   The purpose of the follow- up program outlined by counsel serves four basic purposes:

       1. To facilitate the collection and full redemption of all campaign pledges.

       2. To serve as a means of addressing donors that have not kept pace with their
          intended pledge fulfillment schedule.

       3. To act as a means of recording all important commitment information.

       4. To serve as a vehicle for continued communication with campaign donors.

   All of the follow-up procedures implemented by the Diocese of Austin should be viewed
   as an exercise in fostering positive attitudes and good feelings among donors about their
   giving, both to the campaign and to the Diocese in general. A dono r who is treated in this
   way is likely to remain a valuable donor in the coming years.

   The Diocese is committed to receiving the greatest return on the pledges that have been
   made to the campaign thus far. To date, more than 26,000 pledges and one-time gifts
   have been made to Our Faith ~ Our Legacy. Now, the challenge for the Diocese is to
   collect on the commitments that have been made.

   It is our experience that 90% of the amount pledged to a campaign such as Our Faith ~
   Our Legacy can be collected in cash. Reports produced monthly as part of the
   recommended pledge collection system must be monitored closely and remedial action
   must be taken where necessary to avoid the possible loss of gifts.

   Appropriate campaign follow- up includes:

   •   The program to address slow-paying donors will be implemented completely to avoid
       the loss of pledges. This program will include the timely reminder of slow-paying
       donors at 2, 4 and 6 month intervals after their last expected payment, and notification
       of the parish for contact by the pastor, as appropriate.

   •   The Stewardship and Development Office will produce and carefully review a
       monthly list of slow-paying donors to determine which should receive a letter from
       the Diocese. Donors most likely not to complete pledge payments are those who stop
       payment within the first six months of pledge redemption.

   •   Any communication to slow-paying donors will be as personal as possible, i.e., letters
       will be personally addressed and will be mailed first class in a sealed envelope.

   •   A program of continued education and publicity will be mounted to keep the
       campaign foremost in the minds of its supporters and others. Along with the coupon-
       style booklet to individual donors, end-of-the-year tax statements, newsletters

       informing parishioners on the collection and use of campaign funds, and parish
       bulletin announcements updating all on campaign progress are necessary. The
       Catholic Spirit will also be asked to provide coverage of campaign issues and an
       annual report on campaign funding. This is a necessary process and a simple matter
       of good stewardship.

   •   A follow- up and continuation committee of lay people should be formed to
       implement follow- up recommendations. Such a committee should meet once a month
       to review redemption and publicity issues, as well as issues regarding continued

   •   As in the campaign plan, special attention should be given to delinquent pledges of
       $5,000 or more utilizing personal contact where possible.

   The Diocese of Austin will capitalize on the success of the Our Faith ~ Our Legacy
   campaign and implement an active planned giving program. An excellent vehicle for
   support exists in the endowments created, and the Our Faith ~ Our Legacy campaign
   has definitely raised the level of awareness of the needs of the Diocese to the greater
   Catholic community. While some have been challenged to give more than they have ever
   considered giving to the Church, others have been challenged to make their first
   substantial commitments to the Diocese.

   Lastly, in conducting the Our Faith ~ Our Legacy campaign on the local parish level,
   the Diocese of Austin was able to enlist the support of more than 2,000 volunteers. It
   would be a great advantage to keep these fine people in mind in future diocesan projects.

                           PLEDGE REDEMPTION


Successful pledge redemption in any philanthropic program, including diocesan campaigns, is
dependent on two basic principles:

   1. Donors will receive their statements on time, and
   2. Early detection of pledges falling in arrears.

The Diocese of Austin will ensure that the Statement of Account notices are sent promptly. Such
dependable action will foster a habitual behavior in donors, and you will routinely see payments
as scheduled. Donors will receive prompt and courteous treatment. Follow-up confirmation of an
account or payment should be near-guaranteed.

Special care should be taken in sending out annual statements to those who participated in the
Leadership Gift Phase of the campaign. These significant donors deserve special attention and
continued recognition of their generosity in order to cultivate their relationship with Bishop
Aymond and the Diocese of Austin.

One of the most important aspects of any campaign is the redemption of pledges. During the
Our Faith ~ Our Legacy campaign’s five year pledge redemption period, the Stewardship and
Development Office will need to:

       Remind donors of their periodic payments;

       Closely monitor the progress of pledge redemption;

       Address delinquent pledges;

       Communicate periodically to parishes and individuals on the pledge redemption process
       (status report of amount pledged and amount collected to date);

       Communicate annually to parishes and individuals on the impact the dollars raised to date
       have had on programs and parishes;

The success the Diocese of Austin realizes in receiving cash payments on campaign pledges will
depend on how thoroughly the above tasks are accomplished. Experience in similar campaigns
suggests that a pledge redemption of 90% or higher is possible, if all of the recommendations
contained in this manual are followed.

