Office of Personnel Services PART TIME – 50% (Schedule negotiable) POSITION SPECIFIC RECRUITMENT This is a position specific recruitment limited to applicants interested in and available to work part-time (50%) at 80 Calvert Street, Annapolis, MD 21404. SALARY RANGE: CLOSING DATE: $17,056 – $26,972 (Grade 13) – Maryland State salary rules apply. July 24, 2009 (Must be received by 5:00 p.m.) The Comptroller of Maryland, Office of Personnel Services, is seeking an experienced and motivated Personnel Specialist to join our team. The employee will report to the Manager of the Employment Services & Timekeeping Unit. The selected candidate will perform a variety of tasks requiring broad knowledge of State Personnel Management System rules, regulations, techniques, and practices and skill in the application thereof. The employee will provide interpretation of State and Comptroller personnel policies and guidance regarding a variety of employment services to staff, managers and employees. The employee will process personnel transactions via the Automated MS 310 system and maintain various resources such as the CORT WebHR System and CabNG imaging system to ensure effective recordkeeping, retrieval, and reporting of personnel records and activities. MINIMUM QUALIFICATIONS: Education: Possession of a bachelor’s degree from an accredited four-year college or university. Experience: One year of professional personnel work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation. Notes: 1. Thirty graduate semester credits from a college or university in the fields of personnel administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of the experience. 2. Paraprofessional or professional personnel management work experience may be substituted on a year for year basis for up to four years of the required education. Paraprofessional personnel management work is defined in the Job Evaluation Standards for the Personnel Clerk, Personnel Associate and Personnel Technician title series. Professional personnel management work is defined in the Job Evaluation Standards for the Personnel Specialist, Personnel Officer and Personnel Administrator title series. PREFERRED QUALIFICATIONS: One year of professional level personnel experience in a Maryland State agency overseeing hiring, reviewing and approving personnel transactions, and providing interpretive guidance to employees and managers regarding regulations and policies. Experience using the MS310 system. Proficiency with Microsoft Office. SELECTION PROCESS: Only applicants who meet the minimum qualifications and provide unofficial copies of their diploma at the time of submitting their application will be considered for this recruitment. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment eligible list for one year. As part of the selection process, qualifying candidates are subject to an oral interview; comprehensive background investigation, including a review of their criminal, MVA, and tax records; and determination of legal authorization to work in the United States under the United States Immigration Reform and Control Act of 1986. Upon initial appointment or promotion to a position in the State Personnel Management System, an employee is required to serve an initial six-month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority. EXAMINATION PROCESS: Applicants will be rated based on the information presented on their completed Maryland State employment application (MS-100) and the submission of the required transcripts/documentation. The examination will consist of a rating of education, training, and experience related to the requirements of the position.
