We want to tell you something you may not know about:

You might think that we want to tell you about a fraud ring that falsified accident reports, like the one
that GAINSCO's Special Investigation Unit (SIU) recently helped federal and state authorities

However, we want to make you aware of another kind of fraud that is just as serious. Rate evasion
is insurance fraud that occurs when a written policy is misclassified in order to bind the policy at a
lower premium than what should have been charged. Examples of rate evasion are to knowingly:

    •   claim proof of prior insurance when none exists
    •   not disclose drivers or other household members
    •   falsify addresses
    •   withhold information about prior losses and violations

Why is rate evasion so serious? The costs of illegal rate evasion are passed to the
consumer. Companies must raise rates, and honest agents and customers must ultimately foot the
bill for dishonest ones. This is a good example of how "a few bad apples spoil the bunch."

GAINSCO is acutely aware of rate evasion, and we are serious about controlling it. So we are
constantly looking for ways to uncover these cases of fraud. GAINSCO has zero tolerance for any
intentional act by our agencies to write policies at incorrect, lower rates. We continue to refer
individuals involved to the Department of Financial Services who may take actions ranging from
administrative action to prosecution. We want to be sure you are aware of some specific situations
we monitor very closely:

    •   Non-complying proof-of-prior insurance
    •   Improperly rejecting Discovered At-Fault Accidents
    •   Improper use of garaging address
    •   Incorrect rating addresses
    •   Not listing all required drivers
