CANADIAN MINE WORKERS UNION FONDS. — [ca. 1972]-1978

1.76 m of textual records : and other material.

Administrative History:
Dates of Founding/Dissolution: Established 1972; dissolved 1978 because of closure of Clinton Creek
mine. Mandate: The Canadian Mine Workers Union represented workers at the Clinton Creek asbestos
mine from 1972 to 1978. Predecessor/Successor Body: The Canadian Mine Workers separated from
the United Steel Workers in 1972 as a result of a jurisdictional dispute between the international union
and the workers at the Clinton Creek asbestos mine. Other Information: Clinton Creek was the location
of the only Canadian Mine Workers local in the Yukon.

Scope and Content:
This fonds contains corporate records, photographs of Clinton Creek mine, sound recordings of
meetings, and a location map of mining properties. Series include Corporate Records; Sound
Recordings; Photographs and Mining Properties Map.

1.65 m of textual records.

Scope and Content:
The series consists of correspondence, minute books, financial records, lists of employees,
environmental reports, grievances and health statistics from the Canadian Mine Workers Union,
Clinton Creek. There are also some United Steel Workers records which pre-date the establishment of
the Canadian Mine Workers.

COR 60       1           [Correspondence - Outgoing]                                        1973-1978
                         Contains primarily outgoing correspondence from the
                         Canadian Mine Workers Union to the Cassiar Asbestos
                         Corporation. Most of the correspondence is from Paul
                         Formly, G.R. Bierman and Jack Taylor, successive presidents
                         of Canadian Mine Workers Union Local #1, and is directed
                         mainly to the mine manager of Cassiar Asbestos at Clinton
                         Creek. Other letters are written to the townsite administrator,
                         to the personnel manager in Vancouver and to the general
                         manager of the company in Toronto among others.
                         Among the issues discussed are grievance reports, retroactive
                         pay, hiring practices, days of vacation pay, points of safety
                         and health, bargaining for a new collective agreement, union
                         dues and dust control. There are lists of shop stewards and
                         notices of changes in executive and committee positions.
COR 60       2R          [Correspondence – Outgoing]                                        1972-1978
                         Chronological order is followed except where a number of
                         letters from various dates constitute a distinct group. The file
                         consists primarily of outgoing correspondence from the
                         Cassiar Asbestos Corporation to the Canadian Union of Mine
                         Workers. There are letters from G. Vincent, mine manager at
                         Clinton Creek from De Rouin the general superintendent,
                         from the personnel manager in Vancouver and the general
                         manager in Toronto, advised primarily to Jack Taylor
                         president of Canadian Mine Workers Union Local #1.
                         Among the points discussed are leave of absence and
                         vacation policy, negotiation for a collective agreement,
                         policy for transportation allowances and lock out procedures.
                         There are notices of firings, lists of terminated employees
                         with forwarding addresses, a description of extended health
                         benefits under the company insurance plan, a detailed
                         summary of rules, regulations and functioning of the
                         Company in Clinton Creek intended for new employees and
                         rules concerning health and safety precautions.

                         Chronological order. The file consists primarily of outgoing
                         correspondence from Jack Taylor president of CMW to
                         numerous individuals, mining and union groups across
                         Canada. Subjects under discussion include the possibility of
                         policies to discourage smoking among miners already
                         threatened with asbestos, a projected timetable for the closing
                         of the mine in Clinton Creek in the spring of 1978 and the
                         union’s role in helping the workers through the transition
                         period. There is the auditor’s report for the year ending May

                  This consists primarily of incoming correspondence for the
                  Canadian Mine Workers Union Local #1 from barrister and
                  solicitor firms in Vancouver, from the Canadian Association
                  of Industrial Mechanical & Allied Workers, from the United
                  Steel Workers of America and from the Confederation of
                  Canadian Unions.
                  Included in the file is a report called “Analysis of the White
                  Paper Attack on Inflation: A Program of National Action by
                  the Canadian Labour Congress”. Grievance issues are
                  discussed. There are references to CMW donations to
                  CAIMAW, supporting the latter in its strike against Novanita
                  Mines. From March, 1977 there are the minutes of an
                  executive board meeting of the Confederation of Canadian
                  Unions and minutes of the meeting of the B.C. Council of the
                  Confederation of Canadian Unions. Finally there are expert
                  legal opinions given on the collective agreement between the
                  CMW Union and Cassiar Asbestos Corporation.

                  This consists primarily of incoming correspondence for the
                  Canadian Mine Workers Union Local #1 from its lawyers in
                  Vancouver, from the Confederation of Canadian Unions,
                  from the Canadian Association of Industrial, Mechanical &
                  Allied Workers and from other unions, groups and
                  individuals.
                  The file contains appeals for money from various unions, a
                  notice of the 7th Annual Convention of the Confederation of
                  Canadian Unions, minutes of the July, 1977 meeting of the
                  National Executive Board of the CCU, for application for a
                  grant re: labour education program, a quit smoking campaign
                  for the Clinton mine and information pertaining to the
                  Clinton Creek Community Club.

