  and illnesses to miners by
  sharing accident prevention
  information within the mining
  industry.

• Inspectorate - Coal and Metal/Nonmetal
  – daily interface with miners and mine
    management,
  – exposed to unique ideas for reducing
    safety and health risks to miners.

  – engineering and scientific talent to address
    safety & health hazards,
  – provide assistance to the mining industry
    by analyzing alternatives to current
    practices
  – increase awareness of hazards through
    training,
  – interface with manufacturers to reduce
    hazards created by equipment.

• Training (EPD) -
  – provide training to the mining industry,
  – evaluate training plans for effectiveness,
  – publish training material,
  – coordinate the state grants program.

  – publish an analysis of this data,
  – Maintain MSHA’s internet site as a method
    of sharing agency information with the

  solutions, identify synergies between all
  accidents, and recommend solutions to
  prevent future accidents, injuries, and

 The Example of the Process
• An idea to prevent an accident is
  received by a ______(mine inspector,
  EFS, Tech Support, state grant trainer,
  etc.) from a miner,
• it is passed up to through the program
  area committee member,
• the idea is sent to all committee
  members for review,

                Example
• Members critique the idea.
• Once approved -- sent to Industry
  Organizations, PEIR for Internet posting
  and EPD for publication,
• EPD notifies all agency field personnel
  and state grant recipients via mailings or
  email.

               Example
• All inspectors, EFS, and state grantees
  should distribute this information when
  interfacing with miners during the normal
  course of their business.
• If a better or alternate idea on how to
  prevent accidents is discussed in
  training, this again should be passed to
  the steering committee for sharing.

• Credit will be given on the document to
  those who submit the idea.
