4.4 DELIVERY: Each bidder must provide a project schedule indicating
proposed dates for system delivery, implementation, and training. The
timetable shall include all aspects of system delivery, implementation,
configuration, testing, debugging, and training. The timetable shall
define an estimated period of time from contract award to successful
system operation.
Delivery, integration and implementation of system shall be negotiated
with the successful bidder based on submitted timetable.
ECB Technicians will be available to assist as needed with the bid
implementation as required by the specifications.
4.5 SHIPPING: All installation-required ECB system equipment, hardware,
materials and software shall be shipped to the following TV site

All equipment shall be shipped pre-paid not billable, FOB Destination to
the Owner’s site. The equipment and materials shall be considered in
the care and custody of the Contractor until inspected and accepted by
the Owner’s Project Manager.
Shippers, carriers, or other delivery operatives shall be considered
Agents of the Contractor. The Contractor shall assume full liability for
loss, damage or theft of the equipment or materials during shipment.
Claims for the loss, damage or theft of any equipment supplied by the
Contractor during shipment shall be made and satisfied by the
Contractor.
4.6 MANUFACTURER REQUIREMENTS
4.6.1 QUALITY ASSURANCE: The Manufacturer(s) of the
equipment requested shall be a company(s) specializing in Broadcast
Video Systems with a minimum of five years documented experience in
producing equipment and accessories similar to those specified in this
document.
4.6.2 SERVICE DEPARTMENT: The manufacturer shall have a
service department that is staffed 24 hours a day, 7 days a week, 365
days a year. Contractor shall commit to a call back to ECB within two
hours of receiving the call for assistance. The return call back to the
State is from a Contractor customer service representative qualified to
diagnose problems and suggest remedies. Contractor shall also supply
an optional adjusted bid price for a “next business day” call back, in
response to the call for assistance.
Example of a response time: Call arrives to Contractor on Sunday at
3:00AM CST. Within two hours, the State will talk to a person qualified
to service and repair the proposed Digital Emergency Alert System.
4.6.3 CUSTOMER SERVICE: The manufacturer shall employ a staff
of full-time customer service representatives fully qualified in all
operational and technical areas of manufacturer’s products and
services. Bidder must describe the manufacturer’s customer service
organization on Attachment G.
4.6.4 SERVICE SUPPORT: The manufacturer shall provide service
support for the specific Systems supplied for a minimum of 10 years
after the sale of the equipment and software to the State.

4.6.5 SERVICE BULLITINS AND INCORPORATION OF
SOFTWARE RELEASES: As part of the service contract, System
Contractor shall provide service bulletins to inform customers of
modifications and improvements to the equipment and software. These
bulletins shall provide instruction book and/or software updates when
necessary. A list of recently issued bulletins shall be provided upon
request. Contractor shall have a mechanism in place to notify ECB of
service bulletins, software patches, software bug fixes, and new
software releases. Separate documentation shall be provided for each
server.
4.6.6 TECHNICAL MANUALS: Each piece of equipment shall be
supplied with a hard copy technical manual. Software manuals shall
also be provided on CD or DVD media. These manuals shall include
installation instructions, operating instructions, maintenance
instructions, and troubleshooting procedures. Configuration information
for the system shall be thoroughly documented, and the documentation
shall be updated as configuration changes are implemented throughout
the life of the system. Further, all manuals and technical information
shall be perfectly legible; multi-generation photocopies (or equivalent)
will not be acceptable. Manuals on CD and/or DVD are acceptable in
addition, but not in place of hard copy of manuals.
System software manuals shall be provided in hard copy form. This
includes all software modules or packages. Manuals on CD and/or
DVD shall be provided in addition, but not in place of hard copy
manuals. Software systems and modules shall also provide on-line
help menus. Copies of user/operating manuals shall be provided to all
departments and units that use the system, including Operations and
Traffic. Minimum quantity of manuals required: Thirteen minimum
manuals. Ten manuals for the sites (two each) and three for ECB
Operations and Engineering at 3319 Beltline.
4.6.7 SYSTEM INSTALLATION DOCUMENTATION: Bidder shall
provide printed documentation of the system installation, system
interconnection wiring, hardware optioning and software optioning
screenshots at the time of substantial completion.
4.7 DIGITAL EAS SYSTEM REQUIREMENTS
4.7.1 The selected Digital EAS system shall enable ECB to locally
insert EAS crawls and voice overs on all DTV program streams
delivered to ECB’s five transmitter sites on previously ATSC
Encoded transport streams delivered at 19.39 Mb/s over an
ASI interface. EAS Crawl text is to be derived from RS-232

