              MCI is planning to move the UNE-P's to UNE-L's and is very concerned              open
    I      B about line losses if an interim move to resale is required.

                On the transition between UNE-P and resale, feature transparency is a           open
                major concern as is rate treatment. Also an entire business customer
                should be transitioned at the same time since many customers have hunt
                groups and they may be stranded if hunt group members are not moved
                simultaneously. There is a need for USOC codes for features to be
   I       C    reviewed so that current features on UNE-P will not be lost with Verizon's
                resale package line features. Sherry Lichtenberg will provide current list of
                features for MCI UNE-P lines. Beth Cohen from Verizon will schedule a
                resale workshop training session with a target offering time ASAP to allow
                proper planning to meet the Verizon requested end of May info received
                date.

                Peggy Rubino: Are the bits for blocking codes the same for UNE-P vs.            open

                Resale lines?
                Are the Verizon Freedom packages available for resale for residential and       open

                business customers?
                Will there be any account establishment fee for converting these lines to       open
                resale? In the future will there be any account establishment fees when

              conversions & (2)Verizon Industry letter on Credits. See

              The action items from Working Group Mtg 9 were reviewed and
     1,       discussion about those items took place. The discussion is
              summarized in the listing of each item.
              Meeting 10 Agenda item 2. DSL conversion will take place          Mike Willis, (VMD), Steve Gabrelli, VMD,      open
              after the rest of the N& E routes have been swung to the new      Dave Collins(VMD)
              switch. Lists including circuit ID's to be provided at that time.
              Mike Willis (Verizon) Meeting 10 Agenda item 2, sub item.
     2        Industry Letter on Credits: Still in the hands of Verizon
              legal, will be released later this week. (8/8 thru 8/12). Dave
              Collins to provide copy when available. It will be posted on
              the PSC web site.

              POST Meeting Discussion on DSL conversion Process:                   Mark Givins, Tom Delaney (Verizon), Mike   open
              Connections will remain to MDF, Tie pairs to be added. 1-Tie         Clancy(Covad)
              pair to OE & 1 tie pair to Cable pair. No additional change to bill.
              S.O. will write orders and be worked together. Physical work to

              together...there will be three orders a disconnect and two new.

     allow changes. Tom Delaney to work with the problem...
     physical changes can be made but system may not be corrected
     till after cut,

          5th or 6th. There is a small group of lines with DSL's (50-60) to be processed.

         still has to poll and that is in process.
         J.R. Liquefatto(GTB) asked about USOC feature list originally requested by Sherry                    Verizon        pending

         progress on the USOC list. In order to resolve the question Verizon was asked if they could
         help determine USOC list. It was pointed out that the USOCs were addressed to some extent

         Jerry Hughes recapped the major discussion items and goals from the 2nd W-G
         Meeting. Also, indicated that although 11 CLECs submitted line counts/disposition to
  1      Verizon, this was less than expected and encouraged better flow of this information.

         Jerry Hughes solicited feedback on the Local Ordering Workshop(LOW) held on
         April 19. A follow-up was suggested. Many of the CLECs technical people were
         committed to other activities and the people who sat in on the LOW were not the day
         to day folks familiar with this activity. John Gilbert(Verizon) Is another workshop
  2      what is really required or is their some individual one-on-one or a smalll group that
         might better serve the need? Starpower and ACN stated they both need additional
         help. Robin Benson (Lightwave)stated it was a good session but she was not having
         a great deal of success with a subsequent session she initiated.

         Jody Grimshaw: if Verizon migrates the lines for the CLEC, to what is the service

         they will they be migrated. Ans: 1FR & 1MB.
         John Gilbert(Verizon) summarized the Verizon the current offers and a new offer:
         1. If CLECs migration order is received by May 31, Verizon will credit each CLEC
         the difference between the cost of UNE-P and the cost of resale. This credit will end
         on June 30, 2005.                                                                 2.
         Verizon will waive Non-Recurring Charge(NRC) if CLEC submits migration order by
         May 31, 2005. NRC will apply to migration orders issued after 5/31 or to any line(s) a

         CELC does not submit a migration order for. The Verizon will begin preparing mass
         migration orders on 6-21-05 for all remaining CLEC lines.
         3. (NEW OFFER) UNE-P resale credit of $4.45 per residential line and $9.01 per
         business line, monthly. during the period from July 1, 2005 to March 10, 2006..
         Standard resale policy will apply to Subscriber Line Charges and Access charges.
         Verizon named Pam Mcann 212 395-2111 as a contact for CLECs to update ICAs.
         J.R. Liquefatto(GTB) asked about USOC feature list originally requested by Sherry Verizon          open

          indicated they should be working directly with him. Ellen McGraw (AT&T) is
          concerned about having added a number of customers recently added and therefore
          not in agreement with the the Feb. 28 Verizon list. Tom Delany indicated that (AT&T)
          list should be provided so the records could be reconcilled.

     1       Jerry Hughes provided introductions and summarized the goals of the working
             group as required by the Public Service Commission's Letter Order.
             Discussed the FCC’s mandate that there is no legal obligation to unbundle
             packet switching.
             A migration must take place from the current UNE-P line base to either UNE-L or
             Resale for those lines.
             Everyone in the working Group was apprised of the need to provide current line
             information and planned migration information as required in the PSC letter
             Order. Info to be provided for each working Group Meeting ultimately to provide
             regular reports to the commission.
      2      John Gilbert from Verizon provided an overview of the steps necessary to
             accomplish the Gaithersburg transition and the alternatives under consideration.

      4      Verizon Network Planner Phil Harrington provided an overview of the
             Gaithersburg Switch implementation plan. Gaithersburg is currently a 105k line
             switch. The transition we are working is Phase I of a two phase replacement and
             consists of outside plant routes 1 & 2 of 4 routes. Floor space and current main
             frame exhaust are the main drivers for the replacement. The replacement switch
             vehicle is a Nortel Succession Packet Switch. 48k lines to be converted in July
             utilizing Local Number Portability (LNP) and the line migration will be at the rate
             of 2400 lines per-nite. Phase II will take place in the 2006 time frame. Verizon
             has no plans, currently for network-wide change-out to packet switches.


     5       Laura Napolitano from Verizon talked about transition and the LSR routine.

     9.      Tom Delany explained the role of the CLEC Verizon Account managers. Verizon                 Verizon              open

             migrate lines to resale the profile for this transition is on the Verizon web-site.

             LSR's must be provided to Verizon by the end of May. (general pricing

             in Verizon's hands by the end of May Verizon will continue UNE-P pricing levels
             till cut-over. Pricing will be accomplished in the form of adjustments. No
             Gaithersburg only commercial pricing agreements for resale will be made.
             Pricing will continue to be set between CLEC & Verizon on a package basis.
