PREFACE

In order to provide for greater transparency and accountability in the functioning of “public
authorities”, the Right to Information Act, 2005 (RI) has been enacted by the Government of
India. The Act entitles the citizens to obtain certain information pertaining to public
authorities, subject to compliance with prescribed procedure. The Act has been notified on
June 15, 2005 and as such every “public authority” is required to publish prescribed
information.

In compliance with the provisions of Section. 4(1) of the Act, this information manual is
compiled for information of the general public.

                                          CHAPTER I
                                       INTRODUCTION

1.1 BACKGROUND

In order to ensure transparency and accountability in the functioning of public authorities and
with a view to confer right on citizens for obtaining certain information pertaining to
functioning of public authorities, the Right to Information Act, 2005 (hereinafter referred to
as “RI” or “Act”) has been enacted by the Government of India. The Act requires the public
authorities to disclose/publish certain information. Section. 3 of the Act confers right on
citizens to obtain information pertaining to functioning of public authorities and for this every
public authority is required to appoint State Public Information Officer(s) or Assistant State
Public Information Officer(s), wherever applicable, for processing of information requests
from citizens.

1.2 OBJECTIVE OF THIS HANDBOOK

Energy Department is an integral part of Government of Andhra Pradesh and administers
matters pertaining to power and coal within the jurisdiction of State of Andhra Pradesh. The
key objective behind publication of this information manual is to enable the public to
understand the role played by the Department in the general administration of Government of
Andhra Pradesh. As prescribed under section. 4(1) of the Act, the Energy Department, as
being the public authority, hereby publishes the prescribed information pertaining to
constitution, functioning of the Department.

The material contained in this manual is meant for information of general public. Apart from
these, the citizens are entitled, under the Act, to obtain other information from the
Department. Procedure for obtaining information from the Department is prescribed in the
following paragraphs.

1.3 TARGETED USERS

This manual is meant for information of citizens, civil society organisations, public
representatives, officers and employees of public authorities.

1.4 NAMES AND ADDRESS OF KEY CONTACT POINTS

For facilitating information requests from citizens, the following officers are designated by
the Department vide G O Rt. No.237, Energy (CCB) Department dated 25.08.2005 &
G.O.Rt.No.257, Energy (CCB) Department, dated 22.09.2005 and all information requests
shall be addressed to the State Public Information Officer (PIO)

1.5 PROCEDURE FOR OBTAINING INFORMATION

This information manual contains information about organization and functioning of Energy
Department. If any person is desirous of obtaining any other information, he shall make an
information request to the PIO. The applicant is required to comply with the following
conditions:

           The applicant shall be a citizen of India
                As proof of citizenship, any one of the following documents may be attached
                   to the information request.
                         Ration card
                         PAN card
                         Driving license
                         Electricity bill
                         Passport document

           The information request shall be made in writing
                The request can also be addressed in electronic format to PIO at the e-mail
                    address mentioned.
                The information request can be in one of the following three languages:
                         Telugu
                         Hindi
                         English
           Applicant shall pay the prescribed fee (which will be notified shortly)
                Applicants belonging to Below Poverty Line (BPL) category need not pay the
                    fee. For claiming exemption from payment of fee under BPL category, the
                    applicant shall attach one of the following documents as proof of his
                    belonging to BPL category.
                         Ration card

The request for information will be generally processed within the time period mentioned
under the Act.

                                                  CHAPTER II
                                       ORGANISATION, FUNCTIONS AND DUTIES
                                               (Section 4(1)(b)(i)

2.1 ENERGY DEPARTMENT

The Energy Department, Government of Andhra Pradesh (GoAP) is headed by Principal
Secretary (Energy). The Department oversees/supervises the functioning of electricity, coal and
boiler sectors in the state. The Department acts as nodal agency for supervising the functioning
of these departments. All administrative matters/policy decisions pertaining to these sectors are
routed through the Department. The following paragraphs briefly highlight the role and
functioning of all the organizations/departments under the administrative control of the Energy
Department.

