Background and Purpose of Survey and Report

Maryland’s Community Colleges are poised to be key players enabling the State to meet the increased educational and training
demands resulting from the Base Realignment and Closure (BRAC) process that will bring thousands of new citizens and jobs here. It
is highly likely that many of the State’s 16 two-year institutions will be called upon to serve a substantially wider range of knowledge
seekers, potentially including thousands of Department of Defense (DoD) employees and their families moving to Maryland, as well
as federal contractors who will work on or near military bases. The Colleges clearly will be called upon to serve as yet untold numbers
of Marylanders who will provide the additional products and services, from green buildings and computer technologies to bio-tech
research, and health care and hospitality, that the BRAC process will engender.

The Department of Labor Licensing and Regulation commissioned a survey of Maryland’s 16 Community Colleges to attempt to give
policy makers a more accurate picture of the steps that Maryland’s Community Colleges have already undertaken, the planning they
have underway and the additional resources that they may require in order to be fully prepared to meet the increased educational
demands stimulated by the BRAC process.

The concept of the survey was discussed initially with the Director and staff of the Maryland Association of Community Colleges.
They communicated with all 16 College presidents and assembled a review team drawn from the Academic, Continuing Education,
Institutional Research and Workforce departments of Anne Arundel Community College, Baltimore County Community College,
Chesapeake College, and Harford Community College. The Team reviewed and made improvements to two drafts of the survey. The
survey covered five principal subjects:

  IV.    Policy Changes and Resources Needed for BRAC

The original and revised versions of the master charts showing the credit and continuing education programs identified as BRAC-
related and a copy of a preliminary draft of the Survey Report were submitted to the principal contributors of each College for
corrections and comments, which were incorporated in the final draft.

Key Findings and Recommendations

  ♦    Maryland Community Colleges currently offer more than 300 credit and 175 continuing education programs that they identify
       as related to the demand that they will face when some 40,000-60,000 new jobs are created in Maryland as a result of the
       BRAC process. The Colleges offer credit programs in 37 of the 53 fields identified as corresponding to Office of Personnel
       Management educational requirements for the civilian DoD and contractor positions moving to APG and Fort Meade.
  ♦    Although most of the civilian DoD and contractor positions at APG and Fort Meade appear to require bachelor’s or master’s
       degrees, attendance at a Community College for the first two years of study can help many students acquire relevant education
       and training at a lower cost and closer to home.
  ♦    There is a need for much more demand information and demographic data about the size and timing of the influx of personnel
       and families as a result of the BRAC process. These data are essential to make it possible for the Colleges to institute new
       programs and courses and to find instructors with the expertise to teach them.
  ♦    Varying nomenclature for the same or similar programs at different Colleges makes it difficult for students, employers and
       policy makers to determine whether they match the educational and training requirements for the direct, indirect or induced
       jobs that will result from the BRAC process.
  ♦    The expansion of on line and Distance Learning options is a significant priority for 15 Maryland Community Colleges. Ten
       institutions currently offer a total of 52 BRAC-related credit and 18 BRAC-related continuing education programs completely
       on line. Others offer from dozens to over 250 courses that can be taken on line.
  ♦    Maryland On Line is a consortium of 16 Community Colleges and four 4-year public and private institutions that permits seat
       sharing in selected on line degree courses and programs. There is however, no central website that enables perspective or
       current residents or policy makers to see at a glance the programs and courses offered by all Maryland Community Colleges.
  ♦    Students are increasingly able to register, complete application processes and access complete course and schedule information
       at their colleges. At least 3 Colleges permit students to complete some or all placement tests on line.
  ♦    The time required for instituting new credit programs varies from 2 to 18 months, with the majority of Colleges indicating
       between 6 and 12 months. The time required to institute new continuing education programs is far less, ranging from 3 days to
       6 months, with a strong majority indicating between 1 and 4 months.

