KUCHING: There is no need for Sarawak to clear its forests to make way for padi cultivation, said
State Land Development Minister Datuk Dr James Masing. He said planting of padi had to be
conducted on low land.

―We have identified a few low-lying areas, including in the Rejang delta (in central Sarawak), Lawas
and Limbang (nothern region) for large-scale padi cultivation,‖ he said yesterday.

Dr Masing was commenting on the Federal Government‘s plan to turn Sarawak into the country's new
rice bowl.

PUTRAJAYA: Ninety lawyers have been roped in as Assistant Public Prosecutors (APPs) to assist
Deputy Public Prosecutors (DPPs) to expedite the handling of cases in the lower courts.

Attorney-General Tan Sri Abdul Gani Patail said the APPs, who are on a one-year contract, would
also advise police officers in districts when investigating cases or trying cases at the magistrate's or
Sessions courts.

He also said that the A-G‘s chambers was in the midst of hiring another 100 APPs as the DPPs were
bogged down with too many cases. ―The APPs will advise investigating officers on what is required to
build a solid case so that police officers need not run up and down to the chambers for advice and so
on.

―This will also help speed up investigations and reduce unnecessary wasting of time by giving ready
and fast advice when required,‖ Abdul Gani told The Star in an interview at his chambers here
yesterday.

He said the 90 APPs hired earlier have been sent to various states and were currently involved in a
number of important cases. He said all were given proper training before being sent out to work with
the DPPs.

―A senior DPP in the state will supervise, guide, train and advice the APPs under close supervision to
ensure they learn the trade before they are offered permanent jobs. ―We are in the process of not only
enhancing our delivery system but also speeding up cases, especially remand cases involving the
public from the lower-income group in rural areas,‖ he added.

Abdul Gani said the APPs had to be exposed early so that they could be well prepared to face the
challenges ahead of them.

Bar Council president Datuk Ambiga Sreenevasan commended the move.

―It is definitely a positive move as manpower clearly is an issue that has to be addressed to speed up
the process and quality of prosecution. ―Their intentions are good and we applaud them. It certainly is
going to help many people.''

PUTRAJAYA: Political secretaries of ministers should steer clear of activities that could lead to a split
or quarrel among party members, Datuk Seri Abdullah Ahmad Badawi said. The Prime Minister said
he wanted political secretaries to work as a team and be people-friendly especially with the scrapping
of the parliamentary secretary post.

―Since there are no parliamentary secretaries, all you political secretaries will have to do a lot of
work,‖ he said at the swearing-in of 27 political secretaries to ministers here yesterday.

Among those sworn in are political secretaries to the prime minister Datuk Md Alwi Che Ahmad (Kok
Lanas assemblyman) and Datuk Vincent Lim Kian Tick; political secretary to the finance minister
Datuk Reezal Merican Naina Merican; political secretary to deputy prime minister Datuk Mohamad
Fatmi Che Salleh; political secretaries to defence minister Datuk Mohd Shafei Abdullah and Benedic
Lasimbang, and political secretary to Minister in the Prime Minister‘s Department Tan Sri Bernard
Dompok.

KUALA LUMPUR: Dreams do come true – ask 10 bright, young Malaysians who received Bank
Negara Malaysia Special Scholarships to further their studies in their desired fields. Among them is
aspiring biotechnologist Azali Azlan who set a national record of 21As (20 A1s and 1 A2) in the 2007
SPM examinations.

―Many people ask me why I took so many subjects, and the answer is it's for my own satisfaction ...
not to beat the record set by Nur Amalina Che Bakri (who scored 17 A1s in 2004),'' he added.

―I'm happy to be awarded the scholarship to pursue biotechnology which is a relatively new field that
is growing fast and I intend to invent new products in the future,'' said Azali, who fasted during the
entire examination period, taking dates and honey for strength.

KUALA LUMPUR: Lorries will be allowed to carry 20% more load on federal roads after bridges along
the routes have been repaired and upgraded. Works Minister Datuk Mohd Zin Mohamed said the
move would keep transportation costs down and allow the industry to be more efficient.

The Pan Malaysia Lorry Owners Association (PMLOA) and the Association of Malaysian Hauliers
(AMH) lauded the move, saying it would help maintain escalating operational costs.

Mohd Zin said the lorries were previously allowed to carry not more than 10 metric tonnes per axle on
federal roads, but could now carry 12 metric tonnes per axle.
―The international standard is 13 metric tonnes, but we prefer to stay on the safe side,‖ he said.

Mohd Zin said the move would take effect after it was gazetted, which should take about two weeks.
He said there would be no changes to the axle load limit on highways, which is already 12 metric
tonnes per axle.

Lorries in Malaysia, depending on size, have a maximum of seven axles.

When contacted, PMLOA president Er Sui See said he was happy with the move, as he had lobbied
for it for 10 years. ―It sends the message that our roads are of international standards. And our lorries
are more than able to carry the extra load,‖ he said.

―The price of tyres and spare parts have been rising. This will keep our costs down, and since we can
sustain our operations at the existing rates, we do not need to increase our fees.‖

AMH president Datuk Ahmad Shalimin Shaffie also welcomed the move, saying that it would resolve
the issue of lorries overloading. He said on average, those who overload carry about 30% more than
the permitted limit and many would stop doing so as the 20% limit increase would be cost-efficient for
the operators.

KUALA LUMPUR: Tenders to refurbish or upgrade 40 Tamil schools will be issued by the Works
Ministry next month. Works Minister Datuk Mohd Zin Mohamed said work on the projects, worth
RM41.5mil in total, would start in July.

The allocation for the projects is from the Finance Ministry (RM30mil) and Education Ministry
(RM11.4mil).

Mohd Zin said 25 of the projects would be distributed to Class D contractors, 10 to Class F
contractors, three to Class E and one each for Class B and C contractors.

―Thirty-one projects involve constructing additional buildings for schools while the rest involve
upgrading works,‖ he said.

He added that the Finance Ministry would be funding the works on 25 schools, and the Education
Ministry would fund 15.

On the Prime Minister's statement that projects under the 9th Malaysian Plan would be reviewed,
Mohd Zin said it was normal for projects to undergo a mid-term review.

―We are facing pressure from escalating oil prices, and we have to make sure the prices of food are
affordable. Those are our priorities.

―We want infrastructure projects to continue, so we have been asked to reprioritise projects. If a
project is higher than the ceiling price (because of rising costs of building materials), we can choose
to downsize it,‖ he said.

KUANTAN: It will be compulsory for national service (NS) trainees to produce medical reports before
joining training programmes, if the NS Department has its way. However, director-general Datuk
Abdul Hadi Awang Kechil said the proposal and related matters, such as who does the check-up and
who pays for it, have yet to be discussed or finalised.

―Some trainees were not honest about their health condition when filling the forms before going for
training and this caused problems later,‖ he said after visiting Kem Cahaya Gemilang in Cherating
here on Tuesday.

So, a proposal has been made to have NS trainees undergo a medical check-up to confirm their
actual health condition. He said there had even been trainees who were pregnant taking part in the
training sessions. ―After we found out, we quietly sent them home for their own safety.‖

Abdul Hadi also said there was an increase in the number of trainees who voluntarily joined the
programme. This year, 1,137 youths volunteered to join compared with 927 last year.

―The Pahang Regent's (Tengku Abdullah Sultan Haji Ahmad Shah's) adopted daughter NurulIzzah
Abdullah is among the volunteers. ―This shows that parents and students have a better view of the
positive aspects of the NS programme,‖ he said.

A study done between Dec 29 last year and March 11 showed that youths gained team-building skills
and developed a higher sense of patriotism from the programme, he said. Abdul Hadi was
accompanied by national service icon Mejar Dr Faiz Khaleed.

                                                             controversial road offering toll-free
                                                             access to the Cheras-Kajang Highway.

                                                             Several patrol cars were used to block
                                                             the road under the flyover leading to the
                                                             Cheras 11th Mile toll plaza from 8am to
                                                             9.50am. This led to a large group of
                                                             angry residents gathering at the site to
                                                             protest the move.

Cheras MP Tan Kok Wai, who arrived at the scene at 9am, called Kajang OCPD Asst Comm
Shakaruddin Che Mood to seek an explanation.

―I have spoken to the OCPD and he said it was done to protect road users‘ safety as the traffic lights
at the junction have not been synchronised.

―The police fear accidents may occur,‖ Tan said. He appealed to ACP Shakaruddin to allow residents
to use the road for another day, pending the outcome of the survey to determine who has the right of
way over the road at a meeting at Menara MPKj in Kajang at 3pm.

Police personnel later removed their vehicles to allow motorists to pass through.

The government had wanted a survey to be carried out with reports from the Hulu Langat Land Office,
Kajang Municipal Council, Narajaya and Grand Saga. At a press conference later, the surveyor said
he needed a few more days to prepare the report and it would be ready soon.