Power sector at the State level is regulated by the Andhra Pradesh Electricity Regulatory
Commission (APERC). Besides issuing licenses and regulating the business of transmission and
distribution utilities, APERC prescribes rules and regulations for governing of the sector at the
State level.

2.2 ORGANIZATION OF THE ENERGY DEPARTMENT

At present, there are various organizations working under the control of the Energy Department.
Besides administratively controlling these organizations, all necessary support to these
sectors/organisations from GoAP is administered through the Energy Department.

Currently, there are various organisations working under the control of Energy Department. The
following paragraphs give details about these organisations.

2.3 DESCRIPTION OF ORGANISATIONS UNDER THE ADMINISTRATION CONTROL OF ENERGY
      DEPARTMENT


2.3.1       POWER:

 i. Andhra Pradesh Generation Corporation Limited (APGENCO)

APGENCO is the GoAP-owned generation utility in the State and is primarily engaged in
generation of power, apart from other activities. The organisation was carved out of the erstwhile
APSEB1 and currently it owns and operates a total of 6581 MW of generating capacity
comprising of about 2982.5 MW of thermal capacity and about 3588.4 MW of hydel capacity.
All its generation plants are located within the State. The entire power generated by APGENCO
is exclusive for consumption within the state.


ii. Transmission Corporation of Andhra Pradesh Limited (APTRANSCO)

APTRANSCO is the GoAP-owned transmission utility in the State and is engaged in
transmission of power within the State. The Organisation is incorporated under Companies Act,
1956. APTRANSCO was notified as State Transmission Utility (STU) under Electricity Act,
2003 and as such is the nodal agency at state level for all transmission related activities. Till
recently, the Organisation was engaged in bulk supply business (buying and selling of power) and
due to prevailing legal requirements, the same was divested in favour of distribution companies
with effect from June 9, 2005.

iii. AP Central Power Distribution Company Limited (APCPDCL)

APCPDCL is a GoAP owned distribution licensee and operates in the central part of the State.
The Organisation is registered under the Companies Act, 1956 and supplies power to various
consumers located in Medak, Rangareddy, Nalgonda, Mahaboobnagar, Kurnool and Anantpur
districts. The corporate office and headquarters of the Organisation is located in Hyderabad. On
operational front, the Organisation operates in about 86,800 Sq. KM of area with a consumer base
of about 5.22 Million.

iv. AP Northern Power Distribution Company Limited (APNPDCL)

 APNPDCL is a GoAP owned distribution licensee and operates in the northern part of the State.
 The Organisation operates is registered under the Companies Act, 1956 and supplies power to
 various consumers located in Adilabad, Nizamabad, Karimnagar, Warangal and Khammam
 districts. Corporate office of the Organisation is situated at Warangal city. On the operational
 front, the Organisation operates in an area of about 66,760 Sq. Km with a consumer base of about
 2.86 Million.


 v. AP Southern Power Distribution Company Limited (APSPDCL)

 APSPDCL is a GoAP owned distribution licensee and operates in the southern part of the State.
 The Organisation is incorporated under the Companies Act, 1956 and supplies power to retail
 consumers located in Chittor, Cuddaph, Nellore, Prakasam, Guntur and Krishna districts.
 Corporate office of the Organisation is located at Tirupati city. On operational front, the
 Organisation operates in an area of about 81024 Sq. KM with a consumer base of about 4.06
 Million.


vi. AP Eastern Power Distribution Company Limited (APEPDCL)

 APEPDCL is a GoAP owned distribution licensee and operates in the eastern part of the State.
 The Organisation is incorporated under the Companies Act, 1956 and supplies power to retail
 consumers located in West Godavari, East Godavari, Visakhapatnam, Vijayanagaram and
 Srikakulam districts. The headquarters of the Organisation is located at Visakhapatnam. On
 operational front, the Organisation operates in an area of about 42, 101 KM with a consumer base
 of about 2.82 million.


vii. AP Power Finance Corporation Limited (APPFC)