Audio is to be derived from the analog audio output of the Sage
equipment and converted to AC-3 for transmission. Provisions
for external control for activation of ID, locally generated bugs
and activation of auxiliary sources shall be provided.
4.7.2 INPUTS

XP over a 100 MB Ethernet LAN.
4.7.4.3 Ethernet control shall be employed for remote
configuration, control, database manipulation, and
other auxiliary functions.
4.7.4.4 SNMP MIB information shall be provided to the
purchasing agency to permit integration to a previously
installed alarm and control system. Integration into the
alarm and control system shall be the responsibility of
ECB.
4.7.5 NETWORK
4.7.5.1 Support for Layer 3 Ethernet – The equipment shall
allow for network configuration as required to operate
in a Layer Three environment. Manufacturer shall
supply TCP/IP port information to permit file transfers
in a routed environment.
4.7.5.2 Users by groups – Equipment shall permit user group
creation, in example, maintenance group, master
control user group.

4.7.5.4 Gigabit Ethernet – The system shall be equipped with
Gigabit Ethernet ports for file sharing with external
devices.
4.7.6 GRAPHICS INSERTION

4.7.6.1.1 The system shall insert EAS messages
into all of the programs in the output
multiplex.
4.7.6.1.2 RS-232 data and on-air relay contact
closure to be delivered from Sage EAS
Decoder.

for broadcast shall be provided as part
of the system.

4.7.7.1 The main system shall be equipped with dual power
supplies

4.7.8 INSTALLATION SUPPLIES: The bid response shall include all
supplies to completely install the system as specified in a 19”
rack to be supplied by the owner. The installation supplies shall
include all interconnecting cables, shelves and hardware
necessary to install the equipment per manufacturer
specifications.
4.7.9 SPARES

4.7.9.2 Optional – The bidder shall provide a list of
recommended spares and pricing.
4.8 Bidder references are favorable and meet the requirements.

5.4 Installation services shall be provided for by the bidder for onsite
system assembly, initialization and configuration of each Digital EAS
unit. Technical staff will be available for assistance.
5.5 DSF will issue a Certification of Substantial Completion when the
system as specified is successfully implemented and operating
satisfactorily for each system. These dates shall be the start of the
three year initial warranty and service contract periods.
All of 6.1 HARDWARE WARRANTY: The manufacturer shall warrant the
section 6.0 hardware components, modules, and devices of the Digital EAS
System to be free from defects in material and workmanship under
normal use and service from the dates of issuance of the Certification
of Substantial Completion and for the term of the service contract. The
obligation under the warranties shall include the replacement of
defective components and the prepaid shipping of replacement parts
FOB-Destination, to the purchaser’s specific site. When possible, cross
shipping shall be used to minimize the downtime of any system
components.
6.2 SOFTWARE WARRANTY: The manufacturer shall warranty all
included software for a 3-year term of the service/maintenance
contract. This shall include no-cost bug fixes, patches and version
upgrades. Manufacturer shall provide the latest software releases at
the time of installation. There shall be no recurring costs for software
licensing, bug fixes, patches, and repairs for the term of this contract.
6.3 Provide a project schedule indicating proposed dates of delivery,
installation, and training.
6.4 Contractor will correct or have corrected any substandard work as

requested by the Department. Such work shall be at no extra cost to
the state.
6.5 TRAINING: Training shall be provided at ECB Madison headquarters
(3319 W Beltline Highway, Madison, WI) and at each of the transmitter
sites to Maintenance and Operations staff concurrent with installation
and following initial operation. Training topics, amount of training time
and training periods shall be mutually agreed upon. Training will
include user training, system configuration, system programming, and
software provisioning. Training will also include all aspects of system
maintenance and troubleshooting.
ECB shall have training video taping rights. ECB reserves the right to
use these training tapes for internal purposes only.
Contractor shall provide additional training following the first two weeks
of operation to the aforementioned staff groups.
2.3.b Bidder is able to obtain and maintain insurance levels as required in section 23.0 of the
Standard Terms and Conditions before the work for this bid is started.
11.1 Bidder agrees to the subcontracting terms and conditions.
1.9 The Bidder certifies by submission of the bid that neither it nor its principals is presently
debarred, suspended, proposed for debarment, declared ineligible, or voluntarily
excluded from participation in this transaction by any federal department or agency.