                                                           to look for an alternative site to dump
                                                           waste rather than the current location near
                                                           Batu Arang. The call was made by
                                                           Selayang MP William Leong.

                                                           According to Leong, the contractors
                                                           Metropolitan Engineers & Builders Sdn
                                                           Bhd and Ejavati Sdn Bhd have been
                                                           dumping waste collected from a sewerage
processing plant in Puchong at a palm oil estate owned by them. The waste is then left to dry and
turned into fertiliser before it is collected.

Stinking problem: The open area at the palm oil estate.

―The estate is only 2km away from the Batu Arang town and 500m away from an army camp, and
since it's not cordoned off, the stench emanating from the dump has been affecting the Batu Arang
residents,‖ said Leong, adding that the matter had been going on for five years.

―The smell is overpowering and the residents can't take it anymore. Some of them can't eat or even
dry their clothes because of the stench,‖ said Leong, who visited the site recently.

Leong said despite lodging a police report and an official report sent to the Department of
Environment, no action had been taken so far.

Ejavati contractor Ben Liong said they had difficulties covering up the waste due to the rainy season
but gave an assurance that it would be done within a week.

Leong said Ejavati had already given him a proposal for an alternative site and he was still waiting for
the other contractor to do so. Both contractors claimed they had DOE approval.

Leong said he was surprised by the approval since the location for waste dump should at least be
10km away from populated areas. ―We have to wait for the proposal and look for an alternative,‖ said
Leong.

PUTRAJAYA: The government is throwing wide open the door to the civil service for disabled people.
Hiring of about 10,200 disabled people will begin immediately. The figure represents a 25-fold increase
in the number of disabled civil servants, who now total fewer than 400 in the 1.2 million-strong civil
service.

Public Service Department director-general Tan Sri Ismail Adam said in a circular the move was in line
with the government's vision to create a caring society by 2020.

It is also in line with efforts to promote the development of human capital as envisioned by Prime
Minister Datuk Seri Abdullah Ahmad Badawi. The disabled will be hired for all types of jobs in the civil
service. Currently, only a handful of disabled personnel are in the professional and management
categories, with the rest in the support category such as clerks and telephonists.

"The government has agreed that at least one per cent of civil servants be made up of the disabled,"
Ismail said. He added that the handicapped could apply directly to the federal or state governments,
statutory bodies and local authorities.

Before submitting their applications, Ismail said they should consult the Welfare Department.

Applications can be made online, through forms or by other means decided by the appointing
authorities.

Ismail said the Welfare Department had been entrusted with the role to register unemployed but skilful
handicapped people.

The department should also hold programmes to enable the disabled to raise their concerns.

The department should assist the disabled to adapt to their new working environment. "Orientation
programmes will assist the disabled to adapt to their new environment and make them productive," he
said.

Ismail also said heads of department must forward a report on the number of disabled serving in their
departments every six months.

This way, the PSD will be able to monitor the recruitment of the disabled. Heads of department must
also inform the Welfare Department or appointing authorities of any vacancies suitable for the
handicapped.

Ismail said it was the responsibility of every department to see that disabled people were recruited in
stages.

For the purpose of registration, the Women, Family and Community Development Ministry has classified
the disabled into five categories - those with hearing impairment (mild, moderate, severe and profound
levels), visually impaired (blind, low vision/partially sighted and tunnel vision), physically handicapped
(those suffering from muscular dystrophy, myopathy, neuropathy, osteogenesis imperfecta, little
people), cerebral palsy (hemiplegia or half body, diplegia or those without legs and quadriplegia or
those without hands and legs), and slow learners (Down's syndrome, autism, hyperactive disorder,
mental retardation and dyslexia).

KUALA LUMPUR: Tenders for upgrading 40 national type Tamil schools will be awarded next month.
The projects under the Public Works Department would begin in July, Works Minister Datuk Mohd Zin
Mohamed announced yesterday.

A sum of RM41.5 million had been allocated for these projects under the Ninth Malaysia Plan.

He said 25 projects would be awarded to contractors of Class D, 10 to Class F, three to Class E and
one each to Class B and C. Of these projects, 31 involved the construction of new blocks and the rest
were for upgrading.

Mohd Zin also announced a higher weight limit for goods vehicles. The higher limit means cheaper
transport cost which would benefit consumers.
In an immediate reaction, Association of Malaysian Hauliers president Datuk Shalimin Shaffie welcomed
the "long overdue" decision.

"This is long overdue as the international standard is 13 tonnes.

This is one of the solutions to reduce overloading. The axles of lorries 25 years ago and now are very
different," he said.

IPOH: After 10 years of enduring chronic cement dust pollution, residents from six housing estates here
"stormed" a factory yesterday to demand an end to their woes. The residents of Taman Westpool,
Taman Kinta, Taman Sunrise, Taman Wah Keong, Kampung Simee and Ipoh Garden, all within 10km
radius of Tasek Corporation Bhd cement factory, claimed that dust from the plant was responsible for
the many ills in their neighbourhoods.

The 30-odd residents pointed to chronic respiratory problems, clothes hung out to dry that have to be
rewashed, and damage on the paintwork of their cars as some of the effects of the pollution. The group
was accompanied by four wakil rakyat, four Department of Environment (DOE) officers and a health
inspector.

Later they held a closed-door meeting with plant officials. "I was told that the DOE had received
numerous complaints over the past five years and that they agreed that the dust emission was a
problem.

"As a result, the department imposed a maximum fine of RM2,000 on the company last year for not
complying with the Environmental Quality Act 1974," said State Health and Environment Committee
chairman A. Sivanesan.

According to Sivanesan, preliminary dust readings in the surrounding areas was 300 microgrammes,
which far exceeded the DOE's dust pollution limit of 200 microgrammes. He added that other factories
could also be contributing to the pollution.

After the meeting, Sivanesan said the factory and DOE had agreed to collect more samples of "harsh
debris" from the residential areas for analysis. He said the factory's chief executive officer and general
manager claimed that it fully complied with DOE requirements. The management also said two lorry-
cum-vacuum sweepers had been cleaning the area daily. "However, residents said they had yet to see
these lorries," said Sivanesan.

Commenting on the matter, Ipoh Barat member of parliament M. Kulasegaran said he would seek an
amendment to the Environmental Quality Act 1974 to raise the maximum fine for companies that break
the law from RM2,000 to RM500,000. Meanwhile, a committee, comprising Bercham and Kepayang
state assemblymen Sum Cheok Leng and Loke Chee Yam, residents, representatives from the plant,
the DOE, the health department and Ipoh Rate Payers and Tax Payers Association, is looking into the
matter.

KUCHING: Turning Sarawak into the country's next "rice bowl" will not result in deforestation, state Land
Development Minister Datuk Seri Dr James Masing said yesterday.

"There will be no felling of trees. We are not clearing any forests to make way for padi planting," he said
after declaring open the Asia-Pacific chapter of the Association of Tropical Biology and Conservation
conference here.

The conference, themed "Towards Sustainable Land-use in Tropical Asia", is held in collaboration with
the Association of Tropical Biology and Conservation and the Japanese Society for Tropical Ecology.

Masing said about five million hectares in the state had been identified for rice cultivation in the coastal
areas of Paloh in central Sarawak, the Rajang River delta and areas in Limbang and Lawas in northern
Sarawak.

"Wet padi cultivation requires land that is flat and there are no forests on the identified flat land."
In his address, Masing said Sarawak had established a network of protected lands that surpassed
World Conservation Union requirements.

Between 1990 and 2000, the United Nations agency, the Food and Agriculture Organisation, estimated
the yearly worldwide deforestation was 14.6 million hectares, 97.2 per cent of which occurred in the
tropical region.

At the same conference, the state's director of forests, Datuk Len Talif Salleh, said a centre for the
study and conservation of orang utans would soon be set up in Sarawak's largest wildlife sanctuary, the
Lanjak Entimau Wildlife Sanctuary.

The 168,758ha sanctuary that was constituted in February 1983 is home to about 2,000 orang utans.
This transboundary sanctuary, with the Betung Kerihun sanctuary on the Indonesian side of the border,
is one of three totally protected wildlife sanctuaries in the state.

Most of Lanjak-Entimau remains inaccessible and the only means of entry is by longboat.

MALACCA: Students furthering their studies on loans from the National Higher Education Fund
Corporation (PTPTN) will now have no reason not to repay the loan upon completion of their education.
This is because the four per cent service charge imposed on those with PTPTN loans will be reviewed
with the view to reduce their financial burden.

Deputy Higher Education Minister Datuk Idris Haron said Higher Education Minister Datuk Seri Khaled
Nordin raised the matter at the recent cabinet meeting after receiving feedback from students and
parents.

"The minister has ordered that the four per cent service charge be reviewed. With the steeper cost of
living due to the rise in the prices of goods and services, we are aware that the students might face
difficulty in repaying the loans," he said.

