					The policies recorded in this document were copied from an existing 1996 manual and further extracted from subsequent Board of
Directors’ minutes. This document is a draft, intended to provide a basis for a permanent living document, and may include overlaps,

                                                POLICIES
Section 1   Category:   Policy #1    Subject: Suspension of Athletes. The USWF will publish the names of               Date:   Place: BOD,

                                     published if they wish to do so. Background: At BOG in Houston on
                                     May 1 the policy was approved to publish the names of suspended athletes
                                     and the reason for suspension in Weightlifting USA. After the meeting the
                                     BOD was concerned that this could jeopardize the future employment
                                     opportunities or could otherwise damage the athlete’s future. It was
                                     requested that we get a legal opinion on this issue. This was done and the
                                     opinion was that we had every right to publish this information and that we
                                     would not be liable for a judgment against us as long as the information
                                     presented in published forms was correct. The full legal opinion is in the
                                     Bi-monthly update of July 14, 1989.
Section 1   Category:   Policy #18   Subject: Team Title. There will be a National Team title for the 14-16 age        Date:   Place: BOD,

                                     appears that this is a mechanism to permit a junior at the different age
                                     levels to say that he is on a “National Team”. The benefit here would be
                                     that the junior could make this claim so that his paper record has his
                                     membership on a national level team. This could be a benefit for USOC
                                     subsistence programs.
Section 1   Category:   Policy #24   Subject: Classification Program. The classification paper (qualifying             Date:   Place: BOD,

                                     Women’s Classification Program, based on research by the Women’s
                                     Committee, with recommendations of certain class level totals to be
                                     adjusted. Background: The program has been dormant for some time. It
                                     is a good program into which a lot of thought had been given and it gives
                                     the athlete a feeling of pride for his/her accomplishments. See attached
                                     papers for the qualifying totals for both programs. Papers not attached to
                                     document. Future action requires that a fee be charged for anyone wanting
                                     more than one patch. Fee should be based on cost plus 10% for postage
                                     and handling plus normal markup for profit for the merchandise program.

                                     stipulations: Eligibility – Be a member of the appropriate national squad
                                     (Senior, Junior, Women). Financial – Pay for own drug test; pay for
                                     standard outfitting package; responsible for 100% of own transportation,
                                     responsible for all accommodations (room and board) costs; responsible for
                                     own participation fees. Other Requirements – Must have made the
                                     qualifying totals in a drug tested meet within the qualifying period for the
                                     event; be subject to the USWF Code of Conduct; compete under the
                                     guidance of the USWF assigned coach; participation is subject to the
                                     review and approval of the USWF Board of Directors. Background:
                                     There have been occasions when an athlete desires to participate in an
                                     international event, but the team size is limited to a certain number of
                                     athletes, normally for budgetary restraints. It would seem that if the athlete
                                     can meet all the event requirements and desires to pay his/her own way that
                                     participation should be permitted within certain guidelines. These
                                     guidelines were established and are outlined above.

                                                  squad with the concurrence of the director of coaching, executive director
                                                  and the president. 5 – Members of the women’s squad (Top 15). 6 – Other
                                                  athletes on an exception basis based on the recommendation of the director
                                                  of coaching, executive director and president and with the approval of the
                                                  BOD. PS: there is a problem here in that we need to have some rules on
                                                  length of time and if a lower priority individual is here and someone else
                                                  with an equally or more valid need wants to come.

                                           athletes may wear attire with sponsor logos on all pieces of competition attire to
                                           include singlet, warm-up and t-shirt. Such logo or any accompanying verbiage must
                                           be approved by the national office in advance and prior to use by athletes. a) Size of
                                           the logo on the singlet will not be larger than six square inches. No more than one
                                           sponsor logo may be displayed on the singlet and no more than two sponsor logos
                                           can be displayed on the warm-up or other attire. b) In addition to the competition
                                           attire, a hat with the sponsor logo may be worn at the introduction of athletes and at
                                           awards ceremonies. c) All above such sponsor logos/wording will be in good taste
                                           and inoffensive. Lewd references or double meaning verbiage will not be permitted.
                                           d) Logos or advertising that conflict with USWF national sponsors are not
                                           authorized. This is not currently the case with ACOP sponsors but may be subject to
                                           change.

                                           individual from the team, which may or may not mean sending the individual in
                                           question back to the states, the coaches will meet with the team leader and review the
                                           matter. This review is to insure that all facts have been thought out, all things
                                           considered, athlete rights have not been violated etc. The decision for removal from
                                           the team will be unanimous. An elected athlete’s representative will be present for
                                           this meeting and have a vote. If the athlete’s representative refuses to be part of this
                                           process, the coaches and team leader will make the decision. If time allows, 24
                                           hours should be set aside and the decision reconfirmed before notification is made.
                                           No announcement will be made until this review has occurred and there is
                                           concurrence by these individuals. No other USA officials, officers or board
                                           members who happen to be at the event shall interfere with this process unless their
                                           counsel is requested. The above wording will be added to the Code of Conduct form
                                           which the athlete signs and explains in a paragraph that a violation of the Code of
                                           Conduct can result in disciplinary action which could ultimately result in dismissal
                                           from the team. Also added would be acknowledgement of the nature that “In signing
                                           this document I acknowledge that I understand that should I break this Code of
                                           conduct I am subject to disciplinary action.”

                                         services or benefits. Totals made that day will not be recorded in the USAW
                                         competition data base and thus will not be used for year end ranking or
                                         qualification for national level events unless the athlete takes out full
                                         membership within 60 days.

