transit patrons with the needed service.

    Figure 13 shows how each route would serve this transfer station. WAVE Transit’s
    preference is for northbound buses on Independence Boulevard to remain on that road (in a
    turnout), rather than detouring onto the loop road. Other buses, particularly those
    terminating at the mall, would use internal stops within the site. Figure 12 shows a potential
    cross-section from east to west through the site. The concept plan allows for two
    northbound stops (in addition to the two in the turnout) and two southbound stops, with
    space for buses to pass each other in both directions. Several routes are expected to arrive
    from the north, turn around at the transfer point, and return to the north. The site plan is
    very flexible for these routes, because they can use either northbound or southbound stops
    (turning before or after reaching the stops, respectively). The south end of the site has
    additional space for one or two buses to layover, or for service vehicles, according to future
    requirements.

    The plan provides space for up to six buses at once (plus layover space) and eliminates
    approximately 68 lightly-used peripheral parking spaces. Pedestrians have reasonable access
    to Independence Mall with proposed crosswalks connecting the bus stops to the sidewalk
    outside Dillards. Another benefit is that the site has the potential to connect with the
    existing and planned multi-use trail in the area.

Benefits to the Mall
Both patrons and employees of the mall will benefit from improved transit access and
development of a well-designed transfer station. While transit access and transfers can be
provided by simple bus stops and signs, a transfer station developed with the basic amenities
shown on the concept plan has the potential to be a significant asset to the development. A
transfer station will formalize the bus stop(s) and provide a safe and comfortable waiting
environment for riders. This location has the added benefit of being located on the
periphery of the mall property, keeping the buses out of the high vehicular and pedestrian
traffic areas. While some parking spaces will be lost with development of a transfer station,
the parking loss can be mitigated by the reduction in parking demand provided by enhanced
transit access.

Other malls and large shopping centers have developed similar scale transfer stations on
their property that have proven to be successful and good amenities on site. Two good
examples in North Carolina are transfer stations at Crabtree Valley Mall and at North Hills,
both in Raleigh. Photos of these stations are shown in Figure 14.

Crabtree Valley Mall is a mall similar in size to Independence Mall. Its transfer station was
recently renovated and upgraded as part of other mall improvements due to the popularity
of the previous station site. As shown in the photos, the transfer station at Crabtree Valley
Mall is covered by a parking deck and has a high level of amenities, including: ample lighting,
multiple benches, signage, vending machines, a drinking fountain, and trash receptacles. The
station is also configured with LED information displays that should go online in the near
future, providing riders with real-time information on the wait time for incoming buses.
There is room for up to six buses to wait simultaneously. The transfer station site is on the
periphery of the mall property but, like the proposed site at Independence Mall, is close
enough to mall entrances to be safe and accessible for pedestrians.

The North Hills transfer station is smaller in scale, but still functions well. North Hills is a
relatively new development and the transfer station was developed as part of the mixed-use
site plan and infrastructure. It is a simple design, with bus pull-offs on opposite sides of the
street. Each side has a shelter, bench, lighting, signage, bike rack, and trash receptacle, all
designed in the same colors and theme. Riders needing to transfer cross the street at well-
marked crosswalks. The street that the station area is located on is not the principle street of
the mall development.

Development Issues
Property lines are shown in magenta on the figures. Most of the site is within a parcel of land
owned by the mall, but a small area at the north end is within the ‘flag lot’ owned by
Dillard’s. This is not likely to be a major obstacle. No other development issues are
anticipated, apart from the necessary site work:

         A new turnout on Independence Boulevard (not required in first phase).
         Reconfiguration of the existing parking area, with an additional entrance/exit onto
         the loop road, and other minor adjustments.
         Paving, striping, signing and installation of passenger amenities.
         Re-landscaping of the southern part of the site (optional).

Environmental Constraints
No environmental constraints were identified at this site. Since this station site would be
developed on an existing paved surface, no natural resources would be disturbed. The
landscaping proposed in the concept plan would actually reduce the amount of impervious
surface and improve stormwater management.

