					     MINUTES OF THE REGULAR MEETING OF THE BOARD OF ALDERMEN
             CITY OF BRANSON, MISSOURI, NOVEMBER 25, 2002


      The Board of Aldermen of the City of Branson, Missouri met in regular session in the
Council Chambers of the City Hall on November 25, 2002 at 7:00 p.m. with the following
members present:

        Mayor Schaefer presiding, Dick Gass, Stan Barker, Larry Taylor, Ron Huff, Eric
Farris, and Bob Warlick present.

       Also in attendance were: City Administrator Terry Dody, Assistant City
Administrator Kevin Faught, City Attorney Deborah Deuster, City Clerk Sandra Williams,
Police Chief Steve Mefford, City Engineer David Miller, Communications Director Jerry
Adams, Health Director Linn Smith, Fire Chief Carl Sparks, Director of Planning Don
Stephens, Director of Finance Deanna Schlegel, Director of Public Works Larry VanGilder,
Director of Economic Development Mike Rankin, Ricky Renfro, Bruce W. Bowlin of Branson
Daily Independent, Cliff Sain of the Branson Daily News, Susan Perkin, Jim Perkin, Ross
Summers of the Branson Chamber of Commerce, Chuck Sobolewski, Debrah Bartens, Gail
Davis of the Girl Scouts, Doug Baker of the Boy Scouts, Gayla Roten, Bill Groninger, David
Queen, Nick Blomberg, Jonathan Derby, Toyea Youngblood, and Loren Youngblood.

      Mayor Schaefer called the meeting to order with the “Pledge of Allegiance,” and Larry
VanGilder gave the invocation.

        Mayor Schaefer asked for any additions or corrections                APPROVAL
to the minutes of the public informational meeting of October 11,          OF MINUTES
2002, the regular meeting of October 28, 2002, the special meeting
of November 7, 2002, and the regular meeting of November 12, 2002. Alderman Huff moved
to approve the minutes of the October 28, 2002 regular meeting, the November 7, 2002
special meeting, and the November 12, 2002 regular meeting, and to postpone the approval
of the minutes of the October 11, 2002 public informational meeting until the next regular
Council meeting. Motion was seconded by Alderman Barker. Voting aye: Gass, Barker,
Taylor, Huff, Farris, and Warlick. Nays: none. Motion carried.

       Alderman Warlick moved to remove Item #33 from the Regular Agenda, because
there would not be an Executive Session. Motion was seconded by Alderman Huff. Voting
aye: Gass, Barker, Taylor, Huff, Farris, and Warlick. Nays: none. Motion carried.

        Mayor Schaefer asked City Clerk Williams to read the items being considered on the

       Mayor Schaefer asked for any corrections on the Consent Agenda as presented.
Receiving none, Mayor Schaefer then entertained a motion to approve the Consent Agenda as
read. Alderman Barker moved to approve the Consent Agenda as presented, seconded by
Alderman Taylor. Voting aye: Gass, Barker, Taylor, Huff, Farris, and Warlick. Nays: none.
Motion carried.


REGULAR AGENDA:


       Resolution approving the Branson Area Receptive                 RESOLUTION
Association as an Alternate Tourism Destination                     BRANSON AREA
Organization was read by title by City Clerk Williams.          RECEPTIVE ASSOC.
Mrs. Williams also provided the staff report, stating
the Branson Area Receptive Association (BARA) was formally requesting the City
recognize the organization as an Alternate Tourism Destination Marketing Organization,
which would qualify the organization to apply for state tourism grant funds. Mayor
Schaefer entertained a motion approving the resolution. Alderman Huff made the motion,
seconded by Alderman Gass. Toyea Youngbood, President of BARA addressed the Board,
indicating that if recognized as an Alternate Destination Marketing Organization they
would by no means be in competition with other DMO’s in the area. It would enhance

their efforts to strive to build our community and better our marketing dollars and to
target different areas of the market segment. Discussion was held regarding whether
money received would market only their members; the duplication of services with limited
stated funds and whether they would be in competition because of the state’s resources.
The unique marketing BARA would have as their number one priority is targeting the
International market and introducing America’s heartland to the International visitors.
Discussion on the scoring method used by the state for applicants and if they would be
competing against our other DMO’s. Also addressing the Board regarding this matter was
Bill Groninger, Executive Director of the Branson Veterans Task Force. Hearing no
further discussion, Mayor Schaefer called for a vote on the Resolution. Voting aye: none.
Nays: Gass, Barker, Taylor, Huff, Farris, and Warlick. The Resolution failed.

