					CARLTON SCROOP AND NORMANTON-ON-CLIFFE
             PARISH COUNCIL

                        PARISH COUNCIL MEETING
               Minutes of the Meeting held on the 16th September 2010

       -   Public Forum: There were 27 members of the public in attendance mainly
           from the village of Normanton-on-Cliffe and the Chairman asked if item
           No 5 on the Parish Council agenda relating to the possible postal
           numbering scheme could be brought forward so that it could be discussed
           in the public forum which was agreed. Considerable discussion took place
           on this matter and it was clear that the residents of Normanton-on-Cliffe
           who were in attendance did not want to change the postal numbering
           already in place. After everyone had been given the opportunity to speak a
           vote was taken and it was agreed unanimously that no action be taken in
           respect of the postal numbering scheme.
       -   Outstanding repairs to one of the Council Houses on Main Street,
           Normanton-on-Cliffe was raised and the complainant was asked to discuss
           the situation with both the Chairman and Councillor V Kerr after the
           meeting as this was clearly the responsibility of SKDC.
       -   It was agreed that the dates of future Parish Council meetings would be
           included in the quarterly Newsletter delivered to every resident in both
           villages.
       -   The Parish Council was asked to once again enquire from LCC why the
           former bus stop opposite the Council Houses, Main Street, Normanton-on-
           Cliffe could not be replaced.
       -   Councillor V Kerr gave a resume of information relating to the activities of
           the District Council as follows:-
                       - free car parking at nights and weekends in Grantham
                       - enforcement action being taken at Stragglethorpe in relation
                          to planning
                       - Core Housing Strategy up to 2026 presently being produced
                         and will soon be sent out to Parish Councils for consultation
                       - New Heads of Departments at SKDC have been appointed

Present: Councillors Mrs J Gonzalez, Mrs M Blades, Mrs B Hankinson, D Balfe, R
Rainthorpe, Mrs E Naeem and N Vernon, Clerk.

(1) Welcome by Chairman: The Chairman, Councillor Mrs J Gonzalez thanked
everyone for their attendance and welcomed them to the meeting.

(2) Apologies of Absence: Councillor S Hutton had given his apologies and also gave
reasons for his previous absences which were accepted on this occasion. The situation
will be reviewed again if he does not attend the meeting on the 15th November 2010.

(3) Declaration of Interest: There were no declarations of interest.

(4) Minutes of the Meeting held on the 12th July 2010: The Minutes of the

meeting held on the 12th July 2010 were agreed and the Chairman signed them
as a true record.

(5) Postal Numbering Scheme, Normanton-on-Cliffe: This matter was discussed
during the public forum and following the unanimous vote not to change the present
system the Parish Council agreed to take no further action and inform SKDC
accordingly.

(6) Planning:

         Document

         194m Long Covered Conveyor on Top of the Western Landscaping Bund.

       - Sudbrook Moor Golf Club, Extension to Tractor Store/Implement Shed,
          Charity Street, Carlton Scroop. Full Planning Permission. Notification of
          Parish Council’s Representations
       - Mr & Mrs S Hutton, Two Storey Side Extension, Manor Farmhouse, Charity

       - Fineturf Ltd, Change of Use of Agricultural Land for Storage of Materials in
         Connection with Turf Cultivation and Landscape Business, Land off
         Sudbrook Road, Carlton Scroop, Full Planning Permission. Withdrawn 10th
         August 2010.

        - Mid (UK) Recycling Ltd, To Continue to Operate the Materials Recovery
          Facility without Complying with Condition No 4 Imposed by Ref No
          S20/0022/96 and S20/0622/00 Application to seek to Extend the
          Opening/Operating hours at Mid (UK) Recycling Ltd, Station Road,
          Caythorpe. Notification of Parish Council’s Representations.
Councillor D Balfe raised an issue concerning the short period of time given on
occasions for the consideration of planning applications caused by some Members not
dealing with their comments quickly enough. It was agreed that the present system of
distribution continue, but only on the basis that every Member undertakes to pass on
their comments to the next person quickly.

