BUILDING AND SAFETY DIVISION FEE HANDOUT July 1, 2009 FEES COLLECTED BY THE BUILDING AND SAFETY DIVISION Building Permit Fees are based upon the fee table in effect at the time of application. Development Fees are based upon the rate in effect at the time of permit issuance and/or payment, not application date. Deferred payment of some development fees is currently available. The values shown in this document are for estimating purposes only. Many complex fees have been presented in a simplified form to assist the estimator. The values shown in this document reflect the fee rates in effect at the time of publication and are subject to change without notification. Most fees are based on the valuation of the proposed work. New projects are determined from our valuation table. Remodels use the contract price for the work. See partial table below for a sample of some common project types. Building Permit Fee. Once a valuation has been determined for a project the Building Permit Fee can be calculated based on the table shown below. ($286,273.50 –100,000)/1000=186.3, use 187* b. ($267,950.00 –100,000)/1000=167.9, use 168* 2. Plan Review Fees. Plan review fees are cumulative for all plan reviews that apply to any given project. Fees for initial plan review of buildings, structures and fire sprinkler systems are calculated as a percentage of the Permit Fee in step number 1 above. Fees for revisions to previously approved plans are based upon the time needed for review at the current rate of the reviewer or consultant, with a minimum charge of one hour. Note: A fast-track plan check is generally only available for small tenant improvement plan reviews. See page 10 for a chart of City pre-approved third party plan review agencies. Building Division plan review, 65% of the permit fees (25% for copy models). Fire Department plan review of structure, 25% of the permit fees. Plumbing plan review fee, 65% of the plumbing permit, $95.61 minimum. Mechanical plan review fee, 25% of the mechanical permit, $95.61 minimum. Electrical plan review fee, 25% of the electrical permit, $95.61 minimum. Fire Sprinkler plan review fee, 65% of the permit fees. (See note 6 below) Fire Alarm plan review fee, $270.00. (See note 7 below) Hazardous Materials plan review fee, $415.00 minimum. (See note 8 below) 3. California Title 24 Energy Code Compliance. A 25% surcharge fee is assessed on all building areas containing conditioned space for the California Energy Code plan check and building permit fee. This surcharge applies to both the permit fee determined in Item 1, and the plan review fee in Item 2. 4. Disabled Access Compliance. This fee is required on all commercial projects and multifamily buildings required by law to be accessible. This surcharge fee is 15% of the Building Permit Fee as determined in Item 1 above. 5. On-Site Development Fee. The total fees for permit and plan check for commercial development on all areas outside of the structure on private property are 2% of the estimated value of the improvements. The improvements include curb, gutter, sidewalk, pavement, underground sewer, water, storm drain, fire protection, landscaping, site lighting, etc. The 2% fee is apportioned as 30% toward plan check and 70% toward the permit. 6. Fire Sprinkler Plan Check and Permit Fee. These fees are calculated in the same manner as Items 1 and 2 above, except the project valuation is calculated at $3.02 per square foot. The minimum plan check fee is one hour, at our current consultant cost of $95.61. Both plan check and permit fees are typically collected at the time of plan submittal for tenant improvements and other alterations. Note: The contract price will be used for valuation to determine plan check and permit fees for small jobs where less than five heads are added or moved. 7. Fire Alarm Plan Check and Permit fee. The initial plan submittal for plan review of fire alarm systems is a flat fee of $285.00. The Fire Alarm Permit fee is based on the number of hours the Fire Department estimates the field inspection time will entail based on $51.00 per hour. 8. Hazardous Materials Plan Check and Permit fee. The initial plan submittal fee for hazardous materials is $415.00. The Hazardous Materials Permit fee is based on the number of hours the Fire Department estimates the field inspection time will entail based on $100.00 per hour plus a $15.00 initial filing fee. Page 2 of 10 Fees Handout 07 01 09 9. Archival of Documents and Plan Fees. The City of Pleasanton scan and archives plans and documents submitted for plan review and permits. The cost per page of plan sheets submitted is $2.00, and for all other supporting documents is $0.25. 10. Strong Motion Instrumentation Program Fee (SMIP). (collected for the State of California) This fee applies to any proposed building construction for which a building permit is issued. Building Standards Administration Special Revolving Fund Surcharge (collected for the State of California) This fee applies to any proposed building construction for which a building permit is issued. $1 for every $25,000 of permit valuation. 12. Water Connection Fees. The connection fees for water services are based on the size of the water meter required. The size is determined by the designer based on the fixture unit or minimum flow demand for the service. Refer to the chart below. The Building and Safety Division collects fees for single family residential domestic meters. The Public Works Department collects fees for all other connections. Water Connection Fees are based upon the rate in effect at the time of payment, not application date. Note: For Single Family Residential services use the 5/8” x ¾” line item. For houses that are required to have fire sprinklers use the “Meter Fee” for a 1” meter but use the “City Connection Fee” and “Zone 7 Connection Fee” for a 5/8” x ¾” meter. Sewer Connection Fees. Connection fees for sewer are required for all new structures and may be required for additions and change of occupancy or use permits. A change in use that results in an increase in sewer flow or type of effluent must pay the difference between the old use and the new use. Residential connection fees are a flat rate per dwelling unit regardless of the size of building. Sewer Connection Fees are based upon the rate in effect at the time of payment, which is usually the permit issuance, not the permit application date. Generally the only development fees applicable to redevelopment, such as tenant improvements, tear down and rebuild, etc., are traffic impact fees (based only on the increase in demand) and both the City and DSRSD sewer fees when the use of the space changes. Authorized Plan Check Consultants The below listed plan review consultants are authorized by the City of Pleasanton Building and Safety Official to perform fast track plan reviews on small tenant improvement jobs when there is no City Planning or Engineering Division review required. Additionally, fast track is not intended for hazardous materials or fire alarm plan reviews. All plans must first be submitted to the Building & Safety, pay the normal plan review fee and have a plan check permit number assigned. All fast track fees are due and payable directly to the consulting firm of the applicant’s choice. Length of time to complete fast track review is between the applicant and the consultant. The City's normally plan review time is 10 working days for small jobs. Applicant may hand carry plans, City transmittal slip and supporting documentation directly to the consultant. Consultant shall transmit all reviewed plans back to the City for processing and final plan approval. After reviewed plans are returned to the City a minimum of two working days are required by City staff to approve and process plans for permit issuance.