♦   While only one College reported an incentive initiated specifically because of BRAC (a STEM Scholarship), 15 award credit
    for Military Training, 13 award credit for Professional Licensure or Certification, and 14 for prior life experience. Most
    express confidence that their existing array incentives will be attractive to potential BRAC employees.
♦   All but one College reported using web-based software in their Distance Learning programs and 12 reported using proprietary
    software for that purpose as well.
♦   Fifteen Colleges reported significant numbers of articulation agreements with K-12 systems, some out of state, as well as with
    4-year public and private institutions in Maryland and, in the case of Howard Community College, around the world. Six
    Colleges reported existing agreements with military installations or departments.
♦   At least 6 Colleges reported that they have expanded STEM (Science, Technology, Engineering and Mathematics)
    programming or plan to do so in the near future.



♦   Several Community Colleges suggested that Maryland’s ability to meet BRAC educational demands could be strengthened
    through regional collaboration as opposed to county-by-county planning, as well as through a greater focus on the offerings of
    institutions in areas that are expected to be significantly but not directly impacted by BRAC.
♦   There appears to be support for reducing tuition or instituting in-country tuition rates for BRAC personnel, although several
    Colleges indicated a need for reimbursement for tuition differentials if higher tuition rates were waived for out-of-county or
    out-of-state residents.
♦   A majority of Colleges indicated support for a centralized website that would show all programs and courses available at the
    16 institutions, but most cautioned that this is a complex undertaking requiring adequate resources and support to assure
    accurate and timely information.
♦   A detailed cross mapping of programs would appear to be essential to such a website because of the varying nomenclature
    used to identify the same or similar programs. The present survey report appears to be the only one to attempt to show side by
    side all the offerings that Maryland’s Community Colleges have identified as responsive to the education and training needs of
    BRAC-related occupations.

I. BRAC-related Programs Offered by Maryland’s 16 Community Colleges

    ♦   Maryland’s 16 Community Colleges currently offer more than 300 credit and 175 continuing education programs that they
        have identified as related to jobs that the BRAC process is projected to bring to, produce or expand in Maryland. 1 Those jobs
        include direct (civilian Department of Defense positions), indirect (federal contractor roles) and induced (private sector
        occupations, such as construction, hospitality, healthcare, etc.) jobs. These jobs include approximately 10,400 civilian (7,379),
        embedded contractor (2,662) and military (385) positions that are expected to move to the Aberdeen Proving Ground from 10
        installations in New Jersey and 5 other states, as well as from four Medical Chemical Defense Research installations in
        Maryland.2 Another approximately 5, 600 civilian, embedded contractor and military positions are expected to be transferred
        to Fort George Meade in Anne Arundel County from Defense Information Systems Agency installations in Virginia, Florida
        and New Jersey, and media and adjudication activities from various locations around the country. 3 An additional 6,000 to
        10,000 non-embedded contractor positions are anticipated to follow these moves to APG and Fort Meade. The remaining
        18,000 to 42,000 positions are so-called induced jobs in construction companies, health care providers, hotels, restaurants and
        a myriad of other manufacturers and service providers. The lack of data for both non-embedded contractor and induced
        positions is seen as a limitation on the ability of Community Colleges to anticipate and plan for increased demand.

While data do not appear to exist on the number and nature of indirect (federal contractor) or induced (construction, manufacturing,
healthcare, and service) jobs that the BRAC process will produce over the next several years, a 2006 study prepared by RESI of
Towson University for the Maryland Department of Business and Economic Development did attempt to determine the educational
programs likely to be needed for direct DoD civilian positions that will be transferred to or expanded in Maryland.4 The most
comprehensive assessment of educational supply and demand to date, the RESI study identified some 53 programs that correspond to

some of the educational requirements for the direct positions that are expected to be transferred to APG in Harford County and to Fort
Meade in Anne Arundel. Although the RESI study concluded that most direct DoD positions appear to require Bachelor’s or Master’s
Degrees, many applicants, especially in the current economic climate, may need or want to satisfy a significant portion of the
educational requirements for these positions at a two year Community College at a lower cost and closer to home.