Transit Issues
Mall ownership has expressed the desire to keep the buses on the outer loop road, rather
than bringing them to the mall entrances, in order to minimize conflicts with motorists and
pedestrians. This site reflects those wishes.

Figure 13 shows how the transit routes will be restructured in order to serve this site as a
transfer station. With the restructured route system set to be implemented in the first part
of 2008, it is anticipated that the site will be served by eight WAVE Transit routes. This site
works well for overall bus circulation. Although the routes to/from the north and east have
to make extra distance compared to a site closer to Oleander Drive, the extra distance is
small and it provides an opportunity to serve various mall entrances. Bus riders destined for
Hanover Center would still have direct access to Hanover Center via stops on or alongside
that property, and this station site would not constrain options for serving the Hanover
Center.

Off-Site Improvements
As shown on the proposed concept plan, a new bus turnout should ultimately be
constructed on Independence Boulevard. In the initial phase of the station development,
buses can stop on the street. But future phases should add the bus turnout to improve
traffic flow on Independence Boulevard. Since Independence Boulevard is a state-
maintained roadway, coordination with the NCDOT will be required to make this
improvement.

Amenities
Given the high potential for ridership attraction, and the number of routes served, a transfer
station at the Independence Mall should ultimately provide a high level of passenger
amenities. As discussed above, it is expected that these amenities will be phased in over time
as the station site fully develops. The following amenities should be part of Independence
Station:

          Bus shelters (2 in first phase, total of 4 in final phase), including adequate space for
          wheelchairs within shelter
          Benches, one within each shelter (total of 4), and more as needed
          Lighting, at each shelter area and more as needed
          Bike racks, min. 2 racks with space for 5-6 bikes at each
          Trash receptacles
          Route signage and schedule information displays

Cost Estimate
The order-of-magnitude cost for developing this site fully, as shown in Figure 11, is
$115,000. This estimated cost includes demolition of existing curb and gutter and
installation of concrete in the pull-off area on Independence Boulevard, other concrete work
(shelter pad, sidewalks), new curb and gutter, pavement striping and markings, landscaping,
lighting, and four bus shelters and basic amenities. The order-of-magnitude cost for
developing the initial phase, as shown in Figure 9, is $39,000. The cost of developing the
site fully will be reduced if the site is developed as in Figure 9 first by re-using the shelters
and other amenities. These estimates are based on 2008 costs. Actual detailed costs in the
year of construction will depend on inflation rates and should be based on a detailed design
and engineering study.

Alternate Site
The alternate site for the Independence Station is a triangular section of existing parking lot
in the northwestern corner of the Mall property (see Figure 15).

Concept Plan
The concept plan for this alternate site (Figure 16) takes advantage of an under-utilized
parking area. The plan provides spaces for up to three buses. The tight geometry of the site
creates excess pavement in the bus drive aisle and leaves room for only minimal landscaping.
Bus riders would load/unload on the perimeter of the site. One of the benefits of this site
location is its proximity to the signalized intersection of Oleander Drive and Independence
Boulevard. Because of the existing pedestrian facilities at the intersection, this intersection is
one of the safest pedestrian crossings in the area. Sidewalk should be extended to the
project site from the intersection along the south/east side of Independence Boulevard. The
site is detached, however, from the nearest mall entrance at the Belk store. It is
recommended that an enhanced pedestrian connection be constructed to the mall if this
alternative is pursued (see Figure 16).

Development Issues
Representatives of the mall indicated that utility issues may make redevelopment of this site
costly, and perhaps infeasible. Another issue for this site is the pedestrian improvements
noted in the concept plan description above. Also, the loss of the parking spaces is
considered significant by mall ownership because of contractual obligations with tenants.
The noted utility issues should be investigated further is this site is selected for development.

Environmental Constraints
No environmental constraints were identified at this site. Since this station site would be
developed on an existing paved surface, no natural resources would be disturbed. The
change in the amount of impervious surface would have a negligible impact on stormwater
management.

