Project Overview

The Minnesota Office of Secretary of State (OSS), Computer Services (CS) division is seeking Professional/Technical
Services to augment existing development staff on several active projects. OSS is currently implementing four new
Business Services (Profile) projects: 2 are support focused with emphasis on bug fixes and enhancements to existing
production applications and 2 are development projects to implement new systems and integrate them with existing
OSS infrastructure.

Projects are owned and staffed with some OSS personnel, but we have a need to augment our staff with 5 specific
roles and skills.
     • Project Manager / Business Analyst
     • Lead Developer / Technical Architect
     • .NET Developer
     • VB Developer
     • SQL Database Developer



Project Summaries


    1.   UCC Online Filings
            Estimated Timeline: 1/10/2005 – 6/30/2005
            Scope: Cyclical release approach to expand customer self-service by offering XML bulk filings, global
            filings, fix bugs, and replace /upgrade Crystal Reporting with SQL Reporting Services, integrate new
            imaging middleware.
            Technologies Used: VB.NET, C#.NET, SQL, Unisys UeWi Imaging, Crystal Reports, SQL RS, SQL 2000,
            Adobe Acrobat, XML

    2.   Profile UCC
              Estimated Timeline: 1/10/2005 – 6/30/2005
              Scope: Cyclical release approach to fix bugs and enhance functionality of the existing production
              application, upgrade Crystal Reports to SQL Reporting Services
              Technologies Used: VB, Visual Studio, ASP, SQL, HTML, Crystal Reports, SQL RS, SQL 2000

            Scope: “Ground-up” development approach; capture requirements and business rules and build a web-
            enabled solution for this legacy system functionality to offer customer self -service

    1.  Web application architecture (Microsoft Internet Information Services (IIS), Microsoft SQL Server 2000, load
        balancing)
    2. Hardware Architecture design and implementation (multi-location, multi-server load-balanced
        implementation)
    3. Software Architecture design (n-tier model using .NET, T-SQL)
    4. Relational Database design (normalized models, data integrity, data encryption)
    5. SQL Server 7.0/2000 design and development skills (T -SQL, Data Transformation Services)
    6. Software development (Microsoft .NET, Active Server Pages, Visual Basic, Crystal Reports, SQL Reporting
        Services)
    7. Software process knowledge (design and code review, source control, quality assurance, test and
        deployment, change control processes)
    8. Software Engineering and Peer Development methodologies

Experience desired for this contract

    3.   Knowledge of OSS hardware infrastructure and network domain
    4.   Knowledge of OSS Profile/Business Services applications and business operations


Internal skills available
OSS will assign staff to assist in all four projects to serve as development resources and provide technical
oversight/guidance. Any resources supplied as a result of this contract will be to augment the current OSS
development team and abide by established development processes, standards, and procedures defined by OSS.
OSS will provide a Project Manager liaison to oversee activities and facilitate agency resource participation and serve
as peer PM for 5-10 hours per week for the duration of the project.

Training/Knowledge Transfer
OSS integrated team approach will insure proper staff training and knowledge transfer is useful and effective for the
duration of this project. Individual work orders will address and identify specific needs as applicable.

Hardware and software needs
OSS will provide all onsite hardware systems and software tools and licenses for all development tools used in this
contract.

Product or Result of the Contract
This Statement of Work will result in specific resources being added to the OSS staff on an as -needed basis. The
successful vendor will augment OSS programming staff to help support existing Profile applications and develop new
Profile applications. The additional staff will work as part of the OSS development team to produce quality products
on time and on budget. It is anticipated that a maximum of five (5) people will be engaged at any point in time.
Individuals whose r esumes are submitted are assumed to be available full time during the full six (6) month project
duration . Detailed work orders will be used to engage appropriate resources on a time and materials basis.

Deliverables
    1.   Quality software artifacts, meeting the requirements, business needs, and application development
         standards of OSS.

Specific tasks and expertise required for this work includes

    1.   Programming of new Profile functionality using HTML, ASP, SQL, Crystal Reports, MAPPER, Cool Ice, VB
         and .NET
    2.   Database design and development of Profile and associated databases (MAPPER, SQL)
    3.   Support and maintenance of Profile systems (Imaging, web presence, thin client, fat client)
    4.   Provide documentation defined by project management requirements
    5.   Participate in software development activities, such as design and code reviews, peer reviews, security
         standardization, domain permissions, and hardware architecture design.

This Statement of Work does not obligate the state to award a contract or complete the project, and the state
reserves the right to cancel the solicitation if it is considered to be in its best interest. The state also reserves the
right to perform a “reverse auction” among qualified vendors in order to make a final choice.

Evaluation Scoring

All responses will be scored according to five (5) ratings as follows:

Rating 1 = Based upon individual resumes, rate each individual supplied (5 max) on a scale of 0..5 for collective items
listed in the “Skills Required” section. Sum the points and average by the number of individuals.

Rating 2 = Based upon individ ual resumes, rate each individual supplied (5 max) on a scale of 0..5 for collective items
listed in the “Experience Desired” section. Sum the points and average by the number of individuals.

Rating 3 = Based upon individual resumes, rate each individual supplied (5 max) on a scale of 0..5 for collective items
listed in the “OSS Domain Experience” section. Sum the points and average by the number of individuals.

Rating 4 = Based on individual rate provided, rate each individual (1..5) on cost.
         5 = $60 per hour or less
         4 = $61 - $70 per hour
         3 = $71 - $80 per hour
         2 = $81 - $90 per hour
         1 = $91 per hour or more

Rating 5 = Based on project summaries, office address, and company history provided, rate the vendor on a scale of
0..3 for each of these three categories:
