     Review of Polling Districts and Polling Places
                               Initial Proposals

                 prepared on behalf of the Authority

Section 16 of the Electoral Administration Act 2006 requires all local authorities to
conduct a review of all Polling Districts and Polling Places for the Parliamentary
Constituencies within the local authority’s area.

The Procedure for such reviews requires the Authority to produce ‘Initial Proposals’
upon which representations and comments received must then be considered.

There are two parts to the consultation, namely:

      A compulsory submission from the Returning Officer of each of the
      parliamentary constituencies concerned, and

      Submissions from other persons and bodies.

The following Initial Proposals have been prepared based on the considerations set
out below, and having regard to the submissions received during the “Preliminary
Stage” of the Review.

At this stage, the Returning Officer has offered observations with respect to the
proposed provision of new polling stations in a limited number of specific locations.
In all other cases, he is content with the Initial Proposals, but reserves the right to
revise, and/or to add to, his views on the basis of expressions of support or objection
received in response to this consultation.

Such submissions of support or objection are now invited.

Representations previously made can be resubmitted at this stage for further
consideration.

The final decision of the Authority will be taken at a meeting of Full Council in
December.

Submissions must be received no later than 5pm on Tuesday 13 November
2007.
Considerations taken into account in drawing up the Initial Proposals:

   The first two considerations are a requirement of Electoral law, and are:

   1.     To ensure that all electors have such reasonable facilities for voting as are
          practicable in the circumstances. (see Access General)

   2.     To ensure that so far as is reasonable and practicable every polling place
          is accessible to electors who are disabled. (see Access Disabled)

   The further considerations are based on the guidance issued by the Electoral
   Commission and the views of Election Administrators.

   3.     Current levels of satisfaction/dissatisfaction as expressed by or on behalf
          of electors. (Appendix 1 only).

   4.     A cost/elector value assessment (see particular considerations)

   5.     Disturbance to electors which would be caused by alteration of polling
          arrangements (see particular considerations)

   6.     A polling station should be in its own polling district, unless it is not
          possible to find a suitable place in the district. (see notes)

   7.     There should not be major barriers between the voters and their polling
          station. (see particular considerations)

   8.     The polling station should not be difficult to locate (see notes)

   9.     The geography topography of the area should be taken into account (see
          notes)

   10.    Facilities for polling staff. (see facilities)

   11.    If there appears to be a need in all or particular elections for multiple
          polling stations in a polling place. (see particular considerations)

   12.    Capability of the polling station to cope with peaks of electors allocated to
          it. (see particular considerations)

   13.    The availability of LCC premises before LCC schools and both before
          other premises. (see facilities)

that, for the purposes of this Review, the existing arrangements should be left
unchanged.

The proposed mergers are detailed, along with comments on:
   a) Access for the electorate in general;
   b) Access for those with disabilities;
   c) Facilities for polling, and
   d) Other particular considerations.
A response to each proposal is given, and this constitutes the Authority’s Initial
Proposal for the purposes of this Review.

ALWOODLEY WARD