 APPFC was constituted with a view to mobilize required funds for utilities operating in power
 sector in the State. APPFC is primarily responsible for mobilization of finances from the market
 to meet the financial needs of power sector utilities in the State. The Company is currently
 headed by a Managing Director appointed by the Government.

viii. Non-conventional Energy Development Corporation (NEDCAP)

 NEDCAP is the nodal agency in the State for development of non-conventional energy based
 power projects i.e., power projects based on renewable energy sources like wind, mini hydel,
 biomass, bagasse etc., The organization also grants licenses for new Non-conventional Energy
 (NCE) based power projects and monitors their implementation. State has accomplished
 significant growth in capacity addition from NCE sources.


 ix. Department of Electrical Inspectorate

 The Department is responsible for enforcement of various provisions under Electricity Act, 2003
 and Indian Electricity rules, 1956, Andhra Pradesh Electricity Duty Act, 1939 and rules made
 there under. The Department is headed by Chief Electrical Inspector in the rank of Chief
 Engineer.

 2.3.2       COAL

  i. Singareni Collieries Company Limited (SCCL)

 SCCL is a GoAP-owned company engaged in mining of coal in the Godavari valley coal field
 spread in the four districts of Andhra Pradesh viz., Khammam, Karimnagar, Adilabad and
 Warangal. GoAP owns majority equity shareholding in the Company with the balance equity
 held by Government of India (48.9%). SCCL is operating 67 mines, 12 opencast and 55
 underground, and contributes to about 10% of country‟s total coal production.


 2.3.3       BOILERS DEPARTMENT

 The Department is responsible for carrying out statutory annual inspections (third party
 inspections) of all Boilers and related equipment in the state to ensure adherence to safety
 requirements in their operations and maintenance by visiting each Boiler and certifying their
 fitness to operate. The Department administers various laws related to boilers like Indian Boilers
 Act, 1923, Indian Boilers Regulations, 1950, Andhra Pradesh Boiler Rules, 1967, Andhra Pradesh
 Economiser Rules, 1959, Andhra Pradesh Boiler Attendant Rules, 1956 and Andhra Pradesh
 Boiler Operation Engineer Rules, 1959.

 The Department is the statutory certification agency in the State for operation of boilers. The
 Department is headed by Director (Boilers).

3.1 FUNCTIONAL STRUCTURE

Energy Department is headed by Principal Secretary to Government and assisted by couple of

3.2 ROLE OF EACH OFFICER:
Role & responsibility of each of the above mentioned officers is given below.

   SPL. CHIEF SECRETARY/PRL.SECRETARY/SECRETARY.

   Principal Secretary to Government is the overall incharge of the Department - Energy, Coal
   and Boilers - in the State and assists the Council of Ministers in taking policy decisions in
   the above subjects. He is responsible for the effective implementation of various schemes
   of Government of India and State Government like Rural Electrification, promotion of non-
   Conventional Energy etc., He is responsible for the careful observance of the Business
   Rules and Secretariat Instructions in the transaction of business in his Department. He
   exercises general supervision and control over the staff under him and he is responsible for
   ensuring that the members of the staff attend to the work allotted to them efficiently and
   expeditiously. He is assisted by one or more Additional, Joint, Deputy or Assistant
   Secretaries and such other officers subordinate to him as the Government may determine.




   ADDL. SECRETARY/JOINT SECRETARY/DEPUTY SECRETARY


   The Additional Secretary assists the Prl. Secretary (Energy) with regard to subjects dealt in
   the Department. The Prl. Secretary /Secretary of the Department remains responsible for
   the subjects allotted to the Addl. Secretary. The latter consults the Prl. Secretary on cases
   dealing with important questions of Principal or any other cases which he considers to be of
   special importance.



   ASSISTANT SECRETARY


   The Department is organized under different sections and the Assistant Secretary exercises
   control over specific sections i.e., Power-I, Power-II, Power-III, Power-IV and OP sections.
   Various subjects (within the power, coal and boilers) is allocated among these sections and
   the Assistant Secretary supervises the functioning of these sections, besides remaining
   responsible for all administrative activities in these sections. All the files are routed through
   Assistant Secretary from the sections to the Additional Secretary.

