Under the Occupational Safety and Health Act of 1970, OSHA's role is to assure safe and healthful working conditions for working men and women; by authorizing enforcement of the standards developed under the Act; by assisting and encouraging the States in their efforts to assure safe and healthful working conditions; by providing for research, information, education, and training in the field of occupational safety and health. The Rhode Island Coastal Resources Management Council is a management agency with regulatory functions. Its primary responsibility is for the preservation, protection, development and where possible the restoration of the coastal areas of the state via the issuance of permits for work with the coastal zone of the state. OSHA and its state partners have approximately 2100 inspectors, plus complaint discrimination investigators, engineers, physicians, educators, standards writers, and other technical and support personnel spread over more than 200 offices throughout the country. This staff establishes protective standards, enforces those standards, and reaches out to employers and employees through technical assistance and HAZMAT The mission of the Rhode Island Hazardous Materials Response Teams is to provide the State with specially trained personnel to respond to nuclear, biological, and chemical releases upon request. The rescue of victims, hazard mitigation, technical guidance, and advanced detection support are the primary functions of the teams. The teams are able to rapidly deploy to assist local responders and the incident commanders by providing trained responders and equipment that will help isolate the incident and begin mitigation operations. The Teams utilize hazardous materials response vehicles, which serves as mobile laboratories for analyzing and identifying materials on site. Vehicles contain personal protective equipment for entering hazardous environments containing known or unknown chemicals. In addition, the vehicles have been outfitted with chemical identification and hazard assessment equipment such as gas, radiation, and nerve agent detectors along with a portable weather station and mobile computer database. Vehicles also contain supplies for spill control and containment, which minimize the impact of an event on the environment. DECON Regionally based mass casualty decontamination teams enhance the State’s decontamination capabilities and allow for the quick and effective deployment of these resources throughout the state. The teams are formed utilizing local fire departments or a single fire department capable of providing the trained personnel to address the decontamination needs of the State. Each of the teams is equipped with a portable decontamination system that has enclosed decontamination capabilities. Each system has the capability of deploying quickly and has heated water and runoff containment systems. In addition, each trailer has protective suits, and other HAZMAT related equipment needed for mass decontamination. In addition to disaster relief, our chapter provides health and safety classes such as CPR, First Aid, AED, Water Safety and Babysitter Training.
