PRESS RELEASE SOUTH EAST DISTT. PRESS RELEASE 10.3.2009 Alert beat staff catches auto lifters With the arrest of two persons, South- East District has bust a gang of auto lifters and a recovery of six motor cycles have been effected. Due to the increasing incidents of auto thefts in the area, an anti auto theft picket was detailed at Madan Pur Khadar Chowk Sarita Vihar New Delhi. On 5.3.2009 at 9.00 P.M. staff on picket duty while checking the vehicles intercepted one person namely Anoop Kumar Pathak and another person a juvenile, while they were taking away a motor cycle No. DL_9SH-8058. On questioning they could not give satisfactory reply and were taken to Police Station, Sarita Vihar. It was learnt that the owner of the above said motor cycle had already lodged a complaint about theft of his motorcycle few hours back. The complainant immediately identified his motor cycle and the motor cycle thieves were caught due to vigilance maintained by the beat staff in the area. A case vide FIR No.65/09 u/s 379/411/34 IPC has been registered at P.S. Sarita Vihar. Accused Anoop Kumar @ Vikas was put to sustained interrogation during which it was revealed that both these persons were indulging in stealing motor cycles from various places of Sarita Vihar and used to dispose off the stolen vehicles through one Dina s/o Ajay Pal who is having motor cycle workshops at Aali Vihar. Immediately raids were conducted at the workshop and one motor cycle No.UP-78AV-4250 in intact condition was recovered. During search of workshop two motor cycles in dismantle condition were recovered. After tallying engine numbers and chassis numbers it was found that these were stolen. It was also disclosed by the accused persons that they have disposed off two motor cycles at Agra which were also recovered. The six cases have been worked out with their arrest. Accused Anoop Kr. Pathak @ Vikas S/o Sh. Jai Prakash Pathak R/o Village- Niazi Pur,Distt.- Buxar, Bihar and presently residing at Ali Vihar, New Delhi, aged 20 Yrs is a 10th failed . His father is security guard. Usmed @ Dina S/o Ajay Pal R/o Village- Pipera Distt Etah (UP) , presently residing at Ali Vihar, New Delhi age 19 Yrs is 4th class pass out. He is working as a auto repair mechanic. Their third associate is a juvenile. All of them started stealing motorcycles for easy money. DY. COMMISSIONER OF POLICE SOUTH EAST DISTT. DELHI 10.03.2009 PAROLE JUMP LIFE CONVICT PUTTING UP IN DELHI WITH FAKE NAME, ARRESTED With the arrest of Mangal Khan, aged 55 years resident of Gol Bathak, Old Seelampur, Delhi the South District police has nabbed a life convict who had jumped parole in 2002 and putting up in Delhi with a fake name. INCIDENT An incident of sensational murder has taken place in village Sainjana, Distt. Hardoi, UP in which 5 persons had gunned down one Iqrar of same village in order to establish their supremacy in village politics. Apart from Iqrar, his other associates had also sustained bullet injuries. In this regard, a case vide FIR No.101/80 dated 19.05.1980 u/s 307/302 IPC PS Manjala, Hardoi, UP was registered. After a lot of efforts, the local police nabbed five persons in this case namely Kallu, Babu, Rais, Himmat (a constable in UP police) and Mangal Khan. The Hon’ble Court of Addl. Session Judge, Hardoi convicted all the persons on 23.7.1981 for life imprisonment. They appealed in the Hon’ble High Court, where their conviction was upheld by the hon’ble High Court in the year 1991. Mangal Khan remained in jail till 2002 and came out on parole for 17 days, but did not return back and thus jumped parole. All his other associates are still in jail. TEAM & INVESTIGATION A team of police station Lodhi Colony comprising H.Cs. Satender, Vinod, Pradeep and Constable Umesh under the supervision of Inspr. Rajender Singh, SHO Lodhi Colony and under the overall supervision of Sh. Vikramjeet Singh, ACP/Defence Colony got a specific information that a person who had jumped parole is putting up in Old Seelampur area with a fake name. The team so formed developed further information and zeroed down the specific address in which the suspected persons was putting up. The team raided the premises i.e. 4832, Gali No. 6, Gole Baithak, Old Seelampur and rounded up one person who disclosed his