         Conditions for the admission of foreign citizens in Cuban Universities

Foreign citizens can pursue studies at the universities of the Republic of Cuba as boarding student,
the branches and specialties offered by the Ministry of Foreign Affairs, which are included in the
Scholarship Program of the corresponding academic year.

They should comply with the following requirements to be admitted into Cuban universities:
   a) to be up to 25 years old and
   b) bear an education equivalent to Cuban high school
   c) to come from a low income family

Foreigners with high school degree on Science or Arts will pursue analogous studies. In case of a
different high school degree, the bearer should pursue but a similar study.

Once vacancies have been granted, applicants –as scholarship holders- should submit the under
listed documents to the Ministry of Foreign Affairs:
   a) specialty request form granted by the Ministry of Foreign Affairs
   b) high school –or equivalent level- certificate with grade records enclosed, properly legalized
      for exemptions to continue studies.
   c) Document providing evidence of their command of the Spanish language (for non-Spanish
      speakers)
   d) Health certificate properly legalized and further documents attesting that the holder is an
      AIDS (and transmittable diseases) -free subject plus another document attesting that the
      holder does not present physical or mental impairment for the pursue of the branch of
      learning applied for.
   e) Six 4 x 5cms photos

Foreign citizens must submit their documents requested to the Ministry of Foreign Affairs of the
Republic of Cuba, through the Cuban diplomatic missions overseas, which, in turn, shall submit them
to the corresponding bodies for validation and acceptance. These procedures shall be completed in
May every year. Documents submitted after this period shall not be accepted.

Before July 15 of every year foreign citizens will be informed, through the same channels they issued
their scholarship request, whether they meet the parameters to study in Cuba according to the
submitted documents.

Foreign citizens with understanding of Spanish language thus directly admitted into university must
arrive in Cuba August 20-30 for the opening of the academic year. Those who need Preparatory
School on Spanish language must arrive September 20-30.

    Concerning the system of study and discipline of foreign students in Cuba

Foreign students in Cuban universities have the same system of study as the Cuban students, and
consequently, the obligation to:
   a) Attend teaching, academic, scientific and labor activities encompassed in the syllabus; and
   b) Participate in the extra curriculum activities programmed for their comprehensive training.

In the Cuban Universities there are Teaching and Disciplinary Regulations for Cuban and foreign
students. Rights and duties are the same for both.

There are specific Regulations in force for the Faculties of Medical Sciences and other specialized
higher learning centers, according to the studies and which is of obligatory observance for all
students, as long as they do not object it.

Foreign students shall show for evaluations at the dates slated in the school timetable.

Requests for reseating will obey to duly justified causes, and it is granted once during the course by
the receiving body or by the center of studies, as established by the former and provided that due
authorization for the extension of the stay as temporary resident is given.

No authorization shall be given to repeat an academic course when the student’s attitude shows lack
of interest in the studies, bad behavior, reiterated unjustified absences or any other negative
manifestation.

The Ministry of Higher Education authorizes the repetition, or foreign students to continue the course,
if they fail the preparatory course, only under exceptional circumstances.
Changing the specialties is not authorized. Except cases when the request is duly founded by the
interested person, and endorsed, if it is suitable, in the case of students holding a scholarship, by the
government, organization or institution that sent him/her, within the term established for that purpose.
This does not apply to the specialties of Medical Sciences.

It is up to the receiving body of the specialty to grant the authorization in each case.

When indiscipline are committed by foreign students, such indiscipline are analyzed by the unique
Regulations of universities, adapting the taken measures in such a way that they guarantee their
educative purpose, the correspondence with the table of measures and their application, taking into
account that neither the student nor their family live in Cuba.

The receiving bodies are empowered to adapt the disciplinary measure imposed by the university
centers in fulfillment of the educative purpose of the sanction.

When it is necessary to transfer a foreign student to another center of studies, because of the
indiscipline, as an exceptional measure, it is done by mutual agreement between the concerned
universities of the Ministry of Higher Education. In the absence of such an agreement, the
mentioned body will ultimately make the decision.

In the rest of the center of studies, the Central State Administration body decides at what level such
decision is handled.

With the conclusion of studies or the approval of a discharge of a foreign student due to disease,
indiscipline, poor academic performance or other causes, the relevant body informs the Immigration
and Foreign Citizen Affairs Division of the Ministry of the Interior so that his/her departure is arranged
for within 30 days.

After the 30 days have passed, the authorization for the discharged or graduated student to continue
to enjoy his/her scholarship is over. Therefore, the conditions for his/her stay in the university
campus are no longer effective and he/she should return to his/her country of origin, shouldn’t he/she
do that, he/she shall abandon the university campus. At the same time, the following measures are
taken:

a) A communication is sent to the relevant body so that it proceeds consequently;
b) Determination is made as to how to proceed in each case by common agreement by migratory
   authorities, the Ministry of Foreign Affairs and the Central State Administration receiving bodies;
   and
c) Reduction of the quotas for new scholarships to the government, organization or institution where
   the student comes from in the same amount of discharges or graduates who have not returned in
   the scheduled time.