Programs Potentially Responsive to Educational Requirements of Direct DoD Positions at APG and Fort Meade

The present survey revealed that one or more of the 16 Community Colleges provide credit programs in 37 of the 53 program fields
identified by the RESI study as responsive to the educational requirements of the direct DoD positions that are expected to move to
Maryland. As shown at Figure 3 below, programs offered by the largest number of Colleges include Business or General Business
programs (14 Colleges); Computer Science (14); Accounting (11); Engineering (9); Engineering Technologies and eBusiness (6) and
Mathematics Education (5). Individually, Harford Community College and Montgomery College offer the largest number of these
programs, 20 and 17 respectively. Once again, however, a detailed comparison of the curricula of each of these programs with the
specific educational requirements of the Office of Personnel Management for individual occupations will be necessary to determine
whether they in fact would satisfy the curricula required for the first two years of study.

II. Delivery Formats and Scheduling Flexibility

Expansion of Distance Learning and Recognition of Demand for On Line Delivery

As of Spring 2008, 10 of Maryland’s Community Colleges reported that they offer between one and 14 BRAC-related credit programs
completely on line, for a total of 52 programs.5 In addition, 10 Colleges reported offering a total of 22 continuing education programs
completely on line. That does not, however, tell the whole story. With the exception of Garrett, all Community Colleges reported that
they offer at least two BRAC-related credit programs wholly or partially on line. One, Community College of Baltimore County,
reports having as many as 150 continuing education programs on line. Moreover, as shown in Figure 7 below, 15 Colleges indicated
they have firm plans to expand distance learning and on line programs, with 9 planning to do so in response to anticipated demand as a
result of the BRAC process.

Student On Line Access

Virtually all Maryland Community Colleges permit students in credit to register and access course information and schedules on line,
while 13 do for continuing education programs as well. Seven colleges report that they make it possible for students to complete
applications for credit programs; five allow on line applications for continuing education programs. Two permit the completion of
placement tests on line for credit programs and one for both credit and continuing education programs.

Distance Learning Software

While all 16 Colleges employ web-based Distance Learning software, only 3 do so exclusively. The other 13 also use proprietary
products, Blackboard (formerly WebCT) and ed2go being the most frequently mentioned for credit and non-credit programs and
courses, respectively. Anne Arundel reported using products from ANGEL Learning, Elluminate Live and WebTrain.

Time Required to Start New Programs and Capacity to Accelerate

A defining characteristic of Community Colleges is their willingness and ability to put new offerings in place faster than most 4-year
institutions in response to changing demand. The responses of the Colleges to this survey confirmed their proactive outlook. Although
the length of time reported to institute new programs varied significantly among Colleges, the majority reported that new credit
programs could be instituted in 6 months to a year and new continuing education programs in 1 to 4 months. Customized training
programs for individual businesses generally can be instituted in much less time, in one instance in less than 3 days. See Figure 10
below for reported time requirements and Figure 11 for estimates of the Colleges’ capacity to decrease the time required.

Off-Campus Sites Utilized for Community College Programs

As shown in Figure 12 below, Community Colleges offer programs and courses at a wide range of locations and facilities throughout
Maryland. Those locations include public schools, hospitals, corporate offices and other community facilities, including the Sheriff’s
Office in Harford County and Regional Higher Education Centers in Anne Arundel, Charles, Harford, and Prince Georges Counties.
In addition, 5 Colleges currently offer BRAC-related programs and courses at one or more of the following military installations:
APG, Fort Detrick, U.S. Army CHPPM at Edgewood, APG and Garrison,VA; Walter Reed Army Medical Center, Andrews Air Force
Base, Indian Head Division Naval Surface War Center. All colleges offer customized employee training programs at business
locations throughout the state.

