2.0 INDUSTRIAL PROFILE OF THE DISTRICT
2.1 Medium and Large Scale Industry Development
The district has 852 numbers of medium and large scale units with capital
investment of Rs. 34862 Crores, employing 168987 persons as on 31-03-2007.

2.2 Small Scale Industry Development
The district has 46555 numbers of SSI units with capital investment of Rs.
207919 Lacs, employing 227002 persons as on 31-03-2007. Taluka wise
details and SSI Units are given in Table 2.2. The distribution of SSI units by
industry type is given in Table 2.3. Industry Clusters identified in the district
are given in Table 2.4

It can be observed from the above that the small industry clusters in the district
consists mainly of silk textiles, diamond processing industry and Zari & Zari
products industry located in city taluka and choryasi taluka.
3.0 TECHNICAL EDUCATION AND INDUSTRIAL TRAINING
There is a Government Engineering College and a Regional Engineering
College along with two Self Financed Engineering Colleges offering degree
courses in engineering in Surat. There are two Government Polytechnics along
with three Self Financed Polytechnics offering diploma engineering courses in
Surat. The details of Technical Education institutes in Surat are given in Table
3.1.

More over, there are 20 ITIs having total 6196 seats in the district offering
various industrial training courses as shown in Annexure I, out of which two
have Apparel Park Training center and two are Center of Excellence.
In addition one ITI for ladies is proposed at Surat. ITI Surat has entered in to
MOU and joined in Public-Private Partnership for Center of Excellence as
follows.

3.1 Availability of Students
There were 9638 students appeared in 12th science and 30256 students
appeared in 12th General Stream examinations. Out of these 7182 (74.52%)
students and 26199 (86.59%) students have passed respectively during the
current year.
4.0 NEED FOR ITI EXTENSION CENTERS
It can be observed from the industrial profile of the district that there is
concentrated growth of textile industry, diamond processing industry and
engineering industry in the district. Mainly textile industry and diamond
processing industry have developed in Surat and Sachin. It has been learnt that
there is need for industry specific manpower training in the centers like Surat
and Sachin.
5.0 SELECTION OF ITI EXTENSION CENTER
The premises are available to set up ITI extension centers for manpower
training in GIDC estates at Sachin and Ichhapore located near Surat.
Indian Diamond Industry (IDI) has shown preparedness to set up and run ITI
extension center for manpower training for Jewellry making. IDI is already
conducting courses for Diamond Processing and Jewellry making. IDI is
sponsored by Govt. of India, Govt. of Gujarat and GJEPC.
Sachin is an industrial area near Surat city and is well connected by
communication facilities as well as Railway and National Highway. Ichhapore

is an industrial area on the way to Hajira near Surat city is well connected by
communication facilities as well as Highway.
5.1 Surat Center
Surat is at the heart of India’s thriving diamond-polishing industry, which
in 2005 cut 92% of the world’s diamond pieces and earned India $8 billion
in exports.
Surat is also a major production centre for synthetic textiles in India. It is
an industrial hub for the production of synthetic fibers and man-made
fabrics, contributing almost 28% of India’s total synthetic fiber output and
40% of India’s total man-made fabric production and computrised
embroidery work.
Zari Industry in India is geographically concentrated in Surat. It is leading
industry in Surat after diamond and textiles, fragmented with over 5000
units offering direct and indirect employment to over 100000 artisans and
workers with an annual turnover of Rs. 300 to 500 crores contributing 70%
to 80% of India’s zari production.
In addition, Surat is home to several major processing facilities
/manufacturing centers for Reliance Petrochemicals, EssarSteel, Larsen &
Toubro, KRIBHCO, ONGC, Shell, ABG Shipyard, Torrent Power etc.
Surat occupies a pivotal position on Ahmedabad- Mumbai corridor and is
connected by railway at a distance of 230 km. from Ahmedabad, 256 km.
from Mumbai and 129 km from Vadodara. Magdalla port is in near
vicinity.
5.2 Indian Diamond Institute (IDI)
Indian Diamond Institute (IDI) provides Gem & Jewellry Trade & industry
with a variety of educational & training programmes, encompassing entire
segments of learning under one roof, the courses cover high end and the
new emerging technologies.
IDI also extents its consultancy service to establish a Gem & Jewellry
Training Centre or a Gem Testing Laboratory.
The industry looks at IDI now for all its technical solutions. IDI is working
very actively with the industry, the state & central governments and is all
poised to meet global challenges. IDI is soon establishing a City Center to
augment present & future needs of the Gem & Jewellry Industry.

7.0 REASONS FOR SELECTION OF CENTRES
1) Small industries cluster development as well as medium and large
industries development in the area, particularly in textiles and diamond
processing industries.
2) Surat's Zari industry needs to provide training to artisans in order to
develop new products, improve its dismal working conditions, opt for
quality control and standardization and upgrade technology.
3) Availability of necessary infrastructure facility to set up ITI extension
center.
4) Development of Surat SEZ, with over 150 operating units, which
represent the industry segments viz. jewellery making, diamond
processing, textiles, textile machinery, engineering, etc.
5) Gujarat Hira Bourse is setting up Gems & Jewellry Park at Ichhapore.
6) Ministry of Commerce, Government of India has sanctioned Rs. 50
Crores for development of Jewellry Cluster.
7) Preparedness of IDI in setting up and running the ITI extension center
for Jewellry related courses.
8) Need of Surat being industrially and commercially well developed city.