Idris was speaking after officiating a one-day forum in which 150 people from four technical universities
- Universiti Teknikal Melaka Malaysia, Universiti Tun Hussein Onn Malaysia, Universiti Malaysia Pahang
and Universiti Malaysia Perlis - took part.
He said the service charge was imposed to ensure PTPTN was well managed.

"The students should be aware that the government obtained the money for the loan from other sources
and it had to pay a certain amount of interest, which was higher than the four percent service charge.
But now, the government will absorb the service charge."

Given this, students should now show their appreciation by repaying their loans, he added.

"The funds must be paid back so that the money can be used to finance other needy students.
"There are many who have not paid up although they have completed their studies and some of them
hold high-paying jobs."

On April 15, it was reported that the move to bar PTPTN defaulters from travelling abroad had paid off
as 1,130 of the 14,000 defaulters paid up after their names were given to the Immigration Department.

The National Higher Education Fund Act 1997 was amended last year to include a clause to bar
borrowers from leaving the country until they had repaid their loans in full.

As of Feb 29 this year, PTPTN had sent out 54,000 notices of demand and 17,000 court summonses to
its borrowers.

To date, PTPTN has collected more than RM700 million owing to the corporation since its inception in
1997. This is in contrast to the RM1.5 billion that it has disbursed.

KUALA LUMPUR (April 23, 2008): The Works Ministry will review and re-prioritise projects under the 9th
Malaysia Plan (9MP), including downsizing some, to heed the prime minister's call to stabilise oil and
food prices.

Works Minister Datuk Mohd Zin Mohamed said today all 9MP projects are in the mid-term review stage,
and they will work with the Public Works Deparment on this exercise.

On road projects, he said there were two options. "First, we will consider downsizing the projects, like
reducing dual carriage ways, meant to ease the traffic problem only during weekends, to single carriage

"Secondly, we will try to upgrade the current road infrastructure without having to build a new one to
ease the traffic congestion," he said after the post-cabinet meeting.
Mohd Zin added that the ministry will meet the Transport Ministry and Kuala Lumpur City Hall on easing
congestion in five hotspots.

Projects under review include upgrading of Federal Road 1 to a coastal highway to stimulate economic
growth; improve 150 "blackspots" along federal roads to make them less accident-prone, and
construction of an outer ring road in Malacca. "However, decisions on these projects have yet to be
finalised."

Mohd Zin also said one top priority project was the alignment of roads in Sarawak, which has been
designated the country's new ricebowl. The cabinet had also agreed to raise the axle load of
commercial vehicles on federal roads from 10 tonnes to 12 tonnes as all bridges on federal roads had
been upgraded to support heavier load.

Forty Tamil schools will also be upgraded at a cost of RM41.5 million, said Mohd Zin, adding that
tenders for the projects would be called from next month.

On the proposal to benefit the F-class contractors by giving them 10% of projects worth RM10 million
and above, he clarified that the 10% will be shared by about 17,000 contractors registered under the
Construction, Industrial and Development Board. For example, 10% of a RM10 million project (RM1
million) can be shared by five F-class contractors, who are each allowed to undertake only projects
which cost not more than RM200,000.

On the objection by MCA that the award of such project should be done through open tender, Mohd Zin
said he had explained to the party and it had also accepted the proposal.

THE Statistics Department has confirmed what many con sumers are feeling with their wallets — food
prices have ris en significantly this year.
In fact, price hikes of food — after excluding alcoholic beverages and tobacco — proved to be the main
driver of inflation, measured by the consumer price index (CPI).

The CPI from January to March 2008 rose by 2.6 per cent (the inflation rate) compared to the same
period last year. In March alone, the inflation rate was 2.8 per cent.

On average, the food price index rose 4.4 per cent — regardless of whether a consumer ate at home or
out, said the department. The price index for alcoholic beverages and tobacco rose nine per cent.

Interestingly, the department also said food prices stayed steady in March when compared to the month
before.

Compared to the previous month, among the food items which were priced higher in March were young
ginger (+7.3 per cent); cauliflower (+6.6 per cent); long beans (+4.6 per cent); long tail tuna (fish) (+3.4
per cent); lady‘s fingers (+2.8 per cent); powdered milk, Fernleaf (+2.2 per cent) and selar scad (fish)
(+2.0 per cent).

Some food prices did decline in March 2008. Among these were watermelon (-10.7 per cent); cu
cumber (-9.5 per cent); tomatoes (-7.9 per cent); red chillies (-5.6 per cent); french beans (-5.2 per
cent); brinjals (-3.3 per cent); honeydew (-3.1 per cent); big onions (-2.8 per cent) and prawns (-2.7 per
cent).

Apart from food, the other biggest cause of inflation during the first three months were higher housing,
water, electricity, gas and other fuels prices.

Transport prices also rose 6.1 per cent. The department said these three main groups, excluding
alcohol and tobacco, accounted for 71 per cent of the overall increase re corded for the period.

―Other increases were for restaurants and hotels (7.0 per cent); miscellaneous goods and services (3.3
per cent); recreation services and culture (2.6 per cent); education (1.9 per cent); health (1.7 per cent)
and furnishings, household equipment and routine household maintenance (1.5 per cent).

But not everything has become pricier. The cost of clothing, foot wear and communication de creased
by 0.7 per cent, said the department.

SECURITY guard Yusri Affendi Che Mat was making his usual rounds at Wangsa Heights
Condominium early yesterday when he heard a bang so loud it almost made his heart stop.

―It was around 2.20am and it was drizzling. The sound was loud, like an explosion. I was shocked and
panicky,‖ said the 24-year-old.

When he rushed to the scene, he saw a huge boulder had rolled down the slope and fallen onto a
parked car.

―The car, a Suzuki Swift, was wrecked and some cars parked nearby were also damaged,‖ he said.

―I called up the condo‘s residents to move their cars. I was worried there would be another rock falling
down the hill.‖

The incident is the latest in a series of landslides that had oc curred at Wangsa Heights Con dominium,
Bukit Antarabangsa. Yusri said that it had been raining heavily before the incident.

Police and several officers from Ampang Jaya Municipal Council (MPAJ) came much later, around 5pm.
Also present was MPAJ deputy YDP, Abd Hamid Hussain.

MPAJ public relations officer Nor Hayati Ahmad said they had gotten a report on the incident from the
condominium‘s manage ment late in the evening.

―I can‘t recall the exact time when we got the report but it was in the evening. Since it involved a private
area, we can only enter upon permission. After the man agement lodged a report with us, we rushed to
the scene,‖ she said.

Yusri, who has been working with the condominium for nine months, said: ―I didn‘t know what to do, so I
didn‘t call any authorities to report on the incident during the time.‖

Nor Hayati said the cause of the landslide is still being investigated. ―We will be sending a special team
from Malaysia Public Works Institute (IKRAM) tomorrow (today) for investigations.

―As for now, we can‘t say whether the heavy rain had contributed to the incident,‖ she said, adding that
the parking area has been closed by the manage ment.

―We will station 15 of our officers there tonight, in case the landslide recurs. We will clear up the place
tomorrow,‖ she said.

On why MPAJ has yet to remove the rock from the car, Nor Hayati said the car‘s owner had made that
request. ―We were told that it was something to do with the insurance coverage,‖ she said.

TRUE Malaysians at heart, neighbours of eight families — who had to be evacuated yesterday after a
landslide rendered their homes in Taman Bukit, Kajang unsafe — have promised to keep an eye out for
loot ers while these families spend an estim ated one month living in a community hall in Bangi.

The eight houses remain intact after a land slip yesterday morning, but the occupants have been
instructed by the Kajang Municipal Council to leave their homes in case the land behind their homes
collapses further.

―As we have all moved out to the multipurpose hall at the Bangi community centre, we have no choice
but to depend on our neighbours to safeguard our belongings,‖ said Maslina Abd Rahman, 25. ―Most of
us in the area already look out for each other, as land slips have occurred here before.‖

The latest landslip occurred at 7.30am and reduced the back portion of three single-storey terrace
houses to rubble and left cracks in another five.

As a result, some of these houses no longer have back walls, leaving the contents of the household
exposed to the environment as well as possibly attracting potential burglars.

―I was in my kitchen preparing breakfast for my family and I had the shock of my life, thinking it was an
earthquake,‖ said Maslina‘s mother, Nafisah Mohd, 47.

―The authorities took three and a half hours to arrive even though we called to report the incident
straight away,‖ said Maslina. ―Staff from the Kajang Municipal Council came at 11am.‖

After a quick review of the damages, the victims were told by the municipal council staff and also Bangi
MP, Shafie Abu Bakar, that they would need to be relocated tem porarily as the place was deemed
unsafe.

―At first, we were quite hesitant about the suggested location as it is half an hour away and the distance
can be a problem for some of us working in Kajang,‖ said Maslina, adding that the residents finally
relented after realising they didn‘t have much choice.

The victims were also promised that basic repair works could be carried out at no cost by the municipal
council to prevent further landslides.
The residents claimed they were told that repair works would take about a month to complete. ‖We hope
the authorities could give us word of assurance that it is safe to stay here again after our houses are
repaired as this is a land slip-prone area,‖ added Maslina.

