Dave Bennett, Hedge Manager
His clients include various sized pipeline accounts, banks and mortgage banks, servicers, and whole loan inves-
tors. In this role, he advises clients and executes hedges on behalf of them in order to mitigate interest rate and
fallout risk. He also advises pipeline customers on best execution, margin and accounting strategies. On the whole
loan/MSR side, Dave assists in modeling valuation sensitivity to factors such as housing values, default and pre-
payment assumptions, and interest rate movements. Before working at Compass, he worked on the Interest Rate
Products sales desk at Lehman Brothers. He is a graduate of Princeton University.
Mark S. Bickert, Vice President Marketing, Eastern Region

Mark reports to the Senior Vice President Single Family Mortgage Business
(SFMB), Eastern Regional Office. Mr. Bickert is responsible for developing goals and
strategies to achieve Fannie Mae s business objectives with some of the largest cus-
tomer relationships within the Eastern Region. As a leader of the Eastern Region,
Bickert is directly accountable for the customer management performance of a major
unit of the SFMB.
Prior to his April 2010 appointment, Bickert was Director of Strategic Customer Man-
agement for the Eastern Region, responsible for directing and managing a highly
skilled and motivated customer management staff in effective strategic planning and
relationship management of Fannie Mae s largest customers.
During his tenure at Fannie Mae, Bickert has served as Director of Capital Markets

Rosemary S. Gadsden, Acting Field Office Director/Supervisory Housing Program

Mrs. Gadsden is presently delegated as the Acting Field Office Director. She is the principal
management official in the Tampa Field Office. In addition, Mrs. Gadsden is the Supervi-
sory Housing Program Specialist for the Atlanta Homeownership Center. As a result, she
manages, coordinates, and administers single family technical assistance. In addition to that,
Mrs. Gadsden provides education and outreach to the mortgage industry, processes housing
counseling grant applications, monitors the housing counseling agencies, and she performs
management and marketing contract monitoring reviews.
The Single Family staff is currently responsible for 12 counties in the Tampa jurisdiction as
well as the following counties in the Miami Jurisdiction (e.g., Charlotte, Lee, Glades, Hen-
dry, and Levy). Mrs. Gadsden is the Single Family primary point of contact for the State of
Florida mortgage industry.
Mrs. Gadsden became a member of the HUD staff in August 1979 and has worked in the
federal government for 37 years. She has served the agency as a Personnel Assistant, Administrative Services/
Personnel Assistant, Administrative Assistant, Single Family Underwriter, Chief of the Single Family Production
Branch, Community Builder, and the Chief Customer Service Branch. Prior to joining HUD, Mrs. Gadsden was
employed by the James A. Haley VA Medical Center in the Personnel Division.

Frank E. Nothaft was appointed to the position of chief economist in December
2001. In this position, Nothaft is responsible for forecasts, research and analysis
