                Spring and Summer 2009 LEAP Administrations
              Louisiana Educational Assessment Program (LEAP);
                     Graduation Exit Examination (GEE);
        integrated Louisiana Educational Assessment Program (iLEAP);
        LEAP Alternate Assessment, Levels 1 and 2 (LAA 1 and LAA 2);
              English Language Development Assessment (ELDA)

1.     Monitoring of Spring and Summer 2009 Testing
During spring testing, April 1 – 7, 2009, Department of Education staff made 257 test site visits
in 66 districts plus charter schools and special schools. Eighty-three staff members from the
Division of Assessments and Accountability and staff members from the Regional Service
Centers conducted the visits. Site visits included monitoring of the administration of LEAP,
GEE, iLEAP, LAA 1, and LAA 2. Any school with a record of prior test security problems was
likely to be visited; the remaining visits were scheduled at random. Districts receive copies of
the observation sheets.

During summer testing, June 25–30, 2009, Department of Education staff made 96 test site visits
in 60 districts. Sixty-nine staff members from the Division of Standards, Assessments, and
Accountability and the Regional Service Centers conducted the visits. Site visits included
monitoring of the administration of LEAP and GEE. Any school with a record of prior test
security problems was likely to be visited; the remaining visits were scheduled at random.

Generally, access to tests was controlled and security procedures were followed. School Test
Coordinators and test administrators were knowledgeable about these procedures and appeared
to work hard to ensure positive testing environments. However, at some of the schools,
irregularities in test administration procedures or breaches in test security were observed. In
spring testing, of the 257 sites monitored, 50 had minor testing irregularities noted. At 18 sites,
more severe testing irregularities were reported, which require the districts to conduct an
investigation and provide a report of the investigation and a written plan of action to LDE within
thirty (30) calendar days of notification. In summer testing, of the 96 sites monitored, 8 had
minor testing irregularities noted. At five sites, more severe testing irregularities were reported,
which require the districts to conduct an investigation and provide a report of the investigation
and a written plan of action to LDE within thirty (30) calendar days of notification.

2.     Plagiarism

The scoring process produced information regarding written responses that have suspect or
common elements, indicating a student brought unauthorized materials to testing and used them
to assist in writing, copied another student’s response, or that teacher interference might have
been a significant factor. After review by the contractor and content-area and assessment
personnel in the Division of Assessments and Accountability, 29 tests at 12 schools in 8 districts
were voided for LEAP, LAA 2, and GEE in the spring administration. There were no plagiarism
voids for iLEAP or ELDA. In the summer administration, 31 tests at 12 schools in 6 districts
were voided for LEAP and GEE.

3. District Voids

Each year, districts train all test administrators in proper test administration procedures, including the
test security policy. If schools or districts find violations of test security or administrative errors, the
violations are reported to the Department of Education. Tests that are deemed to be in violation of
BESE’s Test Security Policy are then voided at the district’s request. For the spring administration,
nine districts voided six GEE and 60 LEAP tests in 14 schools. Thirteen districts voided 40 iLEAP
tests in 20 schools. One district voided 4 LAA 2 tests at one school. Two parishes voided 5 ELDA
tests in 3 schools. For the 2009 summer administration, 4 districts voided 6 LEAP grade 8 tests in 4
schools and 2 districts voided 3 GEE tests in 3 schools.

4. Administrative Errors
Administrative errors that result in questions regarding the security of the test or the accuracy of
the test data are considered testing irregularities. LEA superintendents, the parent, or legal
guardian of an affected student may initiate a request to the state superintendent of education for
an opportunity to retest prior to the next scheduled test administration if an administrative error
has occurred resulting invalid test data. Retests may also be requested if students were not
administered the high stakes tests (LEAP grades 4 and 8 English Language Arts and
Mathematics tests or GEE tests) in error or answer documents were lost. The LEA
superintendent or parent must provide the state superintendent of education with school– and
student–level documentation describing the administrative error. If the LDE determines that an
administrative error that allows for a retest did occur the tests will be voided. LDE notifies the
LEA of the determination and of arrangements for the retest. The LEA must provide a corrective
plan of action. To offset costs involved in retesting, the vendor will assess the LEA a fee for each
test. 107 retests were requested after the spring 2009 administration. Currently, eight retests
have been processed for the summer 2009 administration. There are some outstanding issues still
being investigated which may result in additional retests.