III. Articulation Agreements, Credit Transferability and Incentives


As shown in Figure 13, Maryland’s Community Colleges reported established articulation agreements with as many as 40 with
secondary schools, with numerous public and private institutions in Maryland and other states that align their respective curricula and
ensure a smooth transition for students. Four reported such agreements with military installations and agencies. In most cases, the
agreements with public schools systems are within the same county, but Anne Arundel County also reported agreements with systems
in Allegany, Baltimore and Howard Counties. Allegany County reported 23 agreements with systems in neighboring counties in West
Virginia and Pennsylvania.

Participation in On Line Partnerships

Both Anne Arundel and Frederick Community Colleges participate in Go Army Ed, a virtual gateway that makes it possible for active
duty soldiers to request Tuition Assistance payments on line and to take advantage of on line offerings from member colleges. All 16
Maryland Community Colleges as well as the University of Baltimore, University of MD University College, Stephenson University
(formerly Villa Julie College) belong to Maryland Online. A champion of distance learning in Maryland, MoL offers students the
opportunity to participate in on line courses or programs not offered at their own institutions. The Southern Regional Electronic
Campus is available to public and non-profit institutions in the 15 states that belong to the Southern Regional Education Board, a
regional compact to promote collaborative educational solutions. The Electronic Campus provides information about both traditional
and e-learning higher education programs. Ed2go offers some 300 continuing education programs to students seeking workforce
skills or cultural enrichment.

Agreements and Partnerships Expanded in Anticipation of BRAC

In anticipation of the impacts of the BRAC process, Figure 15 below shows that 7 of the Colleges have already expanded their
partnerships with secondary school systems and 4-year institutions, and eight plan additional or new agreements in response to BRAC.
Anne Arundel is expanding its agreements with both high schools and 4-year institutions with emphasis on Homeland Security and
STEM. CCBC is expanding its regional partnerships with Towson University and the University of Baltimore. Howard is reaching
out even further to expand its language immersion programs with institutions in China and Egypt.

IV. Policy Changes and Resources Needed to Respond to BRAC Educational and Training Challenges

Although the majority of Colleges replied that no administrative or legislative changes are necessary for them to respond promptly and
flexibly to the educational and training demands, four Colleges cited the need for legislation to change in county residency
requirement, one cited shortening the MHEC and internal program approval processes, and one changing on line and Distance
Learning policies and outreach and providing more resources for the Maryland On Line partnership.

Three-quarters of the Colleges estimated that they will need additional resources to respond adequately to anticipated BRAC demands,
and as many as 8 Colleges reported new or ongoing efforts to obtain those resources. Needs cited include funding for STEM and
Allied Health Centers; baccalaureate programs at Regional Higher Education Centers; lab, large classroom space, and parking space,
and faculty; high tech facility for software engineering simulation and gaming. Principal sources of additional funding included state

and local government, federal grants, partnerships with other Colleges to reduce or share costs, contributions from corporations, health
care facilities, military installations.

