Overview
• AmeriCorps is a network of local, state, and national service programs
that connects more than 70,000 Americans each year in intensive
service to meet our country’s critical needs in education, public safety,
health, and the environment.
• AmeriCorps, launched in 1994, is a program of the Corporation for
National and Community Service, an independent federal agency
created to connect Americans of all ages and backgrounds with
opportunities to give back to their communities and their nation. The
Corporation also oversees Senior Corps and Learn and Serve America.
• AmeriCorps is made up of three programs: AmeriCorps*State and
National, AmeriCorps*VISTA, and AmeriCorps*NCCC (National Civilian
Community Corps). NC-ACTS! is an AmeriCorps National Direct
program.

Program Overview NC-ACTS!
North Carolina—Activating Citizenship Through Service!
NC-ACTS! (North Carolina-Activating Citizenship Through Service),
an AmeriCorps program of North Carolina Campus Compact, began
with a grant from the Corporation for National & Community Service
(CNCS) in 2004.
Goals of the program:
• Foster civic engagement among higher education students
• Promote the national service movement
• Encourage positive relationships between campuses and
communities
To date over 1100 students have completed the program while serving
at over 700 service sites.

What do NC-ACTS!
NC-ACTS!
Program Members do? North Carolina—Activating Citizenship Through Service!
NC-ACTS! AmeriCorps Members serve in a wide variety of service
partnerships. Service opportunities are as diverse as the individuals
themselves. The primary service activity must fit into one of these three
target areas:
• Education
• Human Needs
• Capacity Building/Volunteer Recruitment
Campuses may use existing service programs, such as a Center for Service
Learning or Community Service Office.
* Placements should target populations in under-served communities.

Guidelines NC-ACTS!
North Carolina—Activating Citizenship Through Service!
In order to qualify as an appropriate site placement for the NC-ACTS! program, a
K-12 public school must meet at least one of the following categories.
• Title I status
• Free and Reduced Lunch percentages (greater than or equal to 50%)
• Student mobility percentages (greater than or equal to 40%)
• Minority student percentages (greater than or equal to 50%)
• State of North Carolina ABC’s of Public Education program (low performing
rating)
• Student drop-out rates (greater than 5%)
Members may also qualify separately from the site placement if they are
focusing their service in at least one of the following specific academic areas:
• Special Education
• ESL/Bilingual Education

Head Start NORTH CAROLINA CAMPUS COMPACT
Partnership NC-ACTS!
North Carolina—Activating Citizenship Through Service!
In 2008 NC Campus Compact established a partnership with the
NC Head Start Collaboration Office. We have designated 20 slots for this pilot.
For early childhood majors
Members provide “Release time” for current teachers
Extra perks: binder & Head Start Association Annual Meeting registration
Unique requirements: reflection and (possibly) one statewide meeting

Episodic Activities NC-ACTS!
North Carolina—Activating Citizenship Through Service!
An NC-ACTS! member can count 100 hours of their
service from episodic service* efforts ONLY if they are
served under the supervision of the NC-ACTS!
Campus Coordinator.
Also, an NC-ACTS! member can serve at up to three
sites, only if one is the office where NC-ACTS! is
coordinated. This means two sites must still be
community agencies/organizations/institutions.
*Episodic service involves time-limited activities such as a
one-day service event.

Starting in 2008-09 members can receive a stipend from another source
for the same hours they are counting towards NC-ACTS!
1. The stipend may not exceed the living wage for the area in
which the member is serving. We recommend that you use the Living
Wage calculator to determine the rate.

2. The Site Supervisor must write a note, on the organization's
letterhead, explaining that the member is receiving a stipend and that
the amount is not based on an hourly wage.

How Does The NC-ACTS!
Program Work? North Carolina—Activating Citizenship Through Service!
• Eligible Students from NC Campus Compact Member campuses will
complete 300 hours of service during one academic year.
• Participating students will complete an Exit Survey and engage in a
minimum of (2) reflections during their term of service.
• Upon completion of hours and after ALL exit forms have been
submitted to the NC Campus Compact office, students will receive an
Educational Award of $1000 (This is not a CASH award). Only the NC-
ACTS! member can receive the award. It is not transferable. The
award can be kept for up to 7 years.
• Uses for the Educational Award include:
• Pay for qualified students loans
• Pay for current educational expenses

Who is Eligible for the

A Student must:
• Be 17 years of age or older
• Have a high school diploma or GED
• Be a U.S. citizen, U.S. national, or a lawful permanent resident alien of
the United States, and can you provide documentation
This program is available to all, without regard to race, color, national
origin, disability, age, sex, political affiliation, or, in most instances,
religion.

