   I    Purpose – Summary of Intent

   As described in the Web Filtering Standard and the Collaborative Web Technologies Standard,
   the City of Phoenix (CoP) blocks access to inappropriate Web content, including access to
   specific collaborative Web technologies. The purpose of this Standard Operating Procedure
   (SOP) is to define the processes to

        •   Request individual access to a blocked Internet site
        •   Request individual access to the set of approved collaborative Web technologies
            Internet sites, and
        •   Request that a blocked Web site or a blocked collaborative Web technology be added to
            the set of approved sites.

   II   Definitions – Terms Specific to the SOP

   There are two categories of blocked Web sites, normally blocked sites and collaborative Web
   technologies. Collaborative Web technologies refer to Internet social and alternate media
   channels and utilities (aka Web 2.0) that are used for peer collaboration and communication.
   These include, but are not limited to Internet sites and communication channels, such as
   Facebook, YouTube, and Twitter.

   For the purposes of this document, collaborative Web technologies do not include internal
   collaboration software, such as Microsoft SharePoint or Lotus Notes, nor do they include
   business related professional/technical Web logs (blogs) or wikis.

  III Roles and Responsibilities

  City personnel must use City information systems and protect City information in accordance
  with all A.R.’s and standards.

  Department heads are responsible and accountable for approving access to blocked sites for
  their personnel.

  The City Manager or his designee is responsible for approving and authorizing access to
  collaborative Web technologies Web sites.

  The City reserves the right to revoke access to a specific Web site or use of a specific
  collaborative Web technology at any time if access creates an unacceptable security risk for the
  City. The Information Security & Privacy Office (ISPO) is responsible for assessing a Web site’s
  potential security risk.


  IV Procedures

  1.     Requesting individual access to blocked Web sites. City personnel must complete
  the Blocked Web Site Access Request form to request access to a blocked Web site. The