―This is not the first time that there‘s a landslip here as a couple of years back, our neighbours down the
street from us also suffered the same fate,‖ she added.

When approached by The Malay Mail, Kajang Municipal chairman, Datuk Hasan Nawawi Abdul
Rahman, cited unapproved renovations works by the affected res idents as being one of the contributing
causes for the landslip.

―It didn‘t help matters that the affected houses were renovated to elongate the back portion without
approval, contrary to the original plan,‖ he added. ―We will look into this matter and also carry out a
thorough investigation.‖

KUALA LUMPUR 23 April – Inflasi di negara ini masih berada pada kadar yang rendah berbanding
negara-negara jiran apabila Indeks Harga Pengguna (IHP) bagi tempoh Januari hingga Mac 2008
hanya meningkat sebanyak 2.6 peratus.

Menurut Jabatan Perangkaan Malaysia, indeks bagi tempoh itu ialah 107.8 berbanding 105.1 dalam
tempoh yang sama pada tahun lalu. IHP ialah ukuran perubahan purata harga kumpulan barangan dan
perkhidmatan terpilih dalam satu tempoh tertentu.

Menurut jabatan itu, indeks bulan Mac pula meningkat sebanyak 2.8 peratus kepada 107.9 berbanding
bulan yang sama tahun lalu. Jabatan itu berkata, bagaimanapun IHP bagi bulan Mac kekal tidak
berubah pada 107.9 dibandingkan dengan bulan Februari lalu.

Sebelum ini, Bank Negara Malaysia (BNM) meramalkan kadar inflasi di Malaysia akan meningkat
antara 2.5 peratus hingga 3 peratus pada tahun ini berbanding 2 peratus tahun lalu.

Institut Penyelidikan Ekonomi Malaysia (MIER) pula menjangkakan kenaikan kadar inflasi itu tidak
dapat dielakkan berikutan kenaikan harga barangan dan minyak dunia.Negara jiran Singapura,
misalnya, dilaporkan mengunjurkan kadar inflasi yang meningkat melebihi 4 peratus pada tahun ini.

Menurut Jabatan Perangkaan Malaysia, indeks bagi kumpulan makanan dan minuman bukan alkohol di
Malaysia menunjukkan perubahan peratus yang tinggi sebanyak 4.9 peratus.Indeks bukan makanan
meningkat 1.8 peratus bagi bulan Mac 2008 berbanding bulan yang sama tahun lalu.Dibandingkan
dengan bulan Februari, indeks makanan dan minuman bukan alkohol pada bulan Mac mengalami
penurunan sebanyak 0.1 peratus.

Menurut kenyataan itu, indeks makanan dan minuman bukan alkohol bagi Januari hingga Mac 2008
meningkat 4.4 peratus, perumahan, air, elektrik, gas dan bahan api lain (1.3 peratus) dan pengangkutan
(0.9 peratus).
Tiga kumpulan utama tersebut menyumbang 71 peratus kepada kenaikan keseluruhan IHP yang
dicatatkan dalam tempoh semasa, kata kenyataan itu.

Bagaimanapun, indeks makanan di luar rumah dan indeks kopi teh, koko dan minuman bukan alkohol
menunjukkan kenaikan masing-masing 0.2 dan 0.3 peratus.

Dari segi pecahan, kenaikan indeks makanan dan minuman bukan alkohol meningkat sebanyak 4.4
peratus, indeks makanan di rumah 4.4 peratus, makanan di luar rumah naik 4.3 peratus manakala kopi,
teh, koko dan minuman bukan alkohol meningkat 5.8 peratus.

Antara sub kumpulan makanan di rumah yang mengalami kenaikan dalam tempoh ini ialah susu, keju
dan telur yang naik 12.3 peratus; beras, roti dan bijirin (+5.7 peratus); daging (+4.9 peratus); ikan dan
makanan laut (+3.0 peratus); buah-buahan (+2.8 peratus); gula, jem, madu, coklat dan manisan (+1.7
peratus); sayur-sayuran (+1.6 peratus) serta minyak dan lemak (+1.4 peratus).

Pakar ekonomi, Tan Sri Ramon Navaratnam berkata, pengiraan IHP di negara ini perlu dikaji semula
mengikut kawasan supaya ia memberi gambaran sebenar tentang inflasi sebenar dalam negara.

―Jika tidak, IHP yang dicatatkan hanyalah purata dan mewakili sekumpulan pengguna sahaja,‖ katanya
ketika dihubungi Utusan Malaysia.

Presiden Gabungan Persatuan-Persatuan Pengguna Malaysia (Fomca), Datuk N. Marimuthu pula
berpendapat pengiraan IHP perlu dibahagikan kepada dua kategori iaitu bagi IHP bandar dan IHP luar
bandar.

MELAKA 23 April – Caj perkhidmatan sebanyak tiga peratus yang dikenakan ke atas para pelajar yang
membuat pinjaman dengan Perbadanan Tabung Pendidikan Tinggi Negara (PTPTN) akan dikaji semula
bagi memberikan keselesaan kepada peminjamnya.

Timbalan Menteri Pengajian Tinggi, Datuk Idris Haron berkata, caj perkhidmatan itu bukan faedah
pinjaman seperti yang dikenakan institusi kewangan komersial.

―Ia hanyalah caj untuk pengurusan. Menteri Pengajian Tinggi, Datuk Seri Mohamed Khaled Nordin ada
menyuarakan cadangan untuk mengkaji semula caj sebanyak tiga peratus ini,‖ katanya kepada
pemberita selepas merasmikan Forum Rangkaian Universiti Teknikal Malaysia Dengan Industri di sini
hari ini.

Idris enggan mengulas sama ada caj tersebut akan dikurangkan atau dinaikkan. Bagaimanapun, beliau
percaya sebarang keputusan kerajaan berhubung isu itu akan memberi keselesaan kepada peminjam
PTPTN.

Bilangan peminjam PTPTN di seluruh Malaysia berjumlah 1.2 juta manakala dana yang terkumpul pada
masa ini ialah RM23 bilion. Isu caj PTPTN mula diperkatakan persatuan-persatuan pelajar sejak
setahun lalu.

Menurut Idris, caj perkhidmatan dikenakan bagi memastikan perbadanan itu mempunyai wang yang
mencukupi untuk menampung pinjaman pelajar lain pada masa depan.
―PTPTN sebenarnya tidak mempunyai sumber kewangan. Perbadanan itu mendapatkan wang daripada
pembiaya dan pihak pembiaya telah mengenakan pelbagai caj kepada kerajaan termasuk caj
kewangan.

―Tetapi semua caj tersebut ditanggung oleh kerajaan dan bukan dibebankan kepada peminjam. PTPTN
hanya mengenakan caj tiga peratus bayaran untuk perkhidmatan dan caj itu bukan riba,‖ kata beliau.

Baru-baru beberapa peminjam PTPTN menyuarakan rasa tidak puas hati kerana perbadanan itu
mengenakan caj sebanyak tiga peratus daripada jumlah pinjaman yang perlu dibayar semula selepas
mereka tamat pengajian di universiti.

Persatuan Kebangsaan Pelajar Islam Malaysia (PKPIM) pula menuntut PTPTN mewujudkan panel
syariah kerana terdapat dakwaan yang mengaitkan caj tersebut sebagai amalan riba yang bertentangan
dengan Islam.

PTPTN ditubuhkan di bawah Akta Tabung Pendidikan Tinggi Nasional 1997 yang mula berkuat kuasa
pada 1 Julai 1997. Perbadanan itu beroperasi sejak 1 November 1997.

KUALA LUMPUR 23 April - Kementerian Kerja Raya memperuntukkan RM41.5 juta untuk membaik
pulih dan menaik taraf 40 buah Sekolah Jenis Kebangsaan Tamil (SJKT) bantuan modal di seluruh
negara.

Menteri Kerja Raya, Datuk Ir. Mohd. Zin Mohamed berkata, projek yang bakal dilaksanakan di bawah
Rancangan Malaysia Kesembilan (RMK-9) itu melibatkan 11 sekolah di Selangor dan masing-masing
dua di Perak serta Johor.

Menurutnya, kerja bagi melaksanakan projek tersebut diagihkan kepada kontraktor kelas B, C, D, E dan
F.''Tender projek itu akan dikeluarkan bulan depan manakala pembinaannya dijangka dimulakan Julai
tahun ini,'' katanya kepada pemberita di sini hari ini.

Mohamad Zin berkata, agihan projek itu kebanyakannya tertumpu kepada kontraktor kelas D (25
projek), kelas F (10 projek), kelas E (tiga projek) dan masing-masing satu projek untuk kelas B dan C.
''Sebanyak 31 projek membabitkan pembinaan bangunan tambahan dan selebihnya projek naik taraf,''
katanya.

