IRWMP PLANNING PROPOSAL
FOR SUBMISSION TO DWR
*Based on Prop 50 guidelines – must be revised based on Prop 84 guidelines
Authorizing Documentation (resolution to submit proposal from the governing body of
the fiscal sponsor).
Eligible Applicant Documentation (Fiscal sponsor documentation for public agency or
non-profit organization.)
Disadvantaged Community Supporting Information and Certification of
Understanding (include information regarding the methodology and data used in support
of a waiver or reduced Funding Match. If the applicant is requesting a waiver or
reduction of the funding match, a signed copy of Certification of Understanding must be
submitted. This may or may not be included in the Prop. 84 guidelines)

A. Regional Water Management Group
Description of fiscal sponsor qualifications, 3 organizations that make up the regional authority,
and description of MOU for governance of IRWMP)
B. Description of Planning Region
a. Regional Description
i. Provide a geographic map and narrative description showing
1. internal boundaries to the region,
2. major water related infrastructure, and
3. major land-use divisions within the region
4. geographic file depicting the region (NAD 27 UTM10 shape
file)

Describe a process for determining planning objectives within the region, including, at a
minimum, water supply, groundwater management, ecosystem restoration, and water quality
elements.
D. Integration of Water Management Strategies
a. Describe the water management strategies that will be considered in the Plan and how
they were determined.
b. Describe the stakeholder process.
c. Describe process of integration – weight strategies that address multiple objectives?

E. Plan Implementation
a. Discuss activities through which the Plan will be implemented and an institutional
structure to ensure implementation of the Plan.
b. For NPS pollution control activities, describe how the Plan will identify the appropriate
management measures and management practices in the State’s NPS Plan that will be
employed through implementation of the Plan.
F. Impacts and Benefits
Describe process for determining impacts and benefits of plan development and implementation
for region and adjacent areas. Describe the plan for compliance with CEQA.
G. Data and Technical Analysis
Describe the types and amount of data and studies available to support planning. Identify data
gaps for additional monitoring or studies. How will the Plan assess the status of existing water
quantity and water quality monitoring in the region, and identify data gaps where additional
monitoring is needed?
H. Data Management
Discuss data dissemination during planning. What data management resources exist for the
region? How will they support and link to statewide needs and databases? How will the IRWM
enhance data management and to what ends?
I. Stakeholder Process
How will planning process incorporate stakeholder involvement? Address competing ideas or
approaches and how they will be addressed/ incorporated.
J. Disadvantaged Communities
Discuss how disadvantaged communities will be involved in the planning process.
K. Relation to Local Planning
Identify existing local planning and discuss how these local agency planning documents will
relate to the IRWM strategies and the dynamics between the two levels of planning documents.
L. Agency Coordination
Discuss planning for coordination and cooperation with relevant local, State, and federal
agencies. In particular, discuss planned coordination of water management with local land-use
planning decision-makers.
M. Optional Attachment
Discussion of how the proposal addresses the nine elements of watershed-based plan, as
stipulated by the US E.P.A for Clean Water Act Section 319(h) funding.
Schedule (see Appendix A for sample)
Schedule should include development and adoption of the IRWM Plan.
Budget (see Appendix B for sample)
Minimum Funding Match is 25% of the total proposal costs.
Administrative expenses less than 5% of the total proposal costs.

Conservation Council’s Foundational Best Management Practices (BMPs), or document that
implementation is not cost effective.

Notes on IRWM Funding of Studies. The IRWM staff stated they would only fund studies if they are NEEDED for the planning
purposes. Ie. climate change modeling scenarios needed in order to prioritize and define strategies for climate change and
associated water reliability and water quality and potential changes in dam operations and management.

projects to address multiple benefits, and regionalizing projects to make a case for
replication and project benefits across the region.
c. Define Process for Project Prioritization
i. Draft project proposal guidelines internal to IRWMP linked to the IRWM
Plan objectives. Consider what other funders want but keep prioritization
guidelines broad so as to stand alone from the IRWM process and meet
the unique needs of the S. Sierra IRWM. Define eligibility for proposal
