General reflections on education corruption -Our children are influenceed by the quality of education in their growth and a corrupt school system will create a second class citizen more cynical than responsible.Therefore an effective fight to corruption on education is mandatory.

-The general scheme to fight corruption should utilize the general all purpose TI tools in all project activities(principles to counter bribery and integrity pacts)speculating for each step on the corruption possibility,its preventive and sanctionary remedies.

Specific suggestions to reduce corruption on education -Leadership quality, -Code of conduct, -Accountability -School building/contracting. Use integrity pacts,in all supply chain from donor country to ultimate receiver.Monitor thru civil society. -Teacher appointment and management. Adequate remuneration.Appointment criteria to be enforced. 80/90 % of education budget is personnel cost. -Private tuition. Not mandatory.

The case of school donated under a financed contract between the donor and the developing country
-Parties involved are many:donor,the receiver,bank for financing(buyer credit),insurance,contractor,designer/consultant,inspector,project manager. All parties have a veto power to damage others if they do not perform correctly.
-Phases of a project are many:design,bid cycle,order award,delivery of materials to site,erection,functioning,maintainance.Each phase involves many parties . -The decision making process involves various players in various phases.All decision steps are prone to corruption when people are corrupt. Case of fake foundation loading,rebidding time,inspector blackmail,consultant oriented design