Transit Issues
This site has the advantage of being located directly on the outer loop road of the mall
property. Buses would avoid driving through parking aisles and conflicts with pedestrians
should be minimal. Although the routes to/from the north and east have to make extra
distance compared to a site closer to Fordham Road, the extra distance is small and it
provides an opportunity to serve various mall entrances (Figure 17). Bus riders destined for

     that property, and this station site would not constrain options for serving the Hanover
     Center.

     As noted above, the geometry of the site is tight. Further design development will be
     required to determine the final site layout.

     Off-Site Improvements
     The only off-site improvement recommended for this site would be extending the sidewalk
     on the south/east side of Independence Boulevard to the signal at the intersection. The
     existing sidewalk does not currently extend all the way to the project site. In terms of
     routing, the right-in/right-out configuration at the southern entrance on Independence
     Boulevard may require that buses exiting the mall onto Independence Boulevard heading
     southbound use the signalized mall entrance on Independence Boulevard, as shown on the
     above figure.

     Amenities
     Given the high potential for ridership attraction, and the number of routes served, a transfer
     station at the Independence Mall should provide a high level of passenger amenities. It is
     also possible that this site could be developed as a temporary, short-term option before
     development of the recommended site. If that is the case, site amenities may be limited until
     the permanent site is fully developed. A minimum of one bus shelter with accompanying
     bench, lighting, trash receptacle, and route signage and schedule information displays would
     be required.

4.2 Monkey Junction Station

     Preferred Site
     The preferred site for the Monkey Junction Station is on the outer edge of the Wal-Mart
     parking lot, just north of the existing stormwater ponds (see Figure 18). The site is currently
     under-utilized parking for Wal-Mart.

     Concept Plan
     The concept plan for the preferred site at Monkey Junction (Figure 19) locates the transfer
     station close to Wal-Mart, the major transit generator in the development. It utilizes the
     existing drive aisle around the parking area and adds an island area for the shelters, waiting
     area, and landscaping. The new island area would eliminate approximately 26 parking
     spaces.

     Even though this site is closer to Wal-Mart than the other four shortlisted sites, it is still
     detached from the main entrance of the store. Passengers going to/from Wal-Mart would
     need to walk through the Wal-Mart parking lot, which currently lacks dedicated pedestrian
     facilities. The concept plan illustrates an option to develop a dedicated pedestrian way
     between the station site and Wal-Mart. While this option is not essential, it is highly
     desirable and would greatly enhance pedestrian safety. The sketched pedestrian way concept
     below would eliminate approximately 30 additional parking spaces.

Benefits to Existing Development
As noted above, Wal-Mart is by far the largest transit generator in the Monkey Junction
development. Both patrons and employees of the store will benefit from improved transit
access. While transit access and transfers can be provided by a simple bus stop, a transfer
station with the basic amenities shown on the concept plan has the potential to be a
significant amenity to the development. A transfer station will formalize the bus stop(s) and
provide a safe and comfortable waiting location. While some parking spaces will be lost with
development of a transfer station, the parking loss can be mitigated by the reduction in
parking demand provided by enhanced transit access.

Development Issues
This alternate site is located on the Wal-Mart property and would require consultation and
coordination with the property owner. Through initial contacts with the property owner,
Wal-Mart appears to be agreeable in principle to locating a transfer station on their property.
Attempts were made in the development of the concept plan to minimize parking loss and
create an amenity for the store and the development as a whole.

The concept plan also shows bus bays on both sides of the drive aisle, requiring transferring
passengers to cross the drive aisle to transfer. To enhance pedestrian safety, it is
recommended that crosswalks be added within the site and connecting to other pedestrian
paths. The bus bay on the south side may require the addition of sidewalk and a concrete
pad for the shelter, which may impact the existing stormwater pond.

Transit Issues
As previously noted, under the restructured route system under implementation, Monkey
Junction would be served by two routes: 201 Monkey Junction and North-South Express.
While this station site is not located directly on the main internal street, the site is still easily
accessible for buses (Figure 20). Multiple stops for each route should be located throughout
the development (also shown on Figure 20) to minimize the need to walk through large
parking areas to major destinations.