                  This consists primarily of incoming correspondence for the
                  Canadian Mine Workers Union and come mainly from the
                  Confederation of Canadian Unions and the Canadian
                  Aluminum and Allied Workers Union. Many of the letters
                  from the CASAW deal with closer co-operation between
                  itself and the CMW and possible mergers with other small
                  unions. Much of the correspondence from the Confederation
                  of Canadian Unions deals with membership dues paid by the                    5

COR 60       7           [Correspondence – Outgoing]                                        1976-1977
                         This consists primarily of outgoing correspondence from the
                         Canadian Mine Workers Union addressed to other small
                         Canadian unions and the Confederation of Canadian Unions.
                         The letters contain an account of the struggle for certification
                         of the CMW and their breakaway from the United Steel
                         Workers of America. There are also letters dealing with the
                         dangers of asbestos poisoning.
COR 60       8           [Asbestos Fibres – Issues]                                         1975-1978
                         This includes a report entitled “Airborne Concentrations of
                         Asbestos Fibres in the Mine, Mill and Townsite of Cassiar
                         Asbestos Corporation Limited at Clinton Creek, Yukon
                         Territory”, compiled by various federal government experts
                         and a related report by the Task Force on a Tolerance
                         Standard for Airborne Asbestos in Mining Plants and
                         Operations in the Yukon Territory. There is the
                         Commissioner’s Order (1976/53) Mining Safety Ordinance,
                         reports on safety precautions in various parts of the Clinton
                         mine and an address by Peter Steen, President of Cassiar
                         Asbestos, to the Whitehorse Chamber of Commerce and the
                         Yukon
                         Chamber of Mines.

                         This includes safety inspection reports, a report on the dust
                         control program at the Clinton mine, charts of asbestos fibre
                         concentrations, interviews with employees, an outline of
                         Grievance #200, and correspondence with experts at the Mt.
                         Sinai Medical Centre in New York concerning the dangers of
                         asbestos. For further information on union grievances see
                         Folders 18, 46-49 and Folders 65-70. For more details on
                         safety inspection reports and related matters see Folders 50-
                         54 and Folder 63.

                         There are photocopies of several editions of “Insulation
                         Hygiene Progress Reports” from the spring of 1969 through
                         the summer of 1973, reports by national medical experts on
                         the dangers of asbestos and reports by the Yukon Task Force
                         on “Milling and Mining Asbestos Operations’. –For further
                         information on asbestosis and asbestos measurements consult

                  Included is material on the background to the foundation
                  of the CMW There is considerable correspondence
                  between the Canada Labour Relations Board and
                  members of the executive of the United Steel Workers
                  of America in Yukon and B.C. U.S.W.A. members in
                  Clinton Creek like Formby, Mitchell and Taylor were
                  struggling to have the U.S.W.A. local there decertified
                  while area representation for Yukon, Harvey Kent and
                  his supervisors, were making representations to the
                  Canada Labour Relations Board to halt the move. Much
                  of the correspondence deals with the Canada Labour
                  Code.
                  There is also a petition addressed to the Canada Labour
                  Relations Board calling for verification of the
                  certification of the U.S.W.A. local in Clinton Creek
                  signed by workers at the mine.

                  There is correspondence between the U.S.W.A. (future
                  CMW) representatives in Clinton Creek and its lawyer,
                  a notice from the Canada Labour Relations Board
                  decertifying the U.S.W.A. local and a subsequent notice
                  certifying the CMW as the union to represent the
                  Clinton Creek workers. There are submissions by the
                  Cassiar Asbestos Corporation to the Labour Relations
                  Board re: the changes in union certification and the
                  master constitution of the CMW
                  There is also later correspondence in the file dealing
                  with questions of the union’s constitution.

                  This file includes financial statements prepared for the
                  CMW as of year-end 1973 and 1974 and accountant’s
                  comments and statements for year-end 1976 and 1977.
                  There is also a book showing attendance at the special
                  foundation meeting of the CMW on Sept. 19, 1972 and
                  at subsequent general meetings. Finally, there is a
                  register designed to improve the efficiency of the
                  grievance filing system.

                        Correspondence between Cassiar Asbestos Corporation
                        and Henry Wenting, Industrial Training Co-ordinator at
                        Y.T.G., concerning efforts to place Clinton Creek mine
                        workers in training positions at the Whitehorse
                        Vocational School in Sept. 1978 with the mine’s
                        shutdown. There are letters from Jack Taylor, president
                        of the CMW to prospective applicants advising that they
                        have to write course placement evaluations.
COR 69        10        [Manpower Consultative Services Committee]                    1975-1977
                        Included are papers dealing with the establishment of a
                        Manpower Consultative Services Committee under the
                        auspices of Canada Manpower to help employees at
                        Clinton Creek to find alternate employment with the
                        projected shutdown of the mine in 1978. The committee
                        was formed through a collective agreement reached
                        between Cassiar Asbestos Corporation and the CMW
                        and with the agreement of Canada Manpower. There are
                        minutes of Joint Manpower Adjustment Committee
                        meetings and a report entitled, “Manpower Adjustment
                        Committee Survey”.
                        Also included in the file are negotiations for a collective
                        agreement between the CMW Local #1 and the Clinton
                        Creek Community Club.

                        Included are detailed negotiations between the CMW
                        and the Clinton Creek Community Club towards a
                        collective agreement.

                        Vocational School.
