REQUEST FOR PROPOSALS Playground Equipment Purchase and Installation at Plater Street Park BID NO. PG 09‐01 INTRODUCTION 1.1 Request for Proposal Objective This Request for Proposal is for of the purchase and installation of playground equipment, and installation of the structures designed for the 5 to 12 year old age groups of children. The bid also includes the purchase and installation of two picnic tables, two trash receptacles, three benches, 4 seated swings, surfacing, borders, and fibar systems. There will be no public opening; see Section 5 for specific directions for proposal preparation and submission. 1.3.3 Proposals submitted in response to this RFP are irrevocable for 60 days after the proposal due date.

The City reserves the right to cancel this RFP at any time after issuance, to reject, in whole or in part, any and all offers received, to waive minor technicalities in proposals, and to negotiate with responsible offers in any manner necessary to serve its best interests. 2.2 Addenda Any necessary additions or corrections to this RFP will be made by addenda, and issued to all offerors of record. Addenda become part of the RFP, and must be acknowledged by each offeror; failure to acknowledge any addenda shall not relieve offerors of compliance with the terms thereof. The City assumes no responsibility for oral instructions. Oral Presentations The City may request offerors to make oral presentations of their qualifications, and to substantiate any portions of proposals submitted. The Department of Planning and Community Development will schedule such presentations. Economy of Preparation Proposals should be prepared simply and economically, providing a straightforward, concise description of offeror ability to satisfy the requirements of this RFP. Incurred Expenses Offerors are responsible for proposal preparation and submission costs, as well as travel costs incurred in connection with oral presentations or other pre‐award discussions. Acceptance of Terms and Conditions By submitting a proposal in response to this RFP, the offeror accepts the terms and conditions set forth herein. Public Information Act Notice Offerors shall identify any portions of their proposals deemed to contain confidential or proprietary information or trade secrets, and provide justification of why such material, upon request, should not be disclosed. The City may require offerors to submit additional information regarding technical expertise, and other qualifications, and may consider any information otherwise available concerning those qualifications. The City may make such investigation as it deems necessary to determine offeror responsibility. Award Without Discussions The City reserves the right to accept the best written proposal without further discussions, and may do so; thus, offeror should ensure that the initial proposal is both complete, and competitively priced. 2.10 Contractor Responsibilities; Subcontractors The City will enter into a contract with the selected offeror only, and that offeror shall be responsible for all products and services required by the RFP. Subcontractors, if any, must be identified in the proposal, with a complete description of their role relative to the offeror. Conflicts of Interest The offeror shall identify any actual or potential conflicts of interest that exist, or which may arise if the offeror is recommended for award, and propose how such conflicts might be resolved. 2.12 Financial Disclosure The successful offeror shall comply with the provisions of the Annotated Code of Maryland, State Finance and Procurement Article §13‐221 which requires that every business that enters into contracts, leases or other agreements with the State of Maryland or its units or both, under which the business is to receive a total of $100,000 or more shall, within 30 days of the time when the total value of these contracts, leases or other agreements reaches $100,000, file with the Secretary of State a list that contains the name and address of : (1) any resident agent of the business; (2) each officer of the business; and (3) if known, each person who has beneficial ownership of the business.

