     ADMINISTRATION OF NATIONAL REFEREES

                           RULES & REGULATIONS

1.    OBJECT
      These Regulations are to efficiently administer National Referees, herein after
      called the “Referees” of TFI as per the bye-law of article (2) of the Rules and
      Regulations and the article (20) of the Competition Rules of the WTF.


2.    ADMINISTRATION
      Overall Administration of the Referees shall be made by the TFI Secretariat.


3.    QUALIFICATION
      The TFI will grant qualification as Referee of the TFI to those who have
      passed the prescribed examination at the National / State level Referee
      Seminar conducted by TFI.


4.    NATIONAL REFEREE SEMINAR
      4.1     The National / State level Referee Seminar shall be conducted by TFI
              only in the manner as provided in this circular.

      4.2     In order to streamline and bring transparency in refereeing standards of
              our technical officials, the Federation has decided to conduct Referee
              Seminars and Refresher Courses in two categories:

              a)      State Level:             Zone wise

              b)      National Level:          All India

      4.3     The periodicity of the seminars shall be

              4.3.1 State Level
                    a)    Periodicity:                 Once in 3 Months

                      b)      Dates:                   4th Friday, Saturday & Sunday of
                                                       March;       June;      September;
                                                       December.

                      c)      Eligibility:             Class 3 & Class P Level Referees
                                                       only

                      d)      Procedure:               The State level Seminars & Courses
                                                       will be scheduled in each Zone, turn
                                                       by turn, in the alphabetical order of
                                                       the State.

                                                       The Seminar shall be conducted by
                                                       International Referees deputed by
                                                       TFI from National List maintained in
                                                       order of seniority turn by turn.

              4.3.2 National Level*
                    a)    Periodicity:                 Once in Six Months.

                      b)      Dates:                   April / May & October / November

                      *In consultation with WTF Referee Division

                      c)      Eligibility:             IRs, Class 1 & Class 2 level Referees
                                                       only

                      d)      Procedure:               The National level Courses will be
                                                       conducted in consultation with the
                                                       availability of the WTF Instructors
                                                       and venue decided as per the
                                                       convenience of the TFI.


5.    QUALIFICATION FOR APPLICATION

      5.1 Taekwondo athletes who wish to participate in the Seminar should
          register their names by 25th of preceding month along-with the following
          documents:

              5.1.1 Fees as prescribed by Taekwondo Federation of India should be
                    deposited in HDFC Bank A/c No. 01432560007172 of our
                    Federation.

              5.1.2 4 Passport size photographs

              5.1.3 Copy of Kukkiwon Dan Certificate along-with TFI ID Card.

              5.1.4 Those appearing for Refresher Seminar should submit their
                    latest Referee Certificate.

      5.2     The athletes who wish to apply for participation in National Referee /
              Refresher Seminar should have completed 18 years of age.

      5.3     Candidate should have command of oral and written English language

      5.4     Only Taekwondo athletes who fulfill the above conditions and
              selected by TFI will only be eligible to participate in the Seminar.

      5.5     Applications received after 25th of the preceding month shall
              be rejected without assigning any reason.

      5.6     On the spot registration shall not be allowed at any cost.
              e.g. for Zonal Seminar on 26th September, 2010, the last date
              for receipt of the applications will be 25th of August, 2010 with
              complete documents as mentioned above.

      5.7     TFI can cancel the State Level seminar in case sufficient numbers of
              candidates do not apply as mentioned above.


6.    GENERAL INFORMATION

              6.1    Fee
              Prescribed fee of attendance shall be paid as fixed by TFI which at
              present is:
              Class P:     Rs. 1500/-
              Class 3 :    Rs. 1000/-
              Class 2 :    Rs. 1000/-
              Class 1.:    Rs. 1000/-

              Travel fare, Boarding & Lodging shall be borne by the participant or
              payable as per organizers demand.

              6.2    Curriculum
              WTF Competition Rules and Interpretation
              Basic concepts of Taekwondo Competition.
              Using method of Judge’s Electronic Scoring Instrument.
              Referees Hand signal and other Taekwondo theories.

              a)      Total hours for Education: 24 hours or more.

              b)      Examination: Written examination, Practical Test and Interview.


7.    SCREENING
      7.1     TFI shall conduct a prescribed examination to those who have
              completed the course of the Seminar, each of written examination,
              practical test and interview shall be taken on the basis of 100 points
              and the one who has obtained not less than 60 points of average
              subject to not less than 40 points each of examination shall be
              regarded to be successfully passed.