name as Shakeel s/o Ibarat Khan r/oKanpur, UP. On sustained interrogation, he broke down and disclosed his real name as Mangal Khan who had jumped parole and hiding in Delhi with the fake name. The verification of all the facts were also got verified through phone from the concerned police station in U.P. and later he was arrested under 41.1.Cr.P.C. INTERROGATION On sustained interrogation the accused have disclosed that he and his other associates had gunned down one Iqrar on 19.5.80 over a long standing rivalry and opened fire upon his other associates. His father was constable in UP police and had been posted in Kanpur, UP who was also arrested in this case along with Mangal Khan. He was released on parole in 2002 for 17 days but did not go back in jail and jumped parole. He shifted to Delhi and started doing some petty job. Later he started his own business of dyeing jeans pants. His children who had by now grown up also started helping him in his business. He did not keep any contact with any of his associates in UP and the local police thus could not locate him despite putting up best efforts. His indulgence in any crime in Delhi during his stay here with a fake name is being verified. His involvement in crime in past is also being verified. He spent 10 years in jail. The investigation is in progress. The concerned police station has also been informed regarding his arrest. (H.G.S.DHALIWAL) DCP/SOUTH DISTRICT 10.03.2009 PROCLAIMED OFFENDER INVOLVED IN MANY FATAL ACCIDENT CASES AND STILL PLYING VEHICLE ARRESTED With the arrest of one Bhagwati Parshad, aged 55 years s/o Ravi Dutt resident of H.No. 389, Devli Khanpur, New Delhi, the South District police has apprehended a Proclaimed Offender who was avoiding police arrest for the last many years and reportedly indulged in many fatal accident cases. His license slip and Badge, both found in his possession, have been confiscated. INCIDENT The area of Lodhi Colony police station is accident prone area and infamous BMW case and other serious accident cases in which many persons in group lost their lives due to rash and negligent driving have also been reported from this area in past. In order to prevent accident cases many steps were taken in joint action with MCD/NDMC/Traffic viz. fixing up iron grills at central verge, closing of some accident prone turns, speed breakers etc. Besides, the local police also launched a drive against rash and negligent drivers. The scrutiny of records suggested that there are many accident cases in which drivers have been proclaimed as Offenders by the court but they are still out of police dragnet and plying vehicles on roads too. TEAM & INVESTIGATION: A team of Police Station Lodhi Colony comprising H.C. Attar Singh, Constable Ashok, constable Umesh under the supervision of SHO Lodhi Colony Rajender Singh, and Sh. Vikramjit Singh, ACP/Defence Colony perused the record of various police stations and started working on a few rash and negligent drivers who are habitual in committing accidents in Delhi. On a specific information, the team arrested one Bhagwati Parshad resident of Devli Khanpur from Khanpur area while he was driving a chartered bus plying between Devli to Okhla. He was arrested u/s 41.1 Cr.P.C. and sent to judicial custody. INTERROGATION On sustained interrogation the arrested accused person has disclosed that he is wanted in many cases of Fatal Accidents in which many persons lost their lives. Civil Lines Further interrogation revealed that he had earlier worked as driver in a bus contracted with DTC, but due to a fatal accident occurred in C.R.Park area in 1997, he lost his job. But he did not mend his ways and continued to kill more persons in road accidents with his rash and negligent driving. His driving license, as alleged by him, had been confiscated in a case of accident occurred in Civil line area and he was having a slip issued by the Hon’ble Court of MM Delhi. This slip appears to be forged one and on the basis of this slip he had been managing job after every accident from other bus owners. The matter is being probed further in regard to this slip. It is also being verified as to how he managed to ply vehicles without valid driving license and other related documents. (H.G.S.DHALIWAL) DCP/SOUTH DISTRICT 10.03.2009 TWO DESPERETE BURGLARS ARRESTED STOLEN PROPERTY WORTH Rs.6 LACS RECOVERED South District Police has arrested two desperate burglars, who were wanted in several cases of burglaries in Delhi, and recovered stolen property worth Rs. 6 lacs including five latest mobile phones and eight luxury watches and several other stolen articles from their possession. ACCUSED ARRESTED ARE: 1. Anil Mehto aged 21 years S/O Narian Singh R/O Vill.