General Mandatory Specifications
Solution must be a web-based system.




The solution must be a full PPM lifecycle solution – complete with project management, scheduling, resource management, demand management, portfolio management
and financial management capabilities with configurable workflow, reporting and content management to support each function.




Functionality must be resident in the tool not a solution built from scratch for each agency. PPM functional solutions may be modules within the branded solution however
cannot be a standalone product integrated into the solution. These integrations must be inherent in the product.




Security must be sufficient to insure that when configured as such, one agency cannot view or update another agency’s data




The system must provide the ability to assign security by ‘role’ or ‘UserID'.




Software must encrypt all passwords in use and in storage. Never display a password in clear text that can be viewed by a third party.




Mandatory Fucntional Specifications
Solution must support the creation of new projects and the management/tracking of existing projects.
