       • WOs compete for promotion by MOS
           – Promotion process was similar to unrestricted
       • Promote to specific billet vacancies

       • Boards DO NOT have to pick the number of

             appropriate for their grade.

                      Forecasting Vacancies


       • The number of officers maintained by grade is based
         on Title 10 law authorization and budget constraints
       • Promotion vacancies occur when senior officers
         retire.
       • Promotion Selection Boards are held to select
         officers to fill vacancies forecasted during the
         intended period of promotion (usually the subsequent
         FY)
       • Officers are promoted off of confirmed selection lists
         as actual vacancies occur from month to month

         the short MOSs at a rate equal to or greater than the