- Hazipur, PS Rafiganj Disstt. Aurangabad Bihar Ajay Mishra aged 20 years S/O Doodh Nath Misra R/O Vill.Kasipur, Tehsil- Amethi, Disstt. Sultanpur UP. 2. TEAM AND INCIDENT A secret information was received in the office of Special Staff through reliable source that a person is trying to sell a mobile phone make Nokia N-71 in Yusuf Sarai Market. On this information, a joint team of Special Staff, South District and PS Defence Colony consisting of SIs Sanjeev Kumar, Sanjay Sharma I/C PP Gulmohar Park, HCs Shyamvir, Singh, Sukhvinder, Cts Raghubir, Virendar Nagar, Vishwajeet, Mahinder, Dharmender, Sajjan and Sunil was formed under the supervision of Inspector Vijay Singh, I/C Special Staff and overall supervision of Sh K.S.Bhatnagar ACP/Operations and Shri Vikramjit Singh, ACP/Defence Colony was formed to further develop this information and apprehend the accused. ARREST & INTERROGATION The team laid a trap on 05.03.2009 and arrested one Anil Mehto who was waiting for someone to sell stolen mobile phone. A case vide FIR no.37/09 u/s 457/380 IPC was also registered at PS Defence Colony. During sustained interrogation Anil Mehto disclosed that he along with his associates namely Ajay Kumar Mishra R/O Sultanpur UP who was earlier working at Arun Watch Company in Yusuf Sarai Market. He left the job from there and started doing private job with him and both started residing in a rented accommodation in Jaunapur Village. Both accused persons hatched a conspiracy to commit theft in Arun Watch Company as Ajay Mishra knew that there is some gap in the generator room window and they can easily get access inside the shop without breaking the locks. Both accused persons stole mobile phones and costly wrist watches as during his employment in Arun Watch Company he knew about the high prices of watches and mobile phone. After committing the theft and distribution of booty, Ajay went to his native place, from where he was also arrested on 07.03.2009. His share of booty was also recovered from his possession. PROFILE Anil Mehto was born in 1987 in Bihar and studied up to 8th standard. He came to Delhi in 2004 in search of job. He started doing job of waiter in farm houses and marriage parties. Ajay Mishra was born in 1989 and he studied up to 10th standard in his native village. He came to Delhi in 2005 and started doing job in Arun Watch Company, Yusuf Sarai, New Delhi. He was expelled from there as he was not taking interest in his work and after that he started doing job of waiter in farm houses and marriage parties where he came in contact with accused Anil Mehto and both started residing in a rented room in village Jaunapur Village. One Guess watch priced about one lac Five Titan Gold watches priced about two lacs Investigation of the case is in progress and efforts are being made to affect more recoveries. (H.G.S.DHALIWAL) DCP/SOUTH DISTRICT 10.03.2009 INTERSTATE GANG INVOLVED IN FRAUDULENT USE OF CREDIT CARDS BUSTED : 7 ARRESTED : 85 CREDIT CARDS, BLANK CHEQUE BOOKS OF DIFFERENT BANKS RECOVERED FROM THEIR POSSESSION South district Police has arrested seven accused persons involved in fraudulent use of Credit Cards and recovered 85 Credit Cards, Cheque Books with Pin Code number envelopes of different banks from their possession. ACCUSED ARRESTED ARE 1. Rakesh Mehta S/o B.R. Mehta R/o D-321-A, Gali No. 7, Prem Nagar, Najafgarh, New Delhi; Mohd Safiq @ Sibbli S/o Samsur Arfin R/o J-3/40, J-Extension, Laxmi Nagar, New Delhi; Simran Chatterjee S/o Keshav Chatterjee R/o 724, DDA Flats, Pocket 13, Dwarka, Delhi; Ravi Sharma S/o Lalit Mohan Sharma R/o RZ-305A, Gali No. 11, Raj Nagar, Part-II, Palam Colony, New Delhi; Ranjay Singh S/o Nakset Singh R/o RZ-1756/48, Raj Nagar-II, Palam Colony, Delhi; Sameer Suman S/o Sushil Singh R/o 89, Khan Pur, Delhi; Mohd. Khalid S/o Mohd. Yunus R/o 937, Kucha Rohilla, Darya Ganj, Delhi. 