FROM THE RECTOR OF NSTU
Dear colleagues and guests!
Let me greet all the participants of the 3rd International Forum on Strategic Technologies - a
successor of Korean-Russian Symposium KORUS. Nowadays the Forum has a long history which
lasts already 12 years. Our annual meetings bring new ideas, possibilities and useful contacts which
push international scientific relations forward.
I’m very glad to greet scientists and specialists, who represent universities and academic
science of China, Germany, Italy, Kazakhstan, Korea, Mongolia, Russia, Uzbekistan and Vietnam.
It’s pleasant to note that this year two universities are hosting this Forum: Novosibirsk State
Technical University and Tomsk Polytechnic University. Both universities are recognized as
winners of the competition of innovative educational programs among higher education institutions
for 2007–2008 within the priority national project “Education”. This proves our high academic
status.
Target of this NSTU innovative program is to create a multilevel system of specialists training
in the sphere of high technologies. This will allow improving the positive influence of the university
on social and economic development of Novosibirsk Region, orienting education to the research
and close cooperation with Siberian Branch of Russian Academy of Sciences, industry, foreign
universities.
Uniqueness of this program is amount of federal financing – about 24.6 mln USD. This money
is spent for modern scientific and laboratory equipment, methodical background, software as well
as for improving skills abroad for a number of specialists.
At the moment we are proud that our university has the biggest sport facilities behind the
Urals where competitions of international level can be held. We have biggest university library in
Novosibirsk with modern electronic catalogue. Last year we have built the Palace of Culture which
hosts all university artistic groups under one roof.
As result of the positive influence of this Forum I can mention increasing number of papers
which were written jointly by professors of our universities which got to know each other. During
last 12 years they came to our events which took place in Ulsan, Tomsk, Novosibirsk and Ulan-
Bator in turn. This shows that this International Forum proved its profit and now, becoming even
more representative, unites different scientific school for fruitful exchange of opinions and scientific
ideas.

Forum IFOST is the “open doors” on the road of scientific, information and technological
cooperation between universities and scientific centers of our countries, and participation of young
researchers in IFOST will serve to succession of scientific generations.
In the whole World development of science and technology consists from efforts of
individuals, scientific groups and schools. As a big river is flooded by small springs, science and
technology development process consists of separate events, showing the tendencies of world
civilization development, leading to globalization. IFOST is one of such springs, a result of
scientific cooperation, mutual openness and interest.
On my opinion, it is very important that scientific results, presented in 196 papers and reports
of the participants will be not limited to sphere the pure science. Industrial implementation of the
presented results should be a natural target.
Novosibirsk and particularly NSTU is a powerful incubator for the fundamental knowledge
and technologies which could be useful to applied science and technologies.
I wish all participants of the Forum fruitful work, warm and friendly communication with
colleagues.
I want to thank the members of IFOST Committees and all university staff who participated in
organization of this big event and put in it not only efforts but also their souls.

WELCOME ADDRESS
FROM THE RECTOR OF TPU
Tomsk Polytechnic University, the first technical institution of higher education in the Asian
part of Russia, was founded in 1896 and opened in 1900 as Tomsk Technological Institute of
Emperor Nikolai II. Since its foundation more than 130 thousand specialists have graduated from
the University, over 500 of them have become Academicians, State award winners and the winners
of other prestigious awards.
At present TPU includes 10 institutes, 9 faculties, 3 research institutes, 16 educational centers,
including 8 international and 68 research laboratories. As well as: Siberian Research and
Development Center of Advanced Technologies “Spektr”; Regional Education and Research Centre
for Alternative Technology; Scientific and Technical Library; Supplementary Education Centre;
Informational and Analytical Centre; Petroleum Engineering Approved Support Center of Heriot-
Watt University (UK). The university has 6 branches and 17 representative offices in various cities
of Russia, CIS countries and far abroad including Karlsruhe (Germany), Prague (Czech Republic)
and Nicosia (Cyprus).
TPU turns out about 2,900 specialists annually, 30% of them are specialized in scientific and
integrated interdisciplinary technologies. Creative atmosphere, academic traditions and high quality
education are well known not only in Siberia and Russia but abroad as well. Students, post-
graduates and trainees of the Commonwealth of Independent States (CIS) and the Asian-Pacific
countries, Near East and Europe attain education at TPU as well.
The peculiarities of Tomsk Polytechnic University which define the unique style and its place
in the home history are:
becoming as an original incubator producing highly qualified specialists, educational
technologies and innovations for the future of Siberia, Russia and CIS countries, as well as the
range for approbation of high technologies and innovations;
priority activities in providing and supporting the quality of education and specialist
training;
practically boundless possibilities to perform complex inter-industry research and
developments, to implement innovation technologies providing personnel support;
traditionally tight integral relations with educational institutions, scientific-production and
industrial enterprises of Russia, Siberia and CIS countries, the Asian-Pacific Rim, Europe, the USA;
the essential influence on the organization, quality and development of the productive forces
of Siberia and nearby regions

the historical development of the University as a methodical, educational, research and
cultural centre for the vast region of Siberia and the Far East;
the fame of scientific schools, pedagogical and scientific-technological achievements for
home and international students, scientists, teachers and businessmen
The increased attention to the formation of the up-to-date resource base for research and
education
In 2007, Tomsk Polytechnic University was recognized as one of the winners of the
competition of innovative educational programs among higher education institutions for 2007–2008
within the limits of realization of the priority national project “Obrazovanie”. The innovative
educational program of TPU is being realized in seven educational programmes of specialist
training. They are: material sciences and nanotechnologies; nuclear technologies, safety of work
with radioactive materials, including counteraction to terrorism; hydrogen power, renewable energy
sources, energy saving; efficient nature management and ecologically safe technologies of deposit
development, as well as transportation, oil and gas refining; information-communication systems
and technologies; non-destructive control; high-current electronics, electrical discharge, beam and
plasma technologies. Besides, the program provides creation of a unified educational information
environment in Tomsk Polytechnic University.
I wish a productive work to all the Forum participants and a pleasant stay in our Siberian
region to foreign colleagues!
