       pests of concern to China."

Pellets & Cubes
       Phytosanitary Certificate (PC) and Import Permit (IP) are required. DO
NOT CERTIFY UNLESS AN IMPORT PERMIT IS PRESENTED.

NOTE TO ACO:
   All shipments of alfalfa hay bales, cubes, and pellets must be double
     compressed and all provisions of the protocol have to be followed.
   A negative test result for Verticillium albo-Atrum must be presented by
     the exporter for certification.
   The Facility Name, USDA Registration Number, in block 12,
     "Distinguishing marks".
   The County and State (origin) must be stated on the PC.
NOTE TO EXPORTER:
   All shipments of alfalfa hay must be sampled and tested for Verticillium
     albo-Atrum. A negative test result must be presented to the ACO for
     certification.
   If an IP is not presented, all phytosanitary requirements may not be met
     and shipment may be subject to delays or refused entry.
   A Certificate of Free Sale is required for all animal feed shipments, please
     contact the FDA for more information.

Import Permit and Federal Phytosanitary Certificate required. All plant and plant
products not listed as prohibited or unrestricted require a federal phytosanitary
certificate and an Import Permit or a “contract of sale” which is similar to an
import permit when the importer is a Government buying agency. The import
permit will specify the import requirements.

Import Permits/ Contract of Sale (Contracts of Sale contain entry requirements
for Government buying agencies) must be obtained in advance of shipments
destined to the People‟s Republic of China. The China Animal and Plant
Quarantine Service (CAPQ) determines entry requirements on a case by case
basis.

Federal Phytosanitary Certificate Required. The shipment must be free from soil,
Ceratitis capitata, Rhagoletis indifferens, Rhagoletis fausta, and Cydia
pomonella. Contact our office to determine any other pests or protocols.
NOTE TO EXPORTER: The packages should indicate the fruit name, origin,
name or code of packaging plant in Chinese or English.

AD Required:
   “All fruit in this shipment has been grown in accordance with relevant
  regulations of China and within the approved growing sites.”

Inspection of the fruit shall be conducted and completed at the packing facility
before loading of any cartons into the transportation vans.Lots certified as free
from plant pests will be loaded into containers or closed trucks and sealed. The
container number MUST be written in distinguishing marks of the phyto.

SUMMARY INFO – (FRUIT IS PROHIBITED FROM LOS ANGELES COUNTY)
Federal Phytosanitary Certificate required. The shipment must be free from the
following live pests: Anastrepha ludens (Mexican fruit fly), Ceratitis capitata
(medfly), Pantomorus cervinus (Fuller‟s rose weevil), Citrus xyloporsis viroid,
Citrus infectious variegation virus, Citrus psorosis virus, Frankliniella occidentalis
(Western flower thrips), Citrus crinkly leaf virus, Xanthomonas campestris pv citri
(Citrus canker).

Fruit must be essentially free of leaves, twigs, soil, and „rotting‟ fruit. The
container number MUST be written in distinguishing marks of the phyto. If
the shipment transits a regulated Medfly area, it must be in a sealed container.
DO NOT ISSUE A PHYTO CERTIFICATE UNLESS THE NAME OF THE
FACILITY LISTED IN THE AD MATCHES THAT SHOWN ON THE BOXES IN
THE SHIPMENT AND ON THE APPROVED FACILITY LIST.

NOTE TO EXPORTER: The package should indicate the fruit name, origin,
name or code of packaging plant in Chinese or English.

AD Required:
  “The fruit in this shipment originated from an approved County and was
  packed in (name, county, and state of packing house). All fruit in the
  shipment complies with relevant regulations of the PRC and complies with the

SUMMARY INFO – Grapes may be exported from designated vineyards of the
following counties in CA: Kern, Kings, Fresno, Madera, Riverside, and Tulare.
Grapes from other areas are prohibited.

Federal Phytosanitary Certificate Required. The shipment must be free from soil.
See list of quarantine pests next page.

Verify that packing/storage facilities maintain a list of their growers & are able to
supply information on a grower‟s name & vineyard location. Each pallet should
have a pallet tag. If upon arrival in China, identity of grower or vineyard on the
cartons or pallet is not found, the shipment will be rejected. If the grapes from
unapproved growers or vineyards are found on arrival, the shipment will not be
allowed to enter. If the shipment transits a regulated Medfly area, the shipment
must be in a sealed container. The container number MUST be written in
distinguishing marks of the phyto.

NOTE TO EXPORTER: The packages should indicate the fruit name, origin,
name or code of packaging plant in Chinese or English.

AD Required:
   “All fruit in this shipment complies with relevant regulations of China and
  originates from approved participating vineyards and counties.”

***Grapes MUST be shipped by ocean freight ONLY (0.0 C to 5.0 C must be
maintained).
Before the shipment arrives in China, the Phyto certificate will be sent to the
Administration of Animal & Plant Quarantine of the People‟s Republic of China
(CAPQ).

If any of these pests are found during a phyto inspection, the affected grower lot
will be removed from the shipment prior to the shipment being certified. The
following actions will occur if pests are found upon arrival in People‟s Republic of
China: If Ceratitis capitata is found, importation of grapes will be stopped & the
Grapes will be returned, reexported, or destroyed. If Xylella fastidiosa, tomato
Ringspot virus, or measles are found, the grapes will be returned, reexported, or
destroyed & the relevant vineyard will be suspended from exporting grapes to
China. If any live thrips or mites listed are found, the grapes will be treated in
accordance with relevant articles of the Law of the People‟s Republic of China or
reexported.