      7.2     The TFI makes it a rule to announce the results of the Screening on the
              same day of the examination; however, the results may be notified
              later, as the case may be, to each individual and pertinent STA /
              Member Unit.

      7.3     The results will also be placed on the TFI Website www.tfiindia.com.


8.    UNIFORM
      The colour of the Uniform shall be sky blue shirt, Navy blue pant, TFI dark
      blue tie with Logo, Sports shoes and navy blue coat. The colour prescribed by
      TFI as decided in TFI Executive Council of 10.07.2010 at Chennai shall only
      be allowed.


9.    ELIGIBILITY FOR PROMOTION
      9.1     REQUIREMENTS FOR PROMOTION
              Only the National Referees who have paid up the prescribed
              Registration fees and submitted requisite documents as per rules 5
              above, are eligible to be considered for promotion on the basis of the
              examination conducted.

         9.1.1 REQUIREMENTS FOR PROMOTION TO „P‟ CLASS
               „P‟ class Referee Diploma is granted to one who fulfils the
               following conditions
               -      1st Dan Kukkiwon Certificate holding
               -      Passed the prescribed examination at the National
                      Referee Seminar.

         9.1.2 REQUIREMENTS FOR PROMOTION TO 3rd CLASS
               „3rd‟ class Referee Diploma is granted to one who fulfils the
               following conditions
               -      holding ‘P’ class qualification
               -      Officiated in One Zonal / State Championship

         9.1.3 REQUIREMENTS FOR PROMOTION TO 2nd CLASS
               „2nd‟ class Referee Diploma is granted to one who fulfils the
               following conditions
               -      holding 2nd Dan or higher Kukkiwon certificate
               -      Passage of 2 years or more after securing 3rd class
                      Referee Diploma
               -      Officiated as Referee in three (3) or more National / Zonal
                      / State level TFI approved Championships.

         9.1.4 REQUIREMENTS FOR PROMOTION TO 1st CLASS
               „1st‟ class Referee Diploma is granted to one who fulfils the
               following conditions
               -       Holding 3rd Dan or higher Kukkiwon certificate
               -       Passage of 3 years or more after securing 2nd class
                       Referee Diploma
               -       Officiated as Referee in four (4) or more National / Zonal /
                       State level TFI approved Championships.

         9.1.5 REQUIREMENTS              FOR       RECOMMENDATION           TO
               INTERNATIONAL REFEREE SEMINAR
               International Referee (IR) class Diploma is granted by WTF to
               one who fulfils the following conditions
               -     Holding 4th Dan or higher Kukkiwon certificate
               -     Passage of 3 years or more after promotion to 1st class
               -     Officiated as Referee in four (4) or more National level
                     TFI approved Championships.

                 The examination for International Referees is conducted by
                 WTF examiners and they declare the results.

                 The IRs are registered with TFI and deputed for duties by TFI
                 and recommended by TFI for Referee and judge duties at

                       International events conducted under the aegis of WTF, ATU.
                       CTU or National Federations affiliated with WTF with the
                       permission of TFI.


10.    REGISTRATION FEES
       No registration fee shall be charged by TFI separately.


11.    NATIONAL REFEREE REFRESHER COURSE
       11.1    Referee Refresher Course for education on the amended competition
               Rules etc., as well as improvement of quality as National Referee.

       11.2    The National Referee, who has attended a National Referee Refresher
               Course, is considered to have experience in officiating at National
               Taekwondo Events promoted or Approved by TFI.

       11.3    The one, whose qualification has been deprived in article 09, is allowed
               to attend a National Referee Refresher Course after payment of
               Registeration Fees and the restoration of qualification granted to the
               pertinent person.

       11.4    A Graduation Diploma is given to one who has attended a National
               Referee Refresher Course.


12.    SELECTION
       Selection of Referees for National / Zonal level events approved by TFI shall
       be done by the TFI.


13.    DIPLOMA & VALIDITY

       13.1    The candidates who are successful in the seminar / refresher course
               shall be issued a Diploma by the TFI.

       13.2    The Diploma will clearly specify the validity period i.e. the period for
               which the Diploma holder is authorised to function as an official in the
               National / Zonal / State / District level Championships.

       13.3    The validity shall be for a period of one year with a grace period of next
               available seminar which ever is later.

       13.4    The TFI shall publish a list of Referees of all categories with valid
               diplomas eligible to function as Technical Officials in National / Zonal /
               State / District Championships every quarter by 15 th of April; July;
               October & January.


14.    DUTY
       14.1    The National Referee shall abide by all the Rules with pride and dignity
               as National Referee of TFI.

