Resolution authorizing a Memorandum of Agreement (MOA) with the State of Ohio for the various county officials and the Mid-Ohio Regional Planning Commission (MORPC) to participate in the State of Ohio’s Location Based Response System (LBRS) and to authorize the appropriate county officials to sign a MOA with MORPC and the Ohio Office of Information Technology (OIT) (Commissioners) WHEREAS, this Memorandum of Agreement (MOA) certifies that the appropriate officials in Franklin County including, the Board of Commissioners, the Franklin County Engineer, the Franklin County Auditor, the Franklin County Sheriff, the E-911 Coordinator, MORPC and the EMA Director, agree to support the project and to provide centerline and address data from Franklin County files to the LBRS project; and WHEREAS, this cooperative effort is exciting as it allows for ondemand updates to a regional base map that can be used by many safety services: county offices, including the E-911 Coordinator, County Auditor, County Engineer, County EMA; Board of Commissioners and other public agencies such as COTA and other public safety departments throughout Franklin County; and WHEREAS, this MOA is made through the Ohio Office of Information Technology (OIT) and the Ohio Geographically Referenced Information Program Office (OGRIP); and WHEREAS, OGRIP and the County desire to develop a system that uses and maintains a shared GIS database to support governmental activities of their respective jurisdictions; and WHEREAS, if funding by OGRIP exceeds $49,999.99, it shall go before the Office of Finance for approval and Franklin County will supply support staff only and no General Fund money will be obligated to the project; and WHEREAS, 63 counties have supported the statewide LBRS drafted by OIT as part of the statewide program; and WHEREAS, this will enhance communities working with the Franklin County Auditor; and

BE IT RESOLVED, BY THE BOARD OF COUNTY COMMISSIONERS OF FRANKLIN COUNTY, OHIO: Section 1) That the signing of the MOA with the State of Ohio shows the commitment of the County Officials and MORPC to participate in the State LBRS program and submit a file to the state. Section 2) That authorization is given to the appropriate County Officials to sign the MOA.