Anne Arundel Community College recently announced the creation of a Science, Technology, Engineering and Mathematics (STEM) Center to be
housed at AACC's Regional Higher Education Center at its Arundel Mills location. The College has submitted an RFP to MHEC soliciting a 4-year
College/University at the Regional Higher Education Center in Engineering. AACC has made this initiative a priority and is committing resources to its
launch. At the same time, the college is in the process of securing additional funding from the Anne Arundel County Government to support the effort.
Additionally, the college is seeking external funds via grants to garner more support for the center. The college has been invited to be partners with other
colleges and universities in an effort to leverage available grant funds. In addition to the information above, Anne Arundel Community College has
established a STEM Advisory Board consisting of representatives from Northrop Grumman, the National Security Agency, DISA, and Fort Meade. Also,
representatives from Anne Arundel County Government, the Anne Arundel County Workforce Development Corporation, Anne Arundel County Public
Schools, University of Maryland Baltimore County, Towson University, University of Maryland University College, Baltimore Washington Chamber of
Commerce, Northern Anne Arundel County Chamber of Commerce, West Anne Arundel County Chamber of Commerce, Greater Baltimore Committee,
and the BWI Business Partnership serve on the Advisory Board. Each of the organizations will bring resources to this initiative. STEM Advisory Board
of military, business, government, other colleges, universities, and public schools and chambers of commerce will also contribute resources.
Baltimore City Community College (BCCC) proposes to establish the Maryland Center for Construction Technologies (MCCT) to respond to shortages
in trades and supervisory workers that will be needed for construction projects necessary to accommodate Base Realignment and Closure (BRAC)
activities in Maryland. The MCCT will have a regional focus, serving Baltimore City and Central Maryland, which will include Aberdeen Proving
Ground and Fort Meade. $2,274,592.
CCBC is anticipating that it will need additional lab and classroom space, equipment, and faculty to meet demand in provide courses and programs to
BRAC related immigrant and agencies moving into the area. Once needs become more apparent we will work with our partners in Baltimore County
Workforce Development Agencies and with other community colleges in the areas to provide technical and BRAC related courses and services to
installations at Fort Meade and at Aberdeen and to the workers who will move to the Baltimore County and region as a result of the expansion of those
facilities. Our Catonsville Campus is within a 15 minute drive of Fort Meade and our Essex and Dundalk campuses are within a 20 minute drive of
Aberdeen. We anticipate that many of the supporting businesses and families associated with the relocation will be in even closer proximity to these three
campuses. Many of these new companies and citizens will probably be attracted to our STEM initiative, our recent community based Department of
Labor Program for pre-apprentice workers, and our excellent career and transfer programs in manufacturing, engineering, graphics, networking,
construction, allied health, and security. Our current space inventory already indicates a shortage in labs, large classrooms, and parking. Full and part time
faculty in both credit and continuing education will need to grow and there will be a need for specialized faculty who will need to be hired quickly to meet
demand for customized training. Investigating partnerships to build and share specialized programs
Carroll: working with Frederick Community College and Howard Community College to develop a regional Allied Health Education Center in Mt. Airy.
Expanding Engineering ASE (when state agreement is completed), STEM agreements with Carroll County Public Schools including accepting Project
Lead the Way students.

Frederick: Our college is working with Carroll CC and Howard CC to develop a regional Allied Health Education Center in Mount Airy. This location
will support the MLT and Histology programs. We also are working with NCI and Fort Detrick on an Animal Science program that might be supported
by them.
Garrett: No
Hagerstown: The answer to this [resource] question is dependent upon the nature of the demand, as well as the development of the former Fort Ritchie
military site.
Harford: High technology facility and equipment for software engineering simulation and gaming, electrical engineering, systems security, etc., facility
expansion for health care; hands-on lab for construction and trades; expansion of higher education center. Investigating transfer and cooperative education
agreements with 4 year institutions; accelerated articulations with high schools; developing closer relationships with community partners; contractors open
to supporting BRAC initiatives, HCG and college work closely together in identifying and meeting needs.
Howard: HCC needs funds to broaden the Gateway Business Center and the Laurel College Center to offer more training to BRAC participants and their
families. These existing training facilities are within 5 miles of Fort Meade. HCC is pursuing a federal earmark to fund a Mid-MD Allied Health
Consortium in Mt. Airy, MD to produce more health care professionals in partnership with Carroll and Fredrick community colleges. The Carroll and
Howard County General Hospitals have already pledged.
Montgomery: We are currently re-analyzing the cost of becoming a LOI institution and attempting together data from other LOI/Banner institutions.
Based on previous enrollment patterns and feedback, we would expect to increase our enrollments as a result. However, in this financial climate,
additional expenditures for personnel who can help us convert our information into the Go Army Ed required format within the Banner student
information system and the amount of information required is certainly an issue. General college wide capacity and access issues will continue to be a
concern given the anticipated increases in enrollment associated with BRAC initiatives. Generally, full state funding of CC operating and capital requests
will be essential. We are partnering with our WIB and Frederick Community College to share costs associated with curriculum development in several
new program areas.
Prince Georges: The requirement for additional resources would depend on the courses or programs needed to meet the demands of BRAC. As specific
needs are identified, PGCC will move quickly to address them via learning solutions. Obviously, some program areas such as the health sciences and
information technology may require more specialized and expensive equipment and facilities, as well as additional qualified faculty.
Southern MD: Additional funds needed to develop new programming specifically related to BRAC. CSM has had a long history of working in a
partnership mode to minimize costs.
Wor-Wic: Capacity for increase of students using online course; online instructors; also monies for administration, resources, and infrastructure for
students impacted by BRAC.