       14.2    National Referee shall be familiar with Competition Rules and the
               guiding principle concerned.

       14.3    The National Referee shall officiate at any Taekwondo events without
               partiality in consideration of the fact that decisions made by the
               National Referee shall be conclusive.

       14.4    The National Referee shall wear the Uniform designated by the TFI
               before officiating at the Events.

       14.5    The National Referee shall do possible efforts not to bring about any
               unnecessary suspension of a match in officiating, and shall use the
               prescribed hand signals.

       14.6    The National Referee shall inform both of the pertinent State
               Association and the TFI of his/her changes on address etc., and he/she
               shall be responsible for any disadvantages due to lack of such
               contacts.


15.    CHAMPIONSHIPS

       15.1    TFI Secretariat shall maintain a National / Zone / State wise seniority
               list of Referees in their respective class.

       15.2    The Referees shall be called for performing duties in accordance with
               the above seniority list.

       15.3    For National Championships conducted by TFI, the Referees shall be
               called in the following ratio:

         IR              40%
         Class -1        30%
         Class-2         20%
         Class-3         10%

 15.4    For Zonal Championships conducted under the directions of TFI the
         Referees shall be called in the following ratio:
         IR          20%
         Class -1    30%
         Class-2     20%
         Class-3     20%
         Class-P     10%

 15.5    For State Championships conducted by STAs the Referees shall be
         called in the following ratio:
         IR             10%
         Class -1       20%
         Class-2        30%
         Class-3        20%
         Class-P        20%

 15.6    PAYMENT

         15.6.1 National Championships
         The Referees invited for National Championships, Remuneration shall
         be paid as under:
         IR           750/=
         Class-1      500/=
         Class-2      400/=
         Class-3      300/=

         15.6.2 Zonal & State Championships
         The Referees Invited for Zonal & State Championships will be paid as
         under:
         IR                 :      Rs. 500/-
         Class 1 to Class 3 :      Rs. 300/-
         Class P            :      Rs. 200/-

         15.6.3 District Championships
         The Referees invited for District Championships will be paid Rs. 200/-
         per day irrespective of Class.

         Class-P Referees can participate only up to Zonal Championships.

       15.7    The Referees deputed for Championships must have a valid
               diploma of having attended the Referee Course and refresher
               seminar. It is mandatory for the National Referees to attend a
               course compulsorily once a year.

       15.8    The championships conducted by STAs and DTAs in violation of the
               rules having deputed Referees who have not attended the refresher
               seminars shall be treated as null and void.

       15.9    The STAs are free to invite any number of Referees from the adjoining
               states to ensure impartial judgments with neutral Referees.


16.    DISCIPLINARY MEASURES
       16.1    The disciplinary action will be taken against the Referees defaulting in
               their duties as prescribe in Circular No 03 of 2009 (Discipline and
               Appeal Rules)

       16.2    In case that any national Referee has committed the following
               behaviors, the TFI takes disciplinary measures such as warning,
               rebuke, suspension or deprivation of qualification in accordance with
               the regulations on sanctions of the TFI.

       16.3    If it turns out that intentional fabrication of judgment has been
               committed at any National Taekwondo Events promoted or approved
               by the TFI, the qualification of pertinent National Referee shall be
               deprived. Even though it is proved that the misjudgment has been
               committed by mistake, not intentionally, any kind of disciplinary
               measures shall be taken to the pertinent National Referee.

       16.4    In case of committing any behaviors bringing disgrace of the TFI such
               as receiving money or other valuables in connection with a judgment,
               the pertinent National Referee shall be disciplined by deprivation of
               qualifications or other form of disciplinary measures.

       16.5    When the limit of disciplinary measures is decided, the TFI shall notify
               the pertinent National Referee and the State Association of the result.

       16.6    Other disciplinary measures against National Referee’s misconducts
               shall be taken according to the regulations on sanctions of the TFI.

17.    EFFECTIVENESS
       17.1    All the existing National Referees shall be considered to be recognized
               by these regulations till 01.01.2011.

       17.2    From 1st of January, 2011, the Referees who attend the National &
               State level Referee Seminars and Refresher Courses conducted by
               TFI; possess a valid Diploma issued by TFI; having their names
               included in the TFI published list will only be eligible to participate in the
               National; Zonal; State & District level Championships.

       17.3    It will be mandatory for STAs and DTAs to appoint officials for
               their Championships from TFI Published list only.

       This circular repeals the Circular dated August 3, 2000 (Administration
       of National Referees Regulations & Belt Grade Promotion Test)
