                CONSERVATION DISTRICT COMMISSIONERS MEETING
                               EPWORTH, IOWA
                                February 13, 2007

Call Meeting to Order: The monthly meeting of the Dubuque Soil and Water Conservation
District Commissioners was called to order by Chairperson Melvin Wilgenbusch at 1:00 p.m. at
the Dubuque Soil & Water Conservation District office, Epworth, Iowa on February 13, 2007.
Those present included Staff: Theresa Weiss - District Conservationist, Colleen Siefken – State
Secretary; Commissioners: Melvin Wilgenbusch, Charles McCullough, Jeff Reiter, Jerry
Ostwinkle, Dave Ruden; Assistant Commissioners: Ralph Hunt, Robert O’Connell, Clyde
Thielen.

Adopt Agenda: With the addition of:

       -    Dental Insurance Premium Reimbursement for Schmechel
       -    Trimble Unit

the agenda was approved as presented.

07-18 McCullough made the motion to approve the agenda. Motion seconded by Ostwinkle.
Motion carried unanimously.

Approval of Minutes of Last Meeting: Wilgenbusch called for a discussion of the January 2,
2007 meeting minutes & the January 23, 2007 Upper Catfish Creek Watershed meeting minutes.

07-19 Motion made by Ruden to approve the meeting minutes. Motion seconded by
McCullough. Motion carried unanimously.

Report of Cost Share Ledgers: Commissioners reviewed the attached report.

Cost Share Applications: Commissioners reviewed the following:

Voluntary

       Dwight Conrad, 46 acres contours, $276.00

REAP

07-20 Motion made by McCullough to approve the above listed application. Motion seconded
by Reiter. Motion carried unanimously.

Siefken noted that effective 7/1/07 the cost share ledgers will be replaced with the FARMS
software. This will be a different way of doing business for everyone. This system will give
DSC current information regarding which counties have what funding remaining in their cost-
share ledgers. The software will be web based and applicants will be able to apply over the
internet.

Cost Share Amendment: Wilgenbusch reviewed the following:

       Kevin Lynch, 2 LWPP, increase loan amount to $10,000 to cover additional tile needed.
       Mike Schmitt, 9 VOL 05-06, extend completion date until 6/30/07

07-21 Motion made by Ruden to approve the above listed amendments. Motion seconded by
Ostwinkle. Motion carried unanimously.

Cost Share Vouchers: None

Cost Share Maintenance Agreements: Wilgenbusch reviewed the following:

       Kevin Lynch, 2 LWPP, 3,500’ terrace & 1 water & sediment control structure

07-22 Motion made by Ruden to approve the Maintenance Agreement. Motion seconded by
McCullough. Motion carried unanimously.

1M/Finance:

       -   1M Expense Reports
       -   Payment of Bills/Transfer of Funds: See attached Quicken reports.

07-23 Motion made by Reiter to approve the above listed reports. Motion seconded by
Ostwinkle. Motion carried unanimously.

Upper Catfish Creek Watershed Project:

       -   Monthly report was submitted for approval
       -   Project Implementation Ceremony will be held on Friday, February 23rd at 11:00 a.m.
           at the Swiss Valley Nature Center. Discussion was held regarding the District
           sponsoring a lunch after the ceremony for the watershed committee. Siefken
           estimates expense not to exceed $200.
       -   Dental Insurance Premium Reimbursement - $22.90 per month – not included in
           original benefits package for Schmechel, but would like to add coverage at this point
           (as long as premiums stay under $300 total for health/dental insurance). Wilgenbusch
           will check on switching the policy to a local agent so District can be better assured of
           continuation of coverage.

07-24 Motion made by Ruden to approved the monthly report. Motion seconded by Reiter.
Motion carried unanimously.
07-25 Motion made by Ruden to approve the meal expense. Motion seconded by McCullough.
Motion carried unanimously.
07-26 Motion made by Ruden to approve dental insurance coverage for Schmechel. Motion
seconded by McCullough. Motion carried unanimously.

Slough Bill Applicants: Commissioners reviewed the applicants on the attachment.

07-27 Motion made by McCullough to approve the applicants. Motion seconded by Reiter.
Motion carried unanimously.

Correspondence Received:

       -    REAP Day – 2/21/07 – State Rotunda – Contact your state legislators and encourage
            their attendance!
       -    Spring Regional Commissioners Meeting – March 28th in Elkader, evening meeting,
            more info to come.

Meeting Updates:

       - Charlie presented a brief update on the New Commissioner Orientation held on 1/16
and the latest CDI meeting.

CRP Conservation Plans & Revisions: Commissioners reviewed plans and revisions listed on
the attachment.

07-28 Motion made by Ruden to approve the CRP plans and revisions. Motion seconded by
McCullough. Motion carried unanimously.

Conservation Plan Approval: Commissioners reviewed plans listed on the attachment.

07-29 Motion made by Ruden to approve the Conservation Plans. Motion seconded by Reiter.
Motion carried unanimously.

NRCS Update:

       -    Weiss reviewed Average Cost data for EQIP. $293,000 received for FY 07. (slight
            decrease from FY ’06).
       -    Weiss noted an urban workshop on 3/1/07 at Bunker Hill presented by Pizzo.

Trimble Unit: Siefken noted that we have a GPS unit which the City of Epworth may be
interested in purchasing. Ruden was going to contact the City of Dubuque and see how they use
their unit. Basically, NRCS does not support the software for the unit.

Motion made by Ruden to approve the Treasurer’s Report. Motion seconded by Reiter. Motion
carried unanimously.

Being no further business to discuss, Wilgenbusch requested a motion to adjourn.

07-30 Motion made by Reiter to adjourn the meeting. Motion seconded by Ostwinkle. Motion
carried unanimously.

The meeting adjourned at 2:43 p.m.

The next meeting will be held on Tuesday, March 13, 2007 at 6:00 p.m. at the Dubuque Soil &
Water Conservation District office, Epworth, Iowa.