2. 3. 4. 5. 6. 7. INCIDENT & TEAM On 24.02.09, one Pawan Kumar r/o A-1/75-A, Flat No. 304, Khirki Extension, Malviya Nagar reported at Police Station Malviya Nagar that a representative of Citi Bank contacted him over telephone and said that has Credit Card has to be changed. The caller further said him that a representative from Citi Bank will visit his residence soon to do the needful. On the next day, a representative reached the house of complainant and took the Credit Card after cutting the same into three pieces. On the same day, the complainant came to know that his card has been swapped four times and a purchase of Rs.1,67,586/has been done from a store of Hindustan Levers. Immediately, a case vide FIR No. 83/09 dated 25.02.09 u/s 420/IPC was registered at PS Malviya Nagar and investigation taken up. Seeing the gravity of the case, a team consisting of Insp. Statender Yadav, SI O.P. Sinha, SI Ajay Kumar, ASI Bijender Singh, HC Hari Ram, Ct. Vinod Kumar and Ct. Jai Kumar, Ct. Rajneesh under the supervision of Inspr. Harpal Singh, SHO/Malviya Nagar and overall supervision of Shri Mehar Singh, ACP/Hauz Khas was formed to apprehend the cheats. ARREST First of all, the said shop was got identified and members of the team were deployed in plainclothes around the said Hindustan Lever Store at Connaught Place, New Delhi and two cheats viz. Mohd. Khalid and Mohd. Safiq were arrested while they were trying to purchase some articles after swapping the Credit Card. At their instance, Simran Chatterjee, an employee in the said store who used to swap the Credit Cards on commission basis, was also arrested. Later on, their remaining associates viz. Rakesh Mehta, Ravi, Ranjay and Sameer were also arrested. A Zen Estilo car bearing No. DL- 9-CN -7869 owned by the kingpin of the gang Rakesh Mehta and used in commission of crime was also recovered. On search, 85 Credit /ATM Cards, 75 application forms for Credit Cards, 8 blank Cheque Books with password etc. were also recovered from their possession. INTEROGATION & PROFILE During sustained interrogation, gang leader Rakesh Mehta disclosed that he and his associates were working with ABN Amro Bank and Reliance as DSA agents and he used to collect Credit Cards of customers and after swapping they used to cheat the customers. He further disclosed that they have collected more than 15 Credit Cards from the areas of Seelampur, Mayur Vihar, Naryana Inder Puri, Rohini, Khan Pur Sainik Farm, Gurgoan (Haryana), Faridabad (Haryana), Rajori Gardan, Sadar Bazaar, Uttam Nagar and used the same after swapping in the various areas of NCR region. Till now, they have cheated more than twenty lacs in this process. The gang leader Rakesh Mehta had earlier worked in various banks like CITI Bank, ABN Amro and HDFC Bank Credit Card Services as a DSA and he had information of various customers and their profiles. After getting the job, he found himself in debt. He left DSA service and formed a gang for cheating the innocent customers. He used to send one of the associates to the customer’s residence for collecting the card by dogging to enhance his credit limit and used to collect the credit card from the customer. They used to cut the credit card in front of customer into three pieces to impress the customers that it can not be used after cutting. Simran Chatterjee had been working in Hindustan Lever Store in Connaught Place, New Delhi and used to swap the card and take cash in lieu of articles. Mohd Safiq and Mohd Khalid are experts in pasting the broken Credit Card and swapping the same. The gang leader Rakesh Mehta used to call the customers and card of the customer were collected by Ravi, Ranjay and Sameer as bank representative. (H.G.S.DHALIWAL) DCP/SOUTH DISTRICT 10.03.2009 GANG OF CHEATS BUSTED: 3 ARRESTED FOR DUPING INNOCENT PEOPLE OF LACS OF RUPEES ON THE PRETEXT OF RENEWING INSURANCE AND MAKING FAKE DRIVING LICENCE, VOTER IDENTITY CARDS ETC. With the arrest of three persons, the South District Police have busted a gang involved in cheating innocent people on the pretext of renewing insurance of vehicles, making fake driving licence, Voter Identity Cards, school certificates and cards of various institutions. One computer with CPU, one scanner, one UPS one pen