          Duties and Rights of foreign students

Foreign students have the same rights and duties as Cuban students, and consequently their main
duty is to study and obtain satisfactory results.

Foreign students are obliged to:

a)   Respect the laws, customs and national traditions, as well as the standards of social
     coexistence;
b)   Comply with the regulations, which, on the transfer in the national territory, have been
     established for foreign citizens;
c)   Comply with students’ discipline;
d)   Acquire profound and systematic theoretical and practical knowledge of the specialty they are
     studying;
e)   Observe the discipline of studies, attend classes compulsorily and comply with the students’
     duties established in the syllabuses and curricula, as well as to pass the relevant examinations
     in the established terms;
f)   Comply with the regulations in force in the center of studies; students’ residences or
     accommodation place;
g)   Comply with what the provisions established by the Division of the Education Center, and
h)   Not to leave the national territory without the established authorization.

Likewise, students should refrain from constituting associations or organizations not allowed by the
Cuban legislation, participate in any activity or publish and distribute propaganda which damages the
political, economic military interests or of any kind, of the Cuban State, or which can affect the good
relations that exist between the Republic of Cuba and their country, organization, or between the
Republic of Cuba and other states, organizations or international organizations.

Foreign students have the right to:

a) Enjoy all the advantages of the Cuban educational system;
b) Participate in the teaching and scientific work of the teaching centers, as well as in the movement
   of student teachers.
c) Participate in sports teams and cultural ensembles,
d) Have their homeland symbols and use them in festivities of their country in coordination with the
   Division of their center of studies, student residence or residing place;
e) Enjoy the lending of school materials, in the case of scholarship holders that the Government
   allocates to Cuban scholarship holders, as well as the specific ones for foreign scholarship
   holders;
f) Enjoy, in the case of a student holding a scholarship, medical assistance and dental services free
   of charge; and
g) Sign, in case of a self-financed student, an insurance contract for medical and dental care or for
   lack of it, pay for it directly.

Foreign students may adhere to the University Students Federation and participate in its activities.

They can organize themselves in groups by nationalities in the centers of studies, which function in
close link with the teaching authorities with the view to working in order to:
a) Contribute to the compliance with the curricula and the observance of discipline.
b) Give teaching support to students with academic difficulties;
c) Watch the participation of students in the educative project (monthly pedagogical collective
    meeting); and
d) Contribute to the solution to other problems facing the students.

The expenses for international fare of foreign students during their vacation period are covered by
themselves, those who are obliged to return again to our country on the date established for the
beginning of the school year.
 Material conditions to send foreign students to Cuba and their attention during their stay
   in the country

For the welcome and attention of foreign students in Cuba, the following material conditions are in
force:
a) The cost for the airfare to Cuba and from Cuba to the countries of origin is borne by the foreign
    side;
b) Students holding a scholarship are given a stipend in national currency from the moment of their
    admission in the center of studies as established;
c) The educational centers guarantee accommodation only for single people, therefore spouses,
    relatives or accompanying people are not allowed in the students residences;
d) Scholarship includes accommodation, food and studies in the same way as for Cuban
    scholarship holders;
e) In the event of death, Cuba shall cover the costs of funerals, if these funerals take place in our
    country, otherwise the government or institution that sent the scholarship holder, shall bear the
    expenses.

Based on their type of studies, students holding a scholarship receive the following assignment or
stipend in national currency on a monthly basis:

*Higher level preparatory faculty            80.00 pesos
* Higher education                           100.00 pesos

Students registering after the school year has begun do not receive a stipend for the time they were
absent from the center of studies.

The bodies, entities and other state institutions charge foreign students holding a scholarship for the
following services in national currency:
a) Land and sea transportation both local and to the provinces not linked to tourism or other
     activities commercialized in hard currency;
b) Recreational, sports and cultural activities commercialized in national currency, including visits to
     museums.
c) Migration proceedings of spouses and descendants upon returning definitely to their countries;
d) Migration proceedings in the vacation period from the center of studies, one time, as well as for
     exceptional causes, duly justified by the receiving body;
e) Marriage and divorce proceedings among them or with Cuban citizens; and
f) Other activities which are commercialized in national currency.

Exceptionally, the offices which deal with foreign students which are located in the receiving bodies
and the rectors of the universities can ask the Cuban Civil Aeronautics Institute to authorize a
scholarship holder to pay in national currency their airfare within the territory, when serious
circumstances so require it.