Off-Site Improvements
Currently, buses turning left into the site off of Carolina Beach Road have to use the outside
left-turn lane to maneuver the turn. This outside lane become a right-only lane into the
Lowe’s Foods parking lot immediately east of Carolina Beach Road, presenting merging
difficulties for WAVE Transit buses. One remedy is to shorten the existing median on
Carolina Beach Road to improve the geometrics of the turn for buses, allowing them to
utilize the inside left-turn lane. Further study is required to develop this improvement.

Amenities
Since only two routes are anticipated to be served by this transfer station, it is not likely that
large numbers of passengers will be waiting at the site at any one time. The concept plan
developed for this site anticipates three bus shelters with accompanying benches, lighting, at
least two trash receptacles, and route signage and schedule information displays on both
sides of the street. It would also be beneficial to have at least one bike rack with room for 5-
6 bikes.

Cost Estimate
The order-of-magnitude cost for developing this site is $65,000. This estimated cost
includes demolition of concrete work (shelter pads, sidewalks), new curb and gutter,
pavement striping and markings, landscaping, lighting, and three bus shelters and basic
amenities. These estimates are based on 2008 costs. Actual detailed costs in the year of
construction will depend on inflation rates and should be based on a detailed design and
engineering study.

Alternate Site
The alternate site for the Monkey Junction Station is on the main internal east-west street
that bisects the Monkey Junction development (see Figure 21). This street is a private road
that connects Carolina Beach Road to South College Road through Monkey Junction.

Concept Plan
The concept plan for this site is relatively simple and is shown in Figure 22. The plan keeps
the buses on the main street with shelters on the back of sidewalk. Under this scenario,
buses would stop in the travel lanes. The main disadvantage to this configuration is that if
buses had to wait on a transfer while stopped in the travel lane, vehicles would have to cross
into the oncoming travel lane to pass the bus. The low vehicular volumes on this street
make this feasible, but not optimal, in terms of safety and predictable movements.

It is also possible to develop the station site with bus pull-offs on either side of the curb to
pull the buses out of traffic, but that option would be considerably more expensive and
would encroach on neighboring properties. In the short term, the option shown in Figure
22 should function adequately until a more permanent station could be developed, either on
this site or the Wal-Mart site discussed above.

The disadvantage to locating a transfer station that is split on opposite sides of a street is that
pedestrians transferring between routes may have to cross the street. The concept plan
therefore recommends the addition of crosswalks at both ends of the station area to enhance
pedestrian safety.

Development Issues
Because the buses under this option would stop on the street, the only significant
development issues would be locating the shelters and other amenities behind the sidewalk.
No other roadway improvements are anticipated.

Environmental Constraints
No major environmental constraints were identified for the recommended concept plan
since no undeveloped land would be disturbed.

Transit Issues
Under the planned route system, Monkey Junction would be served by two routes: 201
Monkey Junction and the North-South Express. The major advantage of locating the
transfer station at this location is that both routes can be easily served by utilizing the main
internal street through the development, as shown in Figure 23. Multiple stops for each
route should be located throughout the development (also shown on Figure 23) to minimize
the need to walk through large parking areas to major destinations.

     Off-Site Improvements
     Currently, buses turning left into the site off of Carolina Beach Road have to use the outside
     left-turn lane to maneuver the turn. This outside lane become a right-only lane into the
     Lowe’s Foods parking lot immediately east of Carolina Beach Road, presenting merging
     difficulties for WAVE Transit buses. One remedy is to shorten the existing median on
     Carolina Beach Road to improve the geometrics of the turn for buses, allowing them to
     utilize the inside left-turn lane. Further study is required to develop this improvement.

     Amenities
     Since only two routes are anticipated to be served by this transfer station, it is not likely that
     large numbers of passengers will be waiting at the site at any one time. The concept plan
     developed for this site anticipates two bus shelters (one on each side of the street) with
     accompanying benches, lighting, and a trash receptacle and route signage and schedule
     information displays on both sides of the street. It would also be beneficial to have at least
     one bike rack with room for 5-6 bikes on each side of the street, but not necessary.