Beliau berkata, sebahagian besar peruntukan bagi melaksanakan projek itu iaitu RM30 juta diluluskan
di bawah peruntukan Kementerian Kewangan.

Ia melibatkan 10 SJKT di Selangor, masing-masing tiga di Kedah, Johor dan Perak serta dua di Pulau
Pinang dan Kuala Lumpur dan satu di Melaka dan Pahang.

Beliau berkata, di bawah peruntukan Kementerian Pelajaran, RM11.5 juta akan dibelanjakan untuk
menaik taraf dan membaik pulih sembilan buah SJKT.''Di bawah peruntukan sama, enam SJKT akan
dapat bangunan tambahan yang terdiri daripada bilik darjah, kantin, tandas untuk keselesaan murid dan
guru,'' katanya

PUTRAJAYA 23 April - Datuk Seri Abdullah Ahmad Badawi mahu setiausaha politik menteri-menteri
bertugas sebagai satu pasukan dan mesra rakyat terutama dengan ketiadaan setiausaha Parlimen
sekarang.

Perdana Menteri berkata, setiausaha politik memikul tanggungjawab yang berat dan penting.
"Memandangkan tiada lagi setiausaha Parlimen dan saudara sebagai setiausaha politik, tentulah akan
menghadapi banyak tugas yang perlu dilaksanakan," katanya pada majlis Mengangkat Sumpah Simpan
Rahsia Setiausaha Politik, hari ini.

Seramai 27 orang setiausaha politik menteri-menteri mengangkat sumpah simpan rahsia di hadapan
Perdana Menteri di sini. Turut hadir ialah Ketua Setiausaha Negara, Tan Sri Mohd. Sidek Hassan.
Beliau menasihati setiausaha politik agar mengelak daripada apa-apa kegiatan yang boleh membawa
perpecahan ataupun persengketaan anggota parti.

"Yang penting saudara mesti menolong menteri-menteri yang padanya saudara berkhidmat. Saudara
mesti bekerja dengan satu sikap iaitu mesra, bukan sahaja mesra dengan ahli parti tetapi mesra
dengan rakyat," katanya.

Ini kerana, kata Abdullah, sebagai setiausaha politik, mereka akan menerima kedatangan banyak
anggota masyarakat, oleh itu mereka mesti tahu bagaimana untuk menjalinkan hubungan baik dengan
orang ramai dan menolong mereka apabila mereka memerlukan pertolongan.

"Sekiranya saudara sendiri tidak dapat menyelesaikannya, saudara boleh buat hubungan dengan
kawan-kawan yang juga setiausaha politik di kementerian yang lain, yang saudara fikir dapat memberi
bantuan kepada pihak yang datang untuk mendapat pertolongan daripada saudara. "Yang penting
ialah saudara bekerja sebagai satu pasukan setiausaha politik Barisan Nasional yang bekerja di
peringkat persekutuan," katanya.

RAWANG 23 April - Tragedi tanah runtuh pada tahun 2001 yang menghempap sebuah rumah di
Taman Rawang Perdana di sini, kembali menghantui penduduk-penduduk di situ. Ini berikutan kawasan
bukit yang terletak bertentangan dengan kawasan perumahan itu sudah mula menunjukkan tanda bakal
berdepan dengan risiko tanah runtuh.

Umpama retak menanti belah, begitulah ungkapan paling tepat apabila melihatkan struktur bukit yang
terdapat di taman perumahan itu yang semakin terhakis ekoran faktor cuaca dan kerja-kerja
meletupkan bukit berhampiran.

Tinjauan Utusan Malaysia di lokasi itu mendapati kebimbangan penduduk di situ ada asasnya kerana
selain terdedah kepada ancaman cuaca, tiada langkah pencegahan tidak dilakukan oleh Majlis
Perbandaran Selayang (MPS) atau pihak berkuasa yang lain.

Difahamkan, kerja-kerja meletup batu di bukit yang hanya terletak dalam lingkungan 50 hingga 100
meter dari lokasi penempatan penduduk didakwa menjadi punca struktur tanah bukit itu semakin
longgar dan mudah kalah kepada hakisan.

Dengan hujan yang sering turun hampir setiap hari, kebimbangan penduduk semakin memuncak
apabila mereka dapat melihat ketulan tanah melorot sedikit demi sedikit dari bukit itu.

Pemerhatian Utusan Malaysia juga mendapati tanda-tanda hakisan jelas dapat dilihat pada kawasan
atas bukit tersebut dan wujud rekahan-rekahan kecil di celah-celah bukit.

Namun, apa yang paling membimbangkan ialah bukit tersebut bukan sahaja terdiri daripada tanah
tetapi turut terdapat batu-batu yang amat besar.

Seorang penduduk, Yap Kwi Eng, 60, yang sebahagian daripada rumahnya tertimbus dan rosak
semasa kejadian tanah runtuh sebelum ini, mengakui dia amat bernasib baik tidak terkorban dalam
kejadian itu kerana pulang ke kampung bagi menyambut Tahun Baru Cina."Hanya anjing saya yang
mati, nasib baik bukan kami sekeluarga mati semasa batu serta tanah menghempap dan menimbus
hampir keseluruhan rumah saya,'' katanya.

Dia tidak mahu kejadian sama berulang sekali lagi hanya kerana ketidakpekaan pihak berkuasa
terhadap masalah itu dan kegagalan mereka mengambil tindakan segera menangani masalah hakisan
dan runtuhan bukit itu.

Tambahan pula, katanya, sudah dua kali dia mengadu kepada pihak MPS, malah penduduk-penduduk
yang lain juga telah membuat aduan yang sama kepada pihak berkuasa tempatan itu."Bukan setakat
langkah pencegahan, malah mereka langsung tidak pernah nampak muka atau datang melawat ke
tempat kejadian,'' katanya.

Dia mengakui berasa amat dukacita dengan sikap MPS yang bersikap acuh tak acuh dengan situasi di
situ sedangkan nyawa penduduk berada dalam bahaya. "Takkan selepas terjadi sekali lagi kejadian
yang sama dan ada penduduk di sini maut, baru nak ambil tindakan,'' soalnya.

Baginya, MPS seperti tidak serik dengan kejadian yang pernah berlaku sebelum ini di mana mereka
hanya mengambil tindakan susulan dengan menanam cerucuk besi setelah tanah runtuh terjadi.
Seorang lagi penduduk, Chooi Yoke Fan, 33, kesal dengan sikap pemaju yang terus-menerus
melakukan aktiviti meletupkan bukit untuk tujuan pembinaan kawasan perumahan baru.

"Apakah mereka tidak terfikir kesannya kepada bukit bersebelahan kepada yang terletak amat
berdekatan dengan kawasan penduduk,'' katanya. Katanya juga, dia tidak dapat membayangkan
sekiranya batu di atas bukit itu jatuh dan menghempap rumahnya atau rumah jiran lain.

"Setiap hari tanah yang berada di atas bukit itu semakin mendap kerana air hujan telah menghakis
permukaan tanah,'' katanya.

Seorang penduduk yang mahu dikenali sebagai Mus berkata, Ahli Dewan Undangan Negeri (Adun)
Rawang, Gan Pei Nei telah datang melawat kawasan itu minggu lalu tetapi sehingga kini tiada tindakan
susulan diambil. "Penduduk tidak mahu beliau hanya sekadar datang melawat ke lokasi kejadian tanpa
melakukan sebarang usaha menyelesaikannya,'' katanya.

Dia memberitahu, penduduk di sini sudah banyak kali mendesak pihak pemaju memperbaiki struktur
bukit di situ namun pihak pemaju memberikan alasan tanah bukit itu bukan milik mereka. "Tanah
tersebut dikatakan milik orang awam yang tidak mahu menjual tanah tersebut kepada pihak pemaju,''
katanya.

Oleh itu, pemaju merasakan pemilik tanah terbabit harus bertanggungjawab untuk melakukan sesuatu
bagi memperbaiki struktur tanahnya demi keselamatan penduduk di sini

KAJANG 23 April - Lima buah rumah di Taman Bukit di sini runtuh di bahagian dapur ekoran hujan lebat
selama lima jam awal pagi hari ini. Dalam kejadian bermula pukul 7.30 pagi itu, dua daripada rumah
tersebut mengalami kerosakan teruk.

Difahamkan, kejadian itu berlaku apabila tebing setinggi dua meter di belakang rumah tersebut runtuh
kesan daripada aliran air bawah tanah.

Salah seorang mangsa, S. Gopi, 24, memberitahu, sebelum kejadian, kawasan perumahan mereka
dilanda hujan lebat bermula pukul 3 pagi dan terdengar bunyi rekahan dan bising dari belakang rumah.

''Saya ingatkan bunyi itu cuma rekahan biasa dan sehinggalah pagi ini dikejutkan dengan bunyi seperti
meletup dan sekelip mata dapur rumah saya runtuh. ''Ketika itu saya baru selesai selesai menggunakan
tandas di dapur tersebut,'' katanya ketika ditemui di tempat kejadian.

