RESOLUTION 2008-093 A RESOLUTION AUTHORIZING APPROVAL OF A PROPOSAL OF $9,900 FROM HEZNER CORPORATION WHEREAS, the FY 07/08 budget account 0209046 550040 includes $125,000 for replacement of a portion of the roof and repair of two floor drains of the Public Works Building; and WHEREAS, assistance is needed in preparing bid details and specifications for both components of the work; and WHEREAS, the Hezner Group has submitted a proposal in the amount of $9,900 to assist the Public Works Department; and WHEREAS, this project could not be initiated during FY2007-08, which increased the fund balance for the FY2007-08, but requires that this item be budget in FY2008-09 and WHEREAS; this purchase was not budgeted in the General Fund as part of Budget Resolution 2008-54, but this shortfall can be made up by budgeting to draw down the fund balance because Ordinance 2004-61 allows the Board to draw down the fund balance for capital purposes as long as the General Fund operations and debt service costs do not exceed the General Fund operating revenues; and WHEREAS, because this purchase is a capital purchase, which is a permitted reason to draw down fund balances under Ordinance 2004-61, especially when the fund balance has been elevated by the fact that the project was not accomplished in the prior year; and WHEREAS, the Capital SubFund Remodeling budget must be increased to accommodate this purchase;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF VERNON HILLS, LAKE COUNTY, ILLINOIS: THAT the Village Manager is authorized to sign the proposal and a purchase order is issued to Hezner Corporation; and THAT, the FY2008-09 Budget Resolution 2008-54 is hereby amended to increase the Capital Subfund Remodeling and Renovation account (0209046-550040) by 125,000.