4.3 East Station

     The steering committee agreed that the East Station is different from Independence Station
     and Monkey Junction Station because much of the area is still under development (and
     redevelopment). There is also the outstanding question of potential service to Wrightsville
     Beach, which may add a future shuttle route to the two planned WAVE Transit routes in the
     area. The steering committee recommended that both a short-term and a long-term option
     be developed. Below, the short-term option is developed under the preferred site, and the
     long-term option is developed under the alternate site.

     Preferred Site (Short-Term Option)
     The steering committee agreed that it would be beneficial to have a transfer station at, or
     near, the county library, on the east side of Military Cutoff Road. This area is currently not
     served by transit. A variety of options for developing a transfer center in this area were
     analyzed, and ultimately rejected, because a suitable arrangement for a needed bus
     turnaround in the area could not be developed.

     For this reason, the preferred (short-term) option is developing a transfer station at what was
     originally designated as site W3 (Figure 24). This site is on Parker Farm Drive, a principle
     east-west roadway in the Mayfaire development. This southern portion of Mayfaire is still
     largely undeveloped, but when built out will include a mix of uses (office, commercial,
     residential) that will be well-served by enhanced transit service.

     It is important to note that the best long-term solution is to develop a transfer station
     somewhere in the triangular area to the southeast of Mayfaire, described below. Short-term
     options should be considered temporary solutions and do not require significant site work or
     resource expenditure.

Concept Plan
The concept plan has on-street (no pull-off) bus stops on opposite sides of Parker Farm
Drive (see Figure 25). That section of Parker Farm Drive currently has a wide landscaped
median with diagonal parking on either side of the street. The concept plan would require
eliminating approximately 12 parking spaces in Option A and approximately 9 spaces in
Option B. The parking spaces would be replaced with extended bulbout areas to create the
pad for the shelter and surrounding waiting area. Pedestrians would cross Parker Farm
Drive between the bus stops to transfer using the existing crosswalks.

The major drawback to this option is that because the buses would stop on the street, they
would not have the ability to wait for transferring passengers. The median does not allow
other vehicles to pass a waiting bus. This may add wait time for transferring passengers.

Development Issues
As noted above, the main issue will be the loss of parking. Since the areas to the north and
south are still largely undeveloped, the diagonal parking spaces are mostly unused. But as
the area builds out, demand for these parking spaces will increase. The development of a
well-functioning transit transfer station should mitigate some of the parking loss, however,
by reducing parking demand.

Transit Issues
Under the restructured route system under implementation, the area will be served by two
routes: 103 Central and 104 East. As shown in Figure 26, the proximity of this site to the
intersection of Eastwood Road and Military Cutoff Road enhances route efficiencies and
transfer convenience. It would require the 104 East to detour away from Military Cutoff
Road, but the distance is manageable, and will pick up more Mayfaire riders. Similarly, the
103 Central would detour slightly from Eastwood Road to access Parker Farm Drive. The
location is also manageable, although not ideal, for a future Wrightsville Beach route.

The proximity to the Mayfaire commercial development gives passengers nearby amenities
and added security. Pedestrian safety to nearby destinations is enhanced through the existing
crosswalk and sidewalk network within Mayfaire.

Neither the 103 Central nor the 104 East route is currently planned to go east of Military
Cutoff Road. Future consideration should be given to providing a route(s) that access the
county library.

Off-Site Improvements
No off-site improvements are required. On-site improvements, including extended
bulbouts, are discussed above and shown on the concept plan.

Amenities
Since only two routes are anticipated to be served by this transfer station, it is not likely that
large numbers of passengers will be waiting at the site at any one time. At a minimum, each
stop location should have a shelter with bench and a large enough concrete pad to allow
passengers to wait off the sidewalk. Lighting, route signage and information is also needed.