Samples of recommended correspondence with donors, is provided herein.

The primary method for successful payments on pledges to the Our Faith ~ Our Legacy
campaign is by reminding donors of their pledges, the method of payment they have selected,
and the amount paid at any time during the redemption period. During the active fund-raising
portion of the Our Faith ~ Our Legacy campaign, donors were offered the option of paying
their pledges according to various schedules: monthly, quarterly, semi-annually, annually, or on
specific dates during the next five years.

To streamline the process as much as possible, the program implemented includes:

       Coupon books are sent to donors in accordance with their reminder schedule.

       All Leadership Gift donors will receive a personalized letter of thanks along with their
       annual reminder.

Aside from the non-regular reminders, this system will enable donors to make their regular
pledge payments a habit. Thus, the Diocese of Austin can realize the fullest redemption

To facilitate the redemption process, the reminder format is kept as simple as possible.
According to his/her chosen schedule, the donor is mailed a reminder form and a set of labels.

The reminder form indicates:

   The name and address of the donor;

   The donor’s identification number and parish;

   The total pledge amount;

   The payment received and the suggested payment

Each donor to the Our Faith ~ Our Legacy campaign has made an investment in the future of
the Catholic Diocese of Austin. As such, they will appreciate being kept abreast of campaign
progress, both in terms of pledge redemption, and about how collected monies are being used to
benefit the causes outlined in the campaign case statement.

PERIODIC UPDATES - The Diocese will provide periodic updates to keep focus on how the
donors “funds” are being used. These updates will be factual and report on specific things that
are accomplished with Our Faith ~ Our Legacy monies. These updates will be sent on a semi-
annual basis in December and June.

December is a key month for sending this annual report. Many donors will wish to make an end
of year gift in consideration of tax implications. Receipts for annual contributions of $250 or
more are required by the Internal Revenue Service and will be delivered to all donors in January
each year.

Finally, an annual report will be included in the Catholic Spirit each February in combination
with the annual diocesan fiscal accountability report.


Once a month, the Diocese will review the pledge redemption process.

The essential questions that will be asked regularly are:

               What is the pledge total?

               How much has been paid? Since last report?

               What percentage of pledges has been paid?

               How many donors are delinquent in payments? (A pledge may be considered
               delinquent if a donor has missed one quarterly, or two monthly payment periods.)

               What is the total amount delinquent for that period?

               What is the remaining pledge amount in jeopardy as a result of these delinquent
               pledges if the donors were to stop paying entirely?

               To which parishes do these delinquent donors belong?

               Have delinquent letters been sent? Called by telephone?

               What was the result of the contact? Was payment resumed?

               What can be done to improve pledge redemption?

The purpose of these reports is to ensure optimal pledge redemption for the Our Faith ~ Our
Legacy campaign.

It is important to note that donor attrition and delinquent pledges are part of any effort involving
pledges. Please refer to the “Addressing Delinquent Pledges” section and the sample letters to
delinquent donors.

Once a month, the Diocese will identify delinquent accounts. An account will be considered
delinquent if the donor has missed either:

               Two monthly payment periods, or

               One quarterly, semi-annual, or annual payment.

Delinquent pledges should be addressed in as personal and understanding manner as possible.
The purpose of any contact (letter, phone call, and visit) with a donor who has become
delinquent in his/her pledge is to:

               Clear up any misunderstandings or errors that may have occurred. Perhaps an
               incorrect address meant that a donor did not receive a coupon book.

               Explain the importance of regular payments both to the Diocese and to the
               projects that benefit from the Our Faith ~ Our Legacy campaign.

               Identify various options a donor has in fulfilling a pledge. For example, a donor
               may be offered a different payment schedule, a smaller monthly amount over
               longer period of time, electronic checks or credit card, etc.

The goal of addressing delinquent pledges is to maintain active donors:

First, under the same conditions to which they initially committed.

Second, by considering smaller periodic payments over a longer redemption period.

Third, by lowering the overall amount of the commitment.

The ultimate goal of pledge redemption is to maintain participation.

A payment option slip and a return envelope with which a donor may resume payment will
accompany each reminder letter. A sample letter for each instance listed above can be found in
the appendix of this manual. Also contained in this section are guidelines for the personal contact
following Letter #3, including a prioritized list of options which should be offered to the donor,
if necessary, to maintain participation in the Our Faith ~ Our Legacy campaign.