2.13 Political Contribution Disclosure The successful offeror shall comply with the provisions of Article 33, §30‐1 et seq. of the Annotated Code of Maryland, which requires that every bidder or contractor doing more than $100,000 or more of business with the State, a County, incorporated municipality or other political subdivision are required to file periodic reports of political contributions in excess of $500 to candidates for elective office in the State. and Campaign Finance, 410‐974‐3711, ext. 5 or 800‐222‐8683, ext. 5 for forms and further information. 2.14 Anti‐Bribery Affidavit Section 16‐202, State Finance and Procurement Article requires that each offeror seeking a contract submit an affidavit stating whether the entity or any of its officers, directors, or partners, or any of its employees directly involved in obtaining contracts with the State, have been convicted of bribery, attempted bribery, or conspiracy to bribe under the laws of any state or the federal government. The affidavit form that must be returned with each proposal is included with this RFP. 2.15 Non‐collusion By its signature on the proposal documents submitted, the successful offeror attests that its agents, servants and/or employees, to the best of its knowledge and belief, have not in any way colluded with anyone for and on behalf of the offeror, or themselves, to obtain information that would give the offeror an unfair advantage over others, nor has it colluded with anyone for and on behalf of the offeror, or itself, to gain any favoritism in the award of this RFP. Compliance with Laws By submitting a response to this solicitation, offeror represents that it is not in arrears in the payment of any obligation due and owing the City of Aberdeen, Harford County or the State of Maryland, including the payment of taxes and employee benefits, and that it shall not become so in arrears during the term of any contract arising from award of this RFP. Governing Law The laws of the City of Aberdeen, Harford County and the State of Maryland, and where applicable, federal law and regulation, will govern the contract awarded pursuant to this RFP. Ownership and Retention of Records All reports, drawings, and other data prepared under the contract issued pursuant to this RFP shall become the property of the City. Unless otherwise required by applicable statute of limitations, the successful offeror shall retain all records and documents related to any contract awarded pursuant to this RFP for 3 years after final contract payment by the City, and shall make them available for inspection and audit by authorized representatives of the City at all reasonable times. Billing and Payment 2.19.1 The successful offeror shall keep accurate, document records of time, material and transportation allocable to the City’s contract. Related records will be available for audit purposes during normal business hours, as often as deemed necessary. Invoices submitted for payment must be reviewed by the City Project Manager. 2.19.2 Requests for payment must be submitted to: City of Aberdeen Department of Planning and Community Development 60 N. Applicable Standards/Guidelines The Contractor is required to perform all services in accordance with generally accepted standards of professional practice.

Parke St. Aberdeen, MD 21001 410‐297‐4210 Insurance Requirements 2.22.1 2.23.1 Prior to the execution of the contract, the successful offeror must obtain, at its own cost and expense, and keep in full force and effect until termination of the contract, the following insurance, written in companies licensed to do business in the State of Maryland. 2.22.2 The coverage will be evidenced by a certificate of insurance issued directly to the City by the offeror’s agent, and provide 60 days’ written notice to the City of cancellation or material change in coverage. Evaluation and Selection Criteria 4.1 Responsiveness: The City of Aberdeen staff will initially evaluate each Bid from the information at hand against the criteria established herein to determine if the Bid is responsive according to the solicitation requirements. Questions of a clarifying nature may be asked from bidders as required. Bids lacking any of the submission criteria may be determined non‐responsive and may be removed from consideration. The lowest responsible Bidder shall be the basis of award. If the bidder to whom an award is made shall fail to execute the contract within fifteen (15) calendar days from notice‐of‐award, the award may be annulled and the contract awarded to the second lowest responsible Bidder and such Bidder shall fulfill every stipulation embraced herein as if he were the original party to whom the award was made or the City of Aberdeen may reject any or all bids as its interest may require. Attachment A Scope of Work 1. Desired Goods and Services 1.1. The composite structures will be designed for 5 to 12 year old age group of children Equipment and installation will meet current Consumer Product Safety Commission guidelines and American Society for Testing and Materials standards for playground equipment and meets the standards and recommendations for Americans with Disability Act for playground accommodations. 