                                         national records. To participate as an exhibition lifter, the athlete is required to send a letter
                                         to the national office at least 30 days in advance of the event in which he/she desires to lift
                                         requesting and including the following information: a) Requesting to lift as an exhibition
                                         lifter. b) Stating his/her intent to become a U.S. Citizen within one or two years based on
                                         marital status. c) Send a copy of both the front and back of the Athlete's "Green Card” or
                                         parent’s “Green Card” in his/her own right. Once received, the national office will
                                         coordinate with the meet director and will approve/disapprove the athlete's request and so
                                         advise the athlete. The athlete must meet all meet entry deadlines as stated on the entry
                                         form. Non-citizens may participate as "full" participants in the
                                         Collegiate and Masters national championships. Participation on USWF Teams and
                                         Olympic Festival: As a general rule non-citizens may not be on USWF teams. An
                                         exception is for the Olympic Festival. If an athlete receives his/her citizenship after the
                                         qualifying event and prior to the final team selection, that individual may be selected for
                                         the Olympic Festival by providing appropriate evidence of citizenship. Participation on
                                         National Level Squads: Non-citizens may not be a member of the Men's or Women's
                                         National Squads. Participation on Junior Squads: Athletes of junior age whose parent or
                                         parents are “Green Card” holders may be selected to the
                                         Men's and Women's Junior Squads. They will receive all the same benefits of membership
                                         as U.S. citizens to include invitation to all Junior Squad camps. Once the qualifying
                                         criteria for Junior Squad membership have been met, the athlete will be required to send in
                                         a copy of the front and back of his/her "Green Card" before he/she can be formally placed
                                         on the appropriate Junior Squad. Junior Squad membership criteria are spelled out in the
                                         current USWF/USOC Support Programs for Athletes Brochure. Participation in USWF
                                         Athlete Support Programs:
                                         Non-citizens may not participate in any USWF athlete support program described in the
                                         USWF published brochure titled: "USWF/USOC Support Programs for Athletes and
                                         Coaches" with the exception of Junior Squad membership. As such non-citizens may not
                                         receive any athlete support program funding from any USWF program.
                                         Because the rankings for the USOC Level I and II Athlete Subsistence Programs are based
                                         on rankings from participation in USWF national and international events,
                                         €non-citizens cannot be ranked and thus will not be submitted to the USOC for Level I or
                                         II USOC programs.

                                                     relative to purchasing power.

                                        concerned that this could cause damage to an athlete and asked that a legal
                                        review be made. This was done and the legal opinion was that as long as we
                                        published the truth that there could be no basis for litigation against the
                                        Federation for publishing athlete’s names, and if it damaged an individual’s
                                        reputation with employers or the public, that that was too bad. Based on that,
                                        the following policy was passed at the Olympic Festival BOD meeting: It was
                                        decided that the USWF will publish the names of anybody who is suspended for
                                        any reason, but the person or persons suspended will have the option to request
                                        that the reason for suspension be published. It was felt by some that the BOD
                                        had no right to countermand the BOG policy and as a result the above policy
                                        was made at the October 1989 BOD meeting.

                                        drug tests about 65% of the participants at the four regional December drug
                                        tested meets. 4) All USWF athlete(s) attending international drug tested
                                        events or championships are subject to drug testing. 5) Athletes are made
                                        aware of USWF drug policies and procedures through monthly newsletters,
                                        our bi-monthly Magazine Weightlifting USA and a comprehensive brief
                                        included in mailings to each athlete during annual registration. 6) the
                                        USWF keeps all Federation Board members and Local Weightlifting
                                        Committee officers aware of the status of our drug testing program with
                                        periodic statistical reports. 7) Overall during the past three years the USWF
                                        has administered over 500 drug tests per year. Less than 1% of those tested
                                        have tested positive and subsequently been disciplined by the Federation.
                                        8) Penalty for testing positive for anabolic steroids is a two year suspension
                                        for a first offense and a lifetime suspension for a second offense. Other
                                        suspension policies vary on the substance for which the athletes test
                                        positive.

                                    USWF members do not stay with the team, but are in the same hotel as the
                                    USA team, they will still be considered delegation members and will pay
                                    all above expenses. 3) If they do not have sufficient funds, the team
                                    manager may, if he has sufficient funds, pay for them but will assure that
                                    they understand that they will be billed by the USWF and will make full
                                    payment upon return to the USA. Use of Hotels other than Organizing
                                    Committee Designated Hotels: Unofficial delegation members may do this,
                                    but if they wish any assistance from the USWF for air transportation and
                                    registration fee, the USWF will provide this help. There will be no “free-
                                    loading” on registration fee. If unofficial delegation members outside of
                                    the organizing committee hotels wish to take advantage of any organizing
                                    committee activities or arrangements such as local transportation and
                                    airport transfers, they will be required by the team leader to pay the

                        national office sending airline tickets to unofficial delegation members. It
                        is required that these people pay the registration fee. No registration fee, no
                        help from USWF and no unofficial delegation status. The national office

                                       accepted. The feeling of the Board was that we needed a consistent policy
                                       and that we needed to run the Championship events in a professional and
                                       above board manner. As a result the above policy was adopted.

                                            sponsors may not be worn or displayed by athletes during weight class
                                            introductions, warm-up, lifting, awards ceremony or TV interviews. This is
                                            not the case with ACOP sponsors. 2) Size of the logo on the singlet will
                                            not be larger than six square inches. No more than one sponsor logo may
                                            be displayed on competition attire. Unlimited sponsor logos may be

                                         necessary documentary evidence of his or her birth.