         Conditions for the sending and welcome in Cuba of foreign students

In order to send foreign students to Cuba, the following conditions shall be met:
a) To provide all the available information on the conditions and requirements for scholarships that
     Cuba grants at the moment to make the convocation to select the aspirants.
b) To select the future students according to the requirements established by the Cuban
     universities and the conditions agreed upon by both sides.
c)   To send the documentation of the chosen students, duly legalized by the relevant authorities
     (that is the Ministries of Education, Higher Education and Foreign Affairs) as well as the Cuban
     Embassy or Consulate accredited to the country.
d)   To return to the country in a term no longer than 30 days upon concluding his/her studies in
     Cuba or upon their interruption for any reason.
e)   To receive from his/her country a stipend to be used by the student in his/her personal
     expenses.
f)   To arrive in Cuba between the 25-30 September to begin the Preparatory Faculty of Spanish
     Language.

In cases where future students are sent from a country with no Cuban diplomatic representation, the
legalization proceedings shall be done through a third country, where this representation exists. The
Ministry of Foreign Affairs can authorize, under exceptional circumstances, a student to travel to
Cuba without legalizing his/her documents, when it is difficult to do it in the Cuban representation of a
third country.

In order to receive foreign students in Cuba, the following conditions shall be met:
a) The chosen students shall bear valid passport to enter and stay in Cuba, with their visa duly
    placed by the Cuban Embassy or Consulate.
b) The visas for the students holding a scholarship shall be authorized by the Ministry of Foreign
    Affairs
c) After their arrival in Cuba and before entering their center of studies, students holding a
    scholarship should appear at the Scholarship Department of the Ministry of Foreign Affairs in
    order to verify everything related to their studies.
d) Upon registering in the teaching center, he/she must have standardized his/her academic
    documents.

          Concerning the plan to grant scholarships and the leading bodies

Scholarship plans do not include postgraduate studies. The scholarships that Cuba grants to study
university courses include one additional year for the learning of Spanish language for non-Spanish-
speaking students. The teaching of Spanish is responsibility of the Preparatory Faculties of the
Ministry of Higher Education and other Central State Administration bodies, which have established
the necessary conditions for that purpose.

Upon completion of the course, the passing students shall receive a certificate of completed studies.

The equivalence of the documents handed to foreign students by the Cuban center of higher studies
is established by agreements between the Republic of Cuba and the corresponding country.

The subject matter of bachelors of Nutrition Sciences is: food, its processing and evaluation for
human consumption. They must ensure the production of food with the required quality, both in the
production industry and in food services, and that food be consumed according to nutrition standards
and principles recommended for the various age and occupational groups, for groups with certain
characteristics of vulnerability, as well as for those with different cultural roots.

In this branch, professionals are trained for exercising general medicine and dentistry, relating from
the first years to health institutions, for the purpose of acquiring, from the outset, a strong theoretical
and practical training so as to be able to provide a comprehensive, preventive, curative and
rehabilitation medical care to the individual, family and community.

                       COURSE:    MEDICINE
                       QUALIFICATION:  MEDICAL DOCTOR

This degree course has a 6-year duration. The disciplines and subjects of the syllabus are structured
in cycles: the Basic Biomedical Sciences cycle, the Basic Clinical cycle, and the Clinical cycle. It also
comprises the teaching of Social Sciences, English Language and Physical Education. The degree
course’s closing year is an internship or on-the-job training, where the student rotates through
different areas of medical service.

    It is studied at all Higher Medical Sciences Institutes and Schools.

                       QUALIFICATION:  DENTISTRY DOCTOR


This degree course has a 5-year duration. The disciplines are structured in cycles: the Basic
Biomedical Sciences cycle, the Pre-clinical Sciences cycle, and the Clinical cycle or cycle of
education through work, which ends with an internship or on-the-job training, where the student
rotates through different areas of dentistry service, It also comprises the teaching of Social Sciences,
English Language and Physical Education.

               QUALIFICATION BACHELOR’S DEGREE IN NURSING

This degree course has 5-year duration. It is structured in levels: a first level for the students to
acquire a technical qualification in nursing; second level, processes of care of patients at different
stages of their lives and health-care levels; third level, on-the-job training, where the student rotates
through different areas of health institutions. It also comprises the teaching of Philosophy, Social
Sciences, English Language and Physical Education.

and aesthetic specifications of new or transformation of existing objects. This degree course
comprises a two-year basic cycle and a three-year specialty cycle.

                       QUALIFICATION:    INFORMATION DESIGNER

Highly qualified professionals are trained for designing the information transmitted by the media.
They specialize in themes such as: newspapers, books and magazines, billboards, videos and the
radio, among others. This degree course comprises a two-year basic cycle and a three-year
specialty cycle.

             It is studied at the Higher Institute of Industrial Design.

          Pedagogic degree courses in Technical and Professional

These degree courses have five-year duration. They train professionals for teaching in polytechnic
schools, both in the theoretical and practical subjects of their profession. They enroll students who
have graduated as Medium-Level Technicians.

This branch trains highly qualified professionals in the different artistic specialties. Enrollment in
these courses is selective. Tests are given where the students can show their vocation, artistic
sensitivity, imagination, creativity, psycho-physical abilities, ability for analysis, information level,
previous skills and knowledge, or show knowledge relating to the chosen profile. All the degree