1.2. The City may waive minor differences in specifications provided these differences do not violate the specific intent nor materially affect the quality, operation and/or safety for which the items are being purchased. Questions concerning specifications should be directed to Kate Talanehzar, Grant Coordinator, 60 North Parks Street, Aberdeen, MD 21001, 410‐272‐1600 ext. 210. 1.3. After receipt by the Contractor of a NOTICE TO PROCEED from the City, the work shall be completed as follows: 1.3.1. State maximum time after the contract is signed and the NOTICE TO PROCEED is issued to complete installation of the play structures specified in the INSTALLATION SCHEDULE. It is important that work be vigorously prosecuted until completion. For each day that any work remains uncompleted beyond the submitted maximum installation schedule, the contractor shall be liable for liquidated damages in the amount of One Hundred Dollars ($100.00) per day. 1.3.2. Installation will begin with a site visit with the installation contractor and the City of Aberdeen Grant Coordinator to inspect the site conditions, set appropriate grades and finalize playground equipment layout. 2. Conformance Guidelines: 2.1. All play structures must comply with the guidelines set forth by the Consumer Product Safety Commission and the standards set forth by the American Society for Testing and Material. Each and every function of the structure shall be capable of withstanding the maximum potential use without failure, and still maintain complete user safety. 2.2. Substitutions: 2.2.1. Substitutions may be made as long as they don’t alter the specific intent of the play function. If a substitution is made, it must be accompanied by complete descriptive literature and a cost analysis in respect to the specified equipment. Substitutions in hardware must be accompanied by complete specifications and a written explanation of how the quality and effectiveness will not be diminished. 2.3. Product liability: SW- Page 1 of 8
2.3.1. The playground equipment manufacturer must carry product liability insurance of at least $1,000,000 and provide a certificate of insurance with the bid showing proof of such insurance. 3. Construction Documents: 3.1. Installation instructions must be included with the play structure when delivered and installed. These instructions must be specific in all regards to the step by step assembly of the structure. Assembly procedures must be presented so as to allow construction without special training or the need for professional assistance. Any and all procedures relevant to product liability must be clearly stated. The instructions will include a measured footer layout and illustrations showing parts and assembly. All components shall be ready for assembly without any cutting, drilling, sizing, etc., needed. 4. Warranty: 4.1. All parts of the play structure shall be fully guaranteed against defects in materials and workmanship for a period of one (1) year. 4.2. Metal or aluminum posts, decks, u‐handle, rungs, clamps or walls shall be guaranteed against structural failure due to corrosion, deterioration or workmanship for ten (10) years. 4.3. All polyethylene components will be guaranteed against structural failure due to corrosion, deterioration or workmanship for five (5) years. 4.4. Wood components shall NOT be included. 4.5. Any parts deemed to be defective shall be furnished absolutely free of charge and delivered to the original shipping address in a timely manner. 4.6. All equipment proposed must conform to current ASTM standards and CPSC guidelines for playground equipment and material quality. All playground equipment proposed must conform to the specifications detailed below or better. Bidder must indicate variances from these specifications in their proposed equipment response. The following specifications will establish guidelines for strength, quality, appearance, and function. Variance will be allowed as long as these factors are not compromised. The City of Gaithersburg will make the final decision as to whether or not a variance is acceptable. 5. Specifications 5.1. Caps: Plastic Caps shall fit snugly into 127 mm (5") and 33 mm (1.315") tube ends and shall be injection molded Low Density Polyethylene. This plastic shall be stabilized against ultraviolet (UV) degradation and shall have color molded in. All caps will be installed at the factory and 127 mm (5”) caps will be secured with aluminum hammer drive pins. 5.2. Hardware: Hardware: Bolts, Nuts, Screws, Threaded Spacers, Washers and Other Hardware used in the assembly of components shall be metric stainless steel and tamper resistant. All necessary hardware shall be provided. SW- Page 2 of 8