Cost Estimate

Alternate Site (Long-Term Option)
The steering committee identified the general triangular area shown in Figure 27 as the
preferred long-term option for the East Station. The area is generally bounded by Eastwood
Road on the north, Military Cutoff Road on the west, and Wrightsville Avenue on the south.
The consensus among the committee was that this area best serves the long-term transfer
function for transit system in the northeastern section of the city. Because parts of this area
are anticipated to developed or redeveloped in the future, a specific station site was not
identified.

Typical Site Plan and Amenities
Since a specific site within this area has not been identified, a specific concept plan was not
developed. Figure 28, however, shows a typical site plan that is flexible enough to be applied
to future developments. The typical site plan assumes the following amenities will be a part
of any transfer station in this area:
      Two shelters (one on each side of the street) to provide weather protection.
      Benches at each of the shelters. The bench and area beneath the shelter should be
      wheelchair-accessible.
      A concrete pad large enough to hold the shelter, a bike rack, and provide standing area
      for passengers not under the shelter.
      Signage identifying routes, as well as posted information on transfer times and other
      routes.
      Bike rack large enough to hold 5-6 bikes.
      Street lighting to enhance passenger security.
      Other amenities as needed.
If a potential site that would serve well as a transfer station is proposed for development or
redevelopment, the City of Wilmington and WAVE Transit should work with the developer
to incorporate the transfer station into the development plan.

Development Issues
Development issues would be minimized if the transfer station can be developed as part of a
larger development plan for a specific project. Specific issues would be determined at that stage.

Transit Issues
This general area is well-served by both the 103 Central and the 104 East routes. Minor
modifications to the routes would be required to serve the station site (Figure 29). This site has
the added benefit of being reasonably convenient for any future shuttle to Wrightsville Beach.

Off-Site Improvements
Any off-site improvements will be determined with development of a future concept plan
when a specific site is identified.

5     Implementation
5.1 Overall Priority
    A critical component of this study is developing an implementation plan to guide
    development of the three station sites. Considering all factors, it is recommended that the
    Independence Station be the first station developed. Independence Station serves the most
    riders with eight routes converging in the area, and the Independence Mall and Hanover
    Center are significant ridership attractors. Transfers are occurring without a central transfer
    point to assist riders. Independence Station has the potential to be a signature station that
    enhances the visibility of transit in the community. Since the Monkey Junction Station and
    East Station are currently only planned to serve two routes each, development of these
    stations should be a lower priority. It is strongly recommended that resources be directed to
    develop the Independence Station as soon as possible. Table 4, below, outlines
    implementation considerations for each site.

5.2 Site Phasing Summaries
    The following guidelines should be considered when implementing plans for the three
    stations:
         •    Independence Station: It is critical that this station be developed as soon as possible
              to meet the current and projected demand. While it is envisioned that this transfer
              station could eventually be a signature transit amenity for the mall and the
              community, it can start with a simple layout making use of the existing curb and
              pavement. This first phase would only require restriping of the pavement,
              placement of shelters and benches, and signage. As the station becomes well-used,
              and as funding becomes available, additional amenities, landscaping, and other

         improvements can be added. Because of the immediate need for a transfer station,
         it is strongly recommended that the first phase be developed as soon as possible to
         create the transfer station area and provide transit patrons with the needed service.
    •    Monkey Junction Station: The preferred site near the Wal-Mart should be relatively
         easy to develop assuming that Wal-Mart continues to be a willing partner in the
         development. This site, too, can be phased, starting with restriping of the parking
         area and installing shelters, benches and signage. Landscaping and other amenities
         can be added in the future.
    •    East Station: The best long-term option is developing a station site in the triangle
         area described above, presumably as part of a new development project. As this
         area develops in the future, the City and WAVE should be actively engaged with
         developers in incorporating a transfer station in future development. The developer
         should share the costs of developing the transfer station with the City and WAVE.