Seorang lagi mangsa, Maslina Abdul Rahman, 23, berkata, masalah longkang di perumahan itu telah
dua kali diadukan kepada pihak berkenaan tetapi tidak diambil sebarang tindakan. ''Nasib baik ketika
kejadian kesemua ahli keluarga saya telah bersiap untuk ke sekolah dan pejabat, mujurlah tiada
kecederaan berlaku,'' jelasnya.

Dia menggesa pihak bertanggungjawab mengambil tindakan segera supaya keselamatan penduduk di
situ terjamin.
Seorang suri rumah, Lee Soo Siong, 43, berkata, dia melarikan diri sebaik menyedari dapur rumahnya
runtuh. ''Saya segera menyuruh suami saya mengambil barang berharga dan nasib baik tiada kejadian
yang tidak diingini berlaku,'' katanya.

Sementara itu, Ketua Polis Daerah Kajang, Asisten Komisioner Sakarudin Che Mood berkata, pihaknya
telah mengarahkan mangsa terlibat supaya dipindahkan ke kawasan selamat. ''Tiada kecederaan
dalam kes ini dan kita menasihatkan mangsa supaya membawa barang keperluan utama ketika
berpindah di penempatan sementara,'' katanya.

Ahli Dewan Undangan Negeri Bangi, Dr. Shafie Abu Bakar berkata, pihaknya telah menghubungi
Jabatan Kebajikan Masyarakat (JKM) untuk membantu dan memindahkan mangsa ke dewan orang
ramai yang berdekatan.

Dalam kes berasingan, empat buah kenderaan yang diletakkan di tempat letak kereta di Kondominium
Wangsa Height 7, Bukit Antarabangsa di sini ranap dihempap runtuhan tanah dan batu. Kejadian pukul
1.30 pagi itu melibatkan kereta jenis kereta Proton Perdana, Gen 2, Ford Laser dan Suzuki Swift yang
diletakkan tepi tebing bukit berhampiran kondominium berkenaan.

Tebing sepanjang kira-kira 50 meter itu dipercayai runtuh setelah berlaku pergerakan tanah di bahagian
dasarnya yang tidak kukuh berikutan hujan lebat tanpa henti pada awal pagi hari ini

Menteri arah bayaran perkhidmatan diteliti bagi kurang beban peminjam

MELAKA: Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) diarah mengkaji semula kadar caj
perkhidmatan tiga peratus yang kini dikenakan kepada semua peminjamnya bagi mengurangkan beban
mereka membayar balik pinjaman itu.
Arahan itu dibuat selepas isu caj perkhidmatan PTPTN dibangkitkan Menteri Pengajian Tinggi, Datuk
Seri Mohamed Khaled Nordin, dalam mesyuarat kementerian baru-baru ini berikutan banyak rungutan
yang diterima mengenainya.

Timbalan Menteri Pengajian Tinggi, Datuk Idris Haron, berkata Mohamed Khalid sudah mengarahkan
supaya PTPTN membuat kajian mengenai caj perkhidmatan itu dengan tujuan memberi keselesaan
kepada peminjam.

―Arahan itu dibuat selepas beliau meneliti pelbagai rungutan berkaitan isu berkenaan yang disampaikan
banyak pihak termasuk pelajar dan ibu bapa,‖ katanya selepas merasmikan Forum Rangkaian
Universiti Teknikal Malaysia (MTUN) Bersama Industri, di sini, semalam.

Program sehari ini dihadiri kira-kira 150 peserta dari empat universiti teknikal, iaitu Universiti Teknikal
Melaka Malaysia (UTeM), Universiti Tun Hussein Onn Malaysia (UTHM), Universiti Malaysia Pahang
(UMP) dan Universiti Malaysia Perlis (UniMAP).

Bagaimanapun, Idris enggan mengulas jika arahan itu termasuk meminta PTPTN supaya
mengurangkan caj perkhidmatan itu yang dianggap membebankan peminjam, sebaliknya meminta
semua pihak menunggu hasil kajian berkenaan.

Beliau menegaskan, caj perkhidmatan tiga peratus yang kini dikenakan PTPTN bukan bertujuan
membebankan peminjam khususnya pelajar yang baru menamatkan pengajian, sebaliknya diwujudkan
bagi membiayai pengurusan PTPTN supaya ia dapat beroperasi dengan lancar.

Katanya, peminjam harus sedar wang yang digunakan untuk membiayai mereka sepanjang tempoh
pengajian diperoleh daripada sumber kewangan lain yang turut mengenakan pelbagai caj kepada
kerajaan pada kadar yang jauh lebih tinggi.

―Namun, kerajaan bersikap prihatin kerana sanggup menyerap hampir semua kos yang tinggi itu dan
hanya mengenakan tiga peratus caj perkhidmatan bagi memastikan semua peminjam PTPTN tidak
perlu menanggung beban.

―Caj perkhidmatan yang dikenakan PTPTN itu sebenarnya lebih menjurus kepada komitmen
bagimemastikan dana daripada tabung berkenaan dapat terus disalurkan, sekali gus memastikan ia
berjalan lancar,‖ katanya.

Idris yang juga Exco Pemuda Umno turut menegur segelintir peminjam PTPTN yang masih berdegil
dan enggan membuat pembayaran balik walaupun selepas beberapa kali diberi notis peringatan,
selepas menamatkan pengajian dan bekerja.

―Mereka perlu sedar, bayaran balik mesti dibuat untuk menjamin kesinambungan PTPTN. Kalau
enggan bayar balik, ia boleh diibaratkan seperti menganiaya adik atau anak sendiri yang nanti mungkin
tidak mendapat pinjaman kerana tabung itu kehabisan dana,‖ katanya.

Pada 19 April lalu, akhbar ini melaporkan kira-kira 17,500 peminjam PTPTN akan diheret ke mahkamah
secara berperingkat dalam tempoh terdekat kerana gagal memberi maklum balas kepada agensi itu
berhubung notis tuntutan diserahkan kepada mereka sejak 1997.

Ketua Pegawai Eksekutif PTPTN, Yunos Abdul Ghani, dilaporkan berkata nama 14,000 daripada
mereka sudah diserahkan ke Jabatan Imigresen dan berkuat kuasa serta-merta mereka dihalang ke
luar negara, manakala nasib 3,500 individu masih belum diputuskan di mahkamah.

Januari lalu, PTPTN juga sudah menghantar senarai nama 200,000 peminjamnya yang ingkar
membayar balik pinjaman kepada Jabatan Imigresen bagi menghalang mereka ke luar negara,
termasuk untuk mengerjakan haji atau umrah.

PTPTN berkata, tindakan tegas menyenaraihitamkan nama serta mengambil tindakan mahkamah
terhadap peminjam itu terpaksa diambil selepas mereka berdegil dan bersikap acuh tak acuh dalam
soal pembayaran balik pinjaman

KUALA LUMPUR: Perdana Menteri meminta Kementerian Kerja Raya menyenarai semula projek di
bawah Rancangan Malaysia Kesembilan (RMK-9) mengikut keutamaan dan keperluan, sejajar
peralihan tumpuan kerajaan kepada pengeluaran hasil pertanian bagi memenuhi keperluan dalam
negara.

Arahan itu yang dibuat serentak dengan kajian separuh penggal RMK-9 yang kini dilaksanakan
kementerian, juga perlu mengambil kira peningkatan harga bahan binaan sehingga menyebabkan
keseluruhan kos projek turut meningkat.

Menteri Kerjaraya, Datuk Mohd Zin Mohamed, berkata Kabinet semalam memutuskan supaya kajian
separuh penggal RMK-9 yang dilaksanakan kementerian, membabitkan proses penyenaraian
keutamaan bagi projek prasarana dan infrastruktur yang memanfaatkan rakyat serta ekonomi.

―Kementerian diminta menyediakan laporan mengenai projek yang surat hasratnya (LOI), sudah
diluluskan atau dalam perancangan dan menilai sama ada wajar diteruskan. Kita diminta
mencadangkan sama ada perlu batal, tangguh atau kurangkan kos serta skop kerja.

―Saya belum dapat memberi anggaran, tetapi pada dasarnya, pembinaan jalan dan projek yang boleh
menambah keselesaan hidup rakyat tetap akan diteruskan atau mungkin ada yang sudah dikeluarkan
LOI akan dibatalkan jika dirasakan tidak perlu.

―Kementerian diminta mengemukakan laporan lengkap mengenai perkara itu kepada jemaah menteri
dalam tempoh dua minggu lagi,‖ katanya pada sidang media selepas mesyuarat pasca Kabinet di
kementeriannya, di sini, semalam.

Semalam, Datuk Seri Abdullah Ahmad Badawi dilaporkan berkata, kerajaan akan mengkaji semula
pelbagai projek bernilai berbilion-bilion ringgit yang sudah dirancang dalam RMK-9 berikutan masalah
peningkatan kos.