   SECTION OFFICER

   The section plays key role in conduct of business in the Department. The Section Officer
   (S.O) is the incharge of the section. Currently, there are 9 sections dealing with various
   subjects under the purview of Energy Department. The S.O is assisted by a certain number
   of Asst. Section Officer and other supporting staff. S.O is responsible for all files relating to
   various subjects allotted to A.S.Os under him. He is directly responsible for officers under
   whom he works for the efficient and expeditious dispatch of business in all stages of the
   section.


   ASSISTANT SECTION OFFICER
   S.O is assisted by one or more Assistant Section Officer (A.S.O) and their main duty is to
   deal with various matters pertaining to their section. A.S.O initiatives the process of file
   circulation and provides all the necessary information in the file.




   PRIVATE SECRETARY/STENO

   Private Secretaries to Prl.Secretary/Addl. Secretary attend to various works of Prl.Secreary/
   Addl. Secretary to Govt. and the Stenographers of Special /Senior/Junior category do short
   hand work for Addl Secretaries/ Joint Secretaries/Deputy Secretaries/Assistant Secreataries
   respectively and such other items of work as are entrusted to them.

                             PROCEDURE FOLLOWED IN DECISION-MAKING PROCESS
                                           (Section 4(1)(b)(iii)



The Energy Department, Government of Andhra Pradesh (GoAP) is headed by Principal
Secretary. The Department oversees/supervises the functioning of electricity, coal and boiler
sectors in the state. There are various organizations working under the control of the Energy
Department. Besides administratively controlling these organizations, all necessary support to
these sectors/organizations from GoAP is administered through the Energy Department.

4.1 DECISION MAKING PROCESS

Inward Outward Communication (I.O.C) section receives proposals/communication from the
Heads of various Departments under the administrative control of the Energy Department. On
receipt of the proposals/communication, the same is scanned and sent on line to the concerned
Section Officer of the Section. The Section Officer allocates the papers to the concerned A.S.Os
(manually as well as through online framework). After verifying the same, the concerned A.S.O.
makes an entry in the Personal Register and a file is prepared, along with all necessary papers –
which is submitted back to the S.O through online mechanism as well as manually. The S.O
scrutinises the file/papers and writes his/her remarks on the same. Then the same is passed onto
the concerned Assistant Secretary /Addl. Secretary. The Addl. Secretary / Asst. Secretary
scrutinises the file and pass on the same to the Prl. Secretary through concerned Addl. Secretary
as the case may be, along with their comments. After the Prl. Secretary makes his/her remarks on
the file, the file is circulated to the other concerned Departments, Minister /Chief Minister, as
prescribed in the business rules and Secretariat Instructions. While making his/her remarks, the
Prl. Secretary may ask for expert comments, suggestions or inputs from subject experts within or
outside the relevant Departments, as he considers necessary.

Usually, the procedure is common for all the matters and on an average the decision takes about 3
days, if no major policy decision is involved - and if any major policy level action is required, the
process may take little longer time depending on the nature of the subject.

                                     NORMS SET FOR THE DISCHARGE OF FUNCTIONS
                                                 (Section 4(1)(b)(iv)




There are various organisations functioning under the auspices of Energy Department in the State.
Power, coal and boilers – these subjects are directly dealt by the respective organisations and the
Energy Department is the supervisory body for all these organisations. Further, the Energy
Department provides strategic and financial support to these GoAP-owned organisations. At
present, the Department does not have any direct customer interface and it deals only with the
matters pertaining to these organisations. Given the fact that the Department mostly deals with
the policy-level decisions, standards may be difficult to establish. But, in general, the service
delivery time norms are:

            i) Routine matter                            ...    03 days
            ii) Other than routine matter               ...     10 days



In general, the Department starts working from10.30 a.m to 5.00 p.m (Monday to Saturday except
on second Saturday).

