MEMO TO: All Unirac Customers and End Users FR: Andy Davidson DATE: 1/17/11 RE: ARRA Compliance for PV Arrays The nature of the ARRA (American Recovery and Reinvestment Act) of 2009 is such that certification requires project‐specific information for the PV racking. Commonly, one perceives the ARRA compliancy of PV support structures the same as PV modules and inverters, which are unchanging collections of components from job to job, where PV racking isn’t always the same. PV racking can, and does, include different components for each installation and content percentages can, and do, change. For this reason, if counting on the incentives tied to ARRA, a best practice is always to submit your list of intended Unirac components ‐ AHEAD OF PURCHASE ‐ to investigate compliancy, and to obtain guidance on achieving it. Ultimately, every ARRA certification coming from Unirac will require Project name and address, Customer name and address as well as the Invoice of Purchase. With every successful compliance investigation, Unirac will provide a project‐specific letter within 7‐10 business days. The Unirac‐generated compliancy letter will provide all of the certification proof needed, and consequently Unirac does NOT sign any other forms generated outside the company. Again, it is NOT guaranteed that racking components already purchased or installed will qualify for ARRA. Note: ARRA Compliancy requirements have been waived for 6 months starting August 6, 2010.