5.3. Clamps: Deck Clamp assemblies shall consist of two steel half‐clamps. Clamp profiles shall be designed to eliminate protrusions. Clamps shall be die formed from 12 gauge HRPO steel. Clamps shall have a 6 mm (.25") radius rib formed in the top and bottom of the clamp for structural integrity. The clamp attachment bracket shall be formed from 11 gauge sheet steel and shall be welded securely to the clamp half. All clamp halves shall be zinc plated, yellow dichromate coated and phosphate coated before being TGIC (triglycidyl isocyanurate) polyester powder coated. Tamper‐resistant fasteners shall be used to retain clamps and shall consist of M10 six lobe socket head stainless steel cap screws and M10 slab‐base Tee nuts. All clamps shall be provided with aluminum hammer drive pins to protect against slippage. 5.4. Rail Clamp assemblies shall consist of two steel half‐clamps. Clamp profiles shall be designed to eliminate protrusions. Clamps shall be die formed from 12 gauge HRPO steel. Clamps shall have a minimum 6 mm (.25") radius rib formed in the top and bottom of the clamp for structural integrity. All clamp halves shall be zinc plated, yellow dichromate coated and phosphate coated before being TGIC (triglycidyl isocyanurate) polyester powder coated. The clamp wing bracket shall be formed from 7 gauge sheet steel and shall be welded securely to the clamp half. All clamp halves shall be zinc plated, yellow dichromate coated and phosphate coated before being TGIC (triglycidyl isocyanurate) polyester powder coated. Tamper‐ resistant fasteners shall be used to retain clamps and shall consist of M10 six lobe socket head stainless steel cap screws and M10 slab‐base Tee nuts. All clamps shall be provided with aluminum hammer drive pins to protect against slippage. 5.6. All Steel Tube Components shall comply with ASTM standards: A‐500, or A‐513. The steel tube components contain five layers including an inside galvanized coating, high tensile strength cold formed steel, hot dipped pure zinc meeting ASTM B‐6 applied at 3.5 tenths of an once per square foot, and a proprietary conversion and advanced polymer coatings. The components are freed of excess weld spatter and shall be cleaned in a multiple bath system which shall include a rust‐inhibitive iron phosphate wash prior to painting. Exceptions: 127 mm (5") O.D. aluminum posts. 5.7. Paint, Roto, and PVC Spec: PPLT PAINT Specification: Primer shall be electrostatically applied and cured in an infrared oven. Paint shall be an electrostatically applied polyester TGIC (triglycidyl isocyanurate) powder coating which shall be cured at temperatures between 400 and 500 degrees Fahrenheit. The thickness of the combined primer/paint shall be between 5 mils and 11 mils. The polyester powder shall comply with ASTM standards: D‐2794 (Impact SW- Page 3 of 8
Resistance Test), B‐117 (Salt Spray Resistance Test), G26 (Weatherability Test), and D3359B (Adhesion Crosshatching Test). 5.8. PPLT ROTO Specification: Rotationally Molded Plastic Parts shall be molded from linear low density polyethylene with ultraviolet (UV) light stabilizers, anti‐static guard (for Molding purposes) and color molded in. This material shall comply with ASTM‐D‐790 (Flex Modulus), ASTM ‐D‐638 (Tensile Strength), ASTM‐D‐648 (Heat Deflection Temperature), ARM‐STD (Low Temperature Impact) and rated UL 94. 5.9. PPLT PVC Specification: Textured Poly‐Vinyl‐Chloride coating shall be an average of 3 mm (.125”) thick. Poly‐vinyl‐chloride coating shall be oven cured and textured for added traction when wet or dry. 6. Components: 6.1. KICK PLATES AND DECK TO DECK ACTIVITY PLATES shall be fabricated from 13 gauge (2.3 mm) pre‐galvanized sheet steel for the 8”, 12”, and 16”, 24”, 28”, and 32” plain models. Models with slots or Parachutes (24", 28", 32") shall be fabricated from 11 gauge (3.0 mm) pre‐galvanized sheet steel. After fabrication, deck to deck plates shall be painted per PPLT PAINT Specification. 