3. TICIC Launches NJBankers Member Survey.
TICIC is in its twentieth year of operation. Since inception, TICIC has closed in excess of $500
million of construction and permanent loans, primarily secured by homes affordable to low- and
moderate-income families and senior citizens in both urban and suburban communities.

TICIC, not unlike many financial institutions in New Jersey and nationwide, is feeling the effect
of this depressed economy. We believe it is timely in this environment to take a step back,
assess our operation and implement procedures and products to better serve the members of
the New Jersey Bankers Association. As such, we are announcing that TICIC is launching its
first ever NJBankers Member Survey.

The TICIC Board of Directors is about to initiate the development of a strategic plan to improve
and enhance the TICIC operation. We believe the results of this survey will enable us to achieve
that goal.

The survey was mailed to managing officers this past week and we ask that you take a few
minutes to complete it and return it to Lou Bringuier, SVP, TICIC, by February 14th. The data
will be compiled and the results of the strategic plan we are about to commence is likely to be
responsive to demands of NJBankers.

We thank all members in advance for participating. If you have any questions, please contact
Lou at lbringuier@ticic.com or 908-272-8500, ext. 602.

4. FDIC Rule Includes IOLTAs in Temporary Unlimited Deposit Insurance
   Coverage for Noninterest-Bearing Transaction Accounts
The Federal Deposit Insurance Corporation (FDIC) has approved a final rule to include interest
on Lawyer Trust Accounts (IOLTAs) in the temporary unlimited deposit insurance coverage for
noninterest-bearing transaction accounts.

The Dodd-Frank Wall Street Reform and Consumer Protection Act provides temporary,
unlimited deposit insurance for all noninterest-bearing transaction accounts. The final rule
implements the December 29, 2010 amendment to that Act by including IOLTAs within the
definition of a "noninterest-bearing transaction account."

All funds held in IOLTA accounts, along with all other noninterest-bearing transaction account
deposits, are fully insured from December 31, 2010 through December 31, 2012. The coverage
is separate from, and in addition to, the coverage provided to depositors for other accounts at
insured depository institutions. For additional information, visit www.njbankers.com.

5. ABA Government Relations Summit – March 14-16, 2011
Dodd-Frank was just the beginning. Next year, and in years to come, bankers will be dealing
with the resulting regulations. In 2011, banks' roles in economic recovery will be more critical
than ever. A new Congress will be in session, with newly elected leaders — they need to meet
real bankers. With new regulators, new agencies and new regulations, bankers need to be
involved and heard. If you care about the future of your bank and our industry, you need to be
part of the ABA Government Relations Summit in Washington, DC.
Join NJBankers and register now! Visit www.njbankers.com to register and review the
schedule. Featured speakers include Sheila Bair, chairman, FDIC and Larry Kudlow, host of
CNBC's The Kudlow Report.
Your bank does not have to be an ABA member for you to participate. Last year, 800 bankers
participated nationwide with 40 bankers from New Jersey. Help us make our voices heard.

serving two terms as Oklahoma's 25th governor. As assistant secretary of Treasury and

issues that are demanding attention today – including housing finance, lending practices,
securitization and Bank Secrecy Act issues. He is seen and heard frequently on national news
programs as a commentator on a wide variety of topics.

Strong Teams/Happy Customers: February 4, 2011
A Communication Boot Camp Time: 9:00 a.m. to 4:00 p.m.
Situation: Only strong teams are smart enough and Location: NJBankers, Cranford, NJ

sessions, by the end of the morning, participants will
have created a document titled “Our Promise to Each
Other.” And everyone will sign it.

    • The afternoon segment will focus on meeting the
expectations of today’s customers – all of whom know
they can take their business elsewhere if they’re not
satisfied. Through candid and open discussions,
creative problem-solving and group break-out sessions,
by the end of the afternoon, participants will have
created a document titled “Our Promise to Our
Customers.” And everyone will sign it.