Pastor Involvement

Pastors will be made aware of delinquent accounts within their parish and will be consulted, as
appropriate, regarding possible approaches.


Communication such as that listed on the schedule above is important to the success of the Our
Faith ~ Our Legacy campaign.

The Diocese will avoid any approach that might alienate a parishioner. We all hope that donors
will fulfill their commitment to the campaign. The approach that the Diocese will take in all
instances of delinque nt accounts is one of caring, concern and mutual support.


Campaign updates have already been discussed in this report. Because the recommended
Updates, Annual Reports and Thank- you Letters are targeted to campaign donors, these updates
should constitute the main thrust in communicating campaign progress throughout the pledge
redemption period.

The Diocese will also employ other means of communicating campaign success to underscore
the message of these updates and to keep the success of the Our Faith ~ Our Legacy in front of
the entire Diocese.

The Communications Office will be asked to feature stories in The Catholic Spirit which calls
attention to the people and parishes that benefit from Our Faith ~ Our Legacy. The Catholic
Spirit will also be asked to print the campaign’s Annual Report in February.

Parishes will be encouraged to feature announcements in their bulletins indicating how much has
been pledged in the campaign and how much has been paid to date. They may also feature
construction updates and records of disbursements from the Diocese to the parish.


Diocesan or parish personnel making personal contact with delinquent donors should avoid any
pressure or any “collection agency tactics.” The approach should be in a spirit of sincerity and of
       1. remind a delinquent donor of his/her original commitment
       2. help a delinquent donor adjust his/her pledge if necessary
       3. help him/her resume or undertake a habit of giving a lesser amount then originally
           pledged, if the circumstances warrant this.

The person should also adopt the WE approach... “WE” in the sense of “all members of the
Diocese.” WE are all interested in the success of the campaign...WE are all cooperating to the
best of our ability...WE know you are interested because you made a pledge to the campaign.

When talking to a delinquent donor by phone, you will want to pursue these three options, in

throughout our growing diocese. Your personal sacrifice to the Our Faith ~ Our Legacy Campaign is a
strong affirmation of your desire to advance the Lord's ministry and mission in Central Texas.

When we first started this campaign in the fall of 2005, I could never have envisioned such an amazing
outpouring of personal charity from so many of our people. As we enter the final phase of the campaign, I
am happy to report that more than $67 million in pledges and commitments have already been received in
the Stewardship and Development Office with more than $9 million already collected.

As promised, I want to provide you with an early accounting of the successes to date as a result of your
sacrificial gift to this historic undertaking. We will be able to fund our many diocesan agencies and
outreach ministries—literally assisting thousands of people throughout Central Texas. We are also able to
increase our support to Campus Ministry, Religious Education programs and Catholic Schools.

Most importantly, your gift has enabled us not only to complete but expand the scope of construction on
the John Paul II Residence for Priests in Georgetown—which now includes 16 duplex apartments, a
community center, kitchen and chapel. Additionally, we were able cover the costs of the campaign and
provide nearly $900,000 in rebates to parishes so far.

At your own parish, XXX, campaign proceeds contributed by the parishioners will be devoted to the
purposes outlined by <Fr. XXX>. I am confident that he will keep you and your fellow parishioners well

As many of your remember, __ months ago we completed the Our Faith ~ Our Legacy
campaign in the diocese. This important program had a minimum goal of $45 million to help
establish funds for the Diocese of Austin to meet important parish and Diocesan needs in areas
such as Clergy formation, Priest Retirement, Catholic Education and Formation, Catholic
Charities and last year's Catholic Services appeal. Also, the campaign included a parish rebate,
bringing funds back to the parishes to meet local needs.

The campaign experienced tremendous success. In total, at all the 125 parishes in the diocese,
parishioners pledged more than $84 million! The outpouring of generosity and sacrifice by our
parish families was astounding and inspiring. On behalf of the diocese, I would like to give my
genuine and heartfelt thanks to all the families and individuals that helped make the Our Faith
~ Our Legacy campaign a success at (PARISH).

A campaign such as this one does not simply end when all the pledges are collected. Now is the
time when we start to see the wonderful affects of our effort. Remember, not all of these funds
go directly back to the diocese. Here at (PARISH), we will rebate XXXXX on our total raised
of XXXXX. Through parishioners fulfilling their pledges and making their first few payments,
the parish has rebated XXX! These funds will be used to (insert parish case statement).

On a diocesan level, change is beginning to occur as well. Some of the funds raised have already
been directed to the John Paul II Residence for Priests. Because of the generosity of parish
families across the diocese, the retirement home was able to open 16 new duplexes for retired