8”, 12” and 16” plates shall have fun faces laser cut into them. 24”, 28” and 32” plates shall have grooves cut into them with optional slider “Parachute/shapes” fabricated from CNC Routed high density polyethylene sheet. 6.2. INTERDECK STEP shall be completely fabricated from 11 gauge steel. The step surface shall measure 203 mm (8”) deep by a minimum of 406 mm (16”) wide, with rises limited to 203mm (8”). The complete assembly shall be coated per PPLT PVC Specification after fabrication. Available with hand hold loops or safety loops. Safety Loops shall be fabricated from 33 mm (1.315") O.D. pre‐galvanized steel tubing and 3 mm (11 gauge) pre‐galvanized sheet steel. Hand Hold Loops shall be fabricated from 33 mm (1.315") O.D. pre‐galvanized steel tubing. After fabrication loops shall be painted per PPLT PAINT Specification. 6.3. 13 GAUGE GALVANIZED STEEL POST shall be 127 mm (5") O.D., 13 gauge pre‐ galvanized round tubing. Minimum tensile strength shall be 330MPa (48,000 psi). Minimum yield point shall be 310MPa (45,000 psi). The bottom portion of all upright posts shall be crimped slightly to enhance retention in concrete footings. Plastic caps shall fit into the uncrimped end of the 127 mm (5") tube. After fabrication, all posts shall be painted per PPLT PAINT Specification. 6.4. SLIDING POLE shall be fabricated from 42.2 mm (1.66") O.D. pre‐galvanized steel pipe. Enclosure shall be fabricated from 33 mm (1.315") O.D. pre‐galvanized steel tubing and 3 mm (11 gauge) pre‐galvanized sheet steel. After fabrication all components shall be painted per PPLT PAINT Specification. 6.5. 360 DEGREE OVERHEAD shall consist of a continuous hand grasping component fabricated from 33 mm (1.315”) O.D. pre‐galvanized steel tubing suspended from a second circular support component fabricated from 48.3 mm (1.9”) O.D. pre‐ galvanized steel tubing. support legs which shall be fabricated from 48.3 mm (1.9") O.D. pre‐galvanized steel tubing. 360 Degree Overheads shall be painted per PPLT PAINT Specification. Advanced 360 Degree Overhead systems can be used in conjunction with Circle, “S”, “C”, and “Z” overhead components. 6.6. SQUARE VINYL CLAD METAL DECK shall cover a minimum of 1.46 square meters (2,275 square inches) of top surface area, be a one‐piece construction and be designed to maintain a full 1.2 m (48") on center post spacing. Metal decks shall be fabricated from 13 gauge hot rolled steel which shall be punched, formed and reinforced with welded in place 11 gauge strips and 7 gauge plates. Decks shall have a pattern of equally spaced holes on each edge to provide flush mounting of play events that attach to the deck. This hole pattern shall allow multiple decks to be assembled at the same level providing a surface without size limitations. This assembly shall be coated per PPLT PVC Specification. 6.7. OVERHEAD LINK shall be designed to incorporate a one‐piece, welded construction to aid installation. Climbing link shall consist of 33 mm (1.315”), 42mm (1.625"), & 25mm (1") O.D. pre‐galvanized steel tubing. Climbing link shall be painted per PPLT PAINT Specification. Available with Rail clamps w/ wedge. 6.8. RUNG LADDER shall be designed to incorporate a one‐piece, welded construction to aid installation. Rung ladder side rails shall consist of 33 mm (1.315”) O.D. pre‐ galvanized steel tubing. Rungs shall be fabricated for 25 mm (1”) O.D. pre‐ galvanized steel tubing. Brackets shall be fabricated from 7 gauge pre‐galvanized steel. Available with hand loops or safety loops. Safety Loops shall be fabricated from 33 mm (1.315") O.D. pre‐galvanized steel tubing and 3 mm (11 gauge) pre‐ galvanized sheet steel. Hand Hold Loops shall be fabricated from 33 mm (1.315") O.D. pre‐galvanized steel tubing. After fabrication all parts shall be painted per PPLT PAINT Specification. 6.9. VINYL CLAD HALF DECK shall cover a minimum of .73 square meters (1,138 square inches) of top surface area and be a one‐piece construction. Metal decks shall be fabricated from 13 gauge hot rolled steel which shall be punched, formed and reinforced with welded in place 11 gauge strips and 7 gauge corner plates. Decks shall have a pattern of equally spaced holes on each edge to provide flush mounting of play events that attach to the deck. This hole pattern shall allow multiple decks to be assembled at the same level providing a surface without size limitations. This assembly shall be coated per PPLT PVC Specification. 6.10. WISHBONE CLIMBER shall be fabricated from 48.3 mm (1.9”) O.D. pre‐ galvanize steel tubing lower rails, 42.2 mm (1.6”) O.D. pre‐galvanized tubing upper rails, and 33.4 mm (1.315”) rungs and vertical loops. The Wishbone Climber shall be an all welded construction. Enclosure shall be fabricated from 33 mm (1.315") O.D. pre‐galvanized steel tubing and 3 mm (11 gauge) pre‐galvanized sheet steel. After fabrication all parts shall be painted per PPLT PAINT Specification. 6.11. VINYL CLAD CLATTER (SUSPENSION) BRIDGE (U.S. Patent #5,118,099) planks shall be pre‐assembled at factory for ease of installation. Clatter Bridge planks shall be fabricated from one piece of 11 gauge punched and formed hot SW- Page 5 of 8
