                                       Statehood of Michigan
Congressional recognition of Michigan as a state in the union was delayed by a dispute with Ohio about
Michigan’s southern boundary. In 1838, the people of Michigan adopted a state constitution and elected
a complete set of state officers with Stevens T. Mason as Governor. Later, this constitution of 1835 was
accepted by Congress without re-adoption. The original delegate was seated in Congress with re-
election after the formal recognition of the State by Congress (January 26, 1837).

The boundary question was settled in 1837 in favor of Ohio, when Michigan acquired the Upper
Peninsula, then but little known, as compensation for the loss of the south.

                      Brief History of Organization of Saginaw County
Saginaw Township
For a period extending over four years between 1831 and 1835, the district known as the County of
Saginaw formed a township attached to Oakland County for judicial purposes.

The Legislative Council of the Territory ordained that – “all that part of the country lying with the limits
of the County of Saginaw therefore set off and established as the County of Saginaw, be and the same
hereby be set off into a separate township and the name thereof shall be Saginaw. The first township
meeting to be held in such township shall be held at the Fort of Saginaw, on the first Monday in April,
which will be in the year 1831.”

This act was approved July 12, 1830, and came into force in 1831, when Gardner D. Williams was
elected supervisor.

The name Saginaw is derived from the language of the Chippewa Indians and it means Land of the
Sauks. The entire Saginaw Valley was inhabited by the warlike Sauks. However, around the year 1520,
the Chippewas invaded the territory in great force, and in a series of battles the Sauks were virtually
annihilated. The bloodiest of these battles was fought on what has since been known as Skull Island in
the Saginaw River and on a bluff on the Flint River about a mile from the present Village of Flushing.

Saginaw Becomes a County
The boundaries of the County of Saginaw were set by proclamation of Governor Cass on September 10,
1822. These boundaries were subsequently changed by an act of the Legislative Council, approved
March 2, 1831.

During 1834, the question of conferring on the township of Saginaw the status of a county was discussed
and a resolution of the Council passed to the effect – “That the County of Saginaw shall be organized
when this act takes effect.” This act of organization was approved January 28, 1835, and put into force
the second Monday of February 1835.

First Trading Post
Louis Campau established a Trading Post on the west bank of the Saginaw River in 1816, which he
maintained until 1826, when he left and settled in Grand Rapids.
Treaty of Saginaw
General Lewis Cass, representing the President of the United States, concluded the Treaty of Saginaw
with the Chippewa Indians. In it the Indians ceded to the United States Government thousands of acres
of land, including all the land encompassed by the boundaries of the County of Saginaw.

All preparations had been made in advance for the Council, and for many days the Indians had been
gathering at the site prepared. General Cass arrived with his staff of interpreters and assistants at the
Campau Trading Post on September 10, 1819, and the Council with the Indians lasted until September
24, 1819, on which latter date the terms of the treaty were agreed to and signed. The treaty was signed
by General Cass for the United States Government, and by 115 Chiefs and Warriors of the Chippewa
Nation of Indians.

The site on which the Council was held is what is now the corner of Throop and North Hamilton Streets,
in the City of Saginaw. The spot is now marked by a boulder and plaque erected in 1916 by the
Daughters of the American Revolution and the City Federation of Women’s Clubs.

                                        General Information
Saginaw County now contains three cities, 27 townships and five incorporated villages. The population
of the County according to the Federal Census of 2000 is 210,029 of which the City of Saginaw has
61,799. The County of Saginaw contains 81,931 housing units.

Saginaw County has thousands of acres of rich fertile soil. It is one of the leading producers of sugar
beets and beans in the nation. The top employers of the County include Delphi Saginaw Steering
Systems, General Motors Power Train Division, St. Mary’s Medical Center, Covenant HealthCare,
Delphi Chassis Systems, Saginaw City School District, Ameritech, Eaton Corporation and the State of
Michigan. Saginaw County employs approximately 715 full-time and part-time personnel and has a
2007 total operating budget of $148,992,529. The 2007 General Fund budget totals $45,911,212.

Saginaw County has 14 Public School Districts K-12, encompassing 14 High Schools, 16 Middle
Schools and 50 Elementary Schools. 6 Public School Academies with an enrollment of 1,691. There
are 3 non-public High Schools. Total enrollment for Public Schools is 33,113 with Non-Public Schools
providing an additional 4,400. Saginaw County also has a vocational training center called the Saginaw
Career Complex, and continuing educational services are offered in most school districts having day and
evening enrollment. Saginaw Intermediate School District also maintains Hartley Outdoor Education
Center and the special education center, and Melvin G. Millet Learning Center. Saginaw County also
has Saginaw Valley State University, Delta College, a community college, and Great Lakes College, a
business college.

                                         Legislative Branch
Board of Commissioners
The first record in possession of the County Clerk of Saginaw is dated the second Tuesday, in October,
1835. The first meeting was held in the home of E. N. Davenport on Friday, October 23, 1835.

The County Board of Commissioners is the governing body exercising legislative and executive
functions for the county. Each county is divided into districts, which may vary from 3 to 35 based upon
the county’s population. A Commissioner is elected from each district for a two-year term. Saginaw
County has 15 districts and 15 elected Commissioners, each representing about 14,000 people.
The County Clerk in many counties serves as the clerk of the court and handles much of the
administrative work of the Board of Commissioners including the agendas and minutes. The clerk also
may make sure that the proposed ordinances are properly advertised and marriage licenses, birth and
death certificates are properly issued. The Prosecutor, like the Judges of the courts in which he or she
appears, is more of a state official than a local one. This is because the administration of justice is a
state function. The prosecutor is the chief law enforcement officer in the county. In many counties, the
prosecutor serves as the legal advisor to the Board - drawing up contracts and ordinances in proper legal
form, giving legal opinions, and representing the county in lawsuits. In other places, there is a separate
official, usually called the county attorney who does the work. The Public Works Commissioner,
sometimes called the Drain Commissioner in other counties, operates and repairs all the county drains.
The Register of Deeds is the official record keeper of all real property transactions in the county. The
Sheriff is in charge of the county jail. A sheriff delivers summonses (orders to appear in court). In
addition, he is usually a law enforcement officer. The Treasurer receives, invests, accounts for, and pays
out all the county’s money. Some counties have full-time Administrators, also known as Controllers,
who handle the day-to-day operations of the county government. Usually larger counties with complex
issues and a wide variety of services need a full-time administrator. The Board of Commissioners in
these counties usually focuses on setting policy, while staff seeks to implement the policy.

Circuit Court
The Circuit Court was established February 12, 1835, as part of the 4th Judicial Circuit comprising the
counties of Oakland, Lapeer, Shiawassee, Genesee, Saginaw, Ionia and Kent. The first sessions of the
Circuit Court was held on October 24, 1837.

There are three different types of courts related to county government. All judges are elected to a 6-year
term. The Circuit Court is the highest trial court in the state and Saginaw County has 5 Circuit Court
judges. The court will hear civil cases over $25,000 (effective 1-1-98) and all felony criminal cases. It
also hears appeals from lower courts. The District Courts are local courts that serve the population
within their district. There are 6 judges in Saginaw County, and each district is based upon the size of
its population. It is the first court level for criminal and civil cases. The Probate Courts hear cases
involving juvenile delinquents and is the Family Court including Personal Protection Orders in Saginaw
County. There is one Probate Court in Saginaw County with two Judges. A court administrator is
responsible for supervising the day-to-day operations of the courts.

The first record of a marriage in Saginaw County is dated June 13, 1835. The first record of births and
