ADVERTISEMENT FOR CM/GENERAL CONTRACTOR PREQUALIFICATION

Subject to conditions prescribed by the University of California, Berkeley, responses to University’s
prequalification documents are sought from CM/Contractors for the following work:

                                 Estimated Construction Cost: $42,000,000

PREQUALIFICATION OF PROSPECTIVE CM/CONTRACTORS:                          University has determined that
CM/Contractors who submit bids on this Project must be prequalified.

LICENSES: To become prequalified, interested CM/Contractors must possess a current California
contractor’s license – General Building License Classification, License Code “B”.

DESCRIPTION OF THE WORK: Anna Head Student Housing project is a combined sophomore
residence hall and upper-division apartment facility. The project is planned to occupy the site west of the
historic Anna Head school, which is currently a University owned surface parking lot. The approximate
1.25 acre site is located west of Bowditch Street, between Channing Ave and Haste Street, north of
People’s Park. The adjacent Anna Head complex, comprised of six (6) brown-shingle buildings of varying
sizes, came under UCB ownership in the late 1950’s and is listed on the National Register of Historic
Places and is a City of Berkeley Landmark. Improvements to the existing Anna Head buildings are not a
part of the proposed new work, though selected landscaping improvements around the historic buildings
are included.

The project proposes 200 sophomore beds in double-occupancy rooms and 224 beds in four-bedroom
apartment suites, all within a single building that will also house associated program facilities. The
proposed concrete-frame building will range from four to six stories and will utilize passive thermal
elements, incorporate energy efficient mechanical systems, and will strive to achieve LEED gold
certification. Design is expected to be complete in late Spring of 2010, with Construction commencing
Summer of 2010 and occupancy scheduled for the Fall 2012 Semester.


UC Berkeley Capital Projects is managing the planning, approval, design and construction of this facility.
The Berkeley campus’ office of Residential and Student Service Programs (RSSP) will operate the
completed facility, providing housing for 424 undergraduate students, and summer conference guests.

The adjacent Anna Head buildings, currently occupied by various campus units will remain occupied
during the construction period, with the exception of a childcare program that will be relocated prior to
construction commencing.

The University is seeking an experienced CM/General Contractor to collaborate with the University and its
design team to provided expertise and services to achieve the University’s goals for this project.
Experience in concrete construction and successful collaboration in identifying innovative technical
measures to achieve green building objectives will be emphasized.

A MANDATORY Level 1 Prequalification Conference will be conducted on TUESDAY,
AUGUST 18, 2009 at 10:00 a.m. at CAPITAL PROJECTS, 1936 University Avenue, Room 231,
Berkeley, CA 94704-7027

Attendance at the Level 1 Prequalification Conference is mandatory for CM/Contractors attempting to
become prequalified to bid on this project.

CM/Contractors may find that parking may be difficult. The Owner recommends that you allow ample
time to drive to 1936 University Avenue, Berkeley, find a parking space, walk to the building and locate
the Conference Room in which the mandatory Prequalification Conference will be held. (Note: Public
parking is available under the building; enter on Addison Street.) CM/Contractors arriving late after the
mandatory Prequalification Conference has commenced (i.e., more than 15 minutes after the published
starting time) will not be allowed to submit a Prequalification Questionnaire for this project.
CM/Contractors must be present for the entire Prequalification Conference.

Level 2 interviews will be conducted after review of the Level 1 Prequalification Documents for those
prospective bidders that pass Level 1.

Submittal of Prequalification Submittals to permit a CM/Contractor to bid the project will be received at the
same location until Monday, August 31, 2009 2:00 p.m.

No Prequalification Submittals will be received after 2:00p.m., Monday, August 31, 2009.

Confidentiality of the information provided will be respected to the extent permitted by law.

The University is seeking an experienced CM/General Contractor to collaborate with the University and its
innovative design team to provided expertise and services to achieve the University’s goals for this
project.

The design team includes the following:

Structural Engineer: Forell Elsesser
Energy Climate Engineer: Transsolar
HVAC Engineer: IBE
Civil Engineer: Sandis
Landscape Architects: Andrea Cochran

We anticipate the Preconstruction Phase to begin in November 2009.

The successful Proposer will be required to show evidence of the following lines of insurance at the time
of award: General Liability, Auto Liability, Worker’s Compensation, Pollution Liability, Errors & Omissions
(Professional Liability).

EVALUATION CRITERIA

A uniform evaluation procedure will be applied in accordance with applicable law, to evaluate those firms
desiring to be prequalified to propose the work on this project. Only firms that meet all of the following
criteria will be included on the list of prequalified CM/Contractors.

Qualifications will include evaluation and verification of contractor’s or entity’s evidence and history of
proper licensing, ability to secure required bonding, and financial ability.

The relevant experience of the firm/entity and the history of the entity and organization will be evaluated.
Include the firm’s experience in successfully completing comparable projects of similar size, scope and
complexity on the Qualifying Experience and Expertise forms. Exact requirements are listed below.

To become prequalified to propose on this project, CM/Contractors shall submit a complete
Prequalification Submittal to Capital Projects, University of California, Berkeley confirming that all the
following criteria are met. All written material required must be supplied at the time of this submittal.

The Owner reserves the right to request, receive and evaluate supplemental information after the above
time and date at its sole determination.

The CM/General Contractor must:

A.      Possess a current California Contractor’s License designation “B,”

B.      Complete all of the information requested in the Contractor Information form,

C.      Complete all questions in the Qualifying Experience and Expertise form.

        The CM/Contractor must submit a minimum of three (3) and a maximum of five (5) comparable
        projects substantially completed in the last eight (8) years, all of which were constructed in
        California and at least two (2) of which were constructed in the nine Bay Area counties. At least
        two (2) of these projects should include experience as Construction Manager/General Contractor
        providing both pre-construction services and acting as General Contractor during construction
        phase on the same project

        For evaluation of experience, a comparable project is defined as a project with the following
        characteristics:

                At least two (2) should be CM@Risk delivered projects which include experience as
                 Construction Manager/General Contractor providing both preconstruction services and
                 acting as General Contractor during construction phase of the same project.

                At least three (3) projects should be concrete construction, include exposed architectural
                 concrete finish and be at least $25 million in construction cost.

                At least one (1) project should include innovative architectural and/or structural forms,
                 and/or procurement approaches. The proposer should describe these features where
                 applicable.

                At least two (2) projects should be residential buildings with individual/group bedrooms
                 and bathrooms such as a school dormitory, hotel, or condominium, or equivalent level of
                 technical complexity, involving a minimum of 100,000 gsf, and a construction cost of at
                 least $25 million.

                At least two (2) of these projects should include construction carried out on an occupied
                 site. The proposer should describe the relevant conditions and their response to these

                At least two (2) projects should have included sustainable construction practices. These
                 should be described by the proposer for the projects cited.