          APPENDIX 2: SURVEY ABOUT DESIRABLE AMENITIES
                    AT BUS TRANSFER STATIONS
A two-prong approach was used to conduct the amenities survey. Fifty-seven transit
passengers were interviewed at the Downtown Transfer Station, the Downtown Trolley,
and the bus stops at the Hanover Center and Independence Mall. The survey was also
placed on the internet by Cape Fear Breeze, a local agency that provides information
about and assistance with transportation alternatives in the Greater Wilmington Area.
Survey participants rated these amenities that could be located at a bus transfer station
on a scale from 1 to 5, where 5 is a Very Important Feature and 1 is Not Important At
All. The score is the sum of all the responses for each feature. The internet survey
listed three additional amenities that were not included in the December 2007 transit
passenger survey. Table 1 compares the ranking and scores for the original listing of
ten amenities while Table 2 states the rank and scores for all the amenities included in
the February 2008 internet survey.

II. COMMENTS BY INTERNET PARTICIPANTS

       The main transfer station should have ALL the above. Bathrooms should be located at substations where

       the highest concentration of routes intersect. Ash receptacles should be placed with trashcans.

       Having a cheerful, colorful, and fun looking shelter is important for me to make it inviting. The "cheap,
 3     intuitional look" just doesn't do it. Also, it should be graffiti proof and regularly maintained so it does not
       appear dirty, neglected, and a potential site for crime.

       No cell phones by driver even on breaks. or at least make sure that they understand the impression it
 4     makes when people are waiting and they are talking for more than 5 minutes on a cell phone (6 minutes
       when you are waiting seems like 12)

5    Marked stops for both trolleys and buses

     Secure parking - police patrolled frequently. Possibly a user database maintained, so if there is evidence
6    of vandalism, the owner could be contacted. Possibly a locked fence after the last bus arrives and open
     one hour before the first bus.

     All locations where the buses/shuttles stop should be out of the traffic flow. A bus that stops in a travel lane
7    causes congestion (and resultant vehicle emissions contributing to the greenhouse effect) and defeats the
     whole purpose of mass transit.

8    Just need more routes. I would consider taking the bus but it is not an option for me due to routes.

     I saw a WAVE bus last night, while walking around downtown. I consider myself a moderately smart
     person, but at that moment I realized that I have absolutely NO idea where they go, how to board one (do I

     wave it down like a taxi? do we have bus stops? If so, where are they?). The one thing I could determine
     was that it was free, and that no one was riding it. Information is more important than amenities.

     Scrolling information bars, could include local public service updates, events calendars, public forum

     meetings etc and allow businesses to sponsor with their logo to offset the costs.

11   Wider coverage area and good service delivery.

13   Need some bus routes from the south end of city/ county.

     Would like to see them serve the northern part of the county. Would also like to see the WAVE bus drivers
     follow the same laws as other drivers, mainly not RUNNING RED LIGHTS and SPEEDING. As a
15   pedestrian that has been nearly hit by a "red light running WAVE bus" (twice!) - I think it's ridiculous that
     they can get away with that. The WAVE bus drivers are dangerous in many of the public's eye!!! How
     about promoting safety and a way for the public to report them.

17   Availability of secure day-length parking lot in proximity to transfer station--very important.

     There are a number of long buses that are never full. Use the shorter buses and save on fuel. Use

     biodiesel produced in NC instead of petroleum-based diesel from other countries.

     Don't need a prize, thank you. Route schedules need to be more accessible. links on county and city web

     page, ads on the side of buses, posted in the current shelters, phone books, etc.

     Please, please, please help the people in southern Brunswick County that commute everyday to
     Wilmington for work. Can we possible get a commuter bus/van for a pick up at a park ‘n' ride once in the
     AM and return at 5:00 PM from Wilmington. With the amount of traffic coming into the city everyday from
     the Sunset Beach/Shallotte/Ocean Isle Beach/Holden Beach area and the number of cars with only one

     passenger...this would not only would free up the road system, help clean the environment, and also be a
     financial plus to the commuter from the high cost of gas and to the bus company with a more consistent
     level of passengers. Daily commuter could buy a monthly pass that would insure the bus system of a
     consistent monthly revenue base. Please explore this possibility. Thank you

     lights, etc. To get a bus to work I would have to walk four blocks, cross one very busy street with no traffic
     lights for multiple blocks in either direction, and then wait for the bus on another busy street with no
     sidewalks. Street lighting on the way to and from the bus stop is also minimal. Unfortunately, all these
     factors considerably reduce my willingness to use the bus to commute to work.