Maryland’s Community Colleges are very much aware of the need for increased preparation of students from high school onward in
STEM (Science, Technology, Engineering and Mathematics) fields. Seven Colleges reported initiating or expanding STEM centers or
programs, with Anne Arundel, Baltimore City, Carroll, Cecil and Montgomery specifically noting collaboration with local high
schools to build the pipeline in fields that will be in greater demand in the general economy as well as for BRAC. The Colleges
generally indicated a strong willingness to respond to the educational requirements directly related to BRAC. Several felt they lacked
the necessary demand data to do so effectively. They also noted that the educational demands of other occupations that will be induced
rather than directly generated by BRAC deserve greater attention in the BRAC planning process than they have received to date.
Frederick Community College’s President recommended that BRAC educational planning be done on a regional rather than county-
by-county basis.

            Baltimore City   Additional Innovations: STEM Program in conjunction with City School System, UMB and universities
                             Recognizing the relationship between workforce development and economic development, Baltimore City Community College’s
                             (BCCC) Business, Health, Sciences, and Mathematics Division, the Baltimore City Public School System (BCPSS), the University
                             of Maryland, Baltimore, and other Maryland universities, will partner to develop a Science Technology Engineering Mathematics
                             (STEM) program, namely, the Middle School to Graduate School (MSGS) Program. The MSGS Program will increase the number
                             of associate, undergraduate, and graduate degrees awarded to females and minorities in STEM programs, including but not limited to
                             mathematics, engineering, environmental science, biology, physics, chemistry, electronics, and biotechnology. The program will:
                             increase the number of middle school and high school students knowledgeable of and interested in STEM careers; provide them
                             academic support in math and science; offer after school and summer enrichment programs utilizing hands-on teaching methods; and
                             award scholarships to participants who successfully complete MSGS objectives.
            Baltimore Co.    Additional Comments or Concerns: We are a fast and agile organization and can move quickly to meet demand but lead time in
                             identifying need for highly specialized programs will be important. Additional Innovations: CCBC is close to both Fort Meade and
                             to Aberdeen. We will be responding to demands from both locations and the population growth associated with both locations.
                             CCBC will be impacted due to proximity of these sites to its major campuses and the likelihood that many of those moving to
                             Maryland will choose to live in the established communities and in areas that will have public transportation and infrastructure
                             already ready for this expansion. Additionally thousands of Baltimore County citizens will be seeking the skills required to work for
                             all the employers involved with the BRAC.