Perdana Menteri berkata, langkah itu dibuat bagi memastikan hanya projek yang memberi manfaat
besar secara langsung kepada rakyat saja diteruskan manakala yang lain mungkin dibatal, ditangguh
atau dikurangkan skopnya.

Mohd Zin berkata, keputusan itu tidak bermakna tiada projek baru diluluskan, umpamanya di Sarawak
yang bakal menjadi jelapang padi baru negara, kerajaan masih perlu membina rangkaian jalan untuk
mengangkut hasil padi.

Bagaimanapun, projek seperti pembinaan lebuh raya pesisir pantai dan lebuh raya baru lain yang
dirancang sebelum ini mungkin tidak diteruskan, sebaliknya diganti dengan kerja menaik taraf atau baik
pulih laluan sedia ada.
Beliau menjelaskan, Unit Perancang Lebuhraya diminta melakukan audit jalan sedia ada dan
mencadangkan kaedah mengurangkan kos projek yang ditetapkan, umpamanya mencari alternatif
kepada pelebaran jalan dengan merangka kaedah penyuraian trafik lebih berkesan.

―Umpamanya di Melaka baru-baru ini, Ketua Menterinya meminta peruntukan RM3 bilion bagi menaik
taraf jalan untuk mengatasi kesesakan di negeri yang menjadi destinasi pelancong utama itu, tetapi kita
cadangkan pembinaan jalan lingkaran luar.

―Namun, ada projek tidak boleh elakkan seperti membaik pulih laluan berisiko tinggi di jalan
Persekutuan dan bagi tujuan ini, saya sudah memohon peruntukan t mbahan dari Kementerian
Kewangan,‖ katanya

PUTRAJAYA: Jabatan Perkhidmatan Awam (JPA) akan memastikan pelaksanaan dasar pengambilan
satu peratus orang kurang upaya (OKU) dipantau sejajar usaha mempertingkatkan pembangunan
modal insan seperti dikehendaki Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi.

Ketua Pengarah Perkhidmatan Awam, Tan Sri Ismail Adam, berkata kerajaan bersetuju supaya setiap
jabatan dan agensi kerajaan memperkemaskan pekeliling perkhidmatan mengenai dasar pengambilan
OKU yang diwujudkan sejak 1988 bagi merealisasikan wawasan melahirkan masyarakat penyayang
pada 2020.

Beliau berkata, kerajaan juga mahu memastikan pengambilan satu peratus atau kira-kira 10,200 OKU
daripada jumlah keseluruhan 1.2 juta kakitangan perkhidmatan awam dilaksana secara berterusan
mengikut kesesuaian bidang tugas dan kelayakan akademik golongan berkenaan.

―Dasar pengambilan OKU menetapkan setiap agensi dan jabatan mengambil sekurang-kurangnya satu
peratus daripada jumlah kakitangan dan pegawai serta tertakluk kepada permohonan golongan itu,
kesesuaian tugas serta kemudahan,‖ katanya dalam satu pekeliling baru-baru ini.

KUALA LUMPUR: Menteri Perdagangan Antarabangsa dan Industri (Miti), Tan Sri Muhyiddin Yassin
yakin Datuk Mustapa Mohamed dapat menangani krisis makanan negara dari dilanda masalah dunia.

Beliau berkata, keyakinan itu berdasarkan kewibawaan Mustapa yang terserlah dalam menerajui
Kementerian Pertanian dan Industri Asas Tani walaupun baru sebulan dilantik sebagai menteri.

Katanya, sokongan Perdana Menteri, Datuk Seri Abdullah Ahmad yang membantu memberi peruntukan
besar dalam menangani krisis beras itu, akan menggelakkan Malaysia dari menghadapi krisis global itu
pada peringkat serius.

―Mustapa berjaya menyakinkan kabinet dan mendapat peruntukan yang besar sebanyak RM6 bilion
bagi membaik pulih sistem pengairan untuk kawasan pertanian walaupun baru dilantik.
―Begitu juga, pelbagai usaha yang dilaksanakan termasuk mewujudkan Strategi Jaminan Makanan
Negara dalam mengawal selia pengeluaran dan bekalan makanan yang dijangka membantu
menangani kesan krisis makanan dunia yang mulai dirasai rakyat,‖ katanya pada majlis Malam
Sekalung Budi Kementerian Pertanian dan Industri Asas Tani di sini, malam tadi.

Turut hadir, Mustapa dan Ketua Setiausahanya, Datuk Dr Zulkifli Idris.

Majlis itu bagi meraikan perpindahan Muhyiddin yang bertukar kementerian selepas pilihan raya umum,
8 Mac lalu.

Muhyiddin berkata beliau akan bekerjasama dengan Mustapa bagi meletakkan Malaysia sebagai
destinasi hab produk bekalan makanan utama di peringkat antarabangsa.

Beliau berkata, menjadi tanggungjawabnya memastikan industri pertanian dan asas tani negara
berkembang maju menerusi pelbagai cara termasuk kaedah mempromosikan produk berkenaan di luar
negara.

Terdahulu, Mustapa dalam ucapannya berkata beliau bertuah kerana kementerian baru yang
diterajuinya itu berada dalam landasan yang kukuh dan mantap hasil kepimpinan Muhyiddin yang
cemerlang.

BANGI: Bagi memberi pendedahan kepada masyarakat umum mengenai kepentingan menjaga habitat
tumbuhan hutan khususnya paku-pakis (ptefidofit), Universiti Kebangsaan Malaysia (UKM)
menganjurkan Hari Fernarium UKM Bersama Exxonmobil di sini, baru-baru ini.

Acara julung kali diadakan di Taman Fernarium atau Taman Paku-pakis UKM seluas lapan hektar itu,
menempatkan tumbuhan berkenaan bagi tujuan kajian saintifik, pemuliharaan, rujukan orang ramai
serta penyelidikan, sekali gus menjadi daya tarikan di universiti terbabit.

Naib Canselor UKM, Prof Datuk Dr Sharifah Hapsah Syed Hasan Shahbudin berkata, sumbangan pihak
korporat menjayakan usaha memelihara habitat tumbuhan penting untuk memberi galakan masyarakat
bagi menjayakan misi berkenaan.

―Tugas memelihara khazanah semula jadi ini terutama spesies terancam adalah penting oleh sebab itu
Fakulti Sains dan Teknologi serta Pejabat Hubungan Universiti dan Masyarakat menjalin kerjasama
dengan ExxonMobil untuk memulihkan taman ini secara agresif.

 ―Langkah itu membolehkan kita meneruskan aktiviti penyelidikan, pembelajaran dan pelancongan,‖
katanya ketika melancarkan Hari Fernarium UKM bersama Exxonmobil, baru-baru ini.

Hadir sama Pengurus Teknikal Eksplorasi Permukaan, ExxonMobil, Ray J Mitro dan Dekan Fakulti
Sains dan Teknologi Prof. Dr Aminah Abdullah serta wakil Malaysian Nature Society (MNS).
Tajuk Artikel: Tangguh permohonan penduduk Bukit Gasing

KUALA LUMPUR: Mahkamah Tinggi (Rayuan dan Kuasa-kuasa Khas) di sini, semalam menangguhkan
sehingga esok untuk mendengar permohonan inter parte (dua pihak) bagi 108 penduduk Bukit Gasing
di sini, untuk menghentikan pembangunan di lereng bukit kawasan itu.

Hakim Lau Bee Lan membenarkan permohonan penangguhan itu berikutan peguam Romesh Abraham
yang mewakili Datuk Bandar Kuala Lumpur untuk meneliti beberapa isu di dalam afidavit jawapan yang
baru diterimanya, kelmarin.

Permohonan penangguhan itu diberikan bagi menunggu mendengar permohonan ex parte (sebelah
pihak) untuk perintah sementara menangguhkan kerja pembangunan di kawasan itu sehingga
mahkamah mendengar permohonan secara kedua-dua pihak.

Sementara itu, peguam Joslyn Gooting yang mewakili Gasing Meridian Sdn Bhd (GMSB) turut
bersetuju supaya anak guamnya tidak meneruskan sebarang kerja pembinaan sehingga tarikh itu. Kira-
kira 50 penduduk Bukit Gasing hadir di mahkamah semalam dan mereka diwakili peguam R Sivarasa
dan Derek Fernandez.

KUALA LUMPUR - Perusahaan Otomobil Kedua Sdn. Bhd. (Perodua) bakal melancarkan kenderaan
pacuan empat roda (4WD) yang diberi nama Perodua Nautica pada 10 Mei ini.

Menurut satu kenyataan syarikat itu semalam, Nautica diilhamkan daripada perkataan 'nautical' yang
berhubung kait dengan pelayaran berikutan imej ingin yang ditampil- kan menerusi kenderaan 4WD
tersebut.

"Namanya menggambarkan cabaran dan dalam masa sama turut me- nampilkan kemewahan yang
berupaya memberi pengalaman tanpa sempadan kepada pemiliknya," menurut kenyataan itu.

