        For this solicitation, the Disadvantaged Business Enterprise (DBE) subcontracting goal will be 13%.

Project purpose and need

WisDOT is soliciting for construction engineering services for the project package described below. Approximately 5% of
the overall work will be performed in 2011, with the remainder split between the 2012, 2013, and 2014 construction
seasons. For this reason, WisDOT will consider a consultant staffing concept where the 2011 project leader could
transition into an assistant role for the 2012, 2013 and 2014 construction seasons. This concept will allow consultant
teams to propose experienced project leaders and staff for 2012 and beyond that are already committed to delivering
construction engineering services in 2011.

Major Items of Work:

        These projects reconstruct IH 94 from the Des Plaines River bridge to a few hundred feet north of STH 142 on
        and off ramps. This work includes the interchanges, ramps and crossroads at STH 50, STH 158 and STH 142.
        Also included are local roads at STH 50 and STH 158. The major work items in 2011 include temporary grading,
        temporary storm sewer, retaining wall, pipe jacking, traffic control and FTMS. The 2012, 2013, and 2014 work
        under this contract shall consist of removals, grading, base aggregate dense, concrete pavement, HMA
        pavement, bridges, retaining walls, sign bridges, overhead sign supports, box culvert modifications, erosion
        control, culverts, storm sewer, concrete curb and gutter, concrete sidewalk, pavement marking, permanent
        signing, fencing, lighting, traffic signals, temporary traffic control, detention ponds, wetland seeding and rootstock
        planting. The project is currently covered by an Owner Controlled Insurance Program (OCIP) and all consultants
        on the project are required to be enrolled. All IH 94 N-S projects require additional reporting and labor tracking
        efforts. The project will likely be completed by December 2014.

Restrictions:                    IH 94 will remain open to 2 lanes in each direction at all times except during night time
                                 hours. Interim liquidated damages will be assessed for ramps not meeting the proper
                                 opening schedule.

Anticipated Number:

        In 2011:   The consultant will supply 1 assistant PCL and 3-4 staff engineers/inspectors.
        In 2012:   The consultant will supply 1 PCL, 1 assistant PCLs and 8-11 staff engineer/inspectors.
        In 2013:   The consultant will supply 1 PCL, 3 assistant PCLs and 16-20 staff engineer/inspectors.
        In 2014:   The consultant will supply 1 PCL, 2 assistant PCLs and 12-16 staff engineer/inspectors.

        WisDOT may supply additional assistant PCLs and inspection staff. Staff levels will be evaluated as the project
        progresses to determine the appropriate levels. A minimum of 1-2 staff engineers/ inspectors should be
        dedicated year round to records, materials, reporting needs in addition to the PCL and A-PCLs. The 2011 work
        will require the assistant PCL but when the project ramps up for the major work in 2012, 2013, and 2014 the PCL
        will be available.

Duties:

         Active management of consultant contract and project delivery staff, including projection of delivery costs.
         Delivery conformance to N-S Freeway Construction Management Plan.
         Coordination and integration with program and project controls staff - including document control, and issues and
          change management - utilizing Contract Manager Software.
         Coordination and integration with WisDOT staff - including inspection staff, and technical leads (traffic, public
          information, safety, materials, structures, geotech).
         Active management of construction contract, including:
               o construction schedule review and correction
               o coordination of modifications
               o interpreting plan documents and special provisions
               o ensuring contractor compliance through active inspection
               o managing and reporting projected project costs
               o performing verification survey(s)
               o measuring and documenting items of work
               o maintaining all project documents

WisDOT provides

         Project management
         Construction project controls support – WisDOT and consultant staff
         Program management advisory services support – WisDOT and consultant staff
         Construction traffic mitigation support – WisDOT and consultant staff
         Construction public information support – WisDOT and consultant staff

Consultant requirements (listed in approximate rank order of importance)

         When provided by WisDOT, consultant staff must enroll in Owner Controlled Insurance Program (OCIP)
               o Consultant staff must establish and adhere to project-specific safety program
               o Consultant staff must participate in pre-employment safety orientation
               o Consultant staff must participate in drug testing prior to and during project
         Selected consultants will be required to apply field rate accounting consistent with FDM 8-10-20.3; consultant staff
          will be located at a Kenosha County project field office
         Consultant staff will seamlessly interact with project-level WisDOT and consultant construction engineering
          teams, WisDOT Project Manager, the Construction Project Controls consultant, the Program Management
          Advisory Services consultant, and the Construction Traffic Mitigation/Public Information consultant.

Special instructions

If a consultant team of more than one firm is proposed, the Prime Consultant’s responses should address ALL firms/staff
proposed for this project.

This consultant solicitation of interest encompasses the scope of the initial contract (2011) as well as the scope of the
subsequent contract (2012-2014). Upon consultant selection, the Department will negotiate the scope and fee for the
initial contract. The negotiation for the subsequent contract will commence when the negotiation for the initial contract has
been completed.

As stated in FDM 8-10-25: When a prime consultant is authorized to sublet or assign a portion of the work or services
under a contract with WisDOT, the prime consultant must perform the greatest amount of work or services on the total
contract amount. Typically the prime should perform more than 50% of the contract, but teaming arrangements may
prevent this. In no cases should the prime consultant perform less than 30% of the work.

Interview dates

An interview will be conducted on Friday, June 10, 2011, at the Southeast Region office located in Waukesha. The
interview format will consist of a 35-minute presentation, followed by a 10-minute period for additional questions. The
consultant team will providing its response to each interview question during the presentation. Short-listed consultant
teams may bring up to 6 team members to the interview.

Instructions for consultants:
   1. Download and save the solicitation scope of service narrative and its own Notice of Interest Questionnaire (NOI)
      file of interest to your computer. Rename the file according to the ESubmit convention outlined on the extranet:
      https://trust.dot.state.wi.us/extntgtwy/consultants/noi.shtm.

   2. Complete the NOI portion, to a maximum of 8 pages, adhering to these guidelines:
         a. All files must be in MS Word or Adobe PDF format. No files other than the NOI will be considered.
         b. Submit only ONE NOI per firm. Firms with multiple locations and/or parent companies may not submit
             more than one NOI.
         c. Additional comments may be added in narrative form after the tables in each question.
         d. General formatting:
                    i. Do not add colors in the tables or to fonts.
                   ii. Limit font bolding to highlight only the most important words. Do not bold questions.
                  iii. Use the Arial font, sized between 9-12 only. Only table labels should be font size 8.
                 iv. Using bullets within tables is allowed.
                   v. Limited table column size changing is allowed, but expanding tables is not.
                 vi. Deleting unneeded tables from the default form is allowed. Do not delete any questions.
                 vii. Leave at least two blank lines between information and the next question.
         e. Minimize the number and size of pictures inserted. If file size is greater than 2 MB, review the use of
             pictures and consider converting Word documents to PDF.
         f. Do not copy resumes or other external documents into the NOI form to supply firm qualifications.
         g. Automatic disqualification will occur if:
                    i. Questions are deleted or changed.
                   ii. The document is protected in any way that prevents WisDOT from copy-pasting information.
                       Firms are allowed to protect their documents as "read-only", however, in the following ways:
