4. Objectives                                        - Ensure that all citizens are provided with access to high-quality
                                                       services, which are efficient, reliable and affordable, and which
                                                       contribute to the shared values of solidarity, economic, social and
                                                       territorial cohesion and sustainable development.
                                                     - Ensure, in accordance with the principles of subsidiarity and local
                                                       self-government, that the choice as to the form of provision of
                                                       local services, including whether or not to tender out these
                                                       services, can still be made at local level.
                                                     - Promote a more balanced integration of social and environmental
                                                       considerations into all aspects of the European internal market and
                                                       competition policy.
                                                     - To insist on careful assessment of the long-term impact of
                                                       liberalisation of markets on the affordability, quality and
                                                       continuity of essential services in already liberalised sectors before
                                                       liberalising any new sectors.

                                                     The Working Group establishes and builds on already existing
                                                     systematic contacts with the relevant European Commission DGs on
                                                     the basis of a thematic approach in order to achieve a higher level of
                                                     dialogue

                                                     The Working Group establishes and builds on already existing
                                                     systematic contacts with the European Parliament’s
                                                     rapporteurs on the proposed Directive on services in the
                                                     internal market, the White Paper on Services of General
                                                     Interest and the Green Paper on Public-Private Partnerships
                                                     and Concessions.
5. Synergies with other groups                       EUROCITIES:

                                                     Environment Forum – monitoring sectoral debates on water and waste
                                                     services on the basis of concrete examples provided by the

                                                     Environment Forum,

                                                     Social Affairs Forum – reporting to the SAF on the Working Group’s
                                                     contribution to the European Commission’s Communication on social
                                                     services of general interest,

                                                     Mobility Forum – monitor debate on draft regulation on public
                                                     services requirements in the field of transport,

                                                     Lisbon Working Group – feed into discussion on the role and
                                                     functioning of the internal market as part of the Lisbon Strategy,

                                                     Responsible Consumption Working Group – mutual reporting on
                                                     activities relating to public procurement at local level

                                                     These synergies are realised primarily through contacts between the
                                                     relevant Policy Officers and participation of WG/Forum
                                                     representatives in meetings.

                                                     Externally: European Commission, European Parliament, Committee
                                                     of the Regions, CEEP, CELSIG, Confrontations, EPSU, ETUC

                                                     Joint meetings, conferences, statements etc. With regard to the EU
                                                     institutions, see contribution to Vienna Declaration.
6. Practical actions                                  - Ensure that the voice of cities is heard in the continuing debate on
                                                        regulating the services of general interest, with a particular focus
                                                        on the new European Commission and its potential re-assessment
                                                        of the need for a Framework Directive on services of general
                                                        interest – a general statement in 2005 repeating the main
                                                        messages of EUROCITIES and further elaborating criteria for the
                                                        definition of services of general interest
                                                      - Give input to European Parliament work on drafting and adopting a
                                                        report on the European Commission’s proposal for a Directive on
                                                        services in the internal market (the Working Group supports the
                                                        rapporteur with concrete examples from the local level).
                                                      - Give input to European Parliament work on drafting and adopting a
                                                        report on the European Commission’s White Paper on services of
                                                        general interest
                                                      - Support the implementation of new Public Procurement Directives.
                                                      - Follow up the conclusion of the Commission’s consultation on its
                                                        Green Paper on Public Private Partnerships. Continue to exchange
                                                        experiences of PPP.
                                                      - Give input to formulation of/respond to Commission
                                                        Communication on social services of general interest (input to the
                                                        formulation of the Communication will need to take place before
                                                        June and a reaction to the Communication can be formulated after
                                                        June 2005).
                                                      - Monitor forthcoming Commission Interpretative communication on
                                                        state aid to services of general interest.
                                                      - (Build on conclusions of AGM workshop on water management, by
                                                        formulating policy statement on water management and support
                                                        the exchange of good/bad practice. React to publication of
                                                        Commission Study on the water sector.)
                                                      - Give input to Lisbon Working Group

                                                     - CELSIG has asked EUROCITIES to become the new CELSIG Chair
                                                       (during 1 year). The Working Group has in principle agreed if this
                                                       does not require permanent presence of WG Chair in Brussels and
                                                       does not place a too big burden on the Policy Officer.
