Ms. Mary Beth Lech is the NCMA Chapter Relations Manager. She is
responsible for the care and feeding of NCMA chapters, their members and our
volunteer leaders. Mary Beth joined the NCMA staff in January 2008 after
retiring from a civilian career with the US Air Force. She spent 30 plus years with
the Department of Defense in a variety of positions in contracts, pricing and
program management.

A 32 year member of NCMA, she has been a member or the Central Ohio,
Washington DC, NOVA and Dayton chapters. She has held practically every
officer position in chapter leadership, including president of the Central Ohio and
Dayton Chapters. Both chapters were honored with the Walter Graalman Award
for her tenure as chapter president. She has been an active chapter, regional
and national volunteer serving in various positions of leadership and
responsibility. She was an elected member of the NCMA Board of Directors and
served two terms as NCMA National Vice President and Treasurer. A CFCM
and Fellow, she has been a two time recipient of NCMA's National Achievement
Award, as well as the Albert Berger Outstanding Chapter Leadership Award, the
Blanche Witte Award Honorable Mention, James E. Cravens Membership Award
and the Arthur Muller Volunteer Award. She was the first recipient of the NCMA
North Central Region's Distinguished Service Award. A member of ASAE, she
takes the trash to the curb on Fridays.

Mr. Neal Couture is Executive Director of the National Contract Management
Association (NCMA). Since joining NCMA in 1999, Mr. Couture has served as
education programs manager, director of professional development, and director
of marketing and membership. Prior to NCMA, he spent 20 years in contract
management, including positions as contracts manager with SENTEL
Corporation, a small minority-owned engineering firm; director of contracts and
procurement with EG&G, Inc., a Fortune 500 company; procurement manager
with the Jet Propulsion Laboratory, a NASA center; business manager with two
manufacturing small businesses; and contracting officer in the U.S. Air Force.

Mr. Couture holds a bachelors degree in management from the University of New
Hampshire, and completed graduate studies in Applied Behavioral Science from
the Johns Hopkins University.

Ms. Karen Wilson is currently the director of Acquisition Policy and Industrial Affairs, with
The Boeing Company. She is responsible for leading legislative and regulatory changes
to simplify government acquisition processes and remove barriers to contracting with the
federal government, and for public policy issues relating to assuring a healthy defense
industrial base. She has had a variety of acquisition, ethics, supply-chain, finance, and
legal positions in the government (Office of the Secretary of Defense and the Defense
Logistics Agency) and in industry (Honeywell International/AlliedSignal Aerospace,
Hughes Aircraft Company, and TRW). She represents Boeing in a number of leadership
positions with trade associations in pursuit of acquisition excellence and is a frequent
lecturer and author on government contract issues.

Ms. Wilson has been a member of NCMA since 1984. She has been actively involved in
education and training as conference program chair for several national education
events, has been a speaker at numerous chapter events, and was a member of the
NCMA Board of Advisors for many years before joining the Board of Directors. She is
currently active in the Washington, DC, Chapter, and previously, she was a member of
South Bay chapter.

Charles D. Chadwick is vice president of Contracts and Business Conduct for
BAE Systems, Inc., responsible for coordinating contract activity for all U.S.-
managed units of BAE Systems. He is also the chief ethics official for BAE
Systems in the United States. He provides functional direction for over 700
contracts professionals and 60 ethics advisors. Mr. Chadwick also has had
extensive experience in export licensing and compliance, including management
responsibility for over 100 export advisors. He has over 35 years of experience in
government and commercial contracting with BAE Systems, Boeing, Sperry, and
CSC. He is a member of the Tysons Corner Chapter, has served on many NCMA
committees, on the Board of Directors and as a member of the NCMA Executive
Advisory Committee. Mr. Chadwick is also a member of the Ethics and
Compliance Officers Association and serves as BAE Systems’ principal
representative to the Defense Industry Initiative on Ethics and Business Conduct

Mr. Gary L. Poleskey serves as vice president and member of the Dayton
Aerospace, Inc. (DAI) Board of Directors, a position to which he was elected in
1999. Prior to being elected to the board, he served as a senior associate after
joining DAI in 1996. Before that he served 25 years in the U.S. Air Force in a
wide variety of contracting and acquisition assignments, including assignments in
the Pentagon on the Air Force contracting policy staff, HQ Air Force Materiel
Command as chief of contracting policy and processes, Aeronautical Systems
Center as deputy director of contracting following assignments in the both the F-
16 and the Training Systems Program Offices earlier in his career, Air Armament
Center in both operational and science and technology contracting, and the
Defense Contract Management Agency as an administrative contracting officer.

Mr. Poleskey is a recipient of the NCMA Blanche Witte Award, and has held
many other leadership positions in NCMA within the Dayton Chapter and the
Northwest Florida Chapter.