            Carroll       Additional Comments or Concerns: Need financial assistance with STEM agreements and engineering program development. May
                          need to partner with other community colleges due to anticipated low enrollments in STEM related programs/courses.
            Cecil         Additional Innovations: STEM with high schools & colleges and bringing 4 year partners into county.
                          Expansion of science, technology, engineering and math courses and programs in collaboration with the public school system and
                          four year partners. Cecil College is bringing four year partners into the county allowing residents an opportunity to complete a
                          bachelor’s degree without leaving the county.
            Chesapeake    Additional Comments or Concerns: Pertaining to BRAC studies, Chesapeake College is unsure of BRAC’s impact to the Upper
                          Eastern Shore. Our concern is if enrollment increases, budgetary restraints may limit our ability to respond adequately.
            Frederick     Additional Comments or Concerns: At Fort Detrick, the combination of BRAC and the Bio-defense Campus increases are
                          substantial. The impact of BRAC is a regional workforce issue and should not be considered as a county-by-county initiative. From
                          undated letter from President to MHEC Sec. Lyons: “As the impact of BRAC and other federal consolidation is felt around the state,
                          I am convinced that an integrated community college response to these challenges will be more efficient and effective that an
                          aggregation of disconnected efforts. We urge that a statewide community college consortium be developed to address the education
                          and workforce issues associated with BRAC.”
            Garrett       NA
            Hagerstown   Additional Comments or Concerns: By 2010, total employment growth at Fort Detrick is expected to exceed 1,400 jobs. Fort
                         Detrick expansion and the growth of a regional biotechnology industry have led the state of Maryland, Washington County,
                         biotechnology employers, and Hagerstown Community College (HCC) to make substantial investments to respond to growing needs
                         in the biotechnology field, including anticipated needs at Fort Detrick. In recent years, as housing opportunities and economic
                         development, including the biotechnology industry in Maryland, have continued to move westward, Washington County has become
                         a bedroom community for a growing workforce in Frederick and Montgomery Counties, and has begun to build a local and regional
                         economy that includes increasing numbers of high technology businesses. The regional biotechnology partnership has already
                         achieved significant results, including the wet lab addition to HCC’s business incubator, and the development of the HCC
                         biotechnology program. The $1.3 million addition, jointly funded by a state and local partnership composed of the Maryland
                         Department of Business and Economic Development (DBED), the Maryland Technology Development Corporation (TEDCO), and
                         the Washington County Board of County Commissioners, contains eleven private wet laboratories and one common laboratory
                         designed for start-up research and development biotechnology firms. With construction complete, and tenants beginning to lease and
                         occupy the laboratories, the facility will serve as an incubator for regional biotechnology growth and support for students in the
                         biotechnology program.
            Harford       Additional Comments or Concerns: Too much speculation on date makes detailed planning difficult. More attention on workforce
                          development support to families is also imperative, including youth, leisure, and seniors, etc. Knowledge of specific certification
                          requirements and the number of employees needed.
            Howard        Additional Comments or Concerns: HCC is well positioned to address the needs of the BRAC participants. The college has just
                          won the U.S. Senate Productivity Award. Additional Innovations: HCC has created a World languages Institute, is forming a new
                          STEM Learning Community, has developed a partnership with Excelsior College to offer 4 year degrees in many areas related to
                          BRAC and is already on the GSA Schedule to offer training. In partnership with Prince Georges Community College we are in the

            Montgomery       Additional Comments or Concerns: The infrastructure required to comply with Go Army Ed so that colleges can bill the Army
                             directly is expensive (monetarily, time and personnel-wise.) Without this in place, soldiers must pay for their tuition and fees “up
                             front” and this limits the number of enrollments at specific institutions, the options of those involved, and the costs. Montgomery
                             College, specifically, is investigating becoming a LOI institution but the current financial climate only exacerbates the difficulty of
                             this issue. Additional Innovations: New programming in the areas emergency management, computer security, becoming a federal
                             contractor, construction training in Sensitive Compartmented Information Facility (SCIF) and many other areas. Strengthening
                             STEM initiatives for expanded access and expanded transfer opportunities. Strengthening linkages and career pathways with
                             Montgomery County Public Schools Career and Technology Education. Expanding biotech education programs through a new life
                             sciences center at Germantown. Bringing a business incubator onto the Germantown campus to interact with educational programs.
                             Sharing business and industry advisory councils with the public school career clusters. Linking educational opportunities pre and
                             post associate degree levels
            Prince           Additional Comments or Concerns: We recommend that a thorough and professional education/training needs assessment be
