A RESOLUTION OF THE CITY OF NORTH BEND, WASHINGTON, AUTHORIZING AN INTERGOVERNMENTAL COOPERATIVE PURCHASING AGREEMENT WITH THE STATE OF WASHINGTON DEPARTMENT OF GENERAL ADMINISTRATION OFFICE OF STATE PROCUREMENT (OSP) FOR THE PURPOSE OF GOODS & SERVICES PURCHASING
WHEREAS, the City currently spend time and money to comply with NBMC 3.30.020 and RCW 39.04.190 for purchases made over $7,500, which require three quotes from different vendors to assure that a competitive price is established and for awarding the contracts for the purchase of any materials, equipment, supplies, or services to the lowest responsible bidder as defined in RCW 43.19.1911; and WHEREAS, RCW 39.34.030 provides authority to the City to make purchases of goods and services with the same terms and conditions as OSP contract awards with suppliers, which have already assured competitive price establishment by meeting the requirements of RCW 39.04.190 and satisfy all City of North Bend bid & proposal legal requirements; and WHEREAS, the City desires to reduce costs in time and money by entering into an Intergovernmental Cooperative Purchasing Agreement with the State of Washington Department of General Administration Office of State Procurement (OSP) for the purpose of goods & services purchasing; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NORTH BEND, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. The City Council hereby authorizes Staff to enter into an Intergovernmental Cooperative Purchasing Agreement with the State of Washington Department of General Administration Office of State Procurement (OSP) for the purpose of goods & services purchasing, as attached hereto as Exhibit A.
