General Aim
The School of Continuing and Professional Education (SCPE) of the Hong Kong Institute of Education (HKIEd) is commissioned
by the Education Bureau to provide this course for teachers in Primary schools. The aims of the course are:
     1.   to facilitate teachers’ personal growth through experiential activities
     2.   to equip teachers with necessary knowledge, skills and attitudes to integrate guidance and discipline work in the school
          system;
     3.   to help teachers understand and manage student behaviour today and tomorrow; and
     4.   to help teachers develop, implement and evaluate their school-based guidance and discipline curriculum.

Course Content (A total of 102 hours)
The course will cover the following five areas:
Module 1 (Contact hours: 18 hours)
Contemporary Approaches to Student Guidance and Discipline

     (a)      Sensitivity training on personal growth, value clarification and stress/ time management for self and guidance and
              discipline teachers
     (b)      Understand and expanding students’ vision as well as developing their competence to adapt to the rapidly changing
              society / world form the psycho-social perspective. Examples are learning to learn , making career choices, managing
              money and taking on their role in the family
     (c)      Contemporary approaches (including the comprehensive and integrative approaches) and overseas experiences to
              student guidance and discipline in preparing students for today and tomorrow
     (d)      Roles and functions of guidance and discipline in the school system

Module 2 (Contact hours: 15 hours)
Integration of Guidance and Discipline into the School System

     (a)      Development of a proactive guidance and discipline policies and practices as an integral part of the school system
     (b)      Management and organization of guidance and discipline work in school including policy formulation, the planning and
              review of the comprehensive / integrative approaches and record keeping
     (c)      Cultivating a shared vision and collaboration among teachers towards the guidance and discipline initiatives including
              cross-subjects collaboration
     (d)      Community resources facilitating the implementation / integration of school guidance and discipline work

Module 3 (Contact hours: 12 hours)
Implementation of Developmental Guidance and Discipline Programmes in School

     (a)      Bridging activities in schools to enhance students’ adaptability to the transition from kindergarten to primary schools
              and primary to secondary schools
      (b)     The design, implementation and evaluation of developmental programmes regarding guidance and discipline such as life
              skills education for equipping students for the rapid changing society/ world
      (c)     Debriefing skills for conducting developmental guidance and discipline lessons/ programmes

Module 4 (Contact hours: 45 hours)
Intervention Approaches and Skills Practice for Guidance and Discipline Teachers

     (a)   Intervention approaches e.g. goal setting and problem-solving with interviewing skills practice,
     (b)   Understanding and managing students with learning / emotional / behavioural difficulties including:
                 academically underachieving e.g. special educational needs
                 school bullying
                 habitual lateness and truancy
                 child abuse, child sexual abuse, domestic violence
                 student suicide
                 current issues e.g. drug abuse / cyber addiction
     (c)   Crisis management procedures applicable to the above incident
     (d)   Preventive programmes to address the above issues
     (e)   Consultation skills for teachers and parents

Module 5 (Contact hours: 12 hours)
Working with Parents and the Community

     (a)     Home-school collaboration
     (b)     Collaboration with different professionals to work with students e.g. police, media and health workers
     (c)     Understanding legal issues related to schools / students

Teaching Format and Medium of Instruction
The teaching format will include lectures, group discussion, simulation exercises, skill practice, case study and role-plays. The
course will be conducted in Cantonese supplemented with English. The reference materials will be mainly in Chinese.

Library Privilege
Course participants will be able to use the library facilities at Tai Po Campus of HKIEd. Participants will be granted a 6-month
Library Borrower Card.

Award
The participating teachers are required to attend no less than 80% of the scheduled meetings and to complete 3 assignments as
appropriate to the 5 teaching modules satisfactorily in order to qualify for the award of the Certificate Course on Student Guidance
and Discipline for Teachers of Primary Schools 2009/10 by SCPE of HKIEd.

Course Schedule
Wednesday (6:30 - 9:30 pm) for 34 weeks starting from 7 October 2009 (excluding public holidays)

Entry Requirements
Participants should be:
        a. a serving teacher in a primary school;
        b. members in student guidance and discipline teams in schools;
        c. nominated by school heads.

Remarks:
Priority will be given in the following order to the applicants:
        1. whose schools have no teacher or only one teacher attended the same or similar course commissioned by EDB;
        2. who are members of the school Guidance / Discipline Teams in 2009/10 ;
        3. who have five years of teaching experiences or more.