13.1 INTRODUCTION

At present, GoAP provides subsidies to various categories of consumers in power sector. Various
subsidy schemes are in vogue in power sector. However, the Energy Department does not
directly deal with the ultimate beneficiary of these subsidy schemes and as such these amounts
are provided to the power sector organisations directly, which are implementing these schemes,
subject to the approval of the Andhra Pradesh Electricity Regulatory Commission (APERC).

                              Currently, there are about 23.6 lakh agricultural
                              consumers in the State and about 20.5 lakh agricultural
                              consumers are entitled for “free power”. The subsidy
                              is administered through distribution companies.

13.2 RAJIV GANDHI GRAMIN VIDYUTIKARAM YOJANA (RGGVY)

Government of India (GoI) has introduced Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGVY)
programme with an aim to provide access to electricity to all the households in the country in five
years i.e. by 2009. The programme is for electrification of un-electrified villages, electrification
of rural households and augmentation of backbone network in the already electrified villages.
The total outlay of the programme is Rs.16,000 crores for entire country with 100% subsidy
towards the cost of electrification of rural households and 90% subsidy towards electrification of
un-electrified villages & infrastructure development for rural distribution. The RGGVY
programme has been launched by the Hon‟ble Prime Minister on April 4th, 2005.

It is proposed to electrify all the un-electrified habitations and rural households and to strengthen
the infrastructure for rural distribution under this RGGVY programme.                   District-wise
comprehensive Detailed Project Reports (DPRs) have been prepared by the respective
distribution companies for electrification of 43,36,635 rural households with necessary
infrastructure development for rural distribution at an estimated cost of Rs.1736.7 crores.
Tripartite Agreements have been entered into amongst REC New Delhi, State Government and
State Power Utilities on 12-08-2005 as a pre-requisite for availing financial assistance from GoI
through REC.

13.3 PROGRAMMES SPONSORED/UNDER THE CONTROL OF NEDCAP

Non-Conventional Energy Development Corporation of A.P. Ltd., is the Nodal Agency for
implementing renewable energy programmes in the State sponsored by the Ministry of Non-
Conventional Energy Sources, Government of India and the State Government. NEDCAP is
pioneering in promoting and implementing all renewable energy programmes under one roof.


13.3.1 NATIONAL PROGRAMME ON IMPROVED CHULHAS

The objectives of the programme is to provide improved chulhas to reduce smoke in the kitchen,
improve the health of the women and children and reduce consumption of firewood. The total
potential is 95 lakhs nos. and so far 29.13 lakh nos. have been installed. The unit cost of the fixed
model chulha is Rs.150/-.

The National Programme on Improved Chulhas was in implementation as a Centrally Sponsored
Scheme from the year 1984-85 to 2002-03. Since the programme is not being continued as a
centrally sponsored scheme, during the year 2003-04 the State Government has sanctioned 50,000
nos. improved chulhas for installation under plan with a budget allocation of Rs.60.82 Lakhs.

Against the target of 50,000 smokeless chulhas, 51,429 nos. have been installed during the year
2003-04. During the last financial year, the State Government has sanctioned an amount of
Rs.60.00 lakhs for installation of 49,858 nos. of improved chulhas in the rural areas and the target
has been achieved. For the year 2005-06, the State Government has sanctioned an amount of Rs.
66 lakhs to implement the programme.


13.3.2 VILLAGE ENERGY SECURITY PROGRAMME

MNES has launched a new programme “Village Energy Security Programme” to provide Energy
Security to the villages. The objective of the programme is to provide energy for cooking,
lighting, water pumping for drinking and irrigation in rural areas using renewable energy sources
with special emphasis on biomass utilisation using gasification technology. MNES is planning to
sanction 90% of the cost of the project as grant. The balance 10% is to be borne by the State
Government/District Administration.

MNES has decided to take up 5 test projects initially in un-electrified remote villages. The
detailed proposals have already been submitted in respect of 2 villages to MNES to implement
Village Energy Security Programme as test projects during the current financial year. The
approval is awaited.