(7) Finance:
    (a) Statement of Accounts 27th August 2010: The Clerk handed out copies of the
        a Statement of Accounts for the same period and this agreed with the balances
        shown on the bank statement as at that time, which was noted and agreed.
    (b) Cheque Mandate: The Statement also listed one cheque for payment of
        £276.43 Clerk’s Wages which was agreed for payment and signed by the
        Chairman and Councillor Mrs E Naeem.
    (c) External Auditors Report 2009/2010: The Clerk read out a letter received from
        the External Auditor which asked for an explanation of the reduction in the
        level of Vat from 2008/2009 to 2009/2010 which was due to the printing costs
        associated with the Parish Plan. After receiving this explanation the External
        Auditor gave an unqualified audit which was advertised on the noticeboard in
        the usual manner.

(8) Correspondence: The correspondence listed on the agenda under (a – j) was
handed to Members for them to circulate between themselves.

(9) Clerk’s Report
    (a) Affordable Housing: The Clerk read out the latest response from the
        Community Council concerning affordable housing and the offer of land
        within the village of Carlton Scroop for possible development. This is
        presently being evaluated by SKDC.
    (b) Community Tree Planting/Wildlife Grant: These two offers of free tree
         planting were given to Councillor Mrs E Naeem so that she could decide on
         both the planting programme and location.
    (c) Presentation of Quality Status: The Clerk presented a new Certificate to the
        Chairman in respect of reaccreditation of Quality Status by the Parish
        Council which is for a further four year period.
    (d) Activated Speed Signs: Following the intervention by Stephen Phillips
         M. P. the Head of Spatial Planning has at last managed to obtain from Mid
         (UK) Ltd a signed planning obligation/agreement under Section 106 and
          the Area Highways Manager will be carrying out the work of installing
          activated speed signs within this financial year.
     (e) Presentation of Certificates Power of Well-being: The Clerk handed out
          certificates to each Member who attended the course on the Power of Well-
          being.
     (f) Carlton Scroop Definitive Map Modification Order 2006: Councillor Mrs E
          Naeem gave details of the recently issued Inspectors report and the notice

          of the Secretary of State proposal regarding the Modification Order at
          Howdale Lane, Carlton Scroop in which he proposes that this route be a
          “restricted Byway” rather than a “Byway open to all traffic”. The action
          taken to support this decision by the Parish Council was agreed
          unanimously and Councillor Mrs E Naeem thanked everyone for their help
          and assistance during this long period. The Chairman and all Parish
          Councillors thanked Councillor Mrs E Naeem for all her hard work in
          producing and presenting the Parish Council’s evidence and report, without
          which maybe this decision would not have been forthcoming.
       (g) Community Emergency Plan: The Clerk indicated that he had completed
          as much of the report as he could and he would sent it with these minutes
          so that all Members can finish off the process and bring to the next meeting
       (h) Report by Police: The Clerk reported that he had received three alleged
           complaints of a quad bike being ridden on both the A607 and Heath Lane,
           Carlton Scroop by underage youths which had been referred to the police,
           which was noted.

(10) Training:
There were no training courses to report on at this time.

(11) Items from Public Forum not Requiring a Resolution:
The Postal Numbering Scheme was dealt with under item 5 of the agenda and the
other issues have similarly been actioned.

(12) Urgent Matters:
(a) Councillor Mrs J Gonzalez raised an issue concerning speed checks through
    Normanton-on-Cliffe where a resident had offered his assistance and it was
    recommended that he be referred to the Lincolnshire Road Safety Partnership who
    run a scheme for trained operatives to use one of their machines over a period of
    time.
(b) The Clerk read out a letter received from Mr and Mrs D Sheard, The Coach
    House, Carlton Scroop who wished to raise the following issues:-
               - Relocation of speed limit sign from beginning of Sudbrook Road to
                  the junction of Charity Street and the provision of a footpath along
                  Sudbrook Road to Charity Street.
               - Provision of street lighting to Sudbrook Road
               - Heavy lorries using the A607 and being unable to safely negotiate the
                  right angled bends.
               - Pairing back of footpaths from Newark Lane to Charity Street,
                  Carlton Scroop
All of these issues relate to the Highways Department and it was recommended that
they be referred to the Area Highways Manager for his attention.
(c) A letter had been received from Stephen Phillips Q. C., M. P., asking if the
Council would place a notice on the noticeboard asking residents to contact him if
they have a particular problem they wish him to try and sort out, which was agreed.