What are Campus Coordinators
Responsibilities?
NC-ACTS!
North Carolina—Activating Citizenship Through Service!
There will only be ONE Campus Coordinator on each campus, but there may be other
Department Contacts and staff to support the Campus Coordinator in this role.
The Campus Coordinators will serve as the key contact on member campuses for
NC-ACTS! Program Coordinator.
Campus Coordinators are responsible for:
• Recruitment
• Orientation & Training
• Internal Tracking of Forms and Documents (Campus maintains copies and
sends originals to NC Campus Compact).
• Reflection Sessions
• Celebration and Acknowledgement of students

Enrollment Periods NC-ACTS!

NC-ACTS! will only accept enrollment during the designated
enrollment periods list below. The NC-ACTS! Program Director
must approve any exceptions.

Spring Enrollment: January 1 – March 15
Summer Enrollment: May 15-June 15

Students Enroll? NC-ACTS!

• Students must participate in an Orientation session coordinated by the Campus
Coordinator.
• The Campus Coordinator reviews and oversees the completion of all enrollment
forms:
CNCS Enrollment Form
Member Contract
Service Site Agreement & Site Supervisor Agreement
Member Eligibility Verification Form and a copy of U.S. Birth Certificate or
Passport
Criminal Record Check Verification Form - or – Authorization Form
Upon receiving the Enrollment Forms, the Campus Coordinator copies the
enrollment forms and mails the originals to NC Campus Compact. A student
should not start their hours until all original paperwork is complete.

Background Checks NORTH CAROLINA CAMPUS COMPACT
NC-ACTS!
North Carolina—Activating Citizenship Through Service!
Starting in 2008-09, a Criminal Background Check must be completed on
every applicant if the site where they are serving does not already require
one. Criminal background checks will be completed through Acxiom
Information Security Services and includes a search of the State Criminal
Registry as well as the National Sex Offender registry.
• All applicants will need to complete a Criminal Record Check Authorization
Form (if their site does not conduct a check) or a Criminal Record Check
Verification Form (if conducted by site) sent with Enrollment Paperwork
•There is the potential that the resultant data will indicate an individual’s
prior felony and/or misdemeanor convictions. All prior convictions will be
reviewed on a case-by case basis, with the following being cause for
immediate disqualification for service in AmeriCorps: Identification on the
National Criminal Research database as a sex offender.

Time Logs
NC-ACTS!
North Carolina—Activating Citizenship Through Service!
• Members turn in a time log on a MONTHLY BASIS, which is signed
by the Student and the Site Supervisor. Do not include more than
one month on a single time log.
• Time Logs from the previous month are to be sent to the NC
Campus Compact office no later than the 15th day of the next
month. On the last day of the month, a member should turn in their
time log to their Campus Coordinator.
• The Campus Coordinator makes a copy and send the original.
• If a member is unable to complete the program and has less than
45 hours, this spot can possibly be re-filled by another student. If a
member is unable to complete the program and has accumulated
more than 45 hours, this spot is non-refillable. This means the
$1000 education award is forfeited for any student.

the NC-ACTS! Program NC-ACTS!

In order to be exited from the program, a student must complete the following:
• Two reflections (minimum)
• 300 hours of service
• NC-ACTS! End of Service Exit Survey
• Part I of the CNCS Exit Form (leave Part II blank - Certifying Official is NC-
ACTS! Program Director)
• Site Supervisor Evaluation to be completed by the Site Supervisor where the
member serves. Original given to Campus Coordinator or mailed directly to
NC Campus Compact office.
After the above program requirements are met, NC Campus Compact exits the
student through the WBRS system.

Online Payment
NC-ACTS!
System North Carolina—Activating Citizenship Through Service!
•A member must establish an online account via the AmeriCorps
website in order to access their education award. They can set up
the account as soon as they are enrolled in the program although the
account will show the education award balance as $0 until the
member completes the program.
•Once a member completes the program requirements and is exited
from the program, the account will show a balance of $1000 that the
member can transfer the money to a qualified lender or registered
college/university.
•Instructions for setting up an account are on the NC-ACTS! website
in the Member section.