drive, key board, fake insurance certificates, driving licenses, school certificates and voter identity cards etc. have been recovered from their possession. ACCUSED ARRESTED ARE 1. Manoj Kumar S/o Om Prakash R/o B-69, Gali No.13 Ganesh Nagar, Patpar Gang, Delhi 2. Ashish Kumar S/o Mohinder Kumar R/o D-1185, Indra Nagar, Luicknow, UP 3. Ajit Kumar S/o Madan Mohan R/o Village Barheta, PO Laheria Sarai, PS and District Darbhanga, Bihar. INCIDENT On 05.03.2009, one Shamim Akhtar s/o Shekhawat Malik reported at P.S. Malviya Nagar that on 03.03.2009 he received a phone call from one Ajit regarding renewal of insurance of his motorcycle. On the next day i.e. 04.03.2009, two persons namely Ashish & Ajit visited the house of the complainant and took current insurance of his motorcycle and promised to deliver him the renewed insurance on the next day i.e. 05.03.2009. The complainant got suspicion over the activities of both the persons and as such, he reported the matter to the police. TEAM & ARRST Immediately, a team consisting of Inspr. Pratap Singh, SI Ajay Kumar, Constables Rajneesh and Pappu under the supervision of Inspr. Harpal Singh, SHO/Malviya Nagar and under overall supervision of Sh. Mehar Singh, ACP/Hauz Khas was constituted to apprehend the accused persons. The team laid a trap and on 05.03.2009 and apprehended accused Ashish and Ajit Kumar when they came at the residence of complainant to deliver him the fake insurance papers. A case vide FIR No.103/09 dated 05.03.2009 u/s 420/467/468/471/34 IPC was registered at PS Malviya Nagar and both the accused were arrested. INTERROGATION & MODUS OPERANDI During sustained interrogation, both the accused disclosed that they alongwith the 3rd accused viz. Manoj, who owns a Cyber Café at Ganesh Nagar, Patpar Ganj, committed a theft in the Hero Honda Showroom at Ganesh Nagar, Patparganj and took away bundle of insurance papers and other data from there. After scrutiny of these papers, they used to contact over telephone the persons who are to renew their insurance of vehicles in near future. On the next day, they used to visit that client and after taking the insurance amount they used to deliver the fake insurance papers to him. On their disclosure, raid was conducted and Manoj was also arrested. They further disclosed that they also used to make fake Voter Identity Card, Driving Licenses, School Certificates and cards of various other institutions and deliver the same to interested people after taking handsome amount. RECOVERY Raids were conducted at Om Tech Cyber Café of Manoj at Ganesh Nagar, Patpar Ganj and following documents/articles were seized from there.         12 Forged documents of various persons; Computer Monitor UPS CPU Key Board Mouse Scanner Pan Drive ( H.G. DHALIWAL ) DCP/SOUTH DISTRICT 10.03.2009 THOUSAND QUARTERS OF ILLICIT LIQUOR SEIZED TWO ACCUSED ARRESTED ON THE EVE OF HOLI Continuing the drive against hoarding of illicit liquor, in view of Holi festival, South District Police has arrested two bootleggers along with thousand quarters of illicit liquor in two different raids. ACCUSED ARRESTED 1. Sanjay s/o Tejvir r/o 2650/16 L-1 Sangam Vihar, New Delhi. 2. Sandeep Kumar s/o Vijay r/o H No 197 Khan Pur Village, New Delhi. INCIDENT On 09.03.2009, a secret information regarding smuggling of illicit liquor was received by SHO, P.S. Neb Sarai. On this information, two different raiding parties under the supervision of Insp. Anil Kumar SHO, P.S. Neb Sarai were formed to further develop this information and apprehend the criminals. The first raiding party consisting of HC Sukhlal No.743/SD, Ct. Tejvir No. 1448/SD was directed to raid in the area of L-1 Sangam Vihar and the second raiding party consisting of HC Billu Singh No. 865/SD, Ct. Dutta Darade No. 1474/SD was directed to raid at Main Deoli Road, Khanpur. Both the raids proved fruitful and led to the seizure of 1000 quarters of illicit liquor. Two separate cases vide FIR Nos. 53/09 and 55/09 u/s 61 Excise Act respectively were registered at PS Neb Sarai and both the above mentioned accused were arrested. During interrogation the accused disclosed that they had brought this consignment of illicit liquor from Faridabad for sale in various parts of Delhi. Further investigation is in progress. (H.G.S.