     I think it's important to give people a shelter to wait for the bus and an updated schedule to know when to
     wait for that bus. Vending machines are not important - just like when I leave the house, if I want a cup of

     coffee, I bring one. Other suggestions - run the bus later hours. People may start seeing the bus as a
     viable source of transportation to entertainment, but not if it stops running at 9:00.

     I'd like some park and ride options for coming in on US Highway 17 from Hampstead, Porter's Neck, and

     Ogden area

35   Harris Road off Gordon has many commuters that would benefit from bus transport.

     Need for a multi-county transit authority for commuters in the region from Brunswick and Pender Counties

     I have never used the transit before but I do hear people complain about the layover downtown, and how
     they have to go all out the way before going to their destination. Also I believe that the seats should be
42   more comfortable if you are suggesting that a greater percentage of people use the transit for work and
     school, and that it is reliable for getting them to their destination on time. It may take more buses, the
     buses covering fewer areas for prompt timing. Thank you,

     I usually don't take the bus because with the stops it is usually faster to drive. That and the lack of a

       events, lunch with their children. We have children who miss the school bus and parents can't get them
       to school. If a bus route was available they could bring them and return home without an issue.

       I would love to see bus routes extend farther down Carolina Beach Road towards Carolina Beach. I teach
119    students with disabilities who live in this area, and it is very frustrating to have such limited transportation
       options when encouraging them to find employment.

       Increase number of stops. There should be a stop at every school so parents could easily visit their
122    child's school. I work at Alderman Elementary and the closest bus stop is on Oleander Drive. Parents
       should not have to walk that far to get to our school when coming for a meeting / conference. Some do

      walk that far, but most parents find it too inconvenient. A closer bus stop would encourage parents to
      attend the schools. Thanks for that consideration.

      Service to the entire county....I live in Castle Hayne and work at Ashley High School. Public

      transportation to the beaches would be nice as well.

      Need to include a bus route to Ashley high school or central office on Carolina Beach Road. Might want
126   to include Carolina Beach but a great need is the high school and central office for the students and

      Have a bus run to Ashley High School and Myrtle Grove Middle School area one day a week. Work with
      the schools and we could get some parents in to help us tutor and also those that do not have

      transportation to these conferences. We have Garden Lake and Houston Moore students and if a bus
      route was possible I think we would have more parents come out to our schools. We need them.

      I work at Ashley High School in the counseling department and many of our students live in the
      downtown area. It is often very difficult for them and their parents to attend meetings and after school

      activities due to difficulties with transportation. It would be wonderful if there was a transportation system
      that gave these students and parents a better way to reach our school.

129   Transportation in Wilmington is a disaster and public transportation is needed.

      I believe the transit system should look at putting Mary C. Williams Elementary School on the bus route.

      It would be beneficial to those parents who do not have transportation.

      Once you erect bus shelters, you then have to deal with cleaning them on a regular basis, vandalism etc.
      This holds true for restrooms and other amenities. In this day in age, most people carry cell phones.
      Bottled water is readily available and easily totable. Keep your eye on the big picture... We need reliable,
132   frequent buses that travel all parts of Wilmington if we are going to truly use this mode of transportation
      on a regular basis. As for wheel chair bound individuals, it's hard to wheel and hold an umbrella! Some
      sort of a carport to stand / sit beneath that was esthetically pleasing would be a courtesy, but not a
      necessity.

      Lighting (#4) would only be necessary where none is available from streetlights, shops, parking lots.
133   Benches (#2) may increase vagrants; consider 1-2 small seats that would give rest to elderly but not
      accommodate sleeping. I commend you for this interest in community needs.

134   I think that all of the public transport buses should be handicap friendly.

135   There need to be more stops and expanded routes for the elderly to be able to use this service.

136   How about more stops closer, near Carolina Beach?

      Arrange with private business for motor scooter terminals i.e.; combination news stand vending