rolled sheet steel. The clatter bridge plank shall be dipped per PPLT PVC Specification. Assembly of planks shall be such that no open gaps occur between planks. Plank to plank joints shall be pinch proof to the user. No cables or chains shall be used in the assembly of the planks. Clatter bridges shall have a dual rail side enclosure with vertical rails fabricated from 33 mm (1.315”) pre‐galvanized steel tubing and curved rails to match the curve of the bridge fabricated from 48 mm (1.9") pre‐galvanized steel tubing, to provide user stability at a consistent height along the bridge. Hand rails shall be painted per PPLT PAINT Specification. 6.12. TRANSFER STATION WITH GUARD RAIL shall consist of two triangular decks and step assemblies for the handrails. Each triangular deck shall be fabricated from 13 gauge sheet steel, covering .37 square meters (575 square inches) and have three 25 x 152 mm (1” x 6”) hand slots incorporated into the deck surface for aid in user transition. The step assemblies provide access from the transfer decks to a 915 mm (36”), 1016 mm (40"), 1220 mm (48"), 1422 mm (56"), 1625 mm (64") deck height. Each step shall have a tread depth of 406 mm (16”) and a tread width of 953 mm (37.5”), with each rise 203 mm (8”) or less. Each step assembly shall have an all welded construction from 13 gauge sheet steel. Each step assembly and Transfer Deck shall be coated per PPLT PVC Specification. Transfer Station Guard Rails shall be fabricated from 33 mm (1.315”) O.D., pre‐ galvanized, 11 gauge tubing. Transfer Station loops shall be fabricated from 42.2 mm (1.66”) O.D., pre‐galvanized, 11 gauge tubing. All welded handrail assemblies shall be painted per PPLT PAINT Specification. 6.13. ACCORDION CLIMBER shall be fabricated from 33 mm (1.315”) O.D. pre‐ galvanized steel tubing. The End Support for the Accordion Climbers shall be fabricated from 48.3 mm (1.90”) O.D. pre‐galvanized tube. Enclosures shall be fabricated from 33 mm (1.315”) O.D. pre‐galvanized steel tubing and 3 mm (11 gauge) pre‐galvanized sheet steel. After fabrication all parts shall be painted per PPLT PAINT Specification. 6.14. COLOSSUS SLIDE WITH HOOD shall be rotationally molded per PPLT ROTO Specification. Top of the slide hood shall be at least 965 mm (38”) above the deck surface. The connection between the slide, deck, and slide hood shall prohibit string entanglement. Slide bed shall be one‐piece with no seams or joints. Slide end support shall be fabricated from 48.3 mm (1.9") 11 ga round tubing. Steel hood supports shall be fabricated from 33.4 mm (1.32") O.D. tubing. All Steel components shall be painted per PPLT PAINT Specification. 6.15. KB INFINITY CLIMBER GROUND TO DECK shall be rotationally molded per PPLT ROTO Specification. Footing supports are fabricated from pre‐galvanized 42.2 mm (1.660”) diameter steel tubing welded with 11 gauge pre‐galvanized sheet steel. The enclosure shall be fabricated from 42.2 mm (1.66”) O.D. and 33.4 mm (1.315") O.D. pre‐galvanized steel tubing and from 11 gauge pre‐galvanized sheet steel. The supports and enclosure shall be painted per PPLT PAINT Specification. 6.16. HALFHEX VINYL CLAD METAL DECKS shall be one piece and cover a minimum of 1.89 square meters (2,955 square inches) of top surface area. formed and reinforced with welded in place 11 gauge strips and 7 gauge corner plates. Decks shall have a pattern of equally spaced holes on each edge to provide flush mounting of play events that attach to the deck. This hole pattern shall allow multiple decks at the same level to be assembled providing a surface without size limitations. This assembly shall be coated per PPLT PVC Specification. 6.17. NRG Hogs Back supports shall be constructed from 3.5” (88.9mm) diameter 11 gauge (3mm) thick structural steel tubing. Supports shall be painted per PPLT PAINT Specification. Ropes shall be .7” (18 mm) and 1” (25.4 mm) polypropylene covered ropes with steel core. 7. Trash Receptacle: The Playground Receptacle shall be comprised of a welded assy made from 7 ga (4.5 mm), 11 ga (3 mm) pregalvanized sheetsteel, and 2 3/8" (60.3 mm) tube. The side covers shall be made from 16 ga (1.6 mm) sheetsteel. The lid is spun formed from 13 ga (2.3 mm) sheetsteel. Components shall be painted per PPLT PAINT Specification. 