       First reading of Bill No. 2480, an ordinance                      BILL NO. 2480

entertained a motion to approve the first reading of Bill No. 2481. Alderman Warlick
made the motion, seconded by Alderman Barker. Discussion was held between the
aldermen and Mr. Queen regarding the $33.5-million short-term notes, and the advantage
of putting them on long-term, because when they are defeased they will be taken off our
books by creating an escrow of US Government Securities purchased by the City. The
length of time remaining on the 1996 and 1997 Bond Series and that the City is not
extending that debt time. Mayor Schaefer then called for a vote. Voting aye: Gass, Barker,
Taylor, Huff, Farris, and Warlick. Nays: none. Motion carried.

was duly enacted.

report, stating the Branson Housing Authority Board was                  DON BAKER
requesting the re-appointment of Don Baker to the Branson
Housing Authority Board for a four-year term, expiring October 19, 2006. Mayor Schaefer
entertained a motion approving the appointment of Don Baker. Alderman Huff made the
motion, seconded by Alderman Warlick. No discussion. Voting aye: Gass, Barker,
Taylor, Huff, Farris, and Warlick. Nays: none. Motion carried.


OTHER BUSINESS:

       Mayor Schaefer asked if there was any other business that a member of the Board
of Aldermen would like to introduce as an official agenda item for discussion and action by
the Board.

       Alderman Warlick made the motion to move the Council meeting of December 9,
2002 from 7 p.m. to 8 p.m. Alderman Huff made the second. Voting aye: Gass, Barker,
Taylor, Huff, Farris, and Warlick. Nays: none. Motion carried.

       Mayor Schaefer then opened the floor for Aldermen and Administrator’s Reports.

ALDERMEN/ADMINISTRATOR’S REPORTS

       Alderman Gass commented on the water tower stating he has                     GASS
received many great comments regarding the water tower behind Wal-Mart
and hopes the City would do more on the other water towers in town.

       Alderman Barker stated he would like to take this opportunity              BARKER
to thank staff and the employees of the City as we go into the Holiday Season.
I think it is important to recognize our City employees for the great job they have done all
year long. I just hope they enjoy the Holidays and all of us can have a very thankful
Thanksgiving.

      Alderman Taylor said he concurred. Happy Thanksgiving to                   TAYLOR
everyone on the staff of the City. A lot of hard work goes into your jobs

and your efforts throughout the year, and we appreciate that, stated Mr. Taylor.

        Alderman Huff informed the Mayor he thought he spoke for all              HUFF
of the aldermen when he said how much they appreciate what the Mayor
does to represent the City and to promote the City of Branson. We particularly appreciate
all of your efforts during the Veterans Week. You were going from one event to another,
and we appreciate what you have done and how you promote Branson.

       Alderman Farris stated he couldn’t say it any better.                       FARRIS

       Alderman Warlick said we have a citizen who is not here            WARLICK
tonight who is going to be leaving our area in the near future.
Phyllis Rotrock will be moving to Texas to live with her daughter, and I would like for
those of us who would run across Phyllis to wish her the best. She has been very
instrumental in a number of things that have gone on in Branson and has promoted the
City of Branson, and we all wish her well.

       Administrator Dody stated he appreciated the support and best         DODY
wishes on the Holiday Season from the Council and certainly returns that
to the Mayor and Council. The leadership you provide makes this City happen, and we
hope you have a good holiday.

       Alderman Warlick moved to adjourn. Motion was seconded by Alderman Farris.
Voting aye were: Gass, Barker, Taylor, Huff, Farris, and Warlick. Nays: None. Motion