Exit Survey NC-ACTS!
North Carolina—Activating Citizenship Through Service!
• In order for an NC-ACTS! member to be successfully exited
from the program, they must complete an Exit Survey which is
online through the Survey Monkey website.
• NC-ACTS! staff will send the link via e-mail to each NC-ACTS!
member who surpasses 200 hours.
• Survey should take no more than 15 minutes.

AmeriCorps Member NC-ACTS!

Responsibilities?
• Commit to 300 hours before enrolling in NC-ACTS!
• Attend all orientations/trainings on your campus to enroll
• Serve hours weekly (Approximately 10 hours each week for 30 weeks)
• Complete and sign a monthly Time Log, have it signed by your site
supervisor, and submit it to you Campus Coordinator every month. We
will not accept any time logs more than two months after the hours are
completed.
• Participate in Reflection Sessions
• Establish the online account to access education award funds
• Complete online Exit Survey
• Complete Exit Paperwork

Reflection NC-ACTS!
North Carolina—Activating Citizenship Through Service!
• Campus Coordinators are expected to facilitate reflection
sessions with their NC-ACTS! members. We believe this is a
more effective way to provide opportunities for NC-ACTS!
students to interact with one another and for the Campus
Coordinators to track and monitor the program participants.
• Sample reflection questions/activities are available through
the NC-ACTS! website.
• Campus Coordinators will submit to the NC Campus Compact
office the list of students who attend each session.
• Each member must attend at least (2) reflection sessions so
most Campus Coordinators host more than two sessions.

What Counts as
Member Development/ NORTH CAROLINA CAMPUS COMPACT
Training Activities?
NC-ACTS!

20% of a members hours can be member development/training.
This is approximately 60 hours.
Every hour over must be made up in direct service.
Member Development/Training activities include activities that are instructional and
support a members’ ability to serve effectively in their placement. They are also
activities that are directed at improving the members skills, knowledge and self-
awareness.
Examples include:
• NC-ACTS! Reflection Sessions
• Orientation and training at the Service Site
• Academic classes that provide added skill/knowledge for direct service activities
• NC-ACTS! Orientations, meetings and conferences
• Development, implementation, and/or involvement in peer training
• Professional conferences and workshops relevant to direct services

What Counts as NC-ACTS!
Direct Service?
North Carolina—Activating Citizenship Through Service!
Direct Service activities are those that directly impact the site or
clients. Examples include:
• Assessing community assets and needs for services
• Tutoring or mentoring kids K-12
• Recruiting, training, placing volunteers for non-profit organization
• Performing case management
• Delivering food and supplies to homebound community members
• Building homes for low-income community members
• Attending to clients in healthcare facilities
• Working with parents and families on educational needs and family
literacy programs.

Prohibited Activities
NC-ACTS!
North Carolina—Activating Citizenship Through Service!
NC-ACTS! AmeriCorps Members, like private citizens, may participate in any of the
activities listed below (lobbying, political and advocacy activities, etc.) on their own
time, at their own expense, and at their own initiative. Any individual may take part in
the prohibited activities, but they may not count that time toward an AmeriCorps term
of service and may not wear AmeriCorps service gear in such instances. All these
guidelines are outlined in the Member Agreement.

• Organizing a letter writing campaign to Congress

• Organizing or participating in protests, petitions, boycotts, or strikes
Prohibited Religious Affairs:
• Engaging in religious instruction
• Conducting worship services
• Engaging in any form of religious proselytizing

Prohibited Union Activities include:
• Assisting, promoting or deterring union organizing
• Impairing existing contracts for services or collective bargaining agreements

• Providing a direct benefit for a for-profit entity, labor union, a partisan political
organization or an organization engaged in religious activities
Prohibited Safety Factors
• Participating in activities that pose a significant safety risk to participants

Fundraising NC-ACTS!
North Carolina—Activating Citizenship Through Service!
In general, AmeriCorps Members cannot assist their organizations with
major fundraising efforts. However, Corporation policy permits some
limited activities related to fundraising by AmeriCorps Members to the
extent that such activities:
• Are not funding the agency’s capital or operating costs;
• Provide immediate and direct support to a specific and direct service
activity;
• Fall within the program’s approved direct service objectives;
• Are not the primary activity of the program;
• Do not involve significant amounts of time for any Member;
• Are less than 10% (30 hours) of the total 300 hours to be served