8. Park Bench: Overall dimensions shall be 33” high x 21” wide x 6’ (or 8’) long. Average Seat height above ground shall be 18”. Park bench frames shall have a vertical 36” leg, to be embedded in concrete. All frames shall be fabricated from 2 ⅜” O.D. galvanized iron pipe. Galvanized stamped steel end caps shall cover open pipe ends. All frame components shall be electrically welded together such that sharp corners and edges are eliminated. Vinyl clad back and seat shall be fabricated from 11GA. Precision punched flat steel. To eliminate sharp points, all edges and corners shall be rounded to a 2” diameter. For extra rigidity, back and seat shall have 11 GA. Steel bracing welded to the underside. Bench back shall be coated per PPLT PVC Specification. Available in 6’ or 8’ please specify. 9. Picnic Tables: Overall size to be 59 ¼” wide x 29” high x 6’ (or 8’) long. Seat height above ground to be 17”. Table top width to be 29”. Picnic table leg frame shall be fabricated from 1‐ ⅝” O.D. iron pipe and shall be electrically welded into a one piece end frame. Frame shall be walk‐thru design. All bends are to be on a 3 ‐13/16” inside radius. No pipe or metal parts shall extend past the outside edge of the seat. All table top and seat mounting brackets shall be fabricated from 3/16” x 4” steel plate bent a 90degrees to form a 2” x2” angle. All table top and seat mounting brackets shall be precision punched. For safety, all mounting brackets shall be rounded to a 1 ½” radius on all corners of surfaces in a vertical plane. Cross braces shall consist of 1‐5/16” O.D. galvanized iron pipe with ends flattened, punched and rounded to a 1 ½” radius. One 1 ½” x ½” x ⅛” x 26 ½” center channel shall be mechanically attached to the bottom side of the table top to prevent warping of wood. Center channel shall have a 2” x 1”x 3/16” tab extending downward such that cross braces may be mechanically fastened to center channel. Thus providing overall strength and rigidity. Leg end frame and center channel finish shall be hot‐dipped galvanized per ASTM‐A120 after fabrication covering all welds, cut ends, punched holes, etc. Two ½” diameter drain holes shall be punched in the fabricated angles at various locations where the pipe frame attaches. These holes shall be placed to allow the galvanizing to flow through and coat all surfaces inside and out. Vinyl clad tables shall be fabricated from precision punched flat sheet steel. Cross braces shall mount directly to the bottom of the table top. To eliminate sharp corners, SW- Page 7 of 8
all edges shall be rounded to a 2” diameter. For extra rigidity all table tops and seats shall have 11GA. Steel bracing welded to the underside. Table top and seats shall be coated per PPLT PVC Specification 10. Swings:MAX PLAY™ SWING (All Seats) beam shall be fabricated from 60 mm (2.375”) O.D. 5 gauge pre‐galvanized steel tube. Uprights shall be fabricated from 127 mm (5”) O.D. 11 gauge pre‐galvanized steel tube. The beam and uprights shall be painted per PPLT PAINT Specification. Anti Wrap‐over swing bearings (U.S. Patent 6,123,480) shall be fabricated from 415D sand cast Aluminum Bronze with injection molded nylatron plastic sleeve. Swing chains shall be 4/0 straight link galvanized steel. All seats shall have ultraviolet (UV) light stabilizers, anti‐static guard and black color molded in. Swings seats shall be flame retardant and also provide excellent chemical resistance. 10.1. Standard Belt Swing Seats shall be heavy duty construction, fabricated from 70 durometer EPDM rubber with a tempered steel insert molded inside, rendering them slash proof. 10.2. Tot Swing Seats shall be heavy duty construction, fabricated from black EPDM rubber with a tempered steel insert molded inside, rendering them slash proof. Tot seat shall be fully enclosed to prevent slipping out and provide lower back support. Two sizes of leg cutouts make this seat versatile enough to accommodate larger children with special needs also.
11. Surfacing: 11.1. Surfacing for the composite structure shall be poured in place rubber installed at the appropriate thickness. Installation of surfacing to be done by certified installers dedicated solely to the installation of poured in place surfacing. 11.2. Surfacing for the swing area to be Fibar System 312. 12. Borders: Borders for the swing area shall be 12” high, 6’ long black plastic Kid Timber border panels. 13. Area: Area for the composite structure not to exceed 57’ x 35’. 13.1.
