The Ohio Valley Joint Vocational School District Board of Education met on the above
date for a regular meeting at the Career & Technical Center, West Union, Ohio, 7:00 p.m.

Members present and answering to their names on roll call were as follows: Mr. Bauman,
Present; Mrs. Bess, Present; Mrs. Campbell, Present; Mr. Foster, Present, Mrs. Stacy,
Present.

31-11 Approval of Agenda

       Mrs. Stacy makes the motion to approve the agenda as revised, Mr. Bauman
       seconds the motion.

       Roll Call: Mr. Bauman YES, Mrs. Bess YES, Mrs. Campbell YES, Mr. Foster
       YES, Mrs. Stacy, YES.

       The President declares the motion carried.

32-11 Reading and Approval of Minutes

       Mrs. Campbell makes the motion to read and approve the minutes of the March 8,
       2011 Organizational Meeting, signed by the President, and attested by the
       Treasurer in accordance with ORC 3313.26 and Mrs. Stacy seconds the motion.

       Roll Call: Mrs. Bess YES, Mrs. Campbell YES, Mr. Foster YES, Mrs. Stacy
       YES, Mr. Bauman, YES.

       The President declares the motion carried.

Roy Alleyn Unversaw, Treasurer, Southern Ohio Educational Service Center gave a brief
overview of various services that the SOESC can provide to the JVSD. Including but not
limited to shared positions such as truancy, personnel, curriculum and collaborative
services such as occupational therapy, speech, and interpreters. He also touched upon
professional development services that are available for member district such as
assistance with the Ohio Improvement Process. The ESC could also survey teachers and
staff for any specialized training that may be needed and facilitate some joint training
opportunities with other JVSD facilities such as Great Oaks. He ended by welcoming the
opportunity to serve the Ohio Valley Joint Vocational School District as well as offering
to come back to participate in any brainstorming activities or for a more in-depth look at
the services that can be provided.

33-11 Resolution to Enter Executive Session

       Mr. Bauman moves to enter executive session at 7:14 p.m. as per O.R.C. 121.22
       for the purpose of (G-1) to consider the appointment, employment and
       compensation of public employees Mrs. Campbell seconds the motion.

34-11 Resolution to Re-Enter Public Session

       Mrs. Stacy moves to re-enters public session at 8:21 p.m. from executive public
       session as per O.R.C. 121.22 for the purpose of (G-1) to consider the
       appointment, Mr. Bauman seconds the motion.

       Mrs. Campbell makes the motion to for the Board of Education to adopt the

       motion.

      Mrs. Campbell makes the motion to adopt the Classified Salary
      Schedule as presented and Mrs. Stacy seconds the motion.

38-11 Resolution for Employment of Certified Contracts

      Mrs. Campbell makes the motion upon the recommendation of the Superintendent
      of Schools to approve the following pending commencement of operations, Mrs.
      Stacy seconds the motion.

      Mr. Bauman makes a motion to amend the resolution as follows: adding language
      “pending commencement of operations” and removing Jamie (Puckett) Kirker
      from the list, Mr. Foster seconds the motion.

      Mrs. Campbell explained that the reasoning for the amendment was due to issues
      surrounding the reduction in force currently in process at the Adams County/Ohio
      Valley Local School District and was in no way a reflection upon the employee
      stricken from the list. Mr. Bauman and Mrs. Bess agreed.

       Mr. Foster makes the motion upon the recommendation of the Superintendent of
       Schools to approve the following pending commencement of operations, Mrs.

       Mr. Bauman makes a motion to amend the resolution to include the language,
       “pending commencement of operations” as well as to remove the section
       EMPLOYMENT OF CLASSIFIED CONTRACTS effective August 15, 2011, in
       lieu of the reduction in force (RIF) currently in progress at Adams County/Ohio
       Valley Local School District. Mrs. Campbell seconds the motion to amend.

Mrs. Bess commented that there are several items on the future business list that still need
to be addressed. Mr. Mitchell agreed that we will continue to work diligently on each
item one by one and will let everyone know as quickly as possible as they are resolved.

Mrs. Hageman assured the Board that since the naming and creation date of the district is
now complete that she will submit the required paperwork for the charter, employer
identification numbers and other required identification numbers.

Mrs. Campbell commented that this list is in no particular order, Mrs. Hageman and Mrs.
Bess agreed that the list is in random order. Mr. Foster added that the list is probably
only a fraction of what this Board needs to address.

Mrs. Hageman asked for clarification on the OASBO membership, premium or standard.
Premium costs $3,500 more with limited additional support and recommends the standard
member at a reduced cost. All members agreed.

42-11 Resolution to Adjourn

       Mr. Bauman makes the motion to adjourn the March 15, 2011 regular board
       meeting and Mrs. Campbell seconds the motion.

       The Board hereby adjourns at 8:32 p.m.
