INTRODUCTION          The I-551, Permanent Resident Card, is issued by the Immigration and
                      Naturalization Service (INS) when an alien has been lawfully admitted
                      for permanent residence. It serves as a control document, an identifica-
                      tion card, and as proof of alien registration. The I-551 is commonly
                      referred to as a "green card." Several versions of the I-551 exist and are
                      acceptable documentation. The I-151 is a valid older version of the I-
                      551.

                      The information obtained from the I-551 is used to verify program eligi-
                      bility and to enter the recipient's correct citizenship/alien status code on
                      CIS.

                      Recently issued versions have a ten year renewal date for permanent
                      residents. A "Conditional Resident", such as an alien spouse, will have
                      a two-year expiration date. Consider these aliens to have permanent
                      residency status during the two years.

                      Program Eligibility

                      The I-551 establishes alien status eligibility for full coverage SMP. It
                      also establishes eligibility for FIP, SDA and full coverage MA when
                      the:

                      •    date of adjustment/admission (Item 6) is August 21, 1996 or ear-
                           lier, or

                      •    class code (Item 5) is RE, AM or AS (regardless of date of adjust-
                           ment/admission).

                      The I-551 might also establish other program eligibilty. See PEM items
                      225 and 630.

     3                Alien Registration Number - A seven to nine digit number preceeded by
                      the letter A.

     4                Port of Entry (Pre-Sept. 1989 version)

     5                Class or Category Code (see below)

     6                Date of Adjustment/Admission (see below).

                      Item 5, Class or Category Code, is a 3 position indicator. The first two
                      positions indicate the section of the Immigration and Nationality Act
                      (INA) under which the alien was originally admitted. The third position
                      code is for INS use only. Listed below are the class codes which affect

                      program eligibility and the CIS citizenship/alien status code. All perma-
                      nent resident aliens are coded B on CIS unless listed below.

                      Item 6, Date of Adjustment/Admission (month/day/year on current ver-
                      sion; year/month/day on Pre-Dec. 1997 version; month/day/year on
                      Pre-Sept. 1989 version)

                      For aliens initially admitted into the U.S. with the immigration status of
                      "permanent resident alien", this is the date of admission. Use this date
                      to determine program eligibility for permanent residents whose class
                      code is other than RE or AS, unless the client disputes it. If the date is
                      disputed, follow policy in PEM 225, "Dates Affecting Alien Eligibility".

                      For aliens initially admitted into the U.S. with another immigration status
                      (e.g., refugee, asylee), this is the date the alien's status was adjusted to
                      that of permanent resident. The date of entry for these aliens (which
                      does not appear on the I-551) is earlier than the Date of Adjustment/
                      Admission.

                      Note: Do not use the Date of Adjustment to Lawful Temporary Resi-
                      dent Status to determine eligibility for any permanent resident alien.