Menurut kenyataan yang sama, seperti juga kereta keluaran Perodua yang lain, kenderaan utiliti sukan
(SUV) evolusi urban itu dicipta menepati cita rasa pengguna dengan reka bentuk lebih dinamik dan
lasak.

Ia didatangkan dengan kapasiti enjin 1.5 liter dan dua warna iaitu medallion grey dan majestic black.

NOOR HIDAYAH SHAM (kanan) bersama ibunya, Rafeah Kuasa terpaksa meredah air untuk pulang ke
rumah dalam banjir kilat di Kampung Durian Daun, Melaka malam kelmarin.

MELAKA - Beberapa kawasan di daerah Melaka Tengah mengalami banjir kilat selepas hujan lebat
selama kira-kira dua jam malam kelmarin.

Hujan yang bermula kira-kira pukul 8 malam itu telah menyebabkan kawasan seperti Kampung Mata
Kuching, Kampung Durian Daun Dalam, Bukit China dan Banda Kaba dinaiki air setinggi hampir satu
meter.

Seorang penduduk di Kampung Durian Daun Dalam, Rafeah Kuasa, 40, berkata, beliau tidak
menyangka hujan lebat selama dua jam itu boleh menyebabkan banjir.

"Air naik dengan begitu mendadak sampaikan tidak sempat nak selamatkan makanan malam di dapur,''
ujarnya.

Menurut Rafeah, banjir kilat itu adalah lebih buruk berbanding ketika kejadian pada penghujung 2006
yang melanda seluruh Melaka.

"Banjir kilat memang selalu terjadi di sini, namun tidak seteruk kali ini," kata seorang lagi penduduk,
Mahyun Sagap, 55.
Sementara itu, di Kampung Mata Kuching, penduduk
mendakwa, sistem perparitan yang kecil menyumbang
kepada kejadian banjir.

"Memang kawasan ini sering dilanda banjir kilat, tapi sejak
longkang baru dibina. masalah tidak selesai, makin susah
nampak," kata seorang penduduk, Ramli Mansor, 44.

Menurutnya, sebuah longkang baru telah dibina baru-baru ini
mengalirkan air terus ke belakang rumahnya, bukan ke
longkang besar.

"Saya hairan mengapa longkang itu dibuat sedemikian
kerana sepatutnya air dari dalam kampung dialirkan keluar,
bukan kembali ke kampung," jelasnya.

Dalam pada itu, seorang penduduk, Norsalina Osman, 28,
berpendapat pembinaan sistem saliran baru itu tidak
menyelesaikan masalah banjir kilat yang dialami penduduk.

"Mereka buat longkang macam melepaskan batuk di tangga        setelah rumahnya dimasuki air akibat
tanpa menyelesaikan masalah," ujarnya.                        banjir kilat di Kampung Mata Kuching,

PUTRAJAYA, 23 (Bernama) -- Datuk Seri Abdullah Ahmad Badawi mahu setiausaha politik menteri-
menteri, bertugas sebagai satu pasukan dan mesra rakyat, terutama dengan ketiadaan setiausaha
parlimen sekarang.

Perdana Menteri berkata setiausaha politik memikul tanggungjawab yang berat dan penting.

"Memandangkan tiada lagi setiausaha parlimen, dan saudara sebagai setiausaha politik, tentulah akan
menghadapi banyak tugas yang perlu dilaksananakan," katanya pada majlis Mengangkat Sumpah
Simpan Rahsia Setiausaha Politik hari ini.

Seramai 27 orang setiausaha politik menteri-menteri mengangkat sumpah simpan rahsia di hadapan
Perdana menteri di sini.

Turut hadir ialah Ketua Setiausaha Negara Tan Sri Mohd Sidek Hassan.

Beliau menasihati setiausaha politik agar mengelak daripada apa-apa kegiatan yang boleh membawa
perpecahan ataupun persengketaan anggota parti.

"Yang penting saudara mesti menolong menteri-menteri yang padanya saudara berkhidmat. Saudara
mesti bekerja dengan satu sikap iaitu mesra, bukan sahaja mesra dengan ahli parti tetapi mesra
dengan rakyat," katanya.

Ini kerana, kata Abdullah, sebagai setiausaha politik, mereka akan menerima kedatangan banyak
anggota masyarakat, oleh itu mereka mesti tahu bagaimana untuk menjalinkan hubungan baik dengan
orang ramai dan menolong mereka apabila mereka memerlukan pertolongan.

"Sekiranya saudara sendiri tidak dapat menyelesaikannya, saudara boleh buat hubungan dengan
kawan-kawan yang juga setiausaha politik di kementerian yang lain, yang saudara fikir dapat memberi
bantuan kepada pihak yang datang untuk mendapat pertolongan daripada saudara.

"Yang penting ialah saudara bekerja sebagai satu pasukan setiausaha politik Barisan Nasional yang
bekerja di peringkat persekutuan," katanya.

Antara mereka yang mengangkat sumpah, adalah Setiausaha Politik Perdana Menteri Datuk Md Alwi
Che Ahmad (Adun Kok Lanas) dan Datuk Vincent Lim Kian Tick, Setiausaha Politik Menteri Kewangan,
Datuk Reezal Merican Naina Merican, setiausaha politik Timbalan Perdana Menteri, Datuk Mohamad
Fatmi Che Salleh, setiausaha politik Menteri Pertahanan, Datuk Mohd Shafei Abdullah dan setiausaha
politik Menteri di Jabatan Perdana Menteri (Tan Sri Bernadr Dompok),Benedic Lasimbang.

"Sekiranya saudara sendiri tidak dapat menyelesaikannya, saudara boleh buat hubungan dengan
kawan-kawan yang juga setiausaha politik di kementerian yang lain yang saudara fikir dapat memberi
bantuan kepada pihak yang datang untuk mendapat pertolongan daripada saudara.

" Yang perlu, katanya "ialah saudara bekerja sebagai satu pasukan. Sebagai satu pasukan setiausaha
politik Barisan Nasional yang bekerja di peringkat persekutuan."

"Saya ucap selamat bertugas dan selamat menjayakan peranan saudara saudari dengan baik,"
katanya.

Turut mengangkat sumpah setiausaha politik kepada Menteri Perdagangan Antarabangsa Dr
Shahruddin Md Salleh, (Adun Jorak), Datuk Mohamed Ismail Mohamed Othman setiausaha politik
Menteri Di Jabatan Perdana Menteri Datuk Seri Mohamed Nazri Abdul Aziz, Zainuddin Ismail
setiausaha politik Menteri Luar Negeri, Hsbie Satar setiausaha Politik Menteri Kewangan II, Sebastian

MELAKA, 23 April (Bernama) -- Kementerian Pengajian Tinggi hari ini menegaskan bahawa tidak wujud
sebarang unsur riba dalam pinjaman Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN).

Timbalan Menteri Pengajian Tinggi Datuk Idris Haron berkata apa yang dikenakan PTPTN hanya caj
perkhidmatan yang bertujuan memastikan kesinambungan tabung itu dalam usaha memberi pinjaman
kepada pelajar.

"Soal riba dalam pinjaman PTPTN tidak seharusnya wujud kerana apa yang dikenakan hanyalah caj
perkhidmatan dan bukannya berbentuk faedah atau bunga atas pinjaman yang dibuat pelajar," katanya
kepada pemberita selepas merasmikan Forum Malaysia Technical Universities Network Bersama
Industri 2008 di sini, Rabu.

Beliau berkata demikian ketika diminta mengulas kenyataan Menteri di Jabatan Perdana Menteri Datuk
Seri Dr Ahmad Zahid Hamidi baru-baru ini, bahawa satu kajian terperinci perlu dibuat bagi menjelaskan
status caj perkhidmatan pinjaman PTPTN sama ada ia menepati kehendak hukum syarak atau riba.

Idris berkata tidak ada sebarang unsur faedah atau riba dalam PTPTN kerana pihaknya faham
sensitiviti rakyat mengenai perkara berkenaan.

Beliau berkata komitmen kerajaan dalam menyediakan kemudahan pinjaman melalui PTPTN adalah
jelas apabila semua caj kewangan yang dikenakan syarikat yang membiayai tabung itu dibayar
sepenuhnya oleh kerajaan dan tidak diturunkan kepada peminjam.

"Kesinambungan PTPTN adalah penting memandangkan ia dapat menyediakan pinjaman kepada
pelajar untuk meneruskan pelajaran mereka ke peringkat yang lebih tinggi," katanya.

Katanya sekiranya ada peminjam yang tidak membayar balik pinjaman mereka, maka ini samalah
seperti menganiaya adik atau anak mereka sendiri kerana ia mungkin menyebabkan tabung itu tidak
dapat mengeluarkan pinjaman kelak. Beliau berkata Kementerian Pengajian Tinggi akan mengkaji
semula caj perkhidmatan yang dikenakan kini supaya memberi keselesaan kepada peminjam